City tells builders about stricter energy rules New homes and businesses built in Denton soon will have to meet stricter energy-efficiency standards, area builders were told during a luncheon. The City Council voted in May to adopt the 2009 International Energy Conservation Code, effective July 1. The new code, which replaces a 2006 version adopted by the city last year, includes requirements for moreefficient windows and lighting, increased insulation, and a series of air-tightness tests. The city held the luncheon to brief the industry on the new code and upcoming changes in the building inspections division, including technology that will let builders submit plans and receive some permits online
starting Aug. 1. The luncheon had few moments of contention, although industry representatives questioned some aspects of the new code. Homebuilder Don Gailey asked how the changes would affect the cost of the average new home. A home built under the 2009 code is expected to save between 12 percent and 15 percent more energy than one built to the 2006 standards, according to a report from the Energy Efficient Codes Coalition. 6-11
Peterbilt rolls out first truck with new engine The first Peterbilt Motors Co. truck equipped with the new PACCAR MX engine was delivered to Mark McClymonds, president of McClymonds
Supply & Transit Co. Inc. of Portersville, Pa. The company plans to purchase a total of 60 Peterbilt trucks outfitted with the new engines this year, McClymonds said. The delivery marks the end of a decade-long research and development phase to bring the lower-emission engine to the United States. Company officials say the effort has taken millions of dollars, more than 50 million test miles and 300,000 hours of testing. The diesel engine — which produces less than 1 percent of the emissions of a 1982 engine — has been primarily used in Europe. After the Environmental Protection Agency certified that the 12.9-liter PACCAR MX diesel engine met the 2010 American emission standards
last month, production in the United States got under way at the Denton plant. PACCAR spent more money on the research and development of the engine than any of its previous engines, he said, and it will bring a higher degree of performance to Peterbilt trucks. 6-15
Residents surprised by higher land values Some residents in the Southridge subdivision were surprised recently by drastic changes in the value of their land and homes. The homeowners in that south Denton neighborhood saw their land values rise by more than 60 percent. And while their home values dropped, they remain perplexed as to why. Denton Central Appraisal
District officials said a disparity existed in land and structure values in the Southridge neighborhood. This year, they said, they attempted to fix it. Cheryl Martin, residential manager at the Denton Central Appraisal District, said appraisal district officials looked at the land-to-building ratio in Southridge, a “normal practice in appraisals,” and the analysis indicated the ratio was out of whack. The district was applying too much value to structures and not enough to land, she said. 6-17

Career Advancement Dr. Robert A. Schwab recently joined Texas Health Presbyterian Hospital Denton as its vice president and chief quality officer. “Our hospital is committed to excellence,” Stan Morton, hospital president, said in a news release. Schwab “With the addition of Dr. Schwab, our focus on quality patient care will grow even stronger.” In his role as chief quality officer, Schwab will work closely with hospital and medical staff leadership to promote clinical excellence and safety in patient care. His main objective will be to foster physician engagement in clinical initiatives and to work with quality and patient safety/risk management departments within the hospital, the release said. Schwab is a graduate of the University of Virginia College of Arts and Sciences and received his medical degree from the
University of Virginia School of Medicine. He completed his residency in emergency medicine at Truman Medical Center in Kansas City, Mo., and is boardcertified in emergency medicine. Schwab and his wife, Cathy, have two children, Tyler and Emily. I Denton resident Pat AlvaGreen recently was appointed as a board member to the Girl Scouts of Northeast Texas, according to a news release. Alva-Green is a certified business and wellness coach and has a business called the AlvaAlva-Green Green Coaching Group. She has a coaching certification from the Coach Training Alliance and also is a certified project manager. She is a member of the Fort Worth chapter of the Hispanic Women’s Network of Texas as well as the Fort Worth Chamber of Commerce, where she serves
in the Women in Business subcommittee. The Girl Scouts of Northeast Texas serves more than 40,000 girls and 16,000 adults in 32 Northeast Texas counties. I Robin Henson, a member of the Texas Health Presbyterian Hospital Denton family, recently received the Texas Excellence in Perinatal Nursing Award. The award, provided by the March of Dimes, recognizes excellence in the areas of Henson perinatal clinical practice, education, research and program development, according to a news release. Henson has been the director of the Cuddle Care Health Clinic for two years. The clinic serves medically underserved infants born in Denton County. The March of Dimes chose Henson because of her “commitment to reach beyond her job expectations to make a differ-
ence in the lives of mothers and babies,” according to the release. I After a two-year hiatus, Argyle resident and horticulturist Larry Speed returned to work for the same company he worked for previously for nine years. Speed first joined Lambert Landscape Co., Speed one of the oldest architectural landscape firms in Dallas, in 1998, eventually becoming the garden manager and then co-director of garden services, according to a news release. Speed, who returned to work earlier this year, is a certified landscape technician with the Texas Nursery and Landscape Association. I Thermadyne Industries recently announced the appointment of George Dunning as vice president of engineering. Dunning will work from the
Denton office and will be responsible for leading the company’s engineering teams, according to a news release. Before serving in his present position, Dunning served as vice president of engineering and quality for Overhead Door Corp. in Lewisville. He also held senior engineering Dunning positions at Stanley Tools, General Electric Co. and in the U.S. Air Force. Dunning earned his bachelor’s degree in mechanical engineering from the University of Maryland and a graduate degree in industrial technology from Central Missouri State University. He and his wife, Shirley, live in Coppell. With headquarters in St. Louis, Mo., Thermadyne manufactures and markets metal-cutting and welding products through its global divisions, including Denton company Victor Equipment Co.

