Twitter War Over As Davido Warms Up To Wizkid By SAMUEL ABULUDE, Lagos
After several weeks of 'beefing' and firing salvos at one another, award winning singer, Davido has made peace with his rival artiste, Wizkid. Based on what is evident on the social media, the two musicians have made peace with one another and Davido “nurses no grudge against Wizkid anymore”. It was a pleasant surprise for many when the Skelewu singer took to his twitter account to send congratulatory messages to Wizzy (Wizkid's moniker name) and also PSquare on the release of
their new albums. Wizkid granted a video interview with music distinguished personality, Olisa Adibua weeks ago narrating why there was no love lost between him and Davido, adding he 'll abuse the latter if he continued to find fault on him on the social media. Davido last week wrote: "Congratulations to both PSQUARE and WIZKID on their album release. May God continue to bless ya'all! OBO". Davido who won the BET Int'l Act Award 2014 also congratulated music icon, Innoccent Tu Face Idibia on his birthday.
Bonsue Fuji creator, Adewale Ayuba has completed the video of his 'Happy People' hit song and it featured rapper and lyricist, Vector. The video shoot at Lekki captivated people weeks ago as many were thrilled by Ayuba's unique dance steps.

‘Na Who Be Black Scorpion?’
Two men wouldn’t let anyone get some peace in the bus, with their renditions of the exploits of Brig-Gen Benjamin Adekunle (Rtd), during the Nigerian Civil War. They were so informed of his raids into ‘Biafran territory’ and how he ‘showed Biafran soldiers pepper’ during the crossing of the River Niger and the taking of Abagana (Anambra State) that anyone who overheard them without seeing their faces would think they were a part of his unit or that they were on the Biafran side of things. Worse, they were not carrying on their discussion in low tones
or as one taking place between two people; they shouted and, at times, laughed coarsely, to everyone’s consternation. It was evident that they were trying to impress some folks in the bus, with their noses held high, their cute spectacles resting on the bridge of their separate noses and that momentary nod of the head which has become the exclusive action of the knowledgeable. For others who wanted to know what and who they were talking about, it was some sort of affront and the hisses were becoming louder as the traffic jam began to grate on the nerves of many. “Do these guys even know that they are in a bus? Mttchew,” someone asked. Another laughed a little louder
Building Treasures At Del-York Creative Workshop
and said, “No, Adekunle or ‘Red Scorpion’ as they call him must be too interesting to talk about in normal tones”. The speaker was dressed in a very fashionable suit and a large shiny wrist-watch. “How well did you know ‘Black Scorpion’? Are you his children or something?” This time, a far older man who looked like he saw the war wanted to have them for dinner. “Never knew him,” confessed one of the discussants, “we only just read the book about him recently and we are just saying that he deserves a national award”. “I was a child when the war was fought and, honestly, if you had been there, unu for no dey use am laugh like this. To be continued…
Terry G was a guest of Prime Time Africa hosted by famous Keke Ogungbe and D1 Dayo Adeneye. As usual, the Ginjah master was full of life on the programme. The show which was broadcast at the weekend saw the Apako master answering questions from fans and the hosts. Born Gabriel Amanyi, he explained that he derived his stage name Terry G from ‘Turning Every Rhythm And Rhymes to the Youths in our Generation’. Commenting on trends in the industry, Terry G said to remain relevant in the industry one had to understand the terrain and dish out the kind of music that fans would love. "I'm doing my bit to remain on top of my game. Originality is the word in this industry. We started shooting videos in SA years ago. It has come to the point in this industry that if you shoot a video, it will only last for a month. So you have to keep pushing. If

you do a song, you have to support it with a video. And if you do a bad/crazy song, it'll be accepted because bad songs sell in the industry. I started with R&B and I've done all sorts before arriving at this madness," says the Gingah master. Terry G who hopes to do a collabo with Tuface saluted Keke and D1 for recognising and celebrating talents over the years. He gave a reason why most artistes get high before performing, saying most artistes are naturally shy and so take to drinking or smoking and doing what would make them gain composure.

over the years. "As our movie industry is developing towards better movies, Kannywood is also moving in the right direction. Though it may not look as dramatic and rich as other genres of Nollywood, but Kannywood is evolving and meeting the needs of the people up north and telling great stories. t was the gathering of crème dela crème of the society as beautifully dressed guests and celebrities stormed the Silverbird Cinema when Labo (Life is a Journey), a movie by Roseline Sanni-Ajose, and directed by Femi Fadeyi, was premiered in Abuja yesterday. The movie by Inspiration Production in collaboration with AIT, is a multi-lingual, Afro-Caribbean, and a British movie based on a family battle for cultural supremacy which emphasizes on family issues, relationships and marriage between two foreigners and young offenders living abroad. The movie which talks about culture and identity, a life journey of any living thing is like a self-battle, no one is sure of its destination. According to the producer, Roseline Sanni-Ajose, who looked elegantly on her dress, ‘Labo, life is a journey’ was conceived from her dream and it gives her great joy to see the movie being premiered in Nigeria today. “I have been in the UK for the past 17 years and have somehow lost that touch between Africa and London, so I decided to come back to bridge that gap. To my surprise, everything has changed and looks different. So I thought; if people in Nigeria are making life better here, what makes us in foreign lands think we are better off? “A lot of people based in the UK complain that Nigeria has bad roads and no electricity, our leaders are bad and all that. If you think you have what it takes, why don’t you come home so that we can build Nigeria together? That was the first thing that led me into writing the movie and urging those of us living in the diaspora to come home and stop criticising the government, Nigeria and also stop portraying a negative image of our country,” she stated. The movie which also teaches about relationship and love portrays the importance of nation building and trust. “Also, we want to advise the youths craving to relocate to the UK that it’s not a bed of roses, they have to pay the price; just like me coming back to Nigeria, I had to pay my price so I can blend into the system. People find life difficult out there and once they can’t make ends meet,

they join bad gangs, cultists, thieves and others. The British government disgusts such and when it happens and you are convicted, it ruins your reputation. So, Labo is out to talk about these issues and help to tell Nigerians to believe in their country to come home and together we can build the nation,” She explained. The movie also speaks to migrants/Africans in diaspora as a reminder that there is no place like home because it is now very easy to immerse oneself in western culture and lose sense of tradition as one grasps unto a foreign way of life. The movie portrays the life of a husband who lives overseas but decides to relocate back to his home country, convinced his adult children and foreign wife to relocate with him. They heeded his call. Labo movie is first of its kind in Nollywood. This is a must-watch movie. The movie parades seasoned international actors and actresses who have paid their dues in the industry like King of ‘The Village Headmaster,’ Dejumo Lewis, Jide Kosoko, Iya Awero, Femi Fadeyi, Doris Simeon, Ayo Adesanya, Remi Surutu, Roseline Sanni-Ajose, Theodora Ibekwe, Olivia Eze, Yvonne Hays, Patricia Sanderson, Christiana Awotayo and many others. NOA Preaches Patriotism At Book Launch By KUni TyESSi, Abuja
In line with its mandate, the National Orientation Agency,
NOA, has enjoined Nigerians to remain steadfast in their faith in the country and refuse to despair even in the face of
prevalent challenges. The director-general of the agency, Mr Mike Omeri who spoke at the presentation and launch of a book ‘Mustard Foundation for Ethics and Values', said Nigeria of everyone’s dream could only evolve through patriotism, adding NOA would not relent in its efforts at changing the attitude and perception of Nigerians. Omeri who was represented on the occasion by the assistant director, monitoring and evaluation of the agency, Mr John Adoko, said if Nigerians loved their country and were patriotic, they must demonstrate same by patronising “made in Nigeria goods and products. Sell Nigeria and buy Nigeria. It's the totality of love we can show to the country." Also, the NOA boss encouraged Nigerians to embrace the book reading culture and endeavour to buy and read books and not keep them on shelves. The author of the book, Mr Mustard Omachoko Idoko, in his remarks, said the inspiration to write the book was born out of his passion for the country and the pledge which has been abused over time. He said "I felt guilty and knew that I'm not living up to expectation. The pledge is more than a recitation. It's an oath we take unknowingly and with this in mind, there was the need to remind myself of patriotism." He said patriotism was not a choice but a sure way to a glorious emancipation and pleaded with government and stakeholders to ensure that the book which deals with lost cultural and ethical values goes round all schools in the country.

Synagogue Collapse: We Are Waiting For Comprehensive Report – LASG
By GEORGE OKOJIE,, Lagos
Amid controversy trailing government’s handling of the collapse of Synagogue Guest House that killed over 115 people, the Lagos State government yesterday said it would wait for a comprehensive report of the ongoing investigation into the cause of the collapse before taking necessary actions.
The state government, while postponing press briefing scheduled to give an update on the situation, told journalists that agencies of government are working together in order to get a comprehensive report that would clearly tell Nigerians what truly happened. The state commissioner for Information and Strategy, Mr. Aderemi Ibirogba, said the
committee set up by both the state and federal government are working together to ascertain the true situation. According to him, “We are all aware that the federal government has set up a committee; what we are saying is that in order for us not to pre-empt that committee and hold anyone responsible, the best thing is for us to put this
conference on hold . “Agencies of government are working together so that, at the end of the day, we will have a comprehensive report. Until that is out, it will not be right for us to tell you the situation.” Ibirogba assured that as soon as the investigation is completed, the government would disclose the situation, while appealing to all concerned for consideration.

Policemen Defy IG’s Ban On Roadblocks In Lagos By Olaolu Oladipo, Lagos
In what could be considered as defiance, men of the Police Force are openly defying the orders of their Inspector-General, Alhaji Sulaiman Abba, banning personnel from the force from mounting roadblocks across the country. Force spokesperson, Emmanuel Ojukwu, had announced that the IG had sent a directive to all commands and formations nationwide asking them to immediately dismantle “all semblances of police roadblocks and permanent check-
points across the country.” Ojukwu had, in a statement, quoted Abba as describing the reemergence of roadblocks as a serious violation of a subsisting order on the matter and threatened severe sanctions on any police command, formation and personnel who violate the order. Findings conducted by LEADERSHIP in Lagos revealed that officers of the force usually conduct the said road blocks on major highways in the city, thus subjecting motorists to long hours on the road.
While mounting the said roadblocks, they collect money ranging from N50 to N100 from commercial motorists before allowing them to pass. On major road where the situation is very prevalent is Mile 12 -Ikorodu road where our correspondent counted five different road blocks on Monday night. It is the same situation along Oshodi to Apapa expressway The situation has brought with it untold hardship on commuters who are forced to stay long on the road before they can get home.
Illegal arms owners in Lagos State have been ordered to surrender their weapons within two weeks or face the law. The state Commissioner of Police, Mr Kayode Aderanti, gave the order yesterday while speaking with journalists at the command headquarters in Lagos. Aderanti, however, assured Lagos residents that there would be no mercy for anyone found with illegal arms in the state. “Every illegal weapon should be taken to any area command in the state within two weeks as anybody caught after this date will be treated as an armed robber,’’ he said. He added that the force was doing its best to eradicate crime in the state. By NAN
Lagos Assembly Summons LG Boss Over Crisis By Taiwo Ogunmola-Omilani, Lagos
The Lagos State House of Assembly Monday evening summoned the chairman of the Mosan-Okunola Local Council Development Area, Mr. Abiodun Mafe, following allegations that he flouted the resolution of the
House in the crisis that has taken over the council. Twenty-one of the 27 lawmakers at plenary voted for him to appear to defend himself. Three voted against inviting him while three others were undecided. Mafe is to appear before the entire House today to explain why he allegedly locked the leg-
islative chamber of his council against the resolution of the House that status quo be maintained till the outcome of an investigation into the crisis by an ad-hoc committee of the House. Before embarking on its sixweek recess, the House had waded into the crisis in the council that had seen the removal of the
council leader, Veronica Olusoga, and her replacement with another councillor, Eniola Emmanuel, who Mafe, in a letter to the House, said he did not recognise. The lawmakers had instituted a committee to look into the issue but warned that status quo be maintained.

