We are excited to kick off the 2015 PROSPER Summer Series with the first event – Movie at the Park! We have a fantastic evening planned for the entire family. This is a wonderful opportunity to gather with other Prosper residents and their families for one of the most fun and relaxing evenings in Prosper. Movie at the Park is your chance to catch up with friends and neighbors, meet new ones, do some shopping and watch your kids enjoy the activities and games. This is Prosper… this is what we are all about…this is what sets us apart from other communities as we grow…this is why we moved here…and this is what will keep us here…the people and the community spirit! The festivities begin May 16th at 5:30pm at the pavilion next to Windmill Playground, Frontier Park, 1551 W. Frontier Parkway. We’ll start the evening off with some great music and entertainment, brought to you by Prosper’s very own DeeJay Drofflic. Along with the music, we’ll have games, activities and a 16’ Tropical slide for the kids. And, as an additional treat, we are also providing a complimentary PHOTO BOOTH, complete with loads of different props! The Prosper Police Department will also be onsite to provide the Kid Print IDs, and will supply the popcorn before the movie. Make sure you come hungry, because we’ve got Hamburgers, Hot Dogs, BBQ, Palio’s Pizza, Kona Ice and other various food vendors. As the evening winds down, and the sun begins to set, we’ll bring out the enormous 20’ movie screen…make sure you come early and secure your spot on the lawn for optimal viewing. Space fills up fast, and don’t forget your blankets or chairs! Texas BBQ with Louisiana Flair BY DELIA RAMSEY

Chefs on Scene has created quite a name for themselves over the past couple of years by serving their esteemed BBQ, catfish, and sides out of their trailer beside the Eagle’s Nest Texaco on Preston Road. A popular spot for commuters to pick up dinner on their way home, the business has now planted its roots firmly in the Town of Prosper. The restaurant opened in its new, permanent brick-and-mortar location on Tuesday, March 10th, much to the delight of the residents in Prosper and neighboring communities. Dinnertime on opening day was bustling with locals ready to sample the fare from the newest restaurant in Prosper Town Center. The line filled the restaurant from the counter to the door, and everyone was cheerful, chatting excitedly about the menu while meeting new friends and neighbors. The casual “BBQ with a Cajun twist” concept features all of the meaty mainstays you would expect, while melding the tradition of Texas barbecue with the creativity of Creole cooking. Crowd favorites include catfish (choose blackened or fried), ribs, brisket, Cajun macaroni balls, etouffee, and homemade peach cobbler for dessert. Salads are also available, prepared in adorable Mason jar fashion, and can be topped with smoked turkey or blackened shrimp.

Though the regulars may have grown accustomed to picking up their meals to-go from the previous location, Chefs on Scene fans have been excited to dine in and BYOB while enjoying the triedand-true recipes and flavors they’ve come to know and love. There are plenty of tables in the center of the restaurant to enjoy your meal with family and friends while dining in, as well as cozy booths along the side. For those in a hurry, though, not to worry… customers can still pick up their favorite BBQ to go.

BBQ by the pound ranges from $13-$15. Choices include sausage, pork, ribs, brisket, turkey, and baby backs. Put them on a bun to create a delicious BBQ sandwich, or enjoy the mouth-watering flavors on their own. The brisket is moist, smoky, and fork-tender, and the catfish is flaky and buttery, pairing well with the zippy dipping sauce served alongside it. Not to be missed, they’re cranking out some mean ribs at COS – perfectly seasoned and juicy to the bite.

You can choose from a host of other sides to enhance your dining experience, such as baked beans, coleslaw, fried green beans, potato salad, and onion rings. Some of the more unexpected options include a massive turkey leg, Cajun hot dog, Po’ Boys, and soft tacos with your choice of meat. The fish tacos in particular are a popular choice. The crawfish etouffee is stellar – perhaps my favorite menu item – bursting with a surprising depth of flavor and spice. Prosper Economic Development Corporation (EDC)

Targets Quality Growth When was the EDC established? The PEDC was formally created by a vote of Prosper citizens in 1996 under state legislation called Development Corporation Act of 1979. Under this legislation, Prosper was able to form a Type A Economic Development Corporation (EDC) to proactively seek attractive highlydesirable developments with a focus on locating these developments on the Dallas North Tollway and Preston Road. What is the EDC by definition? Economic Development Corporations (EDC’s) are prevalent in towns and cities across the

nation and their primary function is to attract new business and jobs, thereby helping to grow the local economy. Texas is one of few states that give local communities the ability to use their local sales tax for this purpose. Voters must approve in a local referendum the creation of a EDC, and many other Texas cities have successfully used this economic development tool, including Frisco, McKinney and Allen. EDC’s have been responsible for helping Texas become the top state in the nation for creation of jobs and investment.

