How is the local Summit County real estate market performing?
G
ood question! There are many ways to gauge market performance, some good, some not so good. As always, we like to take an objective approach and let the numbers do the talking. What metrics do we look at to get the true picture and not just the “gossip”? First, number of sales is important. 2011 sales were up approximately 10% over 2010. That’s good and a clear indicator that buyers are feeling more confident this year than a year ago. Second, the average sales price dropped from $569,636 to $527,129 in 2011. Price per square foot? $345 in 2010 had dropped to $297 in 2011. According to Ralf Garrison, with MTRiP- a research company – the outlook for lodging occupancy and rates is predicted to be strong – 11% up over last year. More people coming to visit our fair county is always a good thing! Two other factors which round out the picture of the market: Days on market – about the same for the past 2 years at 230 days. And lastly, the average discount that buyers are negotiating off the asking price - which also remained stable at 93.5% in the past two years. The bottom line? More properties are selling since the big dip in 2008, and the prices continue to fall, but not by as big a margin as we saw in 2009 and 2010. We are also definitely seeing some stabilization in some sectors. We expect to see these trends continue through the winter months. Bargain hunters are out in force, and there are some bargains to be made. While many people think that they need to negotiate a huge discount off the list price, those who look at the list price and compare to recent sales may be getting a smaller discount if the property is priced properly to start with. Either way, the value will be a good one. Inventory levels are down and that always puts some pressure on pricing. In this market, it means the slide in prices has slowed, and not that they are moving up again. If you’ve been thinking about a mountain getaway for your family, this winter is a very smart time to buy. Good prices + low interest rates + nice inventory = Happy Summit County homeowners! The market will go up and it will go down. Lowe’s Coming to Silverthorne
Solid market
Opponents of the incoming Lowe's Home Improvement Warehouse question whether the new store will one day give way to another, larger, vacant space visible from Interstate 70 as travelers pass Silverthorne. The store is under construction and is estimated to be complete in the first part of 2012. It's a 111,000 square-foot structure with 94,000 square feet of retail space and a parking lot large enough to accommodate the traffic market researchers calculate will come. It replaces the former 23,700 square-foot car dealership, which sat vacant for several years before being bought and torn down to make way for the store. The concern about vacancy comes with some standing, as news report after news report tells of big-box stores upsizing or closing to competition or oversaturation, including stores like Lowe's and Home Depot. Some data shows vacant retail space amounts to hundreds of thousands of square footage across the country. On Sunday, the Denver Post ran a story that was as close to home as an article can get about the blight of empty stores. “Nobody likes an empty big-box store,” reporter Electa Draper wrote. “Yet they multiply as weak retailers liquidate and others downsize into smaller square footages. Even the strong — such as Walmart and Target — move to greener pastures defined by traffic counts, population densities, demographics, visibility, access and parking.” But some argue the common practice of upsizing and vacating stores in metropolitan areas won't be characteristic of installments in mountain towns like Silverthorne. There's just not enough room to upsize, they say.
Unless, of course, the store fails. Yet whether or not local businesses or building associations agree, the company's market reports seem to guarantee Lowe's a share of the remaining $64 million in home improvement materials spending throughout Lake, Summit and Eagle counties. At approximately $30 million per store, company officials believe they and Avon's Home Depot can coexist. According to a 2002 report, “Emerging Trends in Real Estate” by PricewaterhouseCoopers, many of these stores battle amongst themselves in “submarket by submarket survival contests” — which could be descriptive of the Silverthorne enterprise. Silverthorne community development director Mark Leidal added another incentive to stay: Lowe's $2 million up-front, interest-free loan on adjacent road improvements. The company is footing the bill and the town will pay it back over a seven- to eight-year period through sales tax breaks. “If they left, (it) wouldn't get paid back,” Leidal said. But when City Market left Summit Place Shopping Center to relocate in Dillon in the mid '90s, Silverthorne was faced with a vacant building for a time. City Market still owns the retail space but now leases it to Office Max. It's another common practice with companies who can afford it — retain ownership of former retail structures to keep competition out. Leidal said there's no contingency plan for Lowe's if it chooses to leave. He also noted that any future developments — or lack thereof — are up to Lowe's as a private entity. “Owners and stores can do what they choose to, whether their business is successful or not,” he said.