Kwankwaso And The Call For Change By Dr. Sani Lawal Malumfashi
Change comes 2015 is inevitable! The only social experience that is permanent and constant is change. As is normally the case with any society every other day is a new day, every other time is a new time and with respect to Nigeria’s leadership a new one is much desired. Almost every well meaning Nigerian is convinced that so many things went wrong with the way the affairs of the country is being managed. In a country where armed civilian are chasing trained personnel in the field of aggression and went as far as claiming sizeable territories, then so many things must be going wrong. Where harmless and innocent citizens are being gruesomely murdered and their properties destroyed in the most heartless and despicable ways on almost daily basis, mutual mistrust and suspicion among different religious, tribal and political groups is taking a dangerous dimension and on daily basis leaders are manipulating religious and tribal identities to cover up their incompetencechange is necessary. In country where the rich are becoming richer and the poor are artificially more pauperized, where over 30million youths are unemployed, where ethno-religious conflict is altering our demographic balance and where bigots are having a field day- change is paramount. In a country where leaders are not living up to the trust and expectations of the led and where government is treating the alleged agents of instability (Dr. Stephen Davis disclosure and South African exposition) with kid gloveschange is indispensible. People are simply disenchanted with institutionalisation of corruption and the way governance is turning into a self seeking venture. Nigerians are not satisfied with proliferation of human trafficking and kidnapping industries, expansion of baby factories, incessant workers strike, lack of reliable energy ( hydro, wind, or solar), agricultural decay,

money laundering courtesy of the privatisation of transnational arm deal, collapse in our educational and health sector. None of Nigerian universities is among the first top 50 universities of the world, again, Nigerians in spite of all the potentialities are trooping to Egypt, India and Ghana for treatment of headache and arthritis- things must not be allowed to be the same. Nigerians must overcome primordial ties and bigoted thinking and have the nation at heart; they must see themselves as Nigerians first and think beyond the sums of their parts. Those sentimentalists in our midst are not competent to lead. Nigerians desired a leader who is nationalistic in outlook and detribalised mind, a leader who is altruistic and truly agent of positive change. Never again would Nigerians endorse for the continuation of insecurity, policy paralysis and socioeconomic stagnation. Because of his outstanding performance, Kwankwaso is being endorsed by rational minds and groups in their desperate quest for change. Kwankwaso achieved at state level what federal government failed to achieved at National level. Hence his endorsement first by Progressive Intellectuals of Nigeria ( PIN) Kano Chapter, APC Elders Kano, and a number of groups from the SouthWest, South – East and South-
Nigerians must overcome primordial ties and bigoted thinking and have the nation at heart
South. His achievements are palpable enough to be seen, touched and felt even by his unrepentant political foes. I said it before and will repeat it again, in the area of education, Kano State recorded unprecedented achievements. The State’s health sector is impressively transformed with reference to both preventive and curative medicines. In the cycle of preventive medicine sanitary inspection was revisited and revitalised, monthly sanitation exercise reintroduce, child immunisations were more prompt and consistent, sales of drugs had been sanitised where the state government boldly banned unauthorised drugs hawking and herbs trading. If Kwankwaso can record all these achievements as a governor he can achieve more at national level as a President. I also endorsed him!!! The Kwankwasiyya administration is undoubtedly the administration for the youths, women, the down trodden and those who are generously rich. Youth empowerment is typical of Kwankwasiyya philosophy. The economic condition of Kano youths was positively touched. Within two years of Kwankwaso’s administration over 2000 youths were economically empowered to run pharmaceutical and livestock businesses; the Kwankwasiyya transport initiative was spectacular where taxes were impartially distributed on loan basis to one thousand youths and over one thousand luxurious Toyota limousines were distributed to service ‘high taste’ passengers. Drug Abuse amongst youth is impressively tackled, over 2000 youths were employed under KAROTA to regulate traffic and instil traffic discipline. By the time the new fly overs and tunnels are commissioned evening ride in Kano would be very fascinating. Malumfashi wrote in from Kano State College of Arts, Science and Remedial Studies
Anti-tobacco Lobbyists And The Culture Of Official Corruption By Isa Korede
The idea of a multiple approach to tobacco control was birthed through several ‘academic advances’. In 1993, a decision was made by Ruth Roemer and Allyn Taylor to apply to tobacco control Taylor’s idea that the World Health Organisation (WHO) should utilise its constitutional authority to develop international conventions to advance
global health’. After several negotiations most of which were initially resisted, on February 27, 2005, the WHO Framework Convention on Tobacco Control (FCTC) was birthed and soon after gained world-wide acceptance. Similar to other UN advocacies, most of the advocacy for the adoption of the treaties of the FCTC is largely driven by local and multi-national NGOs who are heavily funded by foreign
partners to ensure local adoption by governments all over the world. Tobacco control advocacy is a heavily funded activity hence an extremely attractive venture for many anti-tobacco lobbyists. Whilst majority of the stakeholders involved in tobacco control policies agree that industry regulation is extremely important, the successes recorded in the tobacco control debate over the past decade is often at
variance. In some instance, studies have shown that tobacco consumption especially in the western world has decreased and focus has now shifted to the developing world. In other studies, it has been found that smuggling in tobacco has negated the effects of tobacco control policies. Even more frightening is the fact that tobacco smuggling is controlled by those who perpetuate the acts of terror.

nder the platform of good governance and transparency coalition, my organization and 36 others conducted an opinion poll and came up with the following points which go to show that in the human rights sector, Enugu is the only state in southern Nigeria yet to domesticate the Child Rights Act. No Local Council is headed democratically by any woman. Then there is this widely celebrated separation case involving the Enugu State governor and his estrange wife-Mrs. Clara Chime, an issue which is very notorious. The people interviewed are demanding the immediate domestication of this important bill of right to promote the well being of the Nigerian children. On Transparency and due process we found out that the Enugu State govt does not believe in due process in procurement. Most projects in the state are allegedly executed with what they call “Direct Labour” through the Project Development Inspection. Big time projects like the N13 billion new state secretariat under construction were allegedly awarded to Arab contractors. Anti-graft agencies are reportedly investigating the inflated cost of the project aforementioned. The former accountant general (Mrs Eunice Ugwu) who allegedly told the EFCC that the real project cost was N8 Billion and not the N13 Billion approved by the State assembly was reportedly demoted to Permanent Secretary of State Civil Commission. The Secretariat was allegedly reduced from 6 to 2 storey building once the money was allegedly cleared into the account of Arab contractors and allegedly diverted. These damaging allegations must be probed and any money diverted recovered, so say our respondents. On the key aspect of respect for the constitutional principle of Rule of Law on the question of chicken impeachment and also the matter involving the then top government officialMrs. Ethel Nebo-Ezeabasili reportedly illegally removed for raising eyes brow over alleged shady deals involving some key figures in the current Enugu State government. It would be recalled that an Enugu high court DECLARED her removal unlawful and awarded a N10 million damages against the State and N100 thousand in costs. A permanent Secretary from Awgu/Aninri axis was also demoted to a Deputy Director for refusing to sign Stakeholders (PDP people in Chime government) media attack on Deputy Senate President Senator Ike Ekweremadu. Also, the poll we conducted sought opinion of Nigerians on the chicken impeachment-whether it was constitutional and in good faith. And how they rate Governor Chime on democratic credentials based on this and a plethora of examples. Most respondents were unanimous in rejecting the illegal and unconstitutional broad-day brigandage against democracy perpetrated by the near-rubber stamped state assembly in unseating the then deputy governor who they also suspect to be closely linked to the Deputy Senate PresidentSenator Ekweremadu. Good governance does not thrive in an atmosphere of personality cult and ego trips. Democracy is all about checks and balances but in Enugu State the State Governor operates like an Emperor and whomsoever that does not genuflect to him politically is seen to be against him. What are the human Rights provisions under the Universal Declaration of Human Rights and the African Charter on Human and Peoples Rights regarding the right of all citizens to participate constructively in the governance of their society?

