COMMUNITY…a group of people living in the same place or having a particular characteristic in common; a feeling of fellowship with others as a result of sharing common attitudes, interests and goals. These are two standard definitions of the word and the common theme of both is PEOPLE. We say it all of the time…what makes PROSPER so special, so unique and the best place in the world to live are the people. They are the backbone of our community and we wouldn’t be who we are without them. February is a special issue for us…we get the incredible honor of celebrating and recognizing the best of the best in Prosper. Each year, when we receive the nominations for PROSPER Person of the Year, we are reminded of how generous, loving and selfless our citizens are! Each of them makes a tremendous impact on so many lives…our children, our non-profits, our businesses, our students and our neighbors. Our town and our school district grow in record numbers because of people like them. They make Prosper what it is. And they make what we do so rewarding! This year, we decided to switch things up a little bit…we allowed the public to vote as part of the process, and we were blown away by the number of votes we received. It is plain to see that this award is special and these people are LOVED by their town! PROSPER Person of 2015 was awarded to Stuart Blasingame…but truly, it could’ve gone to any of the nominees! Ask anyone on the final selection committee, and you will hear this – we deliberated, we discussed each nominee and we voted…and came up with a TIE!! So we went back to the drawing board to start all over!! It was a difficult process because each person this year was so deserving of the award. We would like to personally thank each individual who helped or was part of the process for PROSPER Person of 2015…we could not continue to improve each and every year without your help, input and assistance. We are thankful that you trust us from start to finish. And we are blessed that we get to share in the moments along the way. There is no greater place to be than Prosper, Texas. And there is no higher honor than to be nominated or named as PROSPER’S Person of the Year!

This time of year, I have the pleasure and honor of addressing the members of the Prosper Chamber of Commerce as well as many other civic and service groups around Prosper with a presentation on the State of the Town. Like the President, state governors, and the mayors of almost every other city and town, I get invited to share a report on how the community is faring. In short, the State of Prosper is very good. Many wonderful things are happening in Town, and a great number of highly-anticipated changes are on the horizon. These changes not only include the high profile projects that command our attention, but also those innumerable projects that go under the proverbial radar.

Most noticeable are the improvements to our major thoroughfares. Those of us who use Hwy 380, and that includes most everyone in Town, are excited about the expansion and reconstruction of that road. While this summer we will see the completion of the eastern part of it, from Custer to near Preston Road, the western side of it will also be expanded and reconstructed in the near future. Existing businesses, and those which are planned for that corridor, will benefit greatly from that work. On the north side of Town, Frontier Parkway will also undergo reconstruction. Again, a fair number of Town residents use that stretch of road, and with the growth of Celina in that area, the need for an expanded and improved Frontier Parkway is undeniable. And, of course, the long-

Residential and commercial developers continue to finalize their plans for the large tracts of land around Town. Windsong Ranch on the west side is rapidly filling in. The second fire station in that part of Town is also on a fast track. The Gates of Prosper has cleared its eastern phase and is ready for construction. Our own hospital, run by Texas Health Resources, will soon begin to emerge. Office parks and buildings will sprout along the tollway and lots of restaurants and From the Mayor’s Desk services will accompany them. And, for the first time during these State of the Town addresses, I can confidently announce that our first grocery store will be open soon. Kroger at Prosper Trail and Preston Road will welcome its first customers in the spring. Bear in mind, though, that none of this growth and development could have occurred if this and previous Town Councils would not have had the foresight to budget for and direct the development of our infrastructure. Utility lines crisscross Prosper just below the surface, unseen and unnoticed. But, without them, we would not be where we are today, on the cusp of such phenomenal growth. Our staff deserves lots of credit for the work they put into not only our infrastructure, but our safety, security, quality of life and basic services. When you see a Prosper employee, I would ask that you please remember to acknowledge their invaluable contributions. February 2016

It may sound contrary to your healthy eating plan, but the human body actually needs some types of fat for heart and brain health. One common source is cooking oil, such as olive oil. Of the cooking oils most commonly used in North America, such as olive oil, canola oil, peanut oil and various vegetable oils, olive oil contains the most monounsaturated fat, which is widely recognized for its potential role in reducing the risk of coronary heart disease. In fact, beginning in 2016, olive oils will display the American Heart Association’s Heart Check-Mark* to alert consumers about olive oil’s heart-healthy benefits. Day Boat Cod with Melted Tomatoes and Shaved Fennel and Orange Salad Serves: 4 olive oil salt and pepper, to taste 4 cod filets (6 ounces each) Olive Oil Melted Tomatoes (recipe below) Orange, Fennel and Olive Oil Salad (recipe below) 4 lemons, cut into eighths Heat oven to 400 F. Heat medium sized saute pan on high. Add olive oil and heat. Salt and pepper cod. Add cod to hot oil and sear very hard on one side, until fish is golden brown and crisp.