ith the closing of every fiscal year, it’s both important and interesting to look back at the Denton Economic Development Partnership’s activities of that year and take a barometer reading of the program’s progress. This year, the EDP released its first annual report. The report covers the past fiscal year, which was 2008-09. The report covers a broad range of information, including demographics, work force and incentives given during the year. This new report also serves as an informational marketing piece available to the public, and it is included in our information packets sent out to prospects considering locating their businesses in Denton.

It was challenging, but family and friends kept Chuck Carpenter from finding out beforehand about receiving a top chamber executive award June 28. While in Nacogdoches for a three-day seminar by the Texas Chamber of Commerce Executives, Carpenter — president of the Denton Chamber of Commerce — received the coveted Marvin Hurley Award for being the state’s top, most distinguished chamber executive. The award, several say, is welldeserved. “Chuck is a mainstay for the

Chamber of Commerce and the city of Denton,” said Larry Parker, owner of Denton Depot. “The fact that he’s receiving this award is significant not just for him but also for the city.” The annual award is named for a longtime chamber executive believed to be one of the most distinguished in the country, said Rex Carpenter, a longtime chamber executive who happens to have won the same award in 1982 — the exact year his son took the reins in the Denton chamber. “We are so proud of him and

his family and the support that he has,” Rex Carpenter said from his home in Corsicana, where he worked 40 of his 58 total years in the chamber of commerce field. It appears that field has taken root in the Carpenter family. Chuck Carpenter’s daughter, Laura Carpenter, works in member services for the Austin Chamber of Commerce. “Three generations — I suspect that’s a little bit unusual,” Rex Carpenter said. “We are so pleased at both of them having chosen to go that route and in particular that a son has been able to receive this recognition.” Chuck Carpenter, who has served Denton’s chamber for 28 years, also was named Chamber Executive of the Year in 2002 by the Texas Chamber of Commerce Executives. He is known for his work with local business and community leaders and for his stage presence and singing ability in local band Rivers West. Chuck Carpenter said he knew Marvin Hurley, a longtime Houston chamber executive, which made receiving the award all the more significant. “It is flattering … to be recognized for an award that I do know who the person was and what he was about,” he said Monday, shortly after receiving the award. Keeping Chuck Carpenter’s latest award under wraps, several Denton residents traveled incognito to the Nacogdoches conference — hoping not to see him along the way. Parker, chamber member Priscilla Sanders and board Chairman Hank Dickenson slipped in to surprise Carpenter when the award was announced at the seminar. “The award meant a lot, but it went up in its specialness in the people who took the time in their daily lives to come up here,” Chuck Carpenter said. “I feel special.” Joining the trio were another member of River West, a childhood friend and Laura Carpenter.