Nigeria Financial Intelligence Unit: A Case For Full Autonomy by ugochi izuagba (ms)
The scourge of money laundering and terrorism in virtually every part of the globe today, is a matter of very serious concern not only to world leaders but also to the entire human race. Since the early nineties, what started as isolated incidents of suicide bombings largely in the Middle East, has increasingly grown in leaps and bounds and has now become a monster threatening to consume planet earth in its entirety. Although following this monstrous attac, the whole world rose as a single body to fight the menace of international terrorism and notwithstanding the death of its leader, terrorism has continued to rear its ugly head every now and then in different parts of the globe. Countries such as Somalia the home base of the Al Shabab terrorist group, Afghanistan the unofficial head quarters of Al Qaeda, Pakistan, Mali where the Islamic Maghreb holds sway and lately Nigeria where the Islamic terrorist group, Boko Haram has turned most part of the North Eastern part of the country and else where, into vast killing fields. Since 2009, over 5000 lives were said to have been lost to the activities of the vicious boko haram group in Nigeria. Boko Haram in Nigeria has steadily grown from a rag tag group that it was when it first reared its ugly head in 2007, under the leadership of the late Mohammed Yusuf, who was allegedly murdered extra judicially in police custody, into a sophisticated fighting machine, conquering and taking
Ngozi Okonjo-Iweala
territories with apparent ease and bombing selected targets at will. Behind the emergence and growing sophistication of the terror group, is no doubt a well heeled and complex web of multilateral funding, running into billions of dollars. That means that the terrorists enjoy very robust support of wealthy well connected individuals, groups and organisations facilitated through well thought out money laundering schemes for the financing of their terrorist activities. Consequently it is very clear to every discerning mind that the most effective way of tackling terrorism would be the unmasking of those persons who provide the financial backing that these evil persons rely upon to finance their terrorist activities. Human Rights Writers Association of Nigeria [HURIWA] has joined forces with
Consequently, it is very clear to every discerning mind that the most effective way of tackling terrorism would be the unmasking of those persons who provide the financial backing that these evil persons rely upon to finance their terrorist activities over 24 non-governmental bodies to carry out advocacy campaign in support of the National Assembly to pass into law this executive bill that is well thought out by the President Good luck Jonathanled administration to create an independent Financial Intelligence center to fully track and prosecute sponsors of terrorism and other
heinous crimes against the Nigerian State and Nigerian People. The Emergence Of Nigeria Financial Intelligence Unit. It is against the foregoing background that the world, through the United Nations, came up with the formation of the Financial Action Task Force (FATF), ‘the global coordinating body for Anti Money Laundering and Combating the Financing of Terrorism (AML / CFT) efforts’ and has also been described as the ‘international standard setter on combating money laundering and financing of terrorism as well as the proliferation of weapons of mass destruction’. The Financial Action Task Force (FATF) in its recommendation29, requires that Countries should establish a Financial Intelligence Unit (FIU) that would serve as a national centre for the receipt and analysis of (a) Suspicious Transaction Reports and (b) other information relevant to Money Laundering, associated predicate offences, terrorism financing and for the dissemination of the result of that analysis to Law Enforcement Agencies (LEAs), Anti Corruption Agencies (ACAs) and other AML /CFT stakeholders otherwise known as Competent Authorities. The United Nation’s Convention Against Corruption (UNCAC) also made a similar provision under its Article 14 to the effect that ‘…Countries shall consider the establishment of a Financial Intelligence Unit (FIU) to serve as a national centre for the collection, analysis and dissemination of information regarding potential
money laundering’. In the late 1990s, Nigeria was viewed negatively by the International Community as a pariah state that appears not to be cooperating in the global war against money laundering and financing of terrorism, not having the legal frame work to tackle the twin monster money laundering and financing of terrorism. As a matter of fact Nigeria was blacklisted as a non cooperating nation by the FATF. It was therefore in the light of the foregoing pressure by the International Community spear headed by the FATF, that the then President Olusegun Obasanjo established the Nigeria Financial Intelligence Unit (NFIU) as a unit domiciled in the Economic and Financial Crimes Commission in June 2004 although it became operational in 2005. The Nigeria Financial Intelligence Unit (NFIU) is therefore the Nigerian arm of the global financial intelligence units, domiciled within the Economic and Financial Crimes Commission (EFCC), as an autonomous unit and operating in the African Region. Consequently the Nigeria Financial Intelligence Unit had to seek and obtain the membership of the Egmont Group, ‘…the global body responsible for setting standards on best practices for FIUs and is made up of more than 135 financial intelligence units from 135 jurisdictions’. Maikasuwa, Special Needs Education & Matters Arising By Adesoro Austen
‘’The eyes are of little use if the mind is blind’’---Arab Proverb To underscore the importance of education, the Chinese have a popular saying that goes thus: ‘’If you think education is expensive, try ignorance.’’ No doubt, there is a great world of difference between education and ignorance. It is education that differentiates this modern age from the Stone Age, because education confers on one exposure and takes such an individual from darkness to light, in a manner of speaking. This explains why governments all over the world, Nigerian government inclusive, are working at frenetic pace to educate their citizens. Even at that, there are categories of citizens who hitherto had been denied the right to education on account of their physical disability, a development that has led to vociferous agitation of
such abridged rights to be protected. It is on account of this that conscious efforts have been made by Nigeria towards ensuring that the rights of those with disabilities to education are fully taken care of. This is what is called special education or special needs education, which is the practice of educating students with special needs in a way that addresses their individual differences and Ideally, this process involves the individually planned and systematically monitored arrangement of teaching procedures, adapted equipment and materials, accessible settings. These interventions are designed to help learners with special needs achieve a higher level of personal self-sufficiency and success in school and their community, than may be available if the student were only given access to a typical classroom education. Students with these kinds of special needs are likely to benefit
from additional educational services such as different approaches to teaching, the use of technology, a specifically adapted teaching area, or a resource room. It is in the light of this development that the Clerk to National Assembly (NASS), Alhaji Salisu Maikasuwa, Ciroman Keffi, recently delivered a thought-provoking lecture titled ‘’The Role of National Assembly in Legislating for Special Needs Education’’ at the 26th Annual Conference and Workshop of the Nigeria Association of Special Education Teachers (NASET) in Lafia, Nasarawa State. While delivering the lecture to a crowd held bound by the sheer profundity and topicality of its contents, Maikasuwa, a man who is fast acquiring the reputation of a guest lecturer par excellence told his audience that special needs children are those who cannot benefit maximally from the regular classroom teaching/
learning experiences, stressing that they include those who are visually impaired, hearing impaired, physically or health impaired, mentally retarded, emotionally disturbed, learning disabled and those with one form of handicap of the other. Tracing the history of legislation on special needs education, Maikasuwa averred that it started with the Macpherson Constitution, which placed education on the concurrent list, a development that empowered both the then central and regional governments to legislate on their respective educational needs, further stressing that the National Development Plan (1975-1980) made provisions for the training of special education teachers with emphasis on the needs of special education facilities. Speaking specifically on the interventionist role of the NASS in the entire saga, Alhaji Maikasuwa posited that the parliament repealed
the National Primary Education Commission Act in 2004 and enacted the UBEC Act, which provides for Compulsory and Free Universal Basic Education. While section 1 of the Act stipulates that the Federal Government intervention should provide for uniform and qualitative basic education, section 2 provides for the Right of a child to compulsory, free universal basic education etc. While enumerating the numerous legislations passed by the NASS to serve as good grounds to redressing structural and underlying causes of failures to special needs education, the Clerk to the NASS further noted that both chambers of the NASS ‘’have unanimously passed the Bill for an Act to ensure full integration of Nigerians with Disabilities and vest it with the responsibilities for their education, healthcare and the protection of their social, economic, civil rights etc.’’ — Austen wrote in from Abuja.

These conjectures however could not quell a resurgence of covert moves by some influential northern within the ruling PDP to edge out the vice president from the joint ticket of the party ahead of the 2015 presidential election. In the build up to Jonathan’s endorsement, there had been a simmering tussle by forces loyal to Alhaji Sule Lamido and Ibrahim Shehu Shema, governors of Jigawa and Katsina states respectively, for the vice presidency slot. Lamido however as a huge fan in the former president Olusegun Obasanjo not just for the VP slot but for the presidency. It was however gathered that Obasanjo is one of those angling for Lamido, even though it could not be officially confirmed if a recent meeting between Obasanjo and Jonathan was aimed at titling
the odds in favour of Lamido. Still, some accounts have it that the move on Sambo’s job was hinged on an alleged “failure of the vice president to command massive following in the North West region” which is very crucial for the PDP. Another account allege that the scramble for VP slot could have been strategic to the degree that it would enhance the chances of whoever occupies the position now vis-a-vis the angling for the PDP presidential ticket should be zoned to the North West by 2019. For what it’s worth, Sambo has since proved himself a worthy and loyal vice to Jonathan, earning the accolade as the second most loyal vice president in Nigeria as stated by the PDP. But the closest the presidency has come to speak on the matter was relayed by political adviser to the president, Professor Rufai Alkali, who appealed for patience until the president formally declares
enjoyed support of the Jonathan’s kinsmen, in the South-South who regard him one who has their brothers back going into 2015. Conscious of the delicate situation he is in now, Sambo, will no doubt, be mindful of the Obasanjo/Atiku episode. He is indeed. Reacting however, Governor Lamido speaking through his director of press, Jigawa Government House, Umar Kyari, said there was no time the governor indicated interest in the 2015 presidential election much less the VP slot. He said “there was no time the governor of Jigawa State, His Excellency Dr Sule Lamido indicated interest in running for the presidency of the country. This is not to say that he is not qualified, but because all the while, the stories about his 2015 presidential ambition have been the moves initiated by people who believe in him and his credentials. “The reaction to the question you put is not different from the other because in the light of the developments in the PDP, it is possible that people who believe in his ability may be pushing for him to be the president’s running mate. But I must tell you in all honesty that Governor Sule Lamido has refrained from making any categorical statement as regards 2015, whether as presidential candidate or running mate,” Kyari said. But Vice President Sambo has described as desperate, politicians who want him out of the 2015 race. Speaking through his spokesman, Umar Sani, Sambo said the issue of who becomes President Jonathan’s running mate was at the discretion of the president, even as he reminded Nigerians that his principal’s name did not need to feature in the serial adoptions by the cleavages of the PDP. “Whether or not I’ll run as his running mate in 2015 is purely a discretion and prerogative of Mr President and not a factor of political calculations of those who want me out. It should be noted, however, that what the party did was the best in the circumstances that we have found ourselves as a political party. “For those who think both the president and his vice ought to have been given a joint endorsement by the party, it should be noted that they have missed the point; things are not done like that. Nigerians should allow the president to first and foremost declare and then pick his running mate,” Sani said. But the PDP on Monday has expressed its satisfaction with the working relationship between President Goodluck Jonathan and Vice President, Arc. Mohammed Namadi Sambo, noting that the
vice president is part of the party’s winning team ahead of the 2015 election. A statement by the National Publicity Secretary of the PDP, Olisa Metuh, Monday, restated the overwhelming confidence of the party in a winning team that has demonstrably transformed Nigeria in less than four years despite challenges. “There is no doubt whatsoever that the Vice President has the implicit confidence of the President. The PDP is therefore very pleased that they are working together in actualizing the transformation agenda to the popular acclaim of both Nigerians and the international community. “ “We wish to place on record as well that the 66th NEC meeting of our great party which endorsed President Jonathan as the sole candidate of the PDP for the 2015 general elections, responsibly reasoned and anchored this decision on the outstanding performance of the Jonathan Presidency of which Vice President Sambo is an integral part of. “This motion which was unanimously endorsed by NEC left no room for any form of speculation as Sen. Jim Nwobodo who seconded it, expressly commended both the President and his Vice for lifting the banner of the PDP very high while praying the NEC to approve the motion.” The party added that its statement was to clarify obvious misinterpretation arising from its position at the world press conference yesterday, where it averred that the President was yet to accept the sole presidential candidacy offered by its NEC. Before this statement, Metuh’s deputy, Barrister Abdulahi Jalo had earlier said the issue of Jonathan’s running mate was a “settled matter”. “I think we should not bring back this issue because of the cohesion of our great party, the PDP. You will recall that four basic leadership levels of the party took the decision. The caucus, the BoT, Governors’ Forum as well the NEC all took the decision at various times. “We believe our presidency is one and indivisible at all times; any attempt to tear it apart should be ignored by the media. All I am saying is that both President Jonathan and Vice President Sambo are one; as long as the head has been declared as the sole candidate, it should be taken that the matter is settled,” Jalo said. The buck however stops with President Jonathan. His response after his adoption by the party further spiked curiosity as he referred to his adoption in a singular form. The president said, “At this

point, let me say that the events of yesterday, starting with the BoT meeting last night and what has just happened today here with various motions adopting me as the sole candidate of the party has really humbled me. I’m totally overwhelmed. “Let me specially thank our governors that initiated that action; though of course before that, the House of Representatives in a meeting I had with them made a similar thing, but when the governors came up with a giant signed paper, it’s like atomic bomb. “I know the media people will
expect me to say something. I am so overwhelmed that I lack words to express my mind. I will reserve that till an appropriate date that will come. “But I can only promise members of our party and indeed Nigerians that for you to have that kind of confidence in me is a big challenge. But I promise I will not disappoint you.” But the closest the presidency has come to speak on the matter was relayed by political adviser to the president, Professor Rufai Alkali, who appealed for patience until the president formally declares.

