A message from the mayor

With the holiday season upon us, it is my privilege to extend warm greetings to all on behalf of our city council and all those who serve the City of Lloydminster.

It’s hard to believe how time flies, but I can confidently say 2024 has been a year of growth, resilience, and togetherness for our community. We’ve celebrated milestones, overcome challenges, and worked collectively to make our city a better place to live, work, and thrive.

The Christmas season reminds us of the importance of giving and gratitude. I’ve seen countless acts of kindness throughout the year – neighbours helping neighbours, volunteering their time, perhaps most notably this past summer when hundreds of volunteers joined forces to make the 2024 Sask Summer Games in Lloydminster one of the most successful ever. Lloydminster is also blessed with an especially generous business community, and we thank the many local businesses who have thrown their support behind the construction of the Cenovus Energy Hub, set to open in fall 2025.

Whether it’s donating to a food bank, shovelling a driveway for someone in need, or simply sharing a kind word, these gestures create ripples of goodwill that brighten our community.

This year we saw three new councillors join the fold as Lloydminster’s chosen representatives. In reflecting on the year past, we must also acknowledge the sudden passing of Coun. Glenn Fagnan, a man who cared deeply about this community and gave much of himself every day to make it stronger and more united.

PRETZEL TURTLES

Ingredients:

•24 mini pretzel twists

•24 individually wrapped caramel squares

•8 oz. milk chocolate, melted

•24 pecan halves

Directions:

1.Preheat oven to 325°F.

2.Place the pecan halves in a single layer on a baking sheet and place in the oven for 5 to 6 minutes, shaking the pan once halfway through, until they're lightly toasted.

3.Remove the pecans after they're toasted and put them on a plate to cool.

4.Line the baking sheet with parchment paper or a silicone baking mat. Arrange the pretzels neatly on the pan, then top each pretzel with an unwrapped caramel.

5.Place the pan into the oven for 4 to 5

minutes, or until the caramels are softened (but de nitely not melting). Remove the pan from the oven.

6.Gently press a pecan half onto each caramel, just enough for the caramel to ll the pretzel. Set them aside to cool completely.

7.Meanwhile, melt the chocolate. When the pretzel/caramels are cooled, remove them from the baking sheet.

8.Spoon small dollops (1 1/2 teaspoon helpings) of chocolate all over the baking mat, then lightly drop each pretzel onto the middle of each dollop, making sure they're centered.

9.Allow them to cool completely before serving (you can hasten this along in the fridge).

10.Variation: Spoon a little melted chocolate all over the tops of the turtles to cover the whole thing in chocolate.

CRANBERRY MARGARITA

Ingredients:

•Produce - 1 lime wedges and rosemary sprigs

•Condiments - 1/2 cup lime juice

•Baking & Spices - 1 salt or sugar

•Drinks - 4 cups cranberry juice cocktail

•Frozen - 1/2 cup cranberries (for garnish or "ice”, fresh whole)

•Beer, Wine & Liquor - 1 1/2 cups Blanco tequila

Merry Christmas

Directions:

1.Rub the edge of a cocktail glass with a lime wedge. Add salt or sugar to a small shallow plate. Run the wet rim of the cocktail glass through the salt or sugar to create the rim. Set aside.

2.In a pitcher, combine ice, lime juice, cranberry juice cocktail, and tequila. Mix well.

3.Strain mix into rimmed glasses and garnish with lime wedges and rosemary sprigs

Dear constituents, I bring greetings from my colleagues at the Alberta Legislature and Premier Danielle Smith. It is my pleasure to update you on our progress this year.

To support the 11 committees I’m on, I’ve been asked to travel to the far reaches of Alberta and beyond.

Representing the Pacific NorthWest Economic Region (PNWER), I visited Oregon and Washington State, as well as the Port of Vancouver. It was a selective opportunity to attend Legislative Energy Horizon Institute (LEHI) conferences in Richland, Wash.; and most recently in Washington D.C.

