What Exactly is a Healthy Real Estate Market Anyway? T

here are, of course, many factors to take into consideration when evaluating the relative “health” of a real estate market, but 5 critical factors that I constantly evaluate for clues on the market are: 1. The amount of inventory – properties that are active on the market – is it increasing or decreasing? We have seen our inventory in Summit County rise slightly in 2010. 2. Interest rates – I’m sure you’ve heard, as of the writing of this article, rates are the lowest they’ve been in 40 years! Crazy good. 3. Mortgage availability - Financing can be harder to come by, but certainly not impossible! We have a handful of great lenders in Summit County who are consistently getting the job done for our buyers and sellers. 4. Unemployment rate – normal is 4.5%, Colorado’s unemployment rate was 8% in August 2010. 5. Consumer confidence – This is one of the keys that we look at – it’s low right now, but the American people are a resilient bunch and it is improving. So, we have some good and some not so good issues that we are contending with right now. In some ways, it is the “perfect storm” for buyers – lots of good properties to choose from amazing interest rates and many segments of the market priced at 2006 levels. It’s a great time to buy property! Has the market bottomed for this cycle? I don’t know, but it’s a good question. Timing the market is always an interesting game! We never know if the market has hit bottom until it starts to climb again. I look at long term historical data and I do not know when it will bottom out, I only know that it will. History has a way of repeating itself. That’s one of the best things about living and working in Summit County. Yes, there is an investment piece to every purchase here, but mainly people buy because of the lifestyle. They buy because they have promised their families they’ll spend more time together. They buy because they want to find their spirit in the mountains. They buy for the small towns and the fresh air. he Town of Silverthorne was recently awarded a Colorado Lottery Starburst Award for the Tammy Jamieson Memorial Bridge constructed last year. The bridge and nearby pathway segment is part of the ongoing Blue River Trail project. It utilized a $200,000, lottery-funded grant awarded from Colorado State Parks. The project is designed to link Silverthorne to the Summit County Recreation Path system, and is part of a 2001 plan. The new segment includes 1,600 feet of additional pathway and a 220-foot-long bridge spanning the Blue River. It allows trail users to travel south to north in Silverthorne without encountering Colorado Highway 9, the main motorized traffic route. Starburst Awards recognize excellence in the use of Lottery proceeds for projects that promote community-building, partnership, conservation and commitment to the recreational needs of Colorado residents. Lottery proceeds, which amounted to $112.9 million in fiscal year 2010, are distributed to three primary beneficiaries: Great Outdoors Colorado, Conservation Trust Fund and Colorado State Parks. Such organizations then provide grants and direct funding for parks, recreation, open space acquisition, trails, wildlife and conservation education.

DILLON - Four Seasons of Fun

Destination Dillon the town wants to redevelop is to give itself a new identify. The town wants to use its new urban renewal authority to encourage development and make Dillon a destination, with lots of people and fun things to do.

D

illon officials and University of Colorado grad students have been hard at work at creating a vision for a new town core. The students have presented Dillon with draft ideas for a new town core layout, including examples of streetscapes and buildings, along with plaza designs. The town has been talking about this challenge for 26 years, but because the town owns so much of the property in the proposed area there’s a good chance it will happen, according to town planner Bev Kaiser. She also noted that assets and incentives will make a redesign possible, but the economy must turn around first. Though Dillon hopes to increase density, vibrancy and walkability, a main reason

The Family and Intercultural Resource Center (FIRC) moved into a new location at 103 Main Street in Dillon. FIRC aims to improve the quality of life in Summit County by providing social and family services to members of the community. It provides education and counseling, while also operating one of Summit County’s largest food banks and the Summit Thrift and Treasure. The food bank is much larger than before, finally providing the space to properly organize the goods. Though FIRC has lost a portion of its state funding during the difficult economic climate, the Executive Director Tamara Drangstveit said donors have been generous enough to help keep the organization afloat and thriving through personal and organizational donations. The Lake Dillon Theatre Company had a few changes that are expected to bring big growth to the organization. After the success of this summer’s shows, adding over 600 ticket buyers to the system and bringing in New York actors, the roadblock to even greater growth had to do with the lack of staffing. The organization has hired an Executive Director, Josh Blanchard, who will focus on the business side of the theatre. The nonprofit will also hire an individual patron developer, who will focus on increasing individual donations, as well as a third customer relations position. One of the first things the new Executive Director intends to institute is a community development program, which will help train locals interested in learning to be crew members, lighting techs or costume and set designers. To gain professional status, Lake Dillon Theatre Company must jump through a variety of hoops. Professional status depends on specifics such as ticket price, size of house, number of season subscription holders, number of patrons and donors. This season, the company will continue to develop the patron base.