How is it funded? The Prosper EDC is funded by a half-cent local sales tax. What are the limitations of the EDC (if any)? Because there is a limited number of retailers in Prosper at present, sales tax revenue for economic development in Prosper is more limited than some other neighboring cities with whom we compete for new business. Still, the EDC is able to compete with creativity, experience and effort. Also, Prosper has limited office space available to attract tenants and daytime employment, however, more office space is currently being planned to meet demand.


How does it differ from the Planning and Zone/Town Management? The Prosper EDC is non-regulatory and markets Prosper to high-quality desirable businesses. The Planning and Zoning (P&Z) Commission and Town Council ultimately determine which businesses come to Prosper and where they locate. The Town Manager and Town Staff are responsible for gathering information necessary for the Council and P&Z Commission to make their decisions, and to provide infrastructure, such as roads, water and sewer, needed to service existing and future businesses. How do you choose the Commercial/Residential/Corporate business? The Prosper EDC proactively seeks attractive highly desirable businesses and developments within the strategic goals outlined by the Town Council. This includes businesses that provide high-skilled jobs with higher salaries. It is not the EDC’s mission to target residential development because new homes are the result of the creation of jobs in Prosper and neighboring communities. How do you “sell” Prosper to these entities? The Prosper EDC communicates all of the benefits of bringing business to Prosper to commercial real estate brokers, developers, investors and corporate site selectors. Prosper has many attributes, including good public and private schools, infrastructure, a highly skilled workforce, and easy accessibility via the Dallas North Tollway, Preston Road and U.S. Highway 380. The EDC is proactively spreading the message that Prosper is a quality-driven community with great demographics, easy accessibility, and that we are open for business.

Has the direction of the EDC changed since the increase in the NTX growth and attraction from so many large corporate companies? Prosper is the recipient of growth that has been moving up the Dallas North Tollway and Preston Road for the last 25 years. With the recent announcement of several corporate headquarters and offices locating along the Tollway to Prosper’s south, this growth is rapidly advancing. The direction of the Prosper EDC’s marketing has not really changed. Prosper continues to be in a unique position to attract quality businesses and development. How does the EDC envision the next 5/10/15/20 years building out and growth of Prosper? The next few years will bring exciting and dramatic change to Prosper. Texas Health Resources is set to begin construction of its new outpatient facility within the next year, and Prosper will be getting its first major grocery store with the construction of a Kroger Marketplace. The EDC is continuing to market Prosper to reputable developers who, working with the Town, will provide additional office space that will attract high-salary jobs, thus supporting the daytime employment that attracts quality retail and restaurants to Prosper.

What Impact Does Commercial Development Have on Residential Values? By Joey Womble

Pick any newspaper these days or watch the local news and there is a good chance you will hear about Prosper, Texas. What is all the fuss about? What is going on in Prosper that is getting so much attention? It is a combination of things. Almost 40% growth in the number of house tops makes Prosper the 2nd fastest growing municipality in the DFW area. We all know what follows rooftops….commercial development. Grocery stores, shopping centers, malls, office buildings, entertainment venues, and an abundance of medical facilities will be springing up around us. Every main thoroughfare, highway, and major intersection will see commercial development to provide all the goods and services that we need. All of this is happening quickly over the next 15 years. One big question I am asked on a regular basis is how does commercial development affect my home’s value. The good news is easy to see. Whether it is buying groceries for the family, shopping for back to school clothes for the kids, or going to the doctor…convenience is one of the great benefits of commercial development. eing a parent is one of the hardest jobs. Raising our children to become good, ethical, productive, caring, and loving adults is beyond a full-time job. As a community, we must all work together to provide many positive adult role models and experiences in our children’s lives. Our community and schools must work together to be those role models for our children. We all must walk the walk that we hope our children will follow. Our children face issues daily due to school performance (academically and extracurricular), social interactions, sports, home life, and social media. Although many parents dealt with these same issues as children, our academic expectations have increased, our daily activities were not as numerous, and we were not attached to technology. Although we want to protect our children from getting hurt, we cannot and should not rescue or “fix” all obstacles that our children encounter. Instead, we need to actively be a part of our children’s lives giving them love, discipline, support, and guidance when mistakes are made and learning opportunities occur (Coloroso, 2003). As parents, we must listen to and spend quality time with our children. Based on Barbara Colorosa’s book, The Bully, the Bullied, and the Bystander, she says that parents are responsible for our children’s actions, but we are not necessarily to blame for them. She recommends seven things that we can do to help our children be respectful, kind, and compassionate. • Intervene immediately with discipline. • Create opportunities for good. • Nurture empathy. • Teach friendship skills- assertive, respectful, and peaceful ways to relate to others.