While they may not seem close to home, I assure you they have direct impact for local companies and industries regarding economic corridors and international trade, rural health advocacy, and all types of energy.

The Vermilion-Lloydminster-Wainwright Constituency is my priority, and here at home, I’ve been pleased to attend and support council meetings for rural and urban municipalities, school boards, agricultural fairs, fighting for rural healthcare, education, working to secure funding for community organizations, etc.

The biggest issues in this area this year have been seniors’ healthcare, drought, electricity, immigration, and parental rights.

Good deeds for the holidays

The holidays are typically a time to celebrate and enjoy. For some people, however, it can be a difficult period of the year to get through. If you want to spread the Christmas spirit in your community, here are a few simple actions you can take:

1. Donate money or non-perishable items to a food bank in your area

2. Sort through old toys, clothes or books, and give them to someone in need

COCONUT RASPBERRY BARS

Ingredients:

•3/4 cup butter, softened

•1 cup sugar

•1 large egg, room temperature

•1/2 teaspoon vanilla extract

•2 cups all-purpose our

•1/4 teaspoon baking powder

•2 cups sweetened shredded coconut, divided

•1/2 cup chopped walnuts

•1 jar (12 ounces) raspberry preserves

•1 cup white baking chips

Directions:

1.Preheat oven to 350°F. In a large bowl, cream butter and sugar until light and uffy, 5-7 minutes. Beat in egg and vanilla. Combine our and baking powder; gradually beat into creamed mixture. Stir in 1-1/4 cups coconut and walnuts.

2.Press 3/4 of the dough into a greased 13x9-in. baking pan. Spread with preserves. Sprinkle with chips and remaining 3/4 cup coconut. Crumble remaining dough over the top; press lightly.

3.Bake until golden brown, 30-35 minutes. Cool in pan on a wire rack. Cut into bars.

ANDREA’S APPLE PIE

Ingredients:

•2/3 cup sugar

•2 tbsp. our

•¾ tsp. ground cinnamon

•6-8 apples, pared, cored & sliced (6 cups)

•1-9” unbaked pie crust

•½ cup our

•¼ cup sugar

•¼ cup butter

Directions:

1.Combine the rst three ingredients and stir into the apples.

2.Pour the apple mixture into the pastry shell.

3.Mix the remaining our and sugar, then cut in the butter until the mixture becomes crumbly.

4.Sprinkle the crumb mixture over the apples.

5.Preheat the oven to 400°F and bake for 45 to 50 minutes or until golden brown.

6.If the pie browns too quickly, cover the edges with foil.

PEANUT BUTTER COOKIE DOUGH GRAHAMWICHES

Ingredients:

•15 whole graham crackers

•½ cup butter room temperature

•¾ cup creamy peanut butter

•¾ cup light brown sugar packed

•1 tablespoon vanilla extract

•1 cup all-purpose our

•1 ½ cups chocolate candy melts

•2 teaspoon shortening

Directions:

1.Break the graham crackers in half evenly.

2.Mix butter and peanut butter with a hand mixer until combined.

3.Add brown sugar and vanilla; beat for 2 minutes until uffy.

4.Add our and mix on low, then beat on high until fully incorporated.

5.Scoop dough onto a cracker, spread it out, top with another cracker, and smooth the edges.

6.Repeat to make 15 sandwiches.

7.Microwave chocolate candy melts and shortening in 30-second intervals, stirring until smooth.

8.Dip each sandwich in the chocolate and tap off the excess.

9.Place dipped sandwiches on parchment paper to dry for 20–30 minutes.

10.Once dry, store in an airtight container.

Ease the pain of the first Christmas without a loved one

If you’ve recently lost a loved one, it’s normal to feel a little down as Christmas approaches. Grief has no miracle cure, but these tips may help you feel a little better:

• Respect your physical and psychological limits. For example, you may want to explain to your relatives that you’d prefer to be invited to their celebration this year, rather than hosting the gathering at home.

