Rolling outages affect area businesses Denton businesses had to adapt to icy weather conditions and rolling power outages Tuesday and Wednesday. Shutting Golden Triangle Mall down for two days wasn’t exactly what general manager Matt Ludemann wanted to do, but he was worried about the safety of employees and customers. “We just didn’t feel it was safe for a huge flux of people,” he said. One of the major concerns was the mall’s parking lot, which was covered in ice. Ludemann said he hoped that since the sun was out Wednesday, the ice would melt and evaporate a bit before the mall opens at 10 a.m. today. Denton gas stations were more affected by the power outages than the weather, but Bill Monzer, owner of Shell Food Mart on McCormick Street, said the store hadn’t been getting some of its deliveries because truck drivers weren’t venturing out on the roads. 2-4

Storms puts Super Bowl business on ice The city plans to have a welcome center at Denton Airport despite the icy weather, said Kim Phillips, vice president of the Denton Convention and Visitor Bureau. Denton hotels have not seen much Super Bowl business but could gain it from people stranded by the weather, Phillips said. The airport was open until Monday night before the ice moved in. Or it may have caused extended stays for people coming into Denton for other business, she said. Once the final teams were announced, the city ran advertisements in Pittsburgh and Green Bay to let people coming in for the Super Bowl know Denton was here, Phillips said. The city will be at the Super

Denton may get new energy facility Denton Municipal Electric is studying the potential application of a 10-megawatt combined heat and power plant in Denton, but details of the project haven’t been made public. DME has signed confidentiality agreements with a limited number of customers whose businesses could benefit from the proposed energy facility, so officials are restricted in what they can say for now, spokeswoman Lisa Lemons said. DME officials have discussed the project with the City Council and the council-appointed Public Utilities Board in closed-

door sessions, she said. The council on Tuesday approved a $146,806 contract with engineering firm Burns & McDonnell to secure the necessary environmental permits to build the proposed facility. The action came with no public discussion as part of the council’s consent agenda, where multiple items are passed with a single vote.

Airport business took hit during bad weather Early anecdotes suggest that at least some Denton-area residents and businesses took a substantial hit from the icy weather. Ice on the runway shut down Denton Airport for most of the week, forcing private and corporate aircraft en route to Super Bowl XLV in Arlington to land in other North Texas cities. Damon Ward, president of Business Air, which handled many of the game-related flight reservations at Denton Airport, said Thursday that the weather was “absolutely killing our business.” But business is likely to be good for those who help clean up the mess, such as damage to water pipes and vehicles. Homes and commercial and public buildings have suffered water

damage after pipes froze and fractured. Sprinkler systems have frozen in a couple of county buildings, causing water damage, County Judge Mary Horn said, including the district attorney annex building on McKinney Street and the Sandy Jacobs Government Center in Carrollton.

Cardiac lab opens at Texas Health Denton Texas Health Presbyterian Hospital Denton celebrated the grand opening of its new cardiac electrophysiology lab on Jan. 20. The new lab, located on the first floor of the hospital’s main building, now provides patients the ability to receive care close to their home. Newly available treatments include radiofrequency ablation (a procedure used to treat some types of rapid heart beating) and cryoablation (a process that uses extreme cold to freeze selected cells in treating rapid heart rhythms), according to a news release. Success rates for cardiac ablation are above 90 percent, according to the American Heart Association. The procedure is minimally invasive, and often allows patients to resume normal activities within a few

Denton’s road network is in steady decline after years of underfunding, and fixing the problem will take a major boost in spending, according to a study presented Monday to the City Council. The overall state of city streets declined from 69 to 61 on a 100point scale since 2003 while the city spent an average of about $4.6 million a year on street maintenance. The study found the city would have to more than double its annual spending to prevent further decline and more than triple it to return to 2003 quality levels. “That’s the size of the elephant in the room,” said Stephen Smith, a principal with the consulting firm IMS, which performed the study. “Ten million dollars to stay where you’re at today; $15 million to get you back to where you were in ’03.” The estimates did not account | CONTINUED ON PAGE 9

Will gold keep shining? “Gold is a protector of property rights. The abandonment of the gold standard made it possible for the welfare state to use the banking system as a means for the unlimited expansion of credit. In the absence of a gold standard, there is no way to protect savings from confiscation through inflation; there is no safe store of value. n the last 10 years, the price of gold has soared more than fivefold from $250 an ounce to $1,400. This astonishing ascent took place in a period in which the perform-