Heat oven to 325 F. Place tomatoes in 9-inch cake pan and season to taste with salt and pepper. Scatter herbs, lemon zest and garlic on top of tomatoes. Drizzle tomatoes with extra-virgin olive oil, which should come up about three-quarters of the way on tomatoes. Cover with foil and bake until tomatoes are tender, approximately 40 minutes. Orange, Shaved Fennel and Olive Oil Salad

Transfer cod to baking sheet that has been brushed with olive oil. Place cod in oven until it starts to flake, about 12 minutes. Remove cod from oven and keep warm.

1/2 large fennel bulb, sliced thin on mandolin 2 medium oranges, rind and seeds removed, cut into slices 1/2 medium lemon, juice only 3 tablespoons extra-virgin olive oil 1 tablespoon parsley, chopped salt and pepper, to taste

Using spoon, portion Olive Oil Melted Tomatoes onto four large dinner

Combine all ingredients and gently toss just before garnishing cod.

Stuart Blasingame – PROSPER Person of 2015 Stuart has been happily married for 16 years to his best friend Michelle. Michelle is a registered nurse for Prosper ISD at Light Farms Elementary. They have two great sons, Connor who is 14 and attends Reynolds Middle School in 8th grade, and Seth who is 10 and attends Folsom Elementary in 4th grade. Both boys keep their parents very busy. Between the boys’ events, they run around like a taxi service. They love skiing on spring break and enjoy the beach during the summer. The boys and Stuart recently found a hobby riding dirt bikes, and they love going to the Red River ATV Park. Stuart enjoys coaching several sports and absolutely loves the kids he gets the privilege to be around. He feels so blessed to be a part of so many kids’ lives and loves many of them like his own. Stuart has been with the Prosper Fire Department since 2002 and previously was employed with the Frisco Fire Department and left at the rank of Lieutenant. Since 2002, he has seen Prosper grow from approximately 2600 people to the almost 20,000 we have today. He worked his way up from Firefighter to Captain, to Battalion Chief, and has now served as Assistant Chief for approximately five years. He truly enjoys serving as race chairman for the annual Cory Ausenbaugh Memorial Scholarship 5K and Fun Run. They provide annual scholarships to Prosper graduating seniors who plan to pursue a career in education as well as offering scholarships to the children of firefighters, police officers and educators whose parents passed away prematurely. What is your favorite thing about Prosper? “No doubt, the people have to be my favorite thing about Prosper. Some of the nicest people live here. I have seen generosity and kindness like I have never seen anywhere else. My career exposes us to see tragedies in other peoples’ lives. I have seen the community come together and surround those that experience tragedy and provide in ways that leaves me speechless.”

What is your vision for Prosper? “My vision of Prosper is a safe community that families are proud to call home and where excellence is the standard. I want to continue to celebrate the great history of our town while embracing the growth with values that represent what Prosper is all about.” Who are you when nobody is looking? “Pretty much what you see is what you get. I would love to tell you I am a superhero but unfortunately that’s not the case. First, I am a husband and father who loves his family dearly. I am a man proud to say I love the Lord and my Country. I am a man who believes he works for one of the greatest fire departments in the world and with some of the greatest firefighters in the world. I am a man who loves my community. I am a friend who enjoys being around others and laughing as much as possible. Last, I am a man who believes there is no greater reward than helping others.” How do you feel like you make a difference in our community? “I truly love serving our community. Helping people is the most rewarding thing I believe someone can do. I am blessed to be in the fire department where we often get the privilege to help others. We often say “Their worst day is our best day”. We have to be ready to help anyone anytime when they need it most. Just as important is when I am off work. I try to treat others as if they were my family. It’s really easy to do the right thing. Sometimes it’s as simple as stopping to help a stranded motorist or changing a tire. Other times it’s a little larger. It may be providing a shoulder or giving a hug to others that are going through something very tragic or a rough time. Sometimes it’s showing the kids in our community that you care about them and encouraging them to do their best. I can’t tell you how many calls I get for help when I am off work. I often hear “I am so sorry to call you but…”. I truly love these calls. I cherish those who feel like they could call me for help 24/7. I will drop everything to help anyone who needs it. I am proud of how I live my life. I am a man who loves people.”