• Closely monitor your child’s TV viewing, video game playing, computer activities, and music. • Engage in more constructive, entertaining, and energizing activities. • Teach your child “will good.” (Helping your child to develop an inner voice that guides them to do or say what is right.) According to the website ikeepsafe.org, kids ages 8-18 spend an average of 4.5 hours a week in front of a screen. Although technology is a valuable resource for information, it can also be dangerous. Fortunately, there are some things that we can do to reduce the possibility of our children being involved in online incidents. • Sit down with your child and find out which apps he/she is using, how they work, and whether he/she has experienced issues with them. • Set age limits on your child’s device. • Set technology boundaries. • Complete family contracts for online use. • Monitor your child’s online behavior. • Teach your child there is no such thing as online privacy. The most important thing you can do as a parent to protect your children from dangers that are associated with the use of Internet and social media is to talk with your children frequently about their social media use. Monitoring their online behavior can be effective if you have a strong parent/child relationship. The ultimate goal is to raise individuals who can manage his/her online and offline behavior, in a healthy way because he/she wants to. The process starts with parents nurturing a strong emotional bond,

leading by example, and setting boundaries. Here are a few of the apps parents should be aware of: Ask.fm, Blendr, Down, Instagram, Kik Messenger, MeetMe, Omegle, ooVoo, Poke, Poof, Secret-Speak Freely, Snapchat, Tinder, Tumblr, Twitter, Vine, Voxer, WhatsApp, Whisper, Yik Yak As children transition into adolescence, the pressures and problems they encounter can all too easily seem overwhelming. For some teenagers, physical, emotional, hormonal, sexual, social, and intellectual pressures can lead to mental health issues (Nelson & Galas 2006). As parents, teachers, and community members, we can look for warning signs of children and teens in crisis. The National Alliance on Mental Illness has composed a list of warning signs that may suggest troubled teens are thinking about suicide (Marcovitz, 2010). The signs include: • Extreme personality changes • Loss of interest in activities that used to be enjoyable • Significant loss or gain in appetite • Difficulty falling asleep or a desire to sleep all day • Fatigue or loss of energy • Feelings of worthlessness or guilt • Withdrawal from family and friends • Neglect of personal appearance or hygiene • Sadness, irritability, and indifference • Trouble with concentration • Extreme anxiety or episodes of panic • Drug and alcohol abuse • Aggressive, destructive, and defiant behavior • Poor social performance


• Hallucinations and delusional beliefs If you notice any of the warning signs, here are some things that can help those in crisis.

• Remain calm and understanding • Ask direct questions • Reassure he or she help is available • Listen without making judgments • Talk openly about suicide • Be positive • Get help • Act immediately if you think a child is in danger

His fifth book entitled, Suicide in Schools was published by Routledge Press in 2015. He previously directed psychological services for a large Texas school system for 24 years and is a past President of the National Association of School Psychologists and a past Prevention Division Director of American Association of Suicidology. He is very dedicated to prevention and has testified about the mental health needs of children before the U.S. Congress on four occasions. He is a founding member of the National Emergency Assistance Team and has personally assisted school communities after 15 school shootings and numerous suicide clusters.

Cinnamon Rolls with Caramel Glaze Servings: 1 dozen rolls

Rolls: 1 1/3 cups warm milk (105°F) 2 packages (1/4-ounce) active dry yeast 1/4 cup granulated sugar, divided 1/2 cup (1 stick) butter, softened 2 egg yolks 1 teaspoon Wilton Pure Vanilla Extract 3/4 teaspoon salt 4 cups bread flour, plus more for dusting

minutes. Spray large bowl with vegetable pan spray. Form dough into ball, place into bowl and cover with plastic wrap. Let stand in warm place for 45 minutes or until doubled in size. For filling, stir together butter, sugar, flour and cinnamon in medium bowl until wellcombined. Prepare 13-by-9-inch pan with vegetable pan spray.