Jonathon FITE | ance of most other asset classes has been mediocre or catastrophic. Investor perceptions vary widely. Believers confidently expect a steady march to $10,000, while skeptics dismiss the rise as a bubble that could burst any day now. Both these views actually miss the mark, since they neglect the historical role of gold and other

precious metals. Rather than just assets with prices ticking up or down, it may be better to think of gold and other precious metals as money. The key functions of money are to serve as a medium of exchange for trade and commerce, and as a store of value for savings. For thousands of years, gold coins, silver coins or goldbacked paper currencies effectively served these functions. The explicit linkage of government-issued currency to gold — a scarce, durable and prized asset — gave people and businesses confidence to conduct commerce and to keep savings in that currency. This “gold standard” also required governments to be disciplined and prudent in their spending, since the tie to

gold holdings limits the supply of money in the system. Since ancient times, governments have abused their privileged control over currency. Around A.D. 200, the Roman Empire, faced with severe budget shortfalls, adulterated the amount of gold in Rome’s coins, the denarius. Eventually, Rome’s key trading partners, starting with India, stopped accepting the denarius, and insisted on pure gold for trade payments. The inability to import vital goods led to a sharp decline in Roman living standards, and contributed to the empire’s eventual collapse. In the late 1920s, the U.S. Federal Reserve embarked upon a massive money-printing effort to cushion banks from the impact of a recession in 1927, and to bail out the British Empire, which was then running short on gold reserves. The surge of dollars flowing into the

banking system soon worked its way into the stock market, and created a crazy speculative bubble. The bursting of that bubble in 1929 led to the Great Depression, a period of great misery throughout the world. In the late 1960s and early ’70s, the U.S. government was reeling from big deficits (albeit puny by today’s levels) from the Vietnam War and social spending programs, and facing tough trade competition. In 1971, President Nixon broke the tie between the U.S. dollar and gold. By finally abandoning the vestiges of the gold standard, the government could expand the supply of money virtually at will. A decade of economic stagnation and terrible inflation followed. The U.S. dollar fell 80 percent against other major currencies. The price of gold rose more than twentyfold — from $35 an ounce

in 1971 to $800 an ounce in 1981. Let’s turn our attention to the present day. The scale of currency debasement in the aftermath of the 2008-09 financial crisis dwarfs historical precedents. After slashing short-term interest rates to zero and engineering the banking system bailout, the Fed expanded its efforts further. It guaranteed the corporate debt of selected institutions, provided backstops to commercial paper lenders and traded cash for vast holdings of toxic mortgagebacked securities. Perhaps most concerning has been the Fed’s policy of “quantitative easing,” a euphemism for its persistent printing of trillions of dollars to buy mortgages and Treasury bonds. This monetization of U.S. fiscal deficits has become alarming to foreign and domestic holders of U.S. dollars and dollar-denominated Treasury bonds. Not surprisingly, the prices of oil, food and

other vital commodities have exploded, in a nasty reminder of the 1970s. As a result, gold is regaining an important role in the fabric of the financial system. After decades of reducing their gold holdings, central banks in Asia and the Middle East are now rebuilding their gold reserves. Large banks, such as JPMorgan Chase & Co., are increasing their use of gold in transactions. Banks in India, China and the Middle East are increasingly promoting gold and other precious metals to clients, in a sign of gold’s revival as a store of value and medium of exchange. Where might this lead? If destructive government policies and trillion-dollar deficits continue unabated, the believers in $10,000 gold may eventually be proven right. To protect against an economic Armageddon, most people should accumulate some physical gold. But gold ownership should be viewed as a defensive measure, not a “sure bet.” After all, a

For example, in the 1980s, thanks to Paul Volcker’s leadership of the Fed, inflation was reined in, and gold fell from $800 to $250 an ounce. We will see if there is a willingness to swallow tough medicine in coming years. As contrarian value investors, my business partner and I prefer assets that are cheap and out of favor. Opinion polls report that the vast majority of investors expect gold prices to keep rising. This bullish sentiment toward gold makes us uncomfortable. Buying assets when they are popular (stocks in 1999, housing in 2005) often doesn’t work out well. If we instead think of gold as a currency, we should ask our-

selves what that currency buys. It is useful to assess if potential alternatives are cheap in relation to that currency. Let us explore this further. Over the past decade, investors in the U.S. stock market have seen their money go nowhere. Priced in dollar terms, the Dow and S&P 500 stock indices are roughly flat. However, priced in terms of gold, the value of U.S. businesses measured by these market indices has declined more than 80 percent! Stocks of several growing, world-dominating companies with pricing power and international operations seem cheaper than gold. We often hear how oil has skyrocketed and that the price of gasoline has risen more than threefold in the past 10 years.