How long have you lived here? “I have lived in Prosper almost 5 years but feel like I have been a resident for the past 14 years when I started working for the Fire Department. Much of my life has been here in Prosper serving the community.” Person of the Year

Wayne Bartley Wayne grew up in Hewitt, Texas and received his Bachelor’s degree from Howard Payne University and a Master’s degree from Hardin-Simmons University. He served on church staff for over 20 years in various churches in Texas. In 2014, he became a Real Estate Agent at RE/MAX Performance Group here in Prosper and became one of the owners of that brokerage in 2016. He and his wife Amy have been married for over 20 years. They are the very proud parents of their daughter Kelsie Bartley who is a Junior at Prosper High School. They enjoy hanging out, travel, the lake, and concerts. He also enjoys playing golf with friends and having long dinners with friends and family. How do you feel you make a difference in our community? “Well, this is quite a hard question. I make a difference I guess by just loving people. In a world that is always in a hurry and cares little for anyone except me, myself and I, people who care are hard to find. I think here in Prosper you find more people like this than normal as evidenced in all of the nominees as well as many that were not nominated. I have the privilege of serving as Chairman of the Board for Cornerstone and with the work of Jen Lutes and her incredible staff I know this organization makes a huge difference in the life of people. I also know that Serve Prosper makes a difference in the life of people. With Amy Bartley’s mad organizational skills and some great partners here in our community, people who can’t get their home up to code get the help they need. Hundreds of people come together to do the hard work of getting these homes looking awesome and up to code. All of us can make a difference. I just love and care for people.” Mandy Goddard Mandy and her husband Curt have been married almost thirteen years and now have two wonderful daughters, Sarah (9) and Emilie (5). Both children are in elementary school enrolled in our district’s Dual Language program. For over twelve years, Mandy taught mathematics in grades 6-12 as well as junior college. After earning her master’s degree and principal certification, she had a health scare shortly after moving to Prosper. This made her have to reprioritize her career and life in general. Mandy and her husband decided it would be best for her to become a stay at home mother after the birth of their second daughter. The last year she taught, she lost an 8th grade student in a tragic accident, which reaffirmed her career decision. She began to volunteer a lot with the organ donor awareness non-profit organization her family started, often with her newborn strapped to her at events around DFW. She kept her feet in the educational door by volunteering at PISD schools (even those her children have never attended) and tutoring privately in the evenings. She eventually created an online based tutoring company where she began working with students from various states. It was a desire of hers to be able to include students who could not afford tutoring. The online format provided her many opportunities to do that and also allows her to blend her personal life and career to help others. Mandy and her family have a passion for traveling, as they love immersing themselves in other cultures, seeing amazing sights and living life to the fullest. Mandy believes that each day is truly a blessing. Matthew 6:34 is one verse she comes back to often. She recently embarked on a second career as a home-based cruise travel agent, earning accreditations in her spare time to help find ways for other families to experience affordable travels. Some who know her as a cruise agent have no idea that she can still help them with their Calculus derivative problems! Many say that volunteering is a hobby of Mandy’s as well. She constantly seeks ways to help make a positive difference for those around her. She wishes to instill in our children’s generation the importance of serving others. She is so grateful the years of teaching and working with others are a permanent part of her heart, and that she and her family has great opportunities to regularly serve others. How do you feel you make a difference in our community? “Prosper is a place where everyone matters. EVERY person. I try to help wherever there is a need, spoken or unspoken. Serving others is important to me. This is what I do, and I am humbled to be recognized for it. Serving others is just something I do anyway without expecting or needing any recognition. Each individual person in our Town has a unique gift. My gift is meeting others and hopefully inspiring them to step out of their comfort zone as I have to help others in our community.”