Chambers honor legislators
T
he Local Relations Committee of the Denton Chamber of Commerce, in cooperation with the Denton Black and Hispanic chambers, hosted a reception to publicly honor the Denton area’s state legislative delegation and recognize members of the Denton County Commissioners Court, Denton City Council and Denton school board. Triangle Mall has opted to foreclose on the property, officials said. Several factors, including the mall’s retail mix, the structure’s age and the global economic downturn likely contributed to the mall’s foreclosure, local business officials said. New York-based Feldman Mall Properties Inc. will continue to operate the 765,000square-foot mall until the property is sold, said Matt
Ludemann, general manager of the mall. The lender, JPMorgan Chase & Co., delayed foreclosure last year, hoping Feldman could bring in new capital and improve the mall’s income, but the investor was unable to turn the project around, said Greg Hassell, vice president of communication for the bank. The bank retained Feldman as property manager, on an interim basis, in an effort to avoid disruption for mall customers and tenants, he said.

One of the many important issues that will be addressed during the next session is redistricting, which must be conducted every 10 years, following the U.S. census. Denton County stands to gain a seat in the Texas House of Representatives; there are currently three state representatives from the county. The state of Texas will probably get two new seats in the U.S. House; there are now 32 congressional districts in the state. Venable and Reasoner are in the process of reviewing the North Texas legislative agenda from 2009 and identifying potential topics for inclusion in 2011. They are seeking input for Denton chamber board positions. Although obviously a delicate subject — because state
government is a major local industry — they are especially focused on how to address the redistricting process. More details will be announced as information becomes available.

Investors face inflation ... or deflation “Many signs seem negative for stable prices: … the propensity of major groups in our society to utilize their electoral muscle to shift, rather than solve, economic problems; the demonstrated unwillingness to tackle even the most vital problems if they can be postponed; and a political system that rewards legislators with re-election if their actions appear to produce short-term benefits even though their ultimate imprint will be to compound long-term pain. Most of those in political office, quite understandably, are firmly against inflation but firmly in favor of policies producing it. When very human politicians choose between the next election and the next generation, it’s clear what usually happens.” — Warren Buffett, 1977
O
ver the past few months, the chorus of pundits claiming deflation is our biggest concern incredibly seems to have matched the din of inflation extremists calling for gold to reach $5,000 per ounce. In the same week, I read an article pointing to the “End of America” — when we will see Zimbabwe-like hyperinflation — while famed economist Paul Krugman published a New York Times warning that we are on the verge of the next Great Depression. In the last few weeks, our European brethren called for sweeping fiscal spending cuts to bring their budget deficits in line with their GDPs while the U.S. administration — namely our treasury secretary — arrived at the G-20 summit calling for increased stimulus. Who is right? Let’s consider some key data. First, the historic stimulus program launched 16 months ago still has some legs. As of midJune, the data reported at Recovery.gov indicates that $372 billion of the $787 billion stimulus (47 percent) still
Jonathon FITE | remains to be spent. That’s a lot. Next, let’s look at China. To ward off criticism at the G-20 meeting in late June, China indicated that it would adopt “greater currency flexibility.” If the Chinese yuan appreciates against the U.S. dollar, over time that will prove inflationary for the U.S., which is the largest consumer of Chinese goods. Depegging the currency may also lead China to hoard fewer Treasuries and turn its attention to the euro instead. This attempt to help stabilize exchange rates between China and its European customers would increase pressure on long-term U.S. interest rates.
But recent reports of the consumer price index (CPI) indicate that inflation is currently low. Why should we be concerned? Because inflation statistics are manipulated. Jim Rogers, the renowned investor whose Quantum Fund launched in 1970 gained 4,200 percent in the following 10 years, had some interesting comments about the CPI in a recent interview: “Have you looked at it? [The government has] changed their accounting several times in the past few decades. When housing was 20 percent to 25 percent of the CPI and housing was going up, they didn’t count it, saying rents weren’t going up, and then when home prices started going down, they counted it. It’s the same with many things. … When the price of gasoline goes up, they say it’s not really going up
because it’s better gasoline, better quality; therefore, you’re getting more for your money.” If the U.S. Bureau of Labor Statistics used the CPI definition of the 1970s, it would show a 9 percent annual rate of inflation right now. Wow. Given the government’s inflation-pegged obligations (social security, inflation-protection treasuries, pensions, etc.), it is clear that there are plenty of incentives to keep the reported numbers low. As I consider investments for my own hedge fund, it is clear I must heed Buffett’s warning. While some may claim deflation is the real threat, our elected officials, the treasury secretary and the Federal Reserve have stated — and their actions demonstrate — that they will do whatever it takes to prevent the
ravages of a deflationary spiral. While avoiding another depression is good, the consequences of these actions will be inflationary. So, what is an investor to do? In my readings, I found three data points particularly relevant. The first was a summary of Germany’s hyperinflation of the 1920s. The second was a study of the inflationary explosion in the U.S. during the 1970s. The final data point came from Mexico’s peso devaluation of the 1980s. In all three cases, interest rates skyrocketed, the currency collapsed, and both bonds and cash were rendered all but worthless. But investments in the stock market, while volatile, kept up with inflation. The retirees, family trusts and working professionals who have invested in my hedge fund expect me to do more than just keep up with inflation. A big dip for summertime