Ondo’ll Give Jonathan Highest Votes In Southwest - JAM As the 2015 presidential election is gradually approaching, the Jonathan Actualisation Movement (JAM) in the southwest has assured that the majority of the votes for President Goodluck Jonathan from the southwest will come from Ondo State. The southwest coordinator of the group, Hon Victor Olabimtan, gave this assurance at the southwest town hall meeting held in Akure, the state capital yesterday. Olabimtan recalled that Ondo State had the highest votes for President Jonathan in 2011 presidential election, declaring that such gesture will be repeated in the next presidential election in February, 2015 going by the high rate at which the Peoples Democratic Party (PDP) is moving in the state. Court Disruption: Police Arraign 6 In Ekiti By ALO ABIOLA,, Ado-Ekiti
Six persons arrested by the police over alleged disruption of court proceedings were yesterday arraigned at the magistrate court sitting in Ado Ekiti, capital of Ekiti State. They were arrested on Monday during the hearing of a pending case filed by a socio-cultural group, E-11 to challenge the eligibility of the governor-elect, Mr Ayodele Fayose to con-
test the June 21 governorship election. The suspects, brought before Magistrate Modupe Afeniforo were standing trial on a five-count charge of conspiracy, malicious damage, contempt of court, obstruction of course of justice and disruption of judicial process. They were, however, granted N100,000 bail each and two sureties in like sum. Meanwhile, the Peoples Democratic Party (PDP)
has absolved its members of complicity in the court proceedings’ disruption. The party also said that it has lost confidence in the integrity of the state judiciary. Addressing newsmen yesterday in Ado-Ekiti, the PDP state publicity secretary, Pastor Kola Oluwawole, alleged that both the chief judge of the state, Justice Ayodeji Daramola and trial judge, Justice Segun Ogunyemi, have been bought over
by the All Progressives Congress-led government, calling on the chief justice of the federation, Justice Mariam Aloma Mukhtar, to intervene in the matter and preserve the sanctity of the judiciary. Oluwawole posited that those that attacked the court were responsible Ekiti voters, who were miffed by the actions of the judge and thought the mandate they freely gave to Fayose were about to be thwarted.
I’m Still Strong To Lead Oyo To Greatness- Ladoja Former governor of Oyo State and national leader of the Accord Party, Senator Rashidi Ladoja, yesterday declared that at 70 years, he is still strong to lead the state to greatness. Speaking with newsmen in Ibadan, he said he is strong, agile and active to lead the state to greatness from 2015 and put the people on the path of economic prosperity. Ladoja who clocks 70 years today (Thursday), said those who thought his age is a barrier were jittery of defeat even before the actual contest in 2015, adding that scenarios in older democracies had shown that invaluable advantages accrue from having a mature and highly experienced administrator in government. Fayemi Tasks CJN, IGP Over Court Disruption BY ALO ABIOLA,Ado-Ekiti
Ekiti State governor, Dr Kayode Fayemi has called on the chief justice of Nigeria, Justice Mariam Aloma Mukhtar to investigate the disruption of an AdoEkiti high court proceedings by hoodlums on Monday. He also called for the prosecution of those arrested in connection with the ugly incident. The governor who made the statement yesterday at the state’s High Court of Justice in Ado-Ekiti, the state capital described the situation as an embarrassment on the state judiciary. According to him, “I believe that of-
ficers of the law and those of us who are lovers of democracy must speak out against this bizarre action. The chief justice of Nigeria must get a full report from the chief judge of this state of what transpired here. “I understand some people were arrested yesterday. The maximum weight of the law must be brought against those who were arrested. The role of security and law enforcement agents must be properly investigated. The judge was almost lynched, he was saved by police. I would expect that individuals who were affected would bring their own actions against those who perpetrated this heinous act.
Governor Fayemi who disclosed that he had already informed the Inspector General of Police Suleiman Abba on the matter said his administration has alway held the judiciary in high esteem. “For us as a state we are embarrassed because in four years we have done nothing but to respect the independence of our judiciary. We have protected the courts, we have ensured that we keep a distance even when judgments are against our government. We have respected the judgments without taking it against the judiciary. The history is very clear of how we have responded to the place that the judiciary occupies in our land,” he added.
short news Poor Electricity Supply Blamed on Vandals Poor electricity supply in the country has been partly blamed on criminal activities of vandals. This disclosure was made yesterday by the managing director and chief executive officer of Ibadan Electricity Distribution Company, IBEDC, Engr Fortunato Leynes, in Abeokuta at a customers’ forum. According to him, the activities of vandals that take various forms like wilful destruction of power transformers and stealing of electric cables will continue to make stable electricity supply a mirage unless everybody gets involved in policing the power installations. He further stated that the forum became imperative for the company to listen to its customers, take their complaints and suggestions with the view to addressing issues that will repostion the company as a major stakeholder in electricity distribution business in the country. Police, NSCDC Clash In Osun by JOSHUA DADA, Osogbo
Attempt by officers and men of Nigeria Security and Civil Defence Corps (NSCDC) Osun State command to arrest an employee of a private guard company at Osogbo, Osun State yesterday led to fracas between officers and men of the state command of Nigeria Police Force and those of NSCDC. It was gathered that some men from the state command of the
NSCDC, had wanted to effect the arrest of the guard inside the premises of a shopping complex located along Odi-Olowo road, Osogbo when a policeman, who was in mufti, said to have been invited by a worker inside the complex, prevented them from doing so. Source revealed that following the inability of the policeman to produce his identity card upon request by officers of NSCDC, he
was forcefully shoved aside to carry out the arrest but the policeman who was said to have left the scene reappeared few minutes later with some of his colleagues. An inspector of the NSCDC, who led the team to effect the arrest, Jide Ajenifuja, was subsequently drilled by the police and whisked away in a van. When contacted, the assistant police public relations officer of Osun Command of the NSCDC,
Mr Zeid Afolabi, said a team had gone to the shopping complex to seal off an unregistered security company operating there, only to be prevented from arresting those found within the office of the company by a man, who claimed to be a policeman. Afolabi said, when the NSCDC team demanded for his identity card, he could not produce it, saying, “Our men had to shove him aside to do their job.

A/Ibom Not Broke – Finance Commissioner
The leadership of the Civil Liberties Organisation (CLO) in Bayelsa State has described the death sentence pronounced on 12 soldiers of the 7th Division of the Nigerian Army in Maiduguri, Borno State as double standard and a national disservice. The CLO in a statement by its state chairman, Chief Nengi James, said though the Nigerian Army has once again shown its posture and intolerance to acts of indiscipline by its officers and men, the death sentence pronounced on the 12 soldiers over alleged mutiny and insubordination is a disservice to the nation at this time of security challenges. By OSA Okhomina,Yenagoa
Akwa Ibom State government has refuted media reports that the state is broke, describing such insinuations as baseless and outrageous. The commissioner for finance, Mr Akan Okon, who refuted the claim during a chat with newsmen yesterday in Uyo, decried such misinformation, saying it is capable of undermining the efforts of the present administration which
cy, accountability and due process in the management of the state’s resources to actualise its uncommon transformation initiatives. He said it was wrong to peddle such rumour as the state has not failed to live up to its financial responsibilities to the people, especially payment of salaries and other entitlements to its workers promptly, and also settlement of its contractual liabilities.
On the purported federal allocation of N135billion between January and June, the commissioner stated that it was a far cry from the over N400billion that was appropriated in the 2014 budget for the actualisation of turn-key projects dotting the landscape of the state, which he said are capital intensive, gulping billions of naira. Okon, who acknowledged that government’s desire was to do much more than it has already done for the people,
regretted that the consistent shortfall in its expected revenue has made it expedient for it to realign its priorities by deploying available funds into specific competing areas of need to add value to the lives of the people. He also disclosed that in view of the need to look inward, government had put in place a framework to improve its internal revenue generation capacity to cushion the effect of the drop in its statutory allocation from the federation account.

PDP Woos Imo APGA Guber Aspirant, Agbaso By Stanley Uzoaru, Owerri
The hope of the All Progressive Grand Alliance (APGA) in Imo State of governing the state in 2015 is gradually fading following the pressure being mounted by the Reconciliatory Committee of the PDP led by Senator Hope Uzodinma on Chief Martins Agbaso, a former governorship can-
didate of APGA who is presently aspiring for the governorship position under the platform of APGA to join PDP. Agbaso who is considered a favourite from Owerri zone has been among the hottest contenders and a leader of APGA in the state. Uzodinma, who visited Agbaso, accompanied by the state chair-
man of the party, Barrister Nnamdi Anyaehie, secretary of the party, George Egu and other party members, told the aspirant that the extension of an olive branch to him was based on his pedigree, philanthropy and being a founding member of the party in the state. Also, the state chairman of PDP noted that Agbaso is a wonderful material needed by the party to re-
claim the state from the present All Progressives Congress (APC) administration. Responding, Agbaso did not give an affirmative answer to their request, but promised to consult with some leaders and make a pronouncement soon, just as he confessed that he has an absolute admiration for President Goodluck Jonathan’s administration.

Court Refuses To Hear Suit To Void Zoning Justice Sadiq Umar of the High Court of Justice of the Federal Capital Territory has declined a request to hear a suit seeking to declare unconstitutional the zoning policy of the ruling Peoples Democratic Party (PDP). The court declined jurisdiction on the ground that his court lacked the territorial integrity to hear the case. The judge’s ruling was on the preliminary objection by the party against the suit marked: CV/1471/2014, filed by a governorship aspirant of the party in Akwa Ibom State, Leo Ekpenyong. Justice Umar upheld the argument by the respondent that the suit ought to be instituted in Akwa Ibom and not Abuja. The plaintiff had contended in the suit that the policy contained in the PDP constitution negates the constitutional provision for the right of every citizen to contest election without discrimination. Poor Leadership, Bane Of Nigeria Development – Former Speaker By Muazu Elazeh, Katsina
Former House of Representatives speaker Hon Aminu Bello Masari has blamed Nigeria’s economic and insecurity problems to the failure by Nigerians to elect honest and credible leaders during the 2011 election. Masari, who made this comment while paying a visit to officials of the All Progressives Congress, Katsina State chapter, yesterday said some elected governors have failed to perform
to the expectation of Nigerians thereby creating many problems in their states. He said over 70 percent of the nation’s problems comes from states because governors failed to make local governments work effectively for the people at the grassroots. Masari noted that if governors work for the people and allow local governments to be functional, Nigeria will not find itself in the current situation. Masari cited the example of
Katsina State which, despite billions of naira collected from federation account, cannot show much by way of development. Masari appealed to Nigerians not to repeat the mistake of 2011, but to use their votes wisely to elect leaders that are committed to solving problem facing the nation. “We cannot get rid of the current problems in Nigeria unless we have leaders that are ready to work for the people, not leaders struggling to enrich themselves.”
Masari, who is contesting the governorship seat for Katsina State, said his ambition is to move the state forward. “I am not looking for money. I refused to take bribes offered to me during my days as speaker, House of Representatives. My ambition is to serve people and improve their lives,” he said. Masari called on the 10 governorship candidates of the party to set aside their personal interests and work for the victory of the party in the 2015 election.

Fire yesterday damaged the generator house of the Seventh Day Adventist Church, Maryland, Lagos. But a major disaster was however averted when the fire was immediately put out as the church was only demarcated by a lean perimeter fence with Conoil

charging petroleum product caught fire in the process, causing damage to the church’s power house. He said, “The fire has been put out. The incident occurred when a fuel tanker trying to offload content into the church fuel dump caught fire. It affected only the generator house.”