Frisco Happenings The Town of Frisco Wins a 2010 APA Colorado Excellence Award for Peak One Project and the Frisco Mall Receives a Face-lift!

I

n recognition of its work on the Peak One affordable neighborhood, the Town of Frisco has been awarded a 2010 Excellence Award in the Category of Outstanding Planning Project for the “Town of Frisco Peak One Parcel: Vision to Neighborhood” project, from the Colorado Chapter of the American Planning Association. The Peak One project was selected due to its positive effect on the community and for its “start to finish” planning. It also was acknowledged for coming to fruition through the public process, and for the visionary leadership of the Town Council. The master planning process for the Peak One Parcel began in 2007 and was finalized in 2008; it was a collaborative public process that involved over 200 citizens, residents and business owners. In August, 2009, the Town of Frisco entered into a partnership with Ten Mile Partners, LLC, for the development of the Peak One Neighborhood. The project will result in a year-round residential neighborhood of 70 homes owned by local

working professionals and their families. Construction of the neighborhood began earlier this summer. The APA (American Planning Association) is a non-profit organization that focuses on providing leadership, education and support for community planning. T

he Frisco Mall is nearing completion on a $200,000 renovation project that will dramatically change the face of Main Street. Something their owner, Michael Hilbert has been planning since he purchased the mall a few years ago. An 1,800-square-foot deck resembling amphitheater architecture will be extended out from the second floor of the mall, Hilbert said. A two-way fireplace on the deck will

be visible from Main Street via retractable, garage door-style widows that can be opened when weather is favorable. “I think it is going to be the most dramatic structure on Main Street, and maybe in all of Frisco,” Hilbert said. Hilbert hopes to attract a restaurant or bar to the upstairs space that will take advantage of the deck space with live music performances. Additional uses of the deck space that incorporate Main Street are being explored, but Hilbert is still working with the town on the details. “It will be a great location for people to hang out and enjoy the sun,” Hilbert said. “We're very excited, and we think it'll be a place where anyone who comes to Frisco will want to visit.” The mall will receive a “festive” paint job — both inside and out — and the interior common space will be renovated, Hilbert said. BRECKENRIDGE - A Real Town With Unreal Skiing

reckenridge is opening a new 22 foot halfpipe this season, which will anchor the resort’s award-winning Freeway Terrain Park on Peak 8. The huge, new halfpipe will make its debut on national live television during the Winter Dew Tour from December 16-19 and will remain open the rest of the season. The opening of One Ski Hill Place at the base of Peak 8 is also a highlight for Breckenridge Ski Resort for the 2010/2011 season. The ski-in/ski-out resort provides access to four chairlifts and immediate access to town via the BreckConnect Gondola. Amenities include an aquatics center, bowling alley, game room and movie lounge. The 42 unit attainable housing development called Valley Brook is expecting the first phase of homes to be completed by the beginning of February, 2011. The homes offer locals affordable, in-town living options with great views and easy access to town, bike paths and skiing. The homes are about 96% built local as well. The town employed primarily local contractors, used local products and landscaped much of the development with local grasses and vegetation. Breckenridge donated the land, staff and some funding for

the project for a total investment of about $1.5 million. The town built the homes in phases to save money and to ensure the homes were reserved before they were built. The Breckenridge Heritage Alliance recently announced the long-awaited return of historic steam engine No. 9 to Summit County. It will be housed in a special open-air shelter at the Rotary Snowplow Park on Boreas Pass Road. The BHA also hopes to eventually develop the park with outdoor exhibits, picnic space and a train-themed play area for children. The community has awaited the arrival of the steam engine that served Breckenridge and Summit County from the 1880s through the late 1930s for nearly three years. The steam engine was responsible for making the treacherous journey over

the High Line, modern day Boreas Pass Road, from Denver, bringing news, supplies and people to the small mining towns of Summit County. It was the life link to the outside world. Why Is Resort Real Estate A Good Investment?

Why work with a Buyer Specialist?