Filling: 1/2 cup (1 stick) butter, softened 1/3 cup granulated sugar 2 tablespoons bread flour 2 tablespoons ground cinnamon

Punch dough down and roll out to 18-by14-inch rectangle on floured surface. Spread filling onto dough and roll up from long end, like a jelly roll. Pinch seam to seal, trim ends and cut into 12 equally-sized pieces.

Glaze: 1/4 cup (1/2 stick) butter 1/2 cup lightly-packed light brown sugar 1/2 cup heavy whipping cream 1 teaspoon Wilton Pure Vanilla Extract 1/4 teaspoon salt 1 cup confectioners’ sugar (about 1/4 pound)

Place rolls into prepared pan; cover with plastic wrap and let rise 25-30 minutes or until doubled in size.

For rolls, stir together warm milk, yeast and 1 tablespoon sugar in large bowl. Let stand 5-10 minutes or until foamy. Add butter, remaining 3 tablespoons sugar, egg yolks, vanilla and salt. Mix with electric mixer using dough hook on medium speed until combined. Gradually add flour, 1 cup at a time, and mix on medium speed until smooth, elastic dough forms, about 5

Meanwhile, heat oven to 350°F. Remove plastic wrap from rolls and bake 25-29 minutes or until golden brown. Cool in pan on wire rack while preparing glaze. For glaze, melt butter in saucepan over medium heat. Add brown sugar and cream. Cook over medium-high heat until mixture reaches a simmer; cook for 1 minute, stirring constantly. Remove from heat and stir in vanilla and salt. Whisk in confectioners’ sugar until smooth. Pour glaze over warm rolls. Serve warm.

It is a true privilege to serve as Honorary Chairman for the 2015 National Day of Prayer. I am deeply grateful and honored for the opportunity to lead our country at such a time as this. The 64th annual National Day of Prayer is Thursday, May 7. It is such a wonderful opportunity for America to unite in prayer. There is great power in corporate prayer … and we are crying out to the Lord. We are facing a clear and present danger in our generation. We are fighting battles every single day. And the only way to win this war is to prepare and to pray. More than anything, in this desperate hour, may our hearts cry out to God for the healing of our nation’s spiritual brokenness. May Jesus be exalted and may God’s people be awakened to a new obedience to fulfill the Great Commission. Throughout the country, where people have gathered, we will pray in unison at noon (EDT) on the National Day of Prayer. Please join me in praying this prayer on May 7 and every day leading up to this special time in our nation: Heavenly Father, We come to You in the Name that is above every name— Jesus Christ our Lord and Savior. Our hearts cry out to You. Knowing that You are a prayer-answering, faithful God— the One we trust in times like these—we ask that You renew our spirits, revive our churches, and heal our land. We repent of our sins and ask for Your grace and power to save us. Hear our cry, oh God, and pour out Your Spirit upon us that we may walk in obedience to Your Word. Family Focused Care was started as a family oriented medical practice in July 2011. In December 2011, we moved our clinic to Prosper with the desire to create a home town family practice that focused on customer service and a trusting patient relationship. Prosper was the most logical place to build my practice because it was my home town and was on the verge of a growth explosion. Over the last 3 ½ years, as the Town of Prosper population has grown, we have experienced similar growth within our practice. In 2012 only 8% of our patients were from Prosper, but now more than half are Prosper residents. This is due not only to the growth in the area, but also to the referrals we receive within the community. We are a community based business that works hard to give back. That has been an important factor for our referrals. Prosper has a small town feel and “old school” ways. Referrals within the community are an important factor for a growing business. We are an educated community that looks at reputation, trustworthiness, community support and customer service. Our business philosophy, combined with the economic development and Prosper’s population explosion, has resulted in exponential growth over the last 3 years for our practice. When we began, we were seeing patients as young as age 3. However, the percentage of pediatric patients was very low, so we decided to stop seeing kids under age 14. That was a difficult decision and was mostly due to the economic factor of stocking vaccines that would go unused and expire, as well as a lack of staying current on the trends in pediatrics. The good news is, due to the influx of families into our community over the last few years, we now have plans to add pediatric services back into

our practice before the start of the next school year.