• Establish a soothing ritual in memory of your loved one. For example, you could play their favourite Christmas song or hang a tree ornament to remember their greatest passion. Take time to raise a toast to them with their favourite drink, visit their grave or observe a minute of silence.

• Take a moment to share beautiful memories and look at photos of your loved one with people who knew and loved them. Remember that you have every right to cry; it’s a natural and healthy reaction. Finally, exercise self-compassion and avoid isolating yourself. If the pain of grief doesn’t subside after several months, seek professional help from a doctor, psychotherapist or support group.

Ingredients:

Directions:

1.Place the sugar cube in a glass and add the bitters. Muddle until the sugar dissolves. (If using simple syrup, combine it with the bitters directly.)

2.Add the bourbon and a large ice cube. Stir gently for about 30 seconds to chill.

3.Twist the orange peel over the drink to release its oils, then drop it into the glass.

FRENCH FRY CASSEROLE

Ingredients:

•1 lb hamburger

•1 can mushroom soup

•1 can cheddar cheese soup •Frozen french fries

Directions:

1.Press uncooked hamburger into a 9 x 9 inch cake pan.

2.Add salt and pepper if desired.

3.Mix 2 soups together and pour over meat. Top with a generous amount of french fries.

4.Bake at 350 degrees for 1 1/2 hours.

For many, the holidays are a time of joy, family, and friendship; however, I want to acknowledge this season can also be challenging for some. Whether due to financial pressures, grief, or other hardships, not everyone finds this time of year easy.

Let us all strive to show extra compassion and care for those who may need support. A friendly smile, a helping hand, or a listening ear can make all the difference.

Directions:

[Rosemary Simple Syrup]

1.Bring sugar and water to a boil in a medium saucepan.

2.Add two rosemary sprigs, lower heat, and let simmer for about 10 minutes, until syrup thickens.

3.Remove saucepan from heat and let cool before removing rosemary sprigs and transferring cooled syrup to a mason jar.

4.Syrup can be stored in the fridge up to a week.

1.Fill a cocktail shaker with ice, add pomegranate juice, gin, lemon juice and 1 oz of your rosemary simple syrup.

2.Give it a good shake and then pour into two glasses lled with ice.

•2 ripe bananas

•3 tbsp sugar

•1 tbsp water

•1 tbsp vegetable oil (for frying)

•Sesame seeds (optional, for garnish)

Directions:

1.Peel the bananas and cut them into bite-sized chunks.

2.Heat the vegetable oil in a non-stick pan over medium heat.

3.Add the banana chunks and cook for about 1-2 minutes on each side until they’re lightly golden. Remove from the pan and set aside.

4.In the same pan, add sugar and water. Heat over medium-low heat until the sugar melts and turns golden brown.

5.Stir gently to ensure even caramelization.

6.Add the fried banana pieces back into the pan and toss them gently to coat with caramel.

7.Remove from heat once evenly coated.

8.Sprinkle sesame seeds on top (optional).

9.Let cool slightly before serving—the caramel will harden as it cools.

Ingredients:

•1 bottle white wine

•1 bottle Prosecco

•1.5 cup apple cider

•1 pear, (chopped)

•1/2 cup pomegranate seeds

Directions:

1.Add all ingredients except the Prosecco to the pitcher and allow fruit to soak for at least a few hours.

2.When ready to serve, add in the Prosecco and enjoy!

PEPPERMINT BARK

Ingredients:

•16 oz. white chocolate, chopped

•4 drops food-grade peppermint oil

•3/4 c. crushed candy canes or peppermint candies

Directions:

1.Line a baking sheet with a silicone baking mat or parchment paper. Place the white chocolate in a heatproof bowl. Set the bowl over a saucepan with a few inches of simmering water over low heat (do not let the bottom of the bowl touch the water). Gently melt the white chocolate, stirring occasionally, until only a few

lumps remain, about 3 minutes. Remove from the heat and stir until completely smooth. Stir in the peppermint oil.