Answer: For an answer to that question, start by looking in your own garage. Are there a pair of skis or two? A snowboard? A couple of bikes and kayaks? Fishing tackle, hiking gear? The huge popularity of recreational sports and mountain living has helped keep Summit County’s values high. This demand comes from both baby boomers and increasingly from the children of baby boomers, so-called Gen X’ers. Individuals within both generations desire and can afford a dream vacation home. A place to play with all the “toys” in their garages. According to a 2009 National Association of Realtors (NAR) survey, the combination of vacation and investment home sales was 30% of all existing and new home transactions in 2008. The median age of vacation home buyers surveyed was 46, however 27% of buyers were under the age of 35. Large percentages of these buyers indicated that portfolio diversification was a factor in their buying decision. The long term demand for vacation and investment home purchases looks favorable because there are large numbers of people in their prime years for buying a second home, and a younger generation that has a lot of financial know-how. Buyers looking for the perfect place to play, or place to invest where others can come and play, are driving the demand for year round mountain resort property. The combination of good snowfalls in the winter and abundant water to fill Lake Dillon in the summer time will continue to fuel our resort real estate market.

Q & 4 must-knows about hiring a home stager A Who fits the bill (and foots it) depends on location

Question: Allison, we want to list our home in Silverthorne, CO for sale and our Realtor says we need to hire a professional stager first. We think the home looks just fine. What should we do? Answer: Like it or not, when you stick that for-sale sign in the front yard, your home becomes ... well, merchandise -- something for someone to buy. And just as a successful retailer works to display his merchandise in a way that makes you want to buy it, a good real estate stager tries to figure out how to make someone want to buy your home. He or she may rearrange or add furnishings -- or subtract them -- and suggest changes to the house that are intended to play up its best features. A field that was in its infancy a decade ago, staging these days is a routine part of the real estate transaction in many communities. But in this relatively unregulated profession, just about anybody can claim to be a stager, and members of the profession can come from widely varied backgrounds and professional training. What you get for your money can vary, too. FIVE THINGS YOU OUGHT TO KNOW ABOUT HIRING A REAL ESTATE STAGER: 1. There's no clear-cut career path to becoming a stager, according to Shell Brodnax, president and CEO of the Real Estate Staging Association in

Valley Springs, Calif., which claims to have about 1,000 members. It's a field unto itself, she says. "They are professional home stagers, which doesn't preclude them from also being designers, decorators, real estate agents, etc.," she said. "They have a wide variety of backgrounds. The ones who seem to do exceptionally well have backgrounds in merchandising," or the visual display of products for sale. Brodnax said the services they provide will vary, based on what a given house needs to make it show best to prospective buyers. Sometimes, that's as basic as rearranging the furnishings for better "flow" or to emphasize a house's best points. But usually their efforts are more extensive, and they may, with the owner's permission, remove excess furnishings or bring in rental furniture or work with building tradesmen on changes to paint, finishes, etc. "They're going to counsel you on everything you need to do to properly prepare that property for sale," Brodnax said. "If the house is super-dated, they're going to check whatever else is on the market to see what the competition is. If every other home has updated kitchens, baths, carpet or whatever it may be, they're going to tell you, 'This is what you're up against -- so you would want to change those avocado green countertops or that dark-blue wall.' "They're going to make all these recommendations, and it's up to the

client to choose what to invest in that the stager has recommended," she said. 2. Most, but not all, stagers have had some kind of professional training specific to staging, Brodnax said. "There are two basic types of courses you can take: online and in-person," she said. "There are a few five-day programs, but most (classroom) programs are three days." The online courses, she said, are paced at the student's discretion. Having the visual skills, she said, is something of a given for those who take the stagers' courses. "The majority of people who are going to take a class have already been doing this -- they're constantly rearranging the furniture at home," Brodnax said. 3. Although some stagers will work on a per-hour basis, most charge by the job, and the costs tend to vary by region, Brodnax said. "Most will offer a free look-see, where they'll come out and give you a bid," she said. "They will say they will stage it for X dollars, and it will cost X (additionally) for rental furniture, and those numbers are going to vary widely. "It can be as low as $500 (for the staging services), depending on where you're located. It's not unheard of for big mansions to pay $20,000 to $40,000 for staging. "The average, though, probably comes in between $1,500 and $3,000." Brodnax said that occasionally real estate agents will foot the costs of

staging for clients, though it's not the norm. At the height of the housing boom, though, it wasn't unusual to have agents pick up the costs in order to get a listing, because their commissions would offset those costs. "An agent may now pay for a consultation with a stager, maybe $75-150," but these days it's the norm for the homeowner to pay for the staging, she said. 4. Homeowners seeking to hire a stager might get referrals from their real estate agents, Brodnax said; she suggests, however, that consumers interview at least two stagers to get a broader picture of which kind of merchandising is appropriate for their homes. She said stagers should be able to provide photography of their work in a variety of styles, in order to demonstrate that they can stage a house appropriately for its architectural style, not just according to the stager's own tastes. Stagers should be able to show they're insured, she said. As with any other professional, the stager should be able to provide references, she said.