Dr. Michael Goddard Dr. Goddard is married to the love of his life Dena, who is a teacher at Cockrell Elementary. They call Dena the reading whisperer, because she loves to help children who struggle with Dyslexia or reading difficulties and gets them to read. Dr. Goddard believes Dena is truly amazing. Then, he has his 6’5” Brock “The Rock” who is 18 and graduating this June from Prosper High School. Brock played football for the Prosper Eagles and is signing a scholarship to play football in college. Dr. Goddard is most proud of his heart and his faith. He also has his Cavalier King Charles Spaniels “Gigi” and “Bella Joy” who rarely leaves his side or lap when he is at home. He loves what he does now and how he gets to impact so many by being the Assistant Superintendent of Prosper ISD. Dr. Goddard says that his job isn’t a job, it is a mission field for him to serve and meet the needs of those in need. How do you feel like you make a difference in our community? “I feel that I have been blessed to be in a unique position of staying grounded with our traditions that make Prosper such an awesome community, but I also have the vision for us to grow and expand into a community that provides that love and sense of belonging to even more and more as this community expands. The Town of Prosper is a one-of-a-kind community that has and will continue to set a standard for what excellence is and being a part of something special is all about. I’m honored and blessed to be a part of it.”

Tyler Sammons Tyler is not married, does not have any children and is not in any hurry. He serves as the Percussion Director for our instrumental music program in PISD. He also assists with all aspects of the high school band program, teaching percussion classes on 3 PISD campuses to nearly 100 student percussionists every day, and coaches the competitive drumline. Tyler feels that he is one of those lucky people who was able to make his main hobby into his job. Music is his main hobby, and music related activities take up roughly 90 percent of his life. (He does admit that might be a slight exaggeration.) Outside of PISD during the summer, he works for a non-profit performing arts organization called the Santa Clara Vanguard that is based in the San Francisco, California area and spends much of the summer touring with that group. He also writes music for band programs and drumlines all over the country. Aside from music, he really enjoys being outdoors and hiking. He is a sports fan, and basketball is my favorite. He grew up in the San Antonio area, so the Spurs will always have his heart, but he says that Mavs are growing on him. How do you feel like you make a difference in our community? “I make a difference in the community by being a member of the Prosper ISD team. To be more specific, I work with 10 of the best teachers I have ever known in the PISD instrumental music program, bringing a world class experience to the students of Prosper. I believe (and studies show) that studying a musical instrument has a HUGE positive impact on the development of a student, and cultivates so many valuable skills that our students will desperately need as adults. We all share that same philosophy and take our jobs very seriously knowing the impact our work has on our students!”

Perry Waller Perry and his wife Izzie celebrated their 50-year anniversary recently with their two daughters, Stacy D. Young and Angela S. Waller, along with our grandson Mason. The family loves all sports but especially football and basketball. Perry did play a great deal of golf but doesn’t get to play as much golf as he watches on television these days. He has worked in the office products industry for over 55 years. Perry also started his own company, SIA Distributor, in the early 1990’s. He has been actively involved with the Prosper Chamber of Commerce since 2009 and was a member of the Prosper Historical Society board for several years. How do you feel you make a difference in our community? “As Chairman of the Prosper Chamber of Commerce, I have the great opportunity to meet and work with the Prosper business community, the Town of Prosper, the Prosper ISD and many citizens. Since I became Chairman of the Chamber in 2012, the Board and I have worked hard to increase our membership from 110 members to 210 members and increased our visibility in the Town of Prosper and surrounding areas.”