Fashola Advocates Societal Values As Building Blocks Of Good Leadership By GeorGe okojie, Lagos
Lagos State governor, Mr. Babatunde Fashola, has advocated for the promotion of societal values as the building blocks for good leadership and good governance saying every society is solely responsible for the type of leadership and governance that it gets. Governance organised by the Society for Corporate Governance Nigeria with the theme “Leadership and Governance In the Public Sector”, the governor said leadership is a matter of values. He said although he has been asked to speak on leadership and governance in the public sector, justice would not be done to the subject if it is limited to that sector alone adding that in order to give it a thorough treatment, the other sector, the private sector must also
be included. “It seems to me that if any justice is to be done on that subject, it cannot be limited to the public sector alone. We must look across board to the other side, the private sector also rather than in one sector alone. This is because to me there is a thin dividing line between the public and the private sectors and one good or bad leadership in one sector has the potential to breed more good or bad leaders in the other sector”, he said.
A joint effort of the Bank of Industry (BoI) and the Federal Ministry of Agriculture have resulted in the commissioning of two new palm oil processing cottage industries in Osun State. BoI and the Ministry of Agriculture have expressed optimism of an increased investment in the sector. Special adviser to Osun State governor on Agric and Food Security, Festus Agunbiade, said at the event that most farmers are challenged at the stage of processing because when they sell without adding value they are bound to get a poor price. He said, “If we don’t take care of processing facilities then we would just be producing for wastages and if you are sure that your commodities would be processed you will be encouraged to add more value. “From today, in Osun State, you can be assured that farmers would be encouraged to grow palm oil because they are sure that their incomes will increase as wastages are being drastically reduced.” He added that the minister of agriculture and rural development, Dr. Akinwumi Adesina, understands the challenges of farming and the farmers and his efforts have resulted in the increased production capacity. “We are also witnessing a better approach to the issue of funding by BoI because they have come down to the real issues; farmers can no longer bear the high costs of commercial bank facilities; it is very good that BoI has now come down to its real mandate and is financing agriculture by charging single digit interest rates. I will advice them that they increase their monitoring activity so that such facilities will be well monitored,” he said. Company secretary of one of the beneficiary firms, E99 Oasis Integrated Services Ltd, Bola Adebowale, commended the initiative as a worthy one under the Agricultural Transformation Agenda (ATA) championed by Adesina. “Let me sincerely thank the Bank of Industry for the support provided on this project.

Alao-Akala/ Ladoja: 2 Political Gladiators Set For Comeback Adebayo Waheed, Ibadan
They worked together as a team in the past. While Senator Raheed Ladoja was the governor, Otunba Adebayo Alao-Akala serves as his deputy. That was before his boss was impeached and Akala took over as the substantive governor. For 11 months, he held sway in the state as the state executive while Ladoja besieged the judiciary in an attempt to reclaim his alleged stolen mandate. His prayers were answered as the court ruled in his favour that he should be returned as the executive governor of the state. Though, he returned, the relationship between him and his deputy had degenerated and affected the situation within the PDP which made him to loss his ambition for the second term in office. At the PDP’s convention held in Akure, Ondo State in 2007, his deputy, Akala was handed the party’s flag as its flag bearer. This polarised the PDP which led to the exit of Ladoja and he later formed the Accord Party which spring surprises at the election when it won some seats at the state assembly and House of Representatives. The party’s governorship candidate, Ladoja was in the third position when Akala and his PDP lost to the defunct Action Congress of Nigeria (ACN). Since then, there had not been any serious relationship between the duo until now, few months to the governorship election when they were planning to return to Government House. While Ladoja remains the sole flag bearer of the Accord Party, Akala has about 10 other governorship aspirants to contest with at the party’s primaries. At different fora, the two political gladiators have made it clear to the people of the state, their preparedness to return to the state Government House which they both left some years ago. Speaking on the 2015 governorship election, Ladoja expressed his readiness and preparedness to confront his former deputy, Chief Adebayo Alao-Akala and the incumbent governor, Senator Abiola Ajimobi, saying that the people of the state would have to decide the best among the three foremost contestants to the coveted seat of governor. Asked if he is aware that both Akala and Ajimobi were in the race, he said “I do not know if Akala or Ajimobi is contesting. What I know is that I am contesting and I
Ladoja
am ready for them. “People know me. I have been tested and trusted. In 2011, within three months, the Accord Party was formed and you see its performance at the poll. They know why they voted for the party. “We have not rested on our oars since then as many people have been joining the party or do you think it is easy to have a serving Senator decamping to our party. “The Accord Party is strong in Oke Ogun and many politicians are now coming out to join the party in its quest to win the governorship election and bring succour to the people of the state,” he said. According to him, “The people of the state know late Lam Adesina, Alao-Akala and Ajimobi and that Ladoja is tested and trusted.” He explained that the desire to return was borne out of his determination to right the wrongs of the past administrations and bring succour to the people of the state. Ladoja assured that if he is given the mandate to lead the state once again, he would conduct local government election within his first four months in office. “I’m assuring you, our good people of Oyo State that come May, 2015 and if I’m sworn in as the state governor, I will conduct the local government election within the first four months in office,” he said.
Akala
Political observers have argued that the formal defection of Senator Lanlehin and others to Accord would trigger off active political manoeuvres in the state, moreso, when the race for the 2015 election has begun in earnest. It was predicted that the APC-led sitting government in the state would naturally not be happy that its two senators and their teeming members had defected to other parties and might want to fight back. Also, thousands of members of Peoples Democratic Party (PDP) recently trooped out in Ibadan to attend the declaration of intention by the immediate governor of Oyo State, Otunba Adebayo Alao-Akala to contest as governor under the platform of PDP come 2015 . As early as 9:00 am Otunba Alao Akala in convoy of about 100 vehicles submitted his letter of intention to contest on the platform of the PDP as governor of the state in 2015 to the executive of the party in Oyo State at their Dandaru Office . After the submission of the letter, Otunba Akala moved in a convoy from Bodija his resident to Dandaru to Mokola, Sabo, Dugbe, Molete, Beere, Oje, Gate and passed through old Ife Road to Water Shield Event Centre where he declared his intention. Commuters on that day faced difficult times due to many
heavy traffics that enveloped the Ibadan city, particularly all the areas where the convoy of Otunba Akala passed through. While addressing the mammoth crowd, Akala told them that “By the special grace of God, our second coming will witness an all inclusive governance and qualitative leadership. We shall also consolidate on our previous achievements in the areas of education, health, commerce and agriculture . “I make bold to state that every village and major town in Oyo State desire even development hence we shall continue with our policy of uplifting the rural areas as well as the urban centres with execution of people-oriented projects,” he said. He told the gathering that he had received several calls from within and outside the state from prominent people including clerics urging him to come out and contest in 2015 as governor. “I have gone round the state, we discovered that our people are suffering, but, just vote for us in 2015 we shall make you laugh. “We shall not demolish your houses, shops and confiscate your landed property. When my government constructed and dualised Dugbe to Molete road, we paid for the shops, houses and even palm trees that we demolished. We shall stop the capital flight to La-
gos which is the usual habit of the Ajimobi led administration. “About 12 days ago we in Oyo State met and agreed that President Goodluck Jonathan should contest as president come 2015 we shall back him. Urging all of you who have not registered should go and do so and vote for the PDP in 2015. PDP is the only party that has solution to the problems of this country”. Akala declared that APC under the leadership of Senator Abiola Ajimobi will definitely go come 2015 in the state. “Oyo people will never vote for Ajimobi and APC because of their legacies in the last three years .They always embarked on antipeople’s policies. APC had succeeded in ruining the life of many Oyo people including the traders, artisans, Okada riders through their anti-people policies. With all these, PDP will defect APC next year by the special grace of God.” In different places within the state, the second comings of the former governors have continued to generate heat debates and arguments. Some of the people believed that the duo have had their times of ruling the state, contributing their quota to the socio-economic development of the state, and should allow young politicians to take the stage for better development and growth of the state.

Eurozone Business Growth Slows In September
Eurozone business growth cooled in September for a second consecutive month, dropping to its slowest pace since December, a survey suggests. The latest Markit Composite Purchasing Managers’ Index (PMI) fell to 52.3 from August’s 52.5. A reading above 50 indicates growth. Modest growth in Europe’s biggest economy, Germany, provided some cheer, but the eurozone was brought down by stagnation elsewhere, particularly
in France, where PMI fell to 49.1. Manufacturing across the eurozone fared worse than the service sector, with the PMI reading falling to 50.5, the lowest measure since July of last year. “The survey paints a picture of ongoing malaise in the eurozone economy,” said Chris Williamson, Markit’s chief economist. On Monday, ECB president Mario Draghi said the bank was ready to use “additional unconventional instruments” to help boost the flagging eurozone
economy, “should it become necessary to further address risks of a too prolonged period of low inflation”. “With growth of output and demand slowing, employment once again failed to show any meaningful increase. Such torpor meant prices continued to fall as firms fought for customers, which will inevitably heighten concerns that the region is facing deflation.” He added that the European Central Bank (ECB), which is faced with the task of warding off deflation, would be “disappointed” by the PMI numbers. Earlier this month, the European Central Bank introduced new measures to stimulate the area’s flagging economy. As well as launching an asset purchase programme, through which it will buy debt products from banks, the ECB cut its benchmark interest rate to 0.05%. Business growth in France slumped to a three-year low, with both the manufacturing and service sectors suffering. —BBC
Wall St. Edges Lower, S&P Down For Third Straight Session
US stocks were modestly lower yesterday, with the S&P 500 on track for its third straight daily decline as investors digested signs of slowing global growth. The day’s losses were slight but broad. All ten primary S&P 500 sectors fell on the day, with consumer staples .SPLRCS the weakest on the day, off 0.8 percent. Energy .SPNY stocks were the relatively best performers, down less than 0.1 percent as crude oil CLc1 rose 0.9 percent. Wall Street’s losses tracked Europe, which was down after data showed a contraction in French business activity and slower growth in German manufacturing this month. The European data “is a little concerning,” said David Lebovitz, global market strategist for J.P. Morgan Funds in New York. “We didn’t expect things to improve there forever and always,
but we are seeing a bit of a slowdown, which is weighing a bit.” The Dow Jones industrial average .DJI was falling 80.19 points, or 0.47 percent, to 17,092.49; the S&P 500 .SPX was losing 7.69 points, or 0.39 percent, to 1,986.6; and the Nasdaq Composite .IXIC was dropping 11.92 points, or 0.26 percent, to 4,515.77. The largest percentage gainer on the New York Stock Exchange was Millennial Media Inc (MM.N), which was rising 12.99 percent, while the largest percentage decliner was CarMax Inc (KMX.N), down 10.07 percent. Among the most active stocks on the NYSE were Bank of America Corp (BAC.N), up 0.65 percent to $17.14; U.S. shares of Grupo Aval Acciones Y Valores (AVAL.N), up 1.11 percent to $13.65 and Rite Aid Corp (RAD.N), up 3.52 percent to $5.29. On the Nasdaq, Yahoo Inc (YHOO.O) was up 0.4 percent at $38.80, Apple Inc (AAPL.O), up 1.4 percent at $102.52 and Sirius XM (SIRI.O), up 0.1 percent at $3.53 were among the most actively traded. Declining issues were outnumbering advancing ones on the NYSE by 2,039 to 946, for a 2.16-to-1 ratio on the downside. On the Nasdaq, 1,742 issues were falling and 880 advancing for a 1.98-to-1 ratio favoring decliners. The benchmark S&P 500 index was posting 2 new 52-week highs and 9 new lows. The Nasdaq Composite was recording 18 new highs and 107 new lows.
UN Urges Action Against Climate Change The annual United Nations climate summit has urged world leaders to change their course towards climate change with emphasis on global warming and reducing greenhouse gas emissions. Tuesday’s one-day summit in New York was the first high level gathering since the 2009 Copenhagen conference on climate change which ended in disarray. “Today, we must set the world on a new course,” UN Secretary General Ban Ki-moon told leaders from 120 countries. “I am asking you to lead.” “Climate change threatens hard-won peace, prosperity, and opportunity for billions of people,” Ban said. “We are not here to talk. We are here to make history.” In his address, Ban called for a reduction in greenhouse gas emissions and declared that by the
end of the century the world must be carbon neutral. More than 100 world leaders attended the summit, with no-shows from the leaders of China, the world’s biggest polluter, and India, the world’s third largest carbon-emitter. World leaders took over with the first of many of the non-binding pledges, promising by mid-morning a total of at least $5 billion to help the world become more sustainable. Pledges include turning away from the burning of coal, oil and gas and away from the destruction of the world’s carbon-absorbing forests. The European Union offered a rare proposal with specific targets beyond 2020 saying its member nations would cut greenhouse gases so that by 2030 they would be 40 percent below the 1990 level. —Al Jazeera

