Less than a week after the president of the Association of Gas Station Owners of Nuevo Laredo announced on social media that about 90 per-
cent of all gas stations in Nuevo Laredo, Mexico would suspend their services, the city’s mayor, Enrique Rivas, said negotiations between the state and municipal government managed to avoid the closures.
Rivas said Saturday in a press conference that thanks to satisfactory negotiations, Nuevo Laredo residents will be able to buy gas at 13.26 pesos per liter, which would be the equivalent to $2.35 per gallon.

Webb County is instigating a master plan to revamp LIFE fairgrounds. Commissioners in their meeting Monday said the property is rundown and has the potential to be used for much more than livestock events. Six firms submitted proposals to conduct the master plan. Officials chose Naismith Engineering, which has conducted over 150 master plans for fairgrounds around the world. “You’re really designing the fairground for the future,” John Michael, board chairman for Naismith, said at the Commissioners Court meeting. “Some LIFE continues on A11

Joe Straus gavels in legislation as the 85th Texas Legislative session opens in Austin on Tuesday.
AUSTIN, Texas — Likely budget cuts and a Donald Trump presidency loomed over the return of the Texas Legislature on Tuesday amid a worsening child welfare crisis and top Republicans promising anti-LGBT bathroom
laws similar to what brought upheaval in North Carolina. Already there are signs of tensions to come. Republican House Speaker Joe Straus, a moderate hand in a statehouse constantly drifting to the hard right, marked his election to a recordtying fifth term in his
powerful post with a call for civility over Trumpstyle politics. Straus didn’t mention the president-elect by name, or proposals that would require transgender people to use public bathrooms that correspond with the sex on their birth certificate. Capitol continues on A11