After reviewing recent sales figures from Beth Marie’s Old Fashioned Ice Cream and Soda Fountain, Bob Moses said he sees a seasonal business that does well during summer but is still affected by a lack of college crowds. “It’s still summer, which is better [for sales] than the wintertime, but we don’t have the college students,” Moses said. “What we find is that it [the ice cream business] does kind of
roll as school starts.” Sales start to heat up again for Beth Marie’s in August, as University of North Texas and Texas Woman’s University students return to Denton and
their families come to visit, he said. Beth Marie’s isn’t the only Denton business to ride the wave of college-town consumerism.
While many college towns have weathered the global economic downturn better than other areas, summer can be a difficult time for retailers, restaurants and entertainment businesses as students migrate home or take vacations, said Terry Clower, an economist with UNT’s Institute of Applied Economics.. “It’s just the nature of the retail business in a college town,” Clower said. “To be successful, businesses have to adapt to that.”
Along with adapting to the university’s academic years, Denton businesses should be growing overall as enrollment at UNT and TWU continues to increase, he said. “There are more students now than in previous years, and while it’s not like the regular semesters, there should be more students in town compared with 10 years ago,” Clower said. Even if students commute to school, their economic footprint is significant, he said.
“The universities have a substantial impact on the local economy,” Clower said. UNT and TWU draw more than 40,000 students to Denton and employ nearly 7,000 faculty and staff members, according to data released last fall by the schools. With enrollment projected to increase this year, the rising number of students could mean big business for the Denton community. Denton’s college-town status has long been touted as vital to keeping the local environment somewhat stable despite a volatile national economy, Clower said. As the city of Denton goes from a bustling college town in the spring to a sleepy summer community, businesses cope with the slowdown. Mike Sutton, owner of Big Mike’s Coffee Shop, said he is combating waning sales by cutting back on advertising and other expenses. Crowds in the Fry Street area have diminished as students take their summer breaks, he said. “Denton is a campus,” Sutton said. “In a sense, the whole [business] cycle is based on the students.”
SALES DILEMMA While Denton’s economic boost goes away during the summer, most business owners have been through the cycle before and know how to counteract the effect of fewer consumers, said Julie Glover, administrator of the city’s economic development program. “It’s not just the students; so many people are employed by the universities,” Glover said. “July is one of the slowest months of the year [for restaurants and retail], until students start trickling in during August, … and then we’re golden through New Year’s Eve.” During those golden times, it’s important for business owners to stow away money and prepare for the slow times, she said. There are also staffing lessons to learn during the summertime, and employee hours may need to be reduced, Glover said. “Some of the people who have been here forever know when the

