INTRODUCTION

Liz Lake Associates has been working with a number of far-sighted developers to create high-quality and sensitive landscape settings for restoration and conversion projects. Current government guidelines actively encourage, where possible and appropriate, the re-use of existing buildings to help meet targets for the provision of new homes. These properties are often key buildings within the local urban fabric and are an integral part of the area’s history. Liz Lake Associates has worked with a number of far-sighted developers in London, East and the South East to achieve high-quality and sensitive landscape settings for restoration and conversion projects. The key to our success in this process has been in understanding the historic importance of these properties, whilst interpreting the developer’s vision for their potential clients. We have been able to balance historic landscape details with the creation of high-quality, contemporary and easily maintainable planting design. The result has been sensitive and stunning landscape settings for properties that are starting a new and exciting chapter in their history.

HERITAGE ASSETS - OUR SKILLS The Conservation Management Plan Our heritage landscape work has been carried out in collaboration with a number of recognised heritage specialists including archivists, archaeologists, audience development advisors, conservation architects, engineers, ecologists, hydrologists, lake experts and cultural heritage specialists. Our task has been to interpret their research or survey findings and with their help to develop appropriate management and proposals for modern-day uses. Whatever the project, conservation of the heritage asset is a key objective. Common to all projects but to a degree appropriate to the budget and end objective, we undertake archival research to understand the historical development of the landscape, review the planning context, assess the ecological interest and undertake a condition survey of the historic fabric including the water regime, vegetation, earthworks, hard surfaces, buildings and structures. A preliminary cost estimate is usually prepared with an outline of future maintenance/management and likely costs. We would also consult with stakeholders like English Heritage, the local authority, the Garden History Society, the County Gardens Trust, the Wildlife Trust and local people who have an interest in the site. The final report is a Conservation Management Plan or a shorter Conservation Statement which would include the presentation of the archival documents, a timeline, condition survey, analysis and Statement of Significance identifying what is of value and why. This is followed by policies and proposals using plans and written text. Impact assessment If the setting of any kind of heritage asset is affected by development we can prepare a Heritage Statement including an assessment of the effects. We consider whether key elements identified in the Statement of Significance are enhanced by the proposals and any adverse effects are adequately mitigated with appropriate solutions. Enabling development Enabling development is an English Heritage policy that allows for development associated with heritage assets, provided certain criteria are met and the profits are used to restore the asset. It has helped many historic buildings and landscapes to have a secure future, but the capacity of a site to absorb development varies greatly. Research at an early stage could make a considerable difference to investment planning; for a small budget we can organise a Historic Landscape Appraisal to identify the key issues and highlight opportunities and constraints relating to the heritage asset. These need not be a limitation, as research often reveals opportunities for development. We can facilitate early discussions with stakeholders to test their views. Only if the project is deemed financially viable will the detailed survey and analysis take place but as the project will be subject to a planning application a comprehensive and convincing study will be required.

HERITAGE ASSETS - OUR SKILLS Individual houses in heritage landscapes Previously, policies in PPS7 were used by people wanting to build an isolated house in the countryside. Clause 55 of the National Planning Policy Framework (NPPF) now covers this issue. It states that local planning authorities should avoid new isolated homes in the countryside unless there are special circumstances such as ‘where such development would represent the optimal viable use of a heritage asset or would be appropriate enabling development to secure the future of heritage assets’. We have been involved in several individual dwelling proposals in the countryside and can provide practical, informed advice on how to proceed. A Heritage Statement The NPPF asks local planning authorities to develop positive strategies for the historic environment and in assessing applications to take into account the desirability of sustaining and enhancing the significance of heritage assets and putting them to viable uses consistent with their conservation; the wider social, cultural, economic and environmental benefits that conservation of the historic environment can bring; the desirability of new development making a positive contribution to local character and distinctiveness; and opportunities to draw on the contribution made by the historic environment to the character of a place. To illustrate this we can help prepare a Heritage Statement which is required for all planning applications involving a heritage asset. Access for All Under the Equalities Act 2010 it has been unlawful to treat disabled people less favourably than other people for a reason related to their disability. Liz Lake Associates can help provide dignified access and a range of routes to suit different user groups without compromising a landscape’s special interest. Design guidance and policy development Our extensive experience with heritage landscapes has enabled us to prepare guidance and advice on policy related issues. We have prepared guidance for the War Memorials Trust and provided training sessions for English Heritage landscape officers. Members of the practice are visiting lecturers and tutors on the Landscape Architecture courses at Writtle School of Design and we have also presented workshops on Landscape and Visual Impact Assessment for landscape architects and planning officers. iz Lake Associates were appointed by the client to produce a full suite of drawings and reports for the planning application for this exciting project. This area of agricultural land originally formed part of a medieval deer park and the Client proposes to build new private residences on the site, whilst reinstating the deer park, a series of medieval fishponds and the setting of a Listed Structure on the site boundary. LLA undertook assessment work in the form of a Heritage Landscape Character Assessment and a Visual Impact Appraisal. This was then used to inform the landscape masterplan and, and working with the multidisciplinary design team, we took the scheme through to detailed design information. The proposals also included a large area of public open space with new community facilities, new footpaths and cycle ways, private gardens and driveways for the enabling residential development and new woodland planting.

Other historic features proposed include the restoration of existing Fish-Ponds and the construction of a Ha-ha alongside an existing diverted stream. The scheme includes the generous contribution of public open space to the local population providing them with a new community building, new cycle and pedestrian routes and opportunities to enjoy the parkland and deer.