FIGHT ON TERrOR: Obama Vows More Strikes On ISIL In Syria BY Ugochukwu Iroka, with Agency Report
US President Barack Obama has said that the participation of five Arab nations in Syria airstrikes against Islamic State in Iraq and the Levant (ISIL) fighters “makes it clear to the world this is not America’s fight alone”. In a short statement on Tuesday, hours after the first US-led airstrikes hit the group’s headquarters in eastern Syria, Obama vowed to continue the fight, which he said was vital to the security of the United States, the Middle East and the world. “Once again, it must be clear to anyone who would plot against America and do Americans harm that we will not tolerate safe havens for terrorists who threaten our people,” Obama said on Tuesday before leaving the White House for the United Nations in New York. He said the joint fight against ISIL would take time, pledging to build more international support for the effort. The coalition that attacked ISIS in Syria overnight “makes it clear to the world that this is not America’s fight alone,” Obama said yesterday. Noting that he had “made clear that America would act as part of a broad coalition,” the President declared at the White House: “That’s exactly what we’ve done.”
Bahrain, Saudi Arabia, the United Arab Emirates, Jordan and Qatar all participated in the operation, the US military said. Bahrain, Jordan, and the UAE all said they took part in the airstrikes. Saudi Arabia did as well, the U.S. military said, and Qatar played a supporting role. Also Monday night, the United States took action -- on its own -against another terrorist organization, the Khorasan Group. Obama described its members as “seasoned al Qaeda operatives in Syria.” US officials said the group was plotting attacks against the United States and other Western targets. “Once again, it must be clear to anyone who would plot against America and try to do Americans harm that we will not tolerate safe havens for terrorists who threaten our people,” Obama said. Meanwhile, seemingly in response to the air-strikes, the Islamic State of Iraq and the Levant (ISIL) has released a video showing British journalist John Cantlie, who is being held hostage by the fighters, appearing to criticise US-led attacks on the group, the SITE monitoring service has said. The five-minute video was posted online just hours after the wave of strike by the US and partners of a coalition against ISIL targets in Syria.
ISRAEL Shoots Down Syrian Warplane Over Golan The Israeli military has shot down a Syrian aircraft that it said had infiltrated it airspace over the Golan Heights. Tuesday’s incident was the most serious incident to take place on the strategic plateau since the outbreak of the Syrian civil war in 2011. Army radio said it was apparently a MiG-21 fighter jet which was shot down by a surface-to-air Patriot missile, with the wreck-
age landing on the Syrian-controlled side of the plateau. There was no official confirmation over the type of the aircraft. Israel has largely stayed on the sidelines of Syria’s civil war raging across the border, but its leaders appear increasingly nervous about the possibility of al-Qaeda-linked fighters occupying the Golan’s high ground over northern Israel. —Al Jazeera

I
n his speech about ISIS last week, President Barack Obama said, “American military power is unmatched, but this can’t be America’s fight alone.” Allies and partners of the United States, Obama vowed, would provide support to degrade and eventually destroy the militant group that has slaughtered many people in Iraq and Syria and beheaded two American journalists and a British aid worker. The United States has conducted more than 150 airstrikes in Iraq against ISIS, and Secretary of State John Kerry has said nearly 40 nations have agreed to contribute to the fight against the militants. But it remains unclear which countries are on that list and the precise role they’ll play. On Sunday, Kerry said countries in the Middle East are willing to help with strikes against ISIS, but he said on CBS’ “Face the Nation” program that “it’s not appropriate to start announcing” which nations will participate and what each will do. Kerry’s statements come just as ISIS beheaded a third Western captive, Briton David Haines, and as Kerry ends a weeklong trip to the Middle East to drum up support for the battle against the militants. An international conference convened Monday in Paris, where there was more discussion of a coalition. After the meeting, the French government released general points the parties adopted to push against ISIS. So far, this is what’s known about the nations involved and their contributions: Australia On Sunday, the Australian government responded to a request by the United States and said it is preparing to deploy to the United Arab Emirates up to eight Royal Australian Air Force F/A-18 combat aircraft, an E-7A Wedgetail airborne early warning and control aircraft and a KC-30A multirole tanker and transport aircraft. Australia will also help to stem the humanitarian crisis.
American military power is unmatched, but this can’t be America’s fight alone
Great Britain Prime Minister David Cameron called ISIS “a menace” Sunday and said the United Kingdom would help arm Kurdish forces that are fighting on the ground, support the Iraqi government, keep supplying humanitarian help and coordinate with the United Nations to battle ISIS. “This is not about British combat troops on the ground,” he said Sunday, “it is about working with others to extinguish this terrorist threat.” France France has begun reconnaissance flights over Iraq,
Some of the top players in the coalition against ISIS.
Who Is Doing What In The Coalition Battle Against ISIS? the French Defense Ministry said Monday. “Two Rafale air force planes took off from the French air base 104 of Al Dhafra, United Arab Emirates,” the ministry said. France has contributed 18,000 rounds of .50-caliber ammunition in the fight against ISIS. Iraqi Prime Minister Haider alAbadi told reporters in Baghdad on Friday that French President Francois Hollande promised that France “will participate in efforts to hit terrorist locations in Iraq.” Germany Geared toward curbing ISIS propaganda and recruitment, Germany has banned activities that support ISIS, including making it illegal to fly the trademark black flag of the Islamic State in Iraq and Syria. Germany has also said it was sending military assistance to the Kurdistan region to fight ISIS. Netherlands In Sunday’s briefing, a State Department official praised the Netherlands for “leading an effort” to help curb the flow of foreign fighters coming into the country who may be empathetic to ISIS or assisting it in some way. Dutch leaders have proposed amending national law that would revoke citizenship to those who work with terrorists, The New York Times reported. Canada A State Department official said Sunday that Canada has provided “tangible equipment and ammunition” to the broader
effort to fight ISIS. Canadian Prime Minister Stephen Harper announced just days ago that over 50 Canadian special operations troops are being deployed to Iraq as part of an adviser mission but that there would be no direct military intervention by the country, according to CTV. On Sunday, State Department officials also called out Italy, Poland, Denmark, Albania and Croatia for providing equipment and ammunition in the fight against ISIS. New Zealand, Romania and South Korea were also named for providing humanitarian assistance, with specifics on South Korea giving some $1.2 million. Turkey US officials say Turkey has taken steps to cut the flow of money to ISIS and denied entry to or deported several thousand foreign fighters heading to Syria to join the extremists, CNN’s Elise Labott and Tom Cohen reported Friday. The United States is hoping Turkey will stop oil exports from ISISheld areas that bring more funding to the group, they write in a piece that examined who is signing on to aid the West fight ISIS. Jordan Former Jordanian Foreign Minister Marwan Muasher said on CNN on Sunday that he doubts Jordan will commit ground troops in the fight against ISIS. “The U.S. will have to take the lead in providing military strikes,” he said. Jordan’s key role would be providing intelligence to the West,
Muasher said. Speaking from the capital of Amman, he stressed that Jordan’s intelligence on ISIS is “second to none.” Saudi Arabia On Thursday, Kerry met with Saudi Foreign Minister Prince Saud al-Faisal in Jeddah. US officials say that Saudi Arabia has offered to train rebels on its soil. The United States also wants Saudi Arabia, Qatar and Egypt to use Arab television networks to spread anti-ISIS messages and encourage more clerics to speak out against the group. Saudi Arabia has also put $500 million into the coffers of the U.N. humanitarian aid agencies in Iraq, a senior State Department official said Sunday. Egypt Kerry said Saturday that Egypt has a critical role to play in countering ISIS ideology. There was a “very detailed conversation with the Egyptians about military-tomilitary cooperation” in Iraq, State Department officials said Sunday, but there appears to be no public details about the role Egypt may play. Signaling a major cultural push against ISIS, last week, Egypt’s grand mufti reportedly condemned the terror group, saying that its actions are not in line with Islam. Qatar Qatar has flown a number of humanitarian flights, State Department officials said. —CNN

A child police officer
For India’s Child Police, Work Trumps School
C
For nine-yearold Animesh, who started working for the police when he was five, life is totally different from that of other local children. While they go to school, his mother has to cajole him to go to work on his tricycle by offering him sweets
hildren as young as five are being required to work for the police force in central India despite prohibitions on child labour in the country’s constitution. At least 300 “child police” work in police departments across Chhattisgarh state in what officials insist is a compassionate policy to provide an income for the families of officers killed on duty. But human rights groups argue the practice is wrong, and other means of support must be found. Some relatives also say the kid cops are losing out on their childhood. “It’s really inhumane to force children to go to an office to work instead of school,” said Meenakshi Ganguly, South Asia director at Human Rights Watch. “The police department should look for other options. But such small children shouldn’t be asked to come to the office.” Young breadwinners For nine-year-old Animesh, who started working for the police when he was five, life is totally different from that of other local children. While they go to school, his mother has to cajole him to go to work on his tricycle by offering him sweets. Animesh, who lives in the Bilaspur district of Chhattisgarh, is one of more than 300 children who work for the Department of Police in the state, appointed on compassionate grounds after their fathers died on duty. While these children have been assigned light jobs such as serving
tea and carrying files, they also carry the heavy responsibility of supporting their families. Animesh has to report to the office every alternate day in order to earn 4,200 rupees ($70) per month, but is free to attend school on the remaining days. “It is not easy for me to persuade him to go to the office,” said Sarojini, his mother. “He sees other children and wants to play like them. But he has to report for his duties at the office on every alternate day.” His mother was 32 when her husband, a constable, died in a train accident when returning from duty, and feels bad about sending her son out to work. “Five years is a very young age for a child to work. He used to cry a lot. He had no idea what office was. He has been deprived of his childhood,” she said. “He used to go to work in the office at an age when other children go to school and play. It was a difficult situation for us, but we managed somehow.” At an age when children in India love to play “police and robbers”, Animesh hates to be seen as a policeman by his friends and office colleagues - who call him “Bachcha Police”, or child police. “I don’t want to go to the office. They make fun of me. They call me child police. I want to go to school and study,” he told Al Jazeera. In the Chhattisgarh police department, any member of a family can be appointed on compassionate grounds and there is no minimum age. In order to be recruited permanently at the age of 18, the children have to reach a certain level of studies.
Animesh was too young to understand what had happened at the time of his father’s death, and the boy’s uncle, Chanrakant, who also works for the police, recognises that it is not easy for him. “He still believes that his father is out of the station working. You know how difficult it is for him,” Chanrakant said. “He sees his friends and other children going to school or playing. But with a heavy heart he gets ready to go to the office.” Long journey Saurabh Nagvanshi of Bilaspur district also lost his father and was recruited at the age of five by the police department, where he has already worked for nine years. He travels by bus or train from Bilaspur to his posting in the Chhattisgarh capital Raipur, 100km away, then returns in the evening on the same day. “I have to do it for the sake of my family. They depend on me and now I also have to think about my two younger sisters,” said Saurabh, who also shoulders the responsibilities of his household. “I am very grown up now and constantly think about the marriage of my sisters,” he explained. “They are studying now but on my shoulders lies the responsibility to search for suitable grooms for them.” Saurabh studies in Bharat Mata School on his alternate free days but his mother is worried about his education because by the time he returns from work, he is exhausted. The police also employ girls who have lost their fathers. Eighteen-
year-old Kancha Nemadi works with 13 other children at the police control room in Raipur earning $70 per month, her family’s only source of income. She said: “I have no option, so I am working here. Like other children, I also nurtured some dreams in life but my destiny forced me to do this work. But I still hope that something good will happen to me and my family.” Welfare concerns Those working for the welfare of children oppose the arrangements, and ask whether the government is breaking its own rules by employing them in the police department. Article 24 of India’s constitution prohibits child labour and various laws have been passed by the government to stop children from working. Ganguly of HRW said the police should find another way of supporting these children, whose education is put at risk by having to work in this way. “Their studies suffer as they are able to attend schools only on alternate days,” she told Al Jazeera. But the Chhattisgarh state government justifies its approach on compassionate grounds by saying it is caring for the families of those policemen who die on active service. The state’s home minister, Ram Sewak Paikra, said: “The provision is to provide relief to the family of those who die during service. “It is something necessary for many families as they have no one to look after them.” —Al Jazeera