While Denton’s cyclical consumer nature can help business owners plan for the whole year, the impact of the recession is influencing the community. Denton’s sales tax revenue has continued to decline during the first part of 2010, said Bryan Langley, director of finance for the city. “We expect sales tax [revenue] to be way below the budgeted month this year,” Langley said. “There is, generally speaking, a lower level of economic activity in the area.” Clower said sales tax revenues are an artifact of the downturn, and until there’s a significant drop in the unemployment rate, it will take time for cities to recover. “We’ll have to hit the bottom before coming back,” he said. Denton still has the collegetown advantage, with dollars spent by students, faculty and staff feeding directly into the city’s tax coffers, Clower said.
“There’s a substantial impact on the local economy,” he said. RETAIL BOOM Although Denton’s sleepy status applies to consumer traffic, it doesn’t apply to retail stores that are preparing for the return of the college crowd, much like stores preparing for Christmas, officials said. There’s a significant boom in retail sales in late August, said Linda Ratliff, the city’s economic development director. “There’s a big surge in sales right before the fall semester,” Ratliff said. Target, located off Loop 288, has already begun preparations to stock shelves with more dormitory and apartment furniture, school supplies and even groceries, said Jeff Engel, an executive team leader with the retailer. “There’s a noticeable increase. It’s almost like a couple of weeks before Christmas,” Engel said. Target hires extra workers to help the Denton store with the invasion of college students.
While the college crowds abandon Golden Triangle Mall during the summer, there’s a new demographic that walks the mall’s hallways, said Matt Ludemann, mall manager. “There’s a different group of shoppers in the mall during the summer. … There are younger kids and families instead of college crowds, and we do what we can to take advantage of the market,” Ludemann said. The mall has been tailoring promotions to appeal to children and families, such as a back-toschool event planned for the end of July, he said. While retail sales are a little slower during the summertime, it’s not a significant enough decrease to be concerned about, Ludemann said. Barnes & Noble Booksellers already has been preparing for the return of students, said Thom Anderson, community relations manager for the mall store. “When the kids come back in town, we know. … They park themselves in the cafe and hang
out all day reading,” Anderson said. The bookstore has been partnering with community entities for free events this summer that bring people into the store and engage children and parents, he said. The changing summer crowds in Denton have 2nd Street on the Square stocking smaller pieces of jewelry for tourists and more family-oriented merchandise, said Leah Wood, owner of the clothing store. “We do see a totally different market — there are more families and more tourists,” Wood said. “The sales remain the same, but it’s a different market.” Around the first of August, the store replenishes its collegefriendly clothing lines. The beginning of the school year is like a major holiday, with wallets freshly filled with money from parents, she said. prepared this year than last year to ride Denton’s retail wave. HOT SUMMER NIGHTS While Charlie Foster knew sales would slow down during summer, he said he wasn’t prepared for the slower-than-anticipated sales at his new restaurant, Ramen Republic, which is located on Hickory Street. “I knew it was a scary time of year, but I didn’t know the extent of it,” Foster said. Foster has been delving in promotions targeting families and students, he said. “The biggest thing is that we market the business and get awareness out there,” Foster said. Public House Restaurant & Pub has noticed a sharp decrease in customers during the day, but the hot summer nights still heat up the sales, said
manager Josh Johnson. “The nights are still OK,” Johnson said. “I think the people that stay here and don’t go home still need a place to go.” While people still need a place to hang out at night, attendance can be fickle, leaving some music venues popular and others without an audience. The Boiler Room’s business has slowed down this summer, which is likely tied to the recession and people not spending money, said Tim Trawick, a general partner with The Abbey Inn and the Boiler Room. “We’re still having some good business, but it’s been a little bit inconsistent compared with last year,” Trawick said. While some clubs have difficult summer seasons, the business at Rubber Gloves Rehearsal Studios has picked back up from the first weeks of summer, said owner Josh Baish.
“I knew it [summer] was a scary time of year, but I didn’t know the extent of it.” — Charlie Foster, owner of Ramen Republic “The operating levels are close to, if not better, than if school’s in session,” Baish said. “I’m pretty surprised by it; it hasn’t been like this in years past.” Music venues typically rise and fall based on the musicians featured or what kind of night it is, he said. But Rubber Gloves has been able to hold off the usual summer lull by offering more drink specials and nights without a cover charge, he said. “Everybody’s looking to save
some money,” Baish said. “We’re doing what we need to do to get people out, and it seems to be working.” Crooked Crust’s business, which is roughly 75 percent college students, has opened up to other members of the community, said primary owner Kelly Clymer. Although business is still booming, the pizza restaurant seems to operate hand-in-hand with university traffic, he said. TIME TO RETOOL Both Jupiter House and Big Mike’s Coffee Shop, independent coffee houses in Denton, have noticed that business has slacked off during the summer, their owners said. Joey Hawkins, owner of Jupiter House, said sales were down roughly 10 to 15 percent for his two coffee houses — one on the Square and the other on Carroll Boulevard — during the
summer, which is typical. This time of year is a good time to retool, especially in the competitive world of coffee, he said. “The coffee business in Denton is more competitive — more so than ever before — and the economy has affected Denton a little bit,” Hawkins said. And the sweltering weather doesn’t necessarily draw people out to buy coffee, he said. As for Beth Marie’s, Moses said he’s hoping business heats up at night during July and August — despite the lack of college students. “If we had more students, business would be better,” Moses said. “But summertime is still our best time of year.” CANDACE CARLISLE can be reached at 940-566-6889. The key is to find companies with strong franchises that demonstrate pricing power and have enduring competitive advantages with hard-to-replace assets.