But, if measured in terms of gold, oil is about as cheap today as it was in 2000. U.S. real estate — one of today’s most hated assets — also appears cheap. The average house in America in 2010 cost 112 ounces of gold, far below the average of 202 ounces over the last 120 years, and down 75 percent from the high of 478 ounces in 2001. House prices in Las Vegas are at 50-year lows, adjusted for inflation and square footage. Whatever an investor might think about gold, using the “gold standard” to look at various asset classes can provide powerful investment insights. Council focuses on street maintenance

Denton city leaders started outlining a plan to tackle a backlog of street maintenance and reconstruction projects that could involve selling bonds and moving funds from other priorities over the next five years. The City Council spent part of its annual planning session Tuesday on the topic, a day after receiving a report that the city’s street network was in steady decline after years of underfunding. Council members discussed the broad outlines of a plan to address the problem by selling up to $20 million in bonds to rebuild failing roads and gradually boosting annual road spending to $10 million to better maintain other streets. 2-10

Sewer plant in the works for Krum

KRUM — City leaders approved this week a set of contracts that sets the stage for construction of a new, and longneeded, sewer treatment plant. Construction of the estimated $2.5 million plant is slated to begin in the fall, with the plant operating by September 2012. The three agreements include a design contract with Planobased MLA Consulting Engineers and Planners, which will design a sewer treatment plant that can handle 350,000 gallons of wastewater per day when it first goes on line. That initial capacity could handle all sewage currently generated in the city plus that of identified new developments.

Another highlight of the annual membership meeting is recognition of the Volunteer of the Year and Ambassador of the Year, as well as the chamber’s highest and most prestigious honor, the Otis L. Fowler Award. Former board chairwoman Phyllis Pittman was named both the Volunteer and Ambassador of the Year for the 2009-10 program year. The Volunteer of the Year award recognizes an individual for his or her efforts to “actively carry out specific responsibilities pertaining to the goals and objectives of one or more of the various standing committees, advisory boards or project task forces of the Denton chamber, and/or any affiliate organization which is directly associated with the Denton Chamber since April 1, 2010.”

Gretchen Bataille, former president of the University of North Texas, received the Otis L. Fowler Award last year. The award is named after the chamber’s first paid executive, Otis Fowler, who served the organization nearly 30 years. A boom among crashes

University students in Denton will have more living options to choose from when the fall semester rolls around. In sharp contrast to the rest of the housing and construction market, at least three apartment complexes designed and marketed toward students are popping up in Denton. With more than 50,000 students enrolled in Denton-area universities, the additional housing is much more than an added option — it’s a necessity. One developer believes that

with the large budget restraints universities are facing, they don’t have the money to build oncampus housing. “There is a greater demand for student apartments,” said Mac Jones, a partner at Hammond Jones Development LLC, which is building Midtown Apartments in Denton. The Austin-based development company’s focus is to build

off-campus student housing near major universities. About 5,700 of the University of North Texas’ 36,000 students live in dorms, which are at about 95 percent to 98 percent capacity, said Tom Rufer, associate vice president for auxiliary services. UNT freshmen are required to live in dorms. Texas Woman’s University has about 1,629 out of 14,000 stu-

dents living on campus. The dorms are at 98 percent capacity, said Richard Nicholas, vice president for student life. At TWU, both freshmen and sophomores are required to live on campus. “It’s a huge demographic and it really is a huge industry,” Jones said. “More and more and more kids go to college every single year.” He said that students these days are more “sophisticated” and many don’t want to live in a dorm throughout their time at school. Most students grew up with their own bedrooms, some

even with their own bathrooms, he said, and that’s what they hope to have in college. “It’s a classic model of a demographic creating demand and the industry rising up to meet that demand,” Jones said. The student apartment industry started about 10 years ago, he said. Before 2000, student apartments were being built, but it was only in the past decade that student housing became a more acceptable business model and the industry really took off, he said. “What we’ve proven is if you build nice student housing and

manage it corporately, it can be a viable asset,” Jones said. What student apartments offer is a by-the-bedroom lease and amenities tailored to young adults, including sand volleyball courts and furnished units. Renting by the bedroom instead of by the unit has “always been a part of this latest renaissance of student housing,” Jones said. “And at the time it was an incredibly new concept,” he said, adding that nobody knew if it would work. Jones said he thinks renting apartments out by the room gives students and parents more security than they would have if one of the other students didn’t pay.