In Remembrance of Jim Hughes

Part 2

After his baseball career was over in 2002, Jim’s contribution to the Town of Prosper and surrounding community was just beginning. He used Prosper and the surrounding area as his home base while playing baseball, although his job kept him away from home much of the time. He married Betty Hodges Matthews on December 30, 1982 at the First United Methodist church in McKinney, Texas. They made their home in McKinney as Jim was still scouting and Betty was teaching school in the McKinney school district. Jim and Betty moved into his parents’ home in Prosper after they passed away in 1995. Jim was a silent man. One would never have known what he accomplished in baseball because he would not talk about it. That was the type of man Jim became. He would do for others and not take any credit. He became known as “Mr. Prosper” to many and “Mr. Jim” to others. He was the quiet type but he enjoyed doing work for others. As Mayor Ray Smith said, Jim was the silent type and would not say much, but you could tell how good Jim was by his actions. One would not know his accomplishments during his lifetime because he would not talk about his personal life. Jim and Betty joined the Prosper United Methodist Church and became members of the Faith Weaver’s Sunday school class. He would mow the church lawn, trim trees and bushes and basically take care of the maintenance of the church. He loved to work outside and could not sit still while at home. If he did not have anything to do, he would get in his pickup and look for work. In my 81 years knowing Jim, I have never heard him say one cuss word. What a record. He would perform work and you

would never know it until he was gone. He was the most unselfish person that I have known. He mowed lawns for the seniors, trimmed trees and bushes not only for the Town of Prosper, but he would travel to Celina, Plano and McKinney and do the same work for his family and friends. He was instrumental, as was Ron Underwood and the Masons in cleaning up the Horn Cemetery (private family cemetery) several times. He would haul the trash to a place where it would be burned or disposed of in some way. He has helped me many times in trimming trees and hedges in my yard. He would mow vacant lots in Prosper to keep the town looking neat. I think he really enjoyed doing this type of work for others. It was enjoyable to him. When you saw Jim in his blue and white pickup and it was moving, you knew he was doing some good deed for others. Jim was a Charter Member of the Prosper Historical Society and was on the Board of Directors. He worked hard in getting the society started and in setting up our museum in the Prosper Independent School Board Room. He and Betty spent countless hours in organizing the items in the museum and helping others move their items to the museum. Every time the society had a booth at one of the town’s celebrations, Jim would be the first one there with his pickup and would have all the tables, chairs, etc. necessary to set up the booth. Also, he was there when it came time to tear it down. He and Betty also spent hours showing the museum to the people who were interested. Jim was also a big worker in the Prosper “50” Club. This is a dinner held each month for seniors over 50. Again, Jim set up tables, chairs, picked up the chicken, cut the chicken, picked up seniors who were not able to drive and took down the tables and chairs. He was there from the beginning to the end. Jim loved sports and supported all of the Prosper High School teams. He knew the coaches and the players and would attend most of their games. Dr. Watkins and Jim would get into discussions about individual players and their importance to the team, and Dr. Watkins gave Jim a great writeup in the Prosper school paper about his dedication to the sports program at Prosper High School. Dr. Goddard liked to ride in the back of Jim’s pick-up at the annual homecoming parade. In fact, Dr. Goddard has a picture in his office of him riding in Jim’s truck at one of the homecoming February 2016


parades. He said he has received comments from all over the United States about him riding in the back of the truck. He treasures that picture. Jim also loved to play racquetball, golf and to workout every week by running and walking the streets of Prosper or by going to the workout gyms. He kept in shape by these workouts and by eating properly. He volunteered for the Bethlehem Place in Prosper. This is a non-profit organization in Prosper that does great work in providing for the needy. He would work on special projects such as “Stuff the Bus” and set-up and cleanup when needed. He also volunteered many hours at Cornerstone. This is a non-profit organization which also helps the needy families. In May of 2015, he was awarded “Volunteer of the Month” by Cornerstone.

In 2011, Jim was awarded the first ever Prosper Founding Heritage Citizenship Award for his contribution to the Town of Prosper. Also in 2013, Jim and Betty received a “Certificate of Leadership in Preservation” from the Collin County Historical Commission. The T.M. Hughes Sr. family were all athletic. His older brother, T.M. Hughes, Jr. was a big man and could hit a softball further than anyone I have seen hit a softball. His brother, Jack Hughes, played baseball and basketball at Prosper High School and was a very good athlete. Jack also played independent basketball and softball for Prosper. His sister, Jerry Ann, was a very good basketball player at Prosper High School. Jim passed away at his home in Prosper on September 6, 2015. He is survived by his wife, Betty of Prosper; daughter Lequita Kinder and her husband Mark of Crandall, Texas; son Marty Matthews of Dallas, Texas; brother Jack Hughes and his wife Lynda of Cypress, Texas and sister, Jerry Ann Gentle of Plano, Texas, plus many loving grandchildren, nieces, nephews and other relatives. His parents, T.M. Sr. and Oberia Hughes and his oldest brother, T.M. Hughes, Jr. preceded him in death. Words cannot express all the work Jim has done in helping to preserve Prosper. He became known as “Mr. Prosper” for his service, loyalty, commitment, integrity, leadership and dedication in making the Town of Prosper a better place to live. He became the Good Samaritan of Prosper. So, Jim, we thank you for your service, your talents and caring friendship. You gave us a hard act to follow. We will miss you, but you left us some very good guidelines to use in our everyday living. The Town of Prosper will be a better place to live because of your hard work, your caring attitude and all the people you touched during your journey with us. God bless your family and God bless America. Thank you for being a major part of Prosper history.