DILLON - Four Seasons of Fun
Change is Brewing in Dillon T
he Dillon Urban Renewal Authority’s first project is underway with the expansion of Pug Ryan’s Brewery. The expansion includes a new deck, larger brewing tanks, new bathrooms and an updated entryway. The restaurant will also be brought forward to encourage more people to stop in and stonework will be added to the building and the windows and entryway will be more engaging. The expansion will allow the restaurant to install more than a dozen 45-barrel tanks, which will expand current brewing capacity three-fold. It’s good for the local job market too because additional barrels will mean the hiring of more brewers and eventually more sales staff. The project began in the fall and will take about 5 months to complete. Pug

Ryan’s will remain open throughout the construction, which is being performed by local contractors including Bailey Builders out of Dillon. Dillon is considering upping its marketing budget for
2012, and the proposed increase of 9.4% would mostly go toward marketing the town for economic development. The Dillon Business Association recently implored Dillon Town Council to up its marketing efforts, saying increased exposure would energize the town and draw more people to scheduled events, thus increasing business. The marketing budget discussion has prompted Town Council and staff to start examining which events are working and which ones aren’t. For example, the annual barbeque – A Rotary Club of Summit County Fundraiser – draws mixed reviews from businesses; some aren’t happy, and the event costs the town “a lot”. On the other hand, the Summit of Bluegrass and Blues was a huge success for its first year.

Frisco Peninsula clear-cutting: Shocking, but fire a risk, re-growth needed
O
ver at the Frisco Peninsula, Peech Keller of the Dillon Ranger District pointed out small spots of green already sprouting from the almost 500 acres of dead lodgepole pine clear-cut this past summer. The area was a living forest years ago until the mountain pine beetle left about 90 percent of its trees dead. After a few months of clear-cutting, the space is open and full of leftover stems and branches. “When I came out here and saw all of this, I was a little taken aback,” said Cody Hawkins, public affairs specialist with the Forest Service's Bark Beetle Incident Management Organization. “I think a lot of people would be in the same boat ... when they come out here and see all this I think the question will be ‘why.' Why has a lot of stuff been left behind? But there's a good reason for it.” The area was cut as part of the Dillon Ranger District's Dillon Forest Health and

Fuels Project, developed to manage forest vegetation affected by the mountain pine beetle epidemic. After extensively analyzing the environmental impacts if both nothing was done and if the area was cleared, cutting began earlier this year. What was expected to take two years only took one. The immediate hazard if nothing was done was falling trees along widely used roads and trails, Keller said. The second is the fire danger up against surrounding communities. And the third reason for cutting is to get new forest going “in an accelerated manner.” Hard to comprehend Oftentimes, when people view one of the recently treated areas, it's the slash — or all the leftover branches and stems left behind — that shock them, Forest Service silviculturist Brett Crary said. But the reason is deliberate: to protect the soils. “I realize that a lot of these trees and the broken tops aren't very attractive scenically, but they're really important for stabilizing soil and some of the nutrient cycling,” Crary said. The slash,
along with the cleared area to allow sunshine, is optimal for creating new growth. “It does look bad at times, but it's a very short-term impact.” To the untrained eye, the area looks like a mess. But to the Forest Service representatives, “it looks great because within a few years, it will look really good,” Keller said. At the Peak One Campground, which was treated about four years ago, smaller trees and grasses are already growing in. “We get reactions across the board,” Keller said. “Some homeowners can't wait for us to cut those dead trees behind their houses, and others think that nature should take its course. I think the biggest thing we have going against us is what it looks like when it's under construction.” “A lot of what we're trying to get to is more diversity,” said Cal Wettstein, the Forest Service's Bark Beetle Incident Commander. He added that it was a lack of variance that led to the epidemic. At the peninsula, the leftover slash is about 10 tons per acre.

BRECKENRIDGE - A Real Town With Unreal Skiing
Breckenridge Long-Term Plans T
he Breckenridge Town Council has pulled back from a long-term plan to develop as many as 350 new affordable housing units north of town. The lot – which is located between CMC and the new Valley Brook development – has been destined for another housing development and a park since 2007. Town plans also envisioned improvements to a stretch of the recpath known as the Blue River Corridor adjacent to the Block 11 property, which are still on course. With the Valley Brook development nearly complete and public support for workforce-housing projects wavering in some areas, council members directed staff to focus near-future improvements in the area only on the river restoration project and not on laying groundwork for the planned housing development. The Blue River Corridor plan laid out an improvement project for a narrow, 44-acre stretch of land that includes the river and the recpath that is intended to incorporate soft-surface trails, good trail connections and create an attractive gateway into Breckenridge. A plan to construct a new, bigger library in Breckenridge seemed to win favor with Summit County Commissioners and the
public. The project is intended to fix growing crowding problems in the south library branch’s current building and to identify space for the district attorney and probation offices on the justice center campus. The library in Breckenridge had 92,000 visitors last year, compared to 86,000 at the main branch in Frisco and 80,000 at the north branch in Silverthorne, though it is smaller than both of the other facilities. The pricetag on a new facility, could range from $2.5-$2.9 million. The funding to build that facility will likely come primarily out of county government’s pockets. The project rises to the top of the list for capital funding in 2012, county officials said. Funds raised from private donors and revenue from the sale of the building that currently houses the DA will also help cover the cost of the project. Fundraising efforts and a more detailed design process will take place through 2012, with construction likely to begin in 2013.