MIDTOWN APARTMENTS Officials with Hammond Jones Real Estate Development say Midtown, a small student housing community that the company is building in Denton, is more attractive to students because its size allows for better customer service. “Sometimes when you have larger communities you get kind of lost and you are a number,” said Joanna Rose-Self, regional manager of HJD Property Management. “We want our residents to be a name — not a number.” The complex will be two fourstory buildings containing 76 units with 272 beds. Leases will be by-the-room, in two-, threeand four-bedroom apartments. Each bedroom has its own bathroom. “All you share with your roommates is your kitchen and your living room,” Rose-Self said. Because its residents will be students, the complex will plan different activities around UNT and TWU schedules. For example, during finals week, the complex plans to cook meals for the students. And during spring break, the complex will hold pool parties. “It’s based upon what’s going on in the school,” Rose-Self said.

The parent company of Campus Crest started looking at the Denton market about two years ago, Rend said, and decided to build here because company officials considered UNT to be a growing school with a burgeoning housing need. Campus Crest has 27 apartment complexes in 11 states, most of which are in Texas. Rend said the student apartment business is a good one to be in because college enrollment continues to grow despite the recession. “It’s an exciting and engaging business to be in,” she said. Rend said she believes that as colleges continue to grow, not all of them will be able to support and house their students. Jason Chudoba, senior account executive for Campus Crest, said more high school students are attending college, and enrolling for longer periods of time; as a result, student housing complexes will find themselves strained. Campus Crest is projected to open its Denton apartments in August, offering 216 units with

584 beds. The apartment will offer twoand three-bedroom apartments that will be leased out by-theroom. “Everyone is responsible for their own payment,” Rend said. The property will have a fitness center, basketball and volleyball courts, coffee bistro and library. Units come fully furnished, with a washer and dryer included in each one. Each bedroom has its own bathroom and walkin closet, Rend said. The complex plans to host blood drives and canned food drives, and have game nights and pool parties. “We want to build that sense of community,” she said. THE RETREAT AT DENTON The Retreat at Denton, located at 1451 Centre Place Drive, offers students a neighborhood of houses instead of the traditional box-style apartments. “There is no other cottage company in Denton,” said James Whitley, vice president and chief operating officer of Landmark Properties Inc., the company that owns the Retreat. He said research shows that if students were given the option, they would prefer to live in houses. “We are structured from a

rental agreement standpoint much like the typical student apartments,” Whitley said. Students rent by the bedroom and have the option of having amenities included in their rent. The complex has about 125 units with 20 or 30 units per acre. It has 492 beds and offers three-, four- and five-bedroom houses. “Our concept with the student cottages is such a new and different concept,” he said. “We offer something altogether different.” Whitley said Denton’s student housing market is seeing substantial growth. And because Texas has one of the more stable economies right now, Whitley said, the Georgiabased company thought Texas would be a good place to build. He said other universities have capped enrollment but UNT continues to grow. The Retreat will also be open to residents Aug. 1 in time for the fall semester. PREPARING FOR GROWTH Although these housing complexes lease to students, they don’t have a formal tie to UNT or TWU. The latter university doesn’t have any partnerships with local apartment complexes — yet.

Unlike the Ridge at North Texas and University Courtyard, which have a formal agreement with UNT, these apartments market to students but they cannot discriminate against nonstudents. Rose-Self said Midtown officials understand that Denton universities offer housing for their lowerclassmen, which is why the complex will target upperclassmen and graduate students as they transition out of dorms. “It’s that step between dorm living and on-campus living to independent living,” Rose-Self said. TWU’s solution to housing demand is to rent and manage apartments near the university. “It is our plan to lease entire complexes,” said Richard Nicholas, the TWU vice president for student life. And housing demand is only going to increase. The university already has 60 more fall housing applications than it did at this time last year, Nicholas said. “We are preparing for an overflow situation,” he said. “And again, we prefer to do it with our own housing.” RACHEL MEHLHAFF can be reached at 940-5666889.