Insecurity: Shekarau Postpones U-20 Soccer Following the bomb blast that rocked the Federal College of Education in Kano State on Friday, September 19, 2014, the Minister of Education, Mallam Ibrahim Shekarau, has postponed the under 20 tournament billed to hold at the weekend indefinitely. Shekarau, former governor of Kano State, who was meant to be the special guest of honor at

In a related development, briefing the Emir of Lapai, Alh. Umaru Tafida Bago 111 on the preparedness of the club for the
tourney, the team coordinator of Umaru Bago Football Club Lapai in Niger State, Gen. Abdulkadir Usman (rtd), said the club was poised to lift the trophy. Neville Says Manchester United Must Spend Another €127m To Win League Phil Neville believes Manchester United need to spend another £100 million (€127m) before they can be considered genuine title challengers. The club embarked on a large spending spree in the summer, acquiring the likes of Radamel Falcao, Angel Di Maria, Daley Blind and Luke Shaw, but have secured just five points from their opening five games this season. Many have criticised United’s failure to recruit a world-class centre-back in the summer – though the club did spend €20m on Marcos Rojo – and Neville believes further
additions are required. “I know United have spent £150m (€190m),” he told BBC Radio 5 Live. “I think there’s another two transfer windows of similar amounts of money needed maybe £100m (€127m) - before they can even think about winning the title. “There are still key positions in the team that need filling. I think the centre-back position is obviously the key area. Holding midfield or centre midfield needs addressing too. “There were no world-class centre backs out there (this summer). I think that’s why in the next two transfer windows,
United might still be looking for that world-class defender.” Despite his criticisms, Neville believes that both Chris Smalling and Phil Jones have bright futures at Old Trafford and insists that United must not sell off their core group of English players. “I am certain Chris Smalling will come good and I have full faith in Phil Jones as well,” he added. “They’ve bought of a lot of foreign players, [but] you don’t get rid of your English spine.” Neville left the club at the end of last season along after the club finished seventh in the Premier League.

By SALIFU USMAN, Abuja
Ahead of next week’s elections into the executive committee of the Nigeria Football Federation (NFF), one of the presidential aspirants, Abba Yola Abdullahi has vowed to bring about farreaching reforms that is geared towards re-positioning Nigerian football. Addressing newsmen yesterday in Abuja, he assured Nigerians and football stakeholders of positive changes such as the restructuring of administration, grassroots development, robust
technical department, athletes and staff welfare as well as accountability. He said he would put an end to the recurring crisis in Nigeria’s football and will focus on reforms, investment and modernization of the nation’s football. “Every time we move from one crisis to another in the Nigeria football and all these crises are man-made. This is the time to do things in the right way and put an end to crisis in football. I have learnt quite a lot during my service in the NSC the way and manner Nigeria football is being run and I
think our football deserves better than that. Nigerians and the government deserve more than what they are getting in football. If by the grace of God, I am elected into office as NFF president, I intend to lead by example with outdoor policy and transparency. I will account for every money given to me without raising alarm that government is interfering in football matters, will strengthen the relationship between NFF and government, FIFA, CAF and WAFU in addition to having a sound technical department to drive my developmental plans,” he said.

Chelsea manager Jose Mourinho has had a profound influence on many a player’s career. Carvalho, Terry, Drogba and others have all flowered from great talents into great footballers under Jose’s ‘velvet glove’ treatment. When in November last year, Eden Hazard forgot his passport after a trip
to France and was late back to training, he was summarily dropped from a Champions League game. As Mourinho told a packed press conference: “He’s a kid. Kids make mistakes and fathers have to be clever in the way they educate their sons. He didn’t play. He wanted to play. Pardew Wants More From Duo
League action
GLO League: Eguavoen Fancies Gombe United’s Survival Chances Gombe United have began the season struggling to find their footing and their situation was not helped by the ill health of their Belgian Manager Maurice Coorman who is still not sufficiently strong to rejoin the team. For the Savannah Scorpions as they are fondly called by their vociferous followers, the coming 11 matches to the end of the Glo Premier League 2013/14 season will be key in determining their stay or otherwise in the elite cadre. Coming back from an awkward double road trip to Port Harcourt
where they lost to Sharks and Dolphins in Match Days 26 and 27 respectively, Gombe United have three regional derbies to contend with in the coming Match Days. First, they play home against high riding Nasarawa United and then travel to Kaduna tochallenge the Crocodiles and returning home to face North East neighbours, El-Kanemi Warriors. Former Super Eagles Coach, Austin Eguavoen’s arrival midseason as Technical Adviser had looked like it changed the Club’s fortune for good with a string of good results including a win away
to Bayelsa United and a 3-3 draw with Rangers International seemed to have eased their relegation worries. But with the string of losses in Port Harcourt, Eguavoen told lmc-ng.org that his team will have to put the back-to-back defeats behind them and focus on the task ahead. “It was disappointing because we felt we could gain some points from the trip. I think we dominated against Dolphins but couldn’t make it count. Those have gone behind now and we look (ahead) to upcoming games” began Eguavoen.
Business Executives Outline Benefits Of Golf By Gbenga Soyele, Lagos
The health and ethical benefits of the game of Golf have been emphasised by some business executives, including the Managing Director of Daily Independence, Ted Iwere, the General Manager of Independent Power Project of Lafarge WAPCO Cement, Lanre Opakunle. The business executives who spoke at an Executive Breakfast meeting on the theme ‘Business and life from the eye of golf’ also included the Managing director of Ubosi Eleh & Co, Chudi Ubosi- and Bose Ransom-Kuti, the immediate past lady-captain of Ikeja Golf Club. According to them rules, etiquettes and ethics which are
some of the basic fundamental attributes a golf player must imbibed to succeed in the sport can also be applied in business and personal lives. Ubosi, while sharing his thoughts on the theme said Golf is the only game that a person can play from 2 years till he dies. He also said, “Forget all the aerobics, the best form of exercise available to humans remains walking, which is what golf offers you on a platter of gold. “Golf is not necessarily an exclusive right of elites like many have been made to believe. Golf is like automobile- if you can’t afford Ferrari, you can always drive a beetle,” he said.
On his part, Opakunle counter the notion that golf is a lazy man’s game, citing the example of his two sons who are involved in American soccer and basketball and were always referring to golf as a lazy man’s game until they took a walk with him on a golf course. He said that just a hole after the front 9, they complained of tiredness and from that moment, according to him, they respected and loved the game, got involved and started playing for their schools. Ransom-Kuti, dwelt on the importance of honesty and accountability in business and life as loudly ‘preached’ by the royal and ancient game of golf.
Moroccan Officials For Nigeria, Gabon Duel By ONJEWU DICKSON, Abuja
Moroccan referee, Noureddine El Jaafari licensed by FIFA in 2013 would be in the centre when Nigeria’s Under-17 side, Golden Eaglets host Gabon this weekend in their second leg-final round decisive qualifier. Born 36 years ago, El Jaafari was
in charge when Warri Wolves drew goalless in their CAF Confederation Cup home match against CA Bizertin of Tunisia in March and he equally supervised home-based Super Eagles’ 2-0 loss to their Ivorian counterparts for the 2014 African Nations Championship qualifier in Abidjan last year. He would be assisted by
33-year-old Benbapa Essam and 34-year-old Hicham Ait Abbou who would serve as first and second assistant respectively. The fourth official is also a Moroccan, Mounir Mabrouk who is also 36 years old while the Match Commissioner Osama Ata Elmanan Hassan is from Sudan.
Newcastle boss Alan Pardew has backed the French duo of Remy Cabella and Emmanuel Riviere to prove their worth after an underwhelming start to the season. The attackers were two of the highest profile players to arrive at the club in the off-season, but as of yet have failed to live up to expectations at St James’ Park. While he was happy with Cabella’s contribution in the 2-2 draw with Hull City, Pardew did admit that he felt there was too much pressure on Riviere to perform. The former Monaco striker has yet to open his account for the Magpies, and Pardew says he will rest the Frenchman now that Papiss Cisse has returned to
full fitness. Pardew said: “I was really pleased with Cabella. He’s such an important player for us with Siem de Jong out, and I don’t think up until now he has really produced a performance which warrants his tag, the money we have spent. “But I really felt he showed the character, he showed the quality that really buoyed me, if I am honest, that has buoyed me a little bit going into the next game. “I feel some sympathy for Manu because he has had to carry the shirt and he’s not ready to carry that shirt yet full-time. “It’s a shirt that is heavy and I think he has seen an example from Papiss to take that chance to make that little movement in the box.

Oduokpe Is 3rd Glo League Wonder Goal Award Winner By ONJEWU DICKSON, Abuja
Oghogho Alex Oduokpe has become the third player in the Glo Premier League to be voted winner of the Wonder Goals competition instituted by the League Management Company (LMC). His goal emerged winner for the weekly Wonder Goals competition running from September 14 to 21, 2014. The Wonder Goal Award is another Corporate Social Responsibility (CSR) initiative of the League Management Company (LMC) which aims to reward players who scored spectacular goals and also support local charity as a strategy to deepen the leagues engagement with its public. Oduokpe, who now plays for Bayelsa United, won the third series of the Wonder Goals competition by virtue of his goal while playing for Sunshine Stars against Dol-
phins on March 29 in Port Harcourt. The striker struck a free kick with his left foot into the top corner past Dolphins goalkeeper, Austin Brown; to give Sunshine Stars the lead in a game they eventually lost 2-1 at the Sharks Stadium. Oduokpe’s wonder goal polled 59.3% of the total votes to beat those of Daniel Etor of Enyimba and Olufemi Oladapo of Bayelsa United to second and third places respectively. Etor’s goal, a left-footed strike into the roof of the post against Sunshine Stars in Aba, finished second with 25.9% of the votes. Bayelsa midfielder, Oladapo, got 14.8% of the total votes for his pile-driving of a goal against Rangers in a match that finished 4-3 in favour of his team at the Samuel Ogbemudia Stadium, Benin City.