On Friday, February 19th from 7-10 PM, Prosper High School’s Eagle Production Group will be sponsoring a film festival benefitting Amazing Little Hearts. The film festival will be held in the PHS auditorium. As a board member of Amazing Little Hearts, Jennifer Cooper explained, “Amazing Little Hearts is a non-profit support group for children born with Congenital Heart Defects and their families. We are affiliated with Medical City Children's Hospital, but we welcome everyone. ALH provides monthly support meetings, parties, meals, and family care bags. It really helps families come and see other children who have had surgery. Parents are able to connect with other parents who are in similar situations. I first got involved with ALH when Grace was 2 weeks old. We went to the first meeting because her surgeon was the guest speaker. It gave me such hope to see so many children thriving. I knew then that I wanted to become more involved with the group. I love meeting new families and sharing Grace's story. Amazing Little Hearts has been such a blessing in my life.” Grace, age 8, also shared about ALH, “Sometimes I feel like they are my family. I love them. I Iike that they helped me during my surgery.” The film festival will showcase short films created by students in the Audio Video Production program at Prosper High School. There will be a raffle, baked goods, and other opportunities to support Amazing Little Hearts. Admission is $5 and all proceeds will benefit Amazing Little Hearts.

In His Presence

The Fullest Extent of Love

As the calendar moves into February, people all over the world turn their attention toward Valentine’s Day. The history of Valentine’s Day is an interesting study. Not much is known about St. Valentinus. An early tradition states he helped Christians escape from Roman prisons in the 3rd century, where they were often beaten and tortured for practicing their faith. He was eventually caught and imprisoned himself. While in prison, as the story goes, he fell in love with the warden’s daughter and wrote the first Valentine message to her, signing it “From your Valentine.” From the beginning of the tradition, Valentine’s Day has been about love. I’m reminded of another story about love. On the night before Jesus Christ died, the Bible says he did something remarkable. Here’s the story from John 13:1, 4-5. 1 It was just before the Passover Feast. Jesus knew that the time had come for him to leave this world and go to the Father. Having loved his own who were in the world, he now showed them the full extent of his love… 4 so he got up from the meal, took off his outer clothing, and wrapped a towel around his waist. 5 After that, he poured water into a basin and began to wash his disciples' feet, drying them with the towel that was wrapped around him. (NIV) What an amazing picture of love. It was the night before Jesus was going to die. Jesus and his friends were meeting to celebrate the annual Passover Meal. He wasn’t despondent or sad. Instead, he was filled with deep inner joy. He knew he was about to accomplish the greatest feat in human history – dying for the sins of the world and rising from the dead. So what does he do? He showed them “the fullest extent of his love” (v. 1). How did he do it? He washed their feet. Washing feet was a task for a servant. No servant was present that night at the meal, and none of the disciples volunteered for such a lowly task. But Jesus did. Even though he was their Rabbi, their Lord, and their leader, he took on that lowliest of tasks. By doing so, he showed them the “fullest extent of his love.” What an incredible picture of sacrificial love. Not only by washing their feet, but also by giving his life the next day on the cross. As we think about love this season, let’s remember Jesus’ example. In relationships, especially in families and in marriage, it is about daily sacrifice. It is about putting others first. Pride, selfishness, and laziness can all be barriers to putting others first. This Valentine’s Day, let’s express our love with cards, flowers, poems, gifts, and a special dinner out. But beyond the 14th, let’s commit to showing the “fullest extent of our love” daily by serving others like Jesus did.