2. Pour the white chocolate onto the lined baking sheet and smooth it into an even layer with an offset spatula. Sprinkle with the crushed candy. Let set at room temperature (if the room is cool) or in the refrigerator, 1 to 2 hours.

3. Once the bark has completely hardened, break it into pieces.

Decorating a gingerbread house is a classic holiday activity. Whether you want to bake your own or buy a ready-made kit, follow these tips for guaranteed success.

Doing it yourself?

Here are a few tips for making your very own gingerbread house from scratch:

• Find a gingerbread house template, either in a book or online. Choose models with straight lines to make the pieces easier to assemble.

• Prepare a recipe designed specifically for making gingerbread houses — not cookies.

• Once the dough is baked, carefully cut the outlines of the pieces according to the chosen template.

• Decorate the four cooled “walls” to your taste and use the icing to glue them to the base (e.g., a piece of cardboard), then wait for everything to set before carefully placing the roof.

Using a ready-to-assemble set?

Here are a few tips for putting together a store-bought kit:

• If you have multiple family members, share the sections among the group to adorn with icing and candy decorations.

• Wait for the decorations to set before assembling and finishing. It’s best to give this honour to the adults.

To keep the fun going, you can also get creative by adding decorations around your gingerbread house. You might add a quaint fence made of pretzel sticks or a family of snowpeople made of marshmallows. The only limit is your imagination!

•18 oz. coconut milk (in can) 6 oz. coconut water

•6 oz. grand marnier •9 oz. silver tequila •1/2 cup lime juice

he holiday season is quickly approaching. Bring on the list-making, gift-giving, party-going time of year. But what would the holidays be without delicious dishes to keep everyone feeling merry and bright? And by everyone, that includes our canine companions, of course. Check out this list of pup and pet-parent-approved festive foods, as well as those to avoid:

Enjoy pumpkin

Can you even call it a holiday feast without pumpkin? Good news for pups – pumpkin is not off the table for them to enjoy. In fact, pumpkins are a superfood and are full of nutrients. Feeding dogs cooked or plain canned pumpkin can also be beneficial for their digestion because pumpkin contains fibre – just be sure to serve it free of sugar and spices.

Avoid chocolate

There’s no way to sugarcoat it – chocolate is a no-go for dogs. The presence of both caffeine and a chemical called theobromine make chocolate toxic to dogs because they aren’t able to metabolize them the way that humans can. If ingested, chocolate can lead to a spike in heart rate and blood pressure, as well as vomiting, diarrhea, agitation, seizures and more.

Directions:

1.In a large bowl, mix together white chocolate and sweetened condensed milk. Add nutmeg, cinnamon, and ginger and stir until combined. Stir in almost all nonpareils (leave some to sprinkle on top) until combined.

2.Using a spatula, transfer fudge into a parchment-lined glass baking dish and smooth over top. Sprinkle with remaining nonpareils and let sit until rm, at least one hour. (Transfer to the fridge to speed up the process.) Cut into squares and enjoy.

CHRISTMAS SUGAR COOKIES

Ingredients:

•1 cup unsalted butter, softened at room temperature

•1 cup granulated sugar

•1 egg, (large)

•1 tsp vanilla extract

•3 cups all-purpose our, (measured correctly)

•1 Tbsp baking powder

•1/4 tsp salt

Directions:

1.Preheat oven to 350 °F with a rack in the center. Whisk together our with baking powder and salt in a small bowl and set aside.

2.Using a stand-up or handheld mixer, beat the butter together with sugar. To the mixture add vanilla extract and egg and beat to combine.

Pet parents should then monitor their pup closely and check with a veterinarian.

3.To the butter mixture, add our in 3 parts until fully incorporated.

4.Divide the dough into two equal parts. On a lightly oured surface, roll into ¼-inch thickness. Use a  cookie cutter to cut out your favorite shapes.