We recently moved from a 1000sqft office to a 4000sq ft office space in order to expand our services. We have also expanded from 3 employees to 10 in an effort to keep up with the growth. Therefore, we have added a full line of BioTE Medical Neutraceuticals, Jane Iredale makeup and SkinMedica Skin Care products. We currently have a medical spa that offers Botox, fillers and sclerotherapy. We recently purchased a laser for laser hair removal and microdermabrasion to add to our services. We will also be sub-leasing space to Collin County Cryo for cryotherapy services. In May we will be adding another provider, Kylie Bunner, MS APRN FNP-C. Our goal is to make getting healthy and staying healthy convenient for our patients and continue to offer the personal service that our patients have come to know and trust. Growth is important for the future of this town but growth creates change…and change is hard. What Not To Toss Most people wear 20 percent of their closet 80 percent of the time, but we hang on to the other 80 percent “just in case.” Here are a few guidelines to know what pieces to keep (or add to your closet) for their classic versatility and ability to make getting dressed a breeze. What Not To Toss: • Tops with classic shapes: simple blouses, button ups, crew or v-neck sweaters, cardigans, jean and moto jackets, and blazers (unless they have wide lapels, crazy stitching, giant buttons, or huge shoulder pads that can’t be removed); • Shift, fit and flare, and wrap dresses; • A-line and pencil skirts; • Trouser-cut, boot cut, and slim-fit pants. A mid-rise is the most universally flattering and classic. • Shoes in timeless shapes, like pumps, flats, riding boots, and classic sneakers, like converse. On their own, these pieces may feel boring, but they make a great base for your closet, and mixed with fun, trendier pieces, can help you keep from feeling like you have nothing to wear. It’s a toss up when it comes to things that are in style less frequently. These pieces tend to change more dramatically in cut, color, etc. when they come back around.

Wesley’s Chapel

Remember When

We have discussed several settlements that developed in the western part of Collin County, prior to the St. Louis and San Francisco laying a railroad track through Prosper in 1902. These communities were Rock Hill, Richland, Rhea’s Mill, Navo/Elm Ridge and Parvin/Good Hope. In the last couple of months, we have also discussed two other settlements that formed for the settlers to worship, send their children to school and local cemeteries to bury their dead. These two settlements were Pleasant Ridge (Possum Trot which was located at the southeast corner of Rock Hill Road and Coit Road, and consisted only of a school). The other settlement, which had a school, church and cemetery, was Walnut Grove and it was located on the corner of First Street and Custer Road. This month and next, we will talk about smaller settlements that had a church only (Wesley Chapel), a cemetery only, (Wear Cemetery, Scott Cemetery, Horn Cemetery and Smith Cemetery),

and the settlements that had a church and a cemetery (Bethel and Cottage Hill) along with a settlement that had a church, cemetery and a school (Zion) and a settlement that only had a school (White Elephant or sometimes as known as the Hutcherson School). In the late 1800’s the settlers who lived in the Richland area did not want to travel to Rock Hill to go to church. They formed the Wesley Chapel Methodist Church. It was located about two miles northeast of the current town of Prosper, near the northeast corner of what is now Prosper Trail and Coit. In 1902, when the town of Prosper was formed, some of the members started moving to the Prosper Methodist Church (formerly Smith’s Chapel in Rock Hill). In 1911 the Wesley Chapel Methodist Church building was moved to Rhea’s Mill and was eventually torn down in 1924. My grandfather, J. E. Robison (for whom J. E. (Bud) Robison was named) was a member of the church and my

mother, Leta Robison Hays, had the original pastor’s and stewards account book for the Wesley Church from 1898 through 1902. These Wesley Chapel records will be donated to the Prosper Historical Society. Leta Robison was the daughter of J. E. Robison. Also, it is interesting to note that J. E. Robison has two great grandchildren living in Prosper and the Prosper Independent School District…great granddaughter, Karie Hays Dalton and her husband, Arthur “Sug” Dalton and great grandson, Wayne Vanbevers and his wife, Deborah Vanbevers. Following are copies of the pages from the Wesley Chapel Methodist Church for this period (1898-1902). You will notice the members were assessed monies. I am sure these were pledged amounts. Notice that the assessed amounts range from $ 1.00 per year to $ 10.00 per year. That was a great deal of money during this period of time. The congregation was small, but they pledged all that they could to keep the church in operation.