Chelsea Rivals Manchester City In Barkley Race Chelsea will match any bid from Manchester City for Everton and England star Ross Barkley, Goal understands. Premier League champions City are big admirers of Barkley having identified the 20-year-old as a future star even before he broke into the Toffees’ first team, and are weighing up a bigmoney offer to tempt Everton into a sale. However, Chelsea too are keenly monitoring the 20-year-old’s situation and would be determined to rival City for the his signature should Everton decide a huge offer would be too good to turn down. As it stands, Everton are desperate to hang on to a player that only signed a new long-term contract at Goodison Park this summer. Barkley put pen-to-paper after deciding his immediate future would be best

Ozil Sees Arsenal As Family Mesut Ozil has dismissed critics of his recent displays and says he is very happy at Arsenal and thankful for the support of his team-mates. The Germany international had come under fire prior to his strike at Aston Villa on Saturday, with numerous fans and pundits critical of his performances and lethargic body language. But the former Real Madrid star believes it is impossible to gauge a player’s character by their attitude on the pitch and is enjoying the supportive and homely environment
at Arsenal. “You can’t forget that people don’t know you away from football,” the World Cup winner told the club’s official website. “You can’t really see what a person is really like when they are on the pitch. Sometimes a player will come across as arrogant and another as being a nice guy when in reality it could be the other way round. “At the club you always have to be respectful towards one another. It doesn’t matter if one player is a world star and the other is a newcomer.
Everyone should be treated in the same way and that’s why I’m so happy at Arsenal, because that’s really the case here. “Everyone is treated the same way and has respect for one another. That’s a big help on the route to reaching your targets - when you’re like a family who make each other feel welcome and at home. That’s how it is here.” The 25-year-old registered both his first goal and his first assist of the season at Villa Park, opening the scoring.
Liverpool FC’s Anfield Stadium Expansion Approved Liverpool FC has been given permission to increase Anfield stadium’s capacity from about 45,500 to about 59,000 as part of a £100m expansion plan. Liverpool City Council’s planning committee approved the club’s proposal to expand the Main Stand by 8,300 seats and the Anfield Road Stand by 4,800. The proposals also included conference and banqueting facilities, a new club shop and additional car parking. Construction will begin next year for completion by the 201617 season. The stadium expansion is part of a £260m regeneration of the Anfield
area of Liverpool. The planning application states the redevelopment would allow the club to host major international and European games. It said there are parts of the stadium that “fall below current Uefa and Premier League standards which restrict the club[‘s] ability” to host major games. Uefa standards include a minimum 50,000 capacity stadium, corporate accommodation and a minimum standard for the changing rooms of players and match officials, which Anfield does not meet. The Main Stand would be expanded from a single tier to three tiers.
‘Important milestone’ A memorial to the 96 Liverpool fans who died in the 1989 Hillsborough disaster will be moved to form part of the Hillsborough Memorial Garden, which has been included as part of the development. Mayor of Liverpool Joe Anderson said: “This is a very important milestone in our ambitions to transform the Anfield area, bringing new jobs, investment and housing. “Liverpool FC’s proposals for the stadium are a key part of this.” About 250 new homes would be built, 296 would be removed, and a 100-bed hotel constructed under the proposals.
UEFA Opens Proceedings Against CSKA, Roma UEFA is to investigate the behaviour of fans of both CSKA Moscow and Roma following the Champions League clash between the pair. The two sides met in their opening Group E fixture on September 17 in the Italian capital, when Roma ran out comfortable 5-1 winners. Uefa announced on Tuesday that they are looking into the
alleged racist behaviour of CSKA supporters, as well as the Roma fans who threw missiles and set off fireworks. “Disciplinary proceedings have been opened against: Roma for setting off/throwing of fireworks and missiles (art. 16 (2) (b) and (c) of the UEFA Disciplinary Regulations) and insufficient organisation (art
served at his hometown club, though that was only after both City and Chelsea had made enquiries over the player’s availability. Following further earlysummer interest from Manchester United, the player’s reported valuation soared to roughly €64m - and only a bid around that mark could possibly tempt the Merseysiders into the sale of a player who broke into the England fold at the end of last season, winning a place in Roy Hodgson’s World Cup squad. Should Everton opt to cash in, City would make a determined move as part of a push to bolster their ‘homegrown’ quota following the sales of the likes of Joleon Lescott and Jack Rodwell over the summer. Chelsea, though, are hopeful that they have a trump card in the shape of senior international scout Mick Doherty.

Mathieu Does Good Than Bad – Enrique Luis Enrique has declared he is happy with Jeremy Mathieu’s form for Barcelona , insisting he “does more good things than bad things”. Mathieu has played every minute in La Liga for the Catalans so far this season and Barca have yet to concede a goal with the France international in the side, though his error against Levante almost proved costly early on in their 5-0 win over Levante. Luis Enrique admits his side can still improve their defending but has stressed he is happy with Mathieu’s efforts so far in the campaign. “There are things we can improve, especially in defence,” he told reporters. “We didn’t concede yet, but we could have. We’re working on that. “I’m not worried about Mathieu’s mistakes. He does more good things than bad things.”
Luis Enrique also revealed he is delighted to be able to call upon a fully-fit Gerard Pique once again and stressed Marc Bartra would be given playing time despite the increased competition for places at the back. “Pique’s attitude is great, he’s optimistic, working hard. His hip problem has been solved, he’s ready to help us,” he said. “Bartra will have playing time. I’m delighted to have him, but only 18 players can be in the squad and only 11 can play.” Barca have scored 11 goals while conceding none in their first four league games but the 44-year-old admitted he is far more concerned with victories ahead of his side’s trip to Malaga on Wednesday. “I’m not worried about conceding our first goal. It’s about winning,” he said.

The Wednesday Column hether the insurgent leader in Nigeria, Shekau, is dead or alive doesn’t matter. This unacceptable level of violence against the people of Nigeria, the shocking vigilance to create instability in the north-eastern part of the country, the persecution, oppression, threats to people -- the crimes, cannot be accepted under any circumstance whatsoever. This good-for-nothing, barbaric, ignorant, repulsive, misguided, abhorrent assassins, who could almost be described as being under some fallacy that they have been cast as the antagonists in a very violent Quentin Tarantino movie, must realize that the atrocities they continue to commit cannot be forgiven, forgotten and can certainly not go unanswered. It is best we get clear at this point; any talk of amnesty in this particular instance should never be mentioned ever again. Kidnapping girls from schools, beheading people, massacring families, planting bombs in public places by vagabonds no better than ignorant and illiterate area boys have got to stop. Are we living in the times of political and ideological mass killings by the Khmer Rouge communist rulers in Cambodia where an estimated 3,000,000 were slaughtered? Or maybe the situation during World War I when an estimated 65,000,000 people were killed? In recent times, Nigerians have used the term ‘enough is enough’ but one must say, at no other time has the usage of that term been more appropriate than now because this killing, this madness, this evil… is enough! And, as for the recent ridiculous and purported illicit declaration of a Caliphate, despite the denunciation shock and horror of every Muslim nation, Muslim cleric, Muslim organization and Muslim person that understands the message of peace that Islam preaches, there can be no doubt that this group must face a crushing response. And, at this stage, every single Nigerian should have a clear understanding that when

it comes to this present insurgency we are currently dealing with, there is no political, tribal, ethnic or religious divide or side; there are only Nigerians who want to live in peace and those who want to carry out horrendous, despicable acts against other Nigerians. Let us all be clear on that; there are only two sides - the insurgents including suicide bombers, arms traffickers, insurgent sponsors, conspiracy theorists who intentionally and wickedly mislead the public, fifth columnists hiding under the guise of the insurgents, those who are carrying out heinous acts against innocent people on one side and Nigerians, including the army, the ruling party, the opposition, the media, the #bringbackourgirls and all human rights campaigners, civilians and every other peace loving Nigerian on the other. That is just it; two single sides! And every single Nigerian is on one or the other; you take your pick. I have never been down with capital punishment; it is not a concept I will ever advocate for. And to watch the elimination of people, no matter how bad those people, has never been something I have had the heart for. But in this situation, I have come to terms with the fact that a different way of thinking must be adopted because we are not living in a time of peace but one of war. Someone once said, “DENIAL is not just a river in Egypt…” And you best believe General TY Danjuma (retired) hit the nail smack on the head when he recently stated that northern Nigeria is facing a civil war. He warned that the activities of the insurgents, kidnappings and other social vices in the north were drifting the region swiftly into a civil war and anarchy. And that is the bottom line; that presently Nigeria is embroiled in a war. And if there was anybody out there under the belief that a state of war is not what we are seeing and facing now, then they had better start calling themselves Cleopatra, because that would make them the Queen of ‘DENIAL!’ If we continue to deny the reality of what is happening in the north-
east, semi-turn a blind eye whenever there is a gap in bombings and if we don’t do everything in our power to crush this insurgency in the shortest possible time, once and for all, then there is no telling how far or how deep this madness is going to consume even those of us nowhere near the hot spots. Whatever support the government and the army needs to end this anarchy and lawlessness, Nigerians must be ready to give it to them, no matter our personal feelings towards the government - remember two sides! No clusters of leaders from different regions should continue to throw daggers at each other or apportion blame to each other at this present time. If we want to continue playing nasty games with each other like unruly, unsupervised kids in a play yard or do the jedi-mind trick all in the aspiration of victory for the 2015 election, by all means we can do that, but just not now! Let us put all that on hold, all our differences aside and come together to find solutions to some of these challenges. When this war is over, when these terrible, pieces of low life, mindless kidnappers, marauders and murdering scum have been completely eliminated, then we can go back to engaging in our petty political, regional and ethnic shenanigans. With what we have already been through, the Nigerian government or its army has to do everything in its power, including asking for foreign assistance in the form of drones and whatever sophisticated apparatus the West has in order to end this insurgency. Because no matter which way we cut it, this insurgency has to come to an end overwhelming and unmerciful. The greatest concern has got to be the thousands of civilians trapped within the trenches of the insurgents, amongst which are our Chibok girls. There is no shame in our government going back to the initial offer by the insurgents of exchanging our girls for their captured comrade. From my point of view, nobody would classify President Jonathan as caving in to terrorism but would view him a hero if he entered negotiations to bring
back our girls in exchange for their comrades. The rise of the insurgency was not preordained. The events that have led them to be so threatening and so destructive had everything to do with the government’s initial lack of effectiveness and persistence in quelling this threat. The initial insurgents where their leaders Mohammed Yusuf was extrajudicially murdered did not just appear out of thin air. Initially when the threat started, Sheikh Jaafar of Kano did sermon after sermon warning the government of the storm that was brewing. Everybody heard his warnings but he was dismissed and ignored, but one would have thought when he was allegedly brutally murdered by insurgents, someone in a position of power could have reflected on the warnings of this pious Imam and taken proper action. Every hand must be on deck to tackle this menace of insurgency and their declaration of a caliphate; otherwise, this blasted nuisance group of thugs that were once just a group of young men taught by an exuberant yet extremist Caliph named Mohammed Yusuf can engulf us all in a cataclysmic war. Because, unlike the original Caliph, the one now, whether dead or alive, is not declaring a real caliphate; his was nothing but a caliph-of-hate.