5.Bake cookies on a parchment or  silicone-lined baking sheet at 350˚F for 10 minutes, or until the edges are just beginning to turn golden.

6.Let the cookies cool for about 5 minutes on the baking sheet before moving them to a wire rack to cool completely and decorating with  cookie icing.

Enjoy fresh meats

When cooked, fresh meat such as chicken, turkey, pork or beef, can satisfy cravings while also offering pups a nutritious meal that is easy to digest. Ingredients:

•2 lbs (900g) cream cheese, softened

•1 cup sugar

•5 large eggs

•1 ¼ cups heavy cream

•1 tsp vanilla extract

•1 tbsp all-purpose our

•Pinch of salt

Directions:

1.Preheat oven to 400°F (200°C). Line a 9-inch springform pan with parchment paper, ensuring excess paper hangs over the edges.

2.Beat cream cheese and sugar until smooth and creamy.

3.Add eggs one at a time, mixing after each. Stir in vanilla, heavy cream, our, and salt until fully combined.

4.Pour the batter into the prepared pan and smooth the top.

5.Bake for 50-60 minutes, until the top is deeply browned (almost burnt) and the center is slightly wobbly.

6.Let the cheesecake cool completely in the pan at room temperature. Chill in the refrigerator for at least 4 hours or overnight.

1.In a large bowl, whisk together rst 7 ingredients. Set aside

2.In another large bowl, beat butter until creamy and smooth. Add brown sugar and molasses, beat until creamy and smooth, scrape sides if needed. Beat in egg and vanilla on high for 2 minutes.

3.Add dry ingredients to wet, beat on low until combined. Divide dough in half, tightly wrap in plastic wrap and pat down into disc shape. Chill for minimum 3 hours.

4.Preheat oven 350°F and line baking sheets with parchment paper.

5.Flour your workspace and roll out chilled disc until 4-inch thick. Cut into shapes.

6.Bake cookies for about 9-10 minutes, allow to cool for 5 minutes, before transferring to cooling rack to cool.

Ingredients:

•1 cup our

•1 cup old-fashioned or quick-cooking oats

•1/2 tsp baking soda

•1/2 tsp Magic Baking Powder

•1/4 tsp salt

4.Bake 10 to 12 min. or until lightly browned. Cool 1 min.; remove from baking sheets to wire racks. Cool completely.

•225g / 1 cup unsalted butter

•1 cup caster/super ne sugar

•1 1/2 tsp vanilla extract

•1 large egg (55-60g / 1.9-2oz)

Directions:

1.Preheat oven to 180°C / 350°F (160°C fan). Line 2 baking sheets with parchment paper.

2.Beat butter and sugar in a large bowl until creamy (1 minute on speed 5)

3.Add egg and vanilla, beat until completely combined.

4.Add our, baking powder, and salt.

5.Start mixing slowly, then beat until the our is incorporated – it will be clumpy.

6.Dust work surface with our, scrape dough out of bowl. Pat together then cut in half, then shape into 2 discs.

7.Roll out to 0.3cm / 1/8" (for thinner, crispier cookies) or 0.6cm / 1/4" (for thicker, softer cookies), sprinkling with our under and over the dough so it doesn't stick.

8.Use cookie cutters to press out shapes and use a knife or spatula to transfer shapes to prepared baking sheets.

9.Bake for 10 minutes, swapping trays halfway (Note 2), until the surface is pale golden and the edges are just beginning to turn light golden.

10.Allow cookies to cool completely on trays (they will nish cooking on the trays).

2.One by one, place a wrapper with a corner facing you. Spread about 2 tablespoons of lling in a line. Wet the edges of the wrapper. Fold the lower edge of the wrapper over the lling tightly. Fold the left and right sides of the wrapper in toward the middle. Keep the stu ng within by tightly rolling up.

3.Heat oil in a pan to 375°F. Fry lumpia in heated oil in batches, ipping once, for 3 to 4 minutes, or until golden brown.

4.Enjoy with sweet and sour dipping sauce.
