WELCOME HOME to the City of Milton
Whether you’ve moved from out of state or just across town, we’re glad to have you and hope that you’ll take part in everything this young city has built over the past nine years.
Since you might be new to the area, how about some history? You might not know that Milton is one of the youngest cities in north Fulton County. The push for Milton began in 2005 when State Rep. Jan Jones introduced the bill to create the city from what was previously unincorporated Fulton County. It passed both the state House and Senate in March 2006. On July 18, 2006, 85 percent of voters approved the City of Milton referendum. The city incorporated on Dec. 1, 2006 and has been going strong ever since. It joined Sandy Springs (2005) and Johns Creek (also in 2006) in the push for cityhood from unincorporated Fulton County. Named after Revolutionary War Hero John Milton, the City of Milton is a part of Fulton County with municipal and County Commission representation. The city’s first general 8
election for mayor and city council was held on Tuesday, Nov. 7, 2006. There have since been three more. Population and Size Milton has a population of about 34,000 and covers 23,000 acres. It is bordered by Cherokee County to the north and west; Forsyth County to the east; Roswell city limits to the southwest (a little west of Arnold Mill Road); Alpharetta city limits to the south (roughly, Mayfield Road to Cogburn Road to Windward Parkway). Your government: Milton employs more than 140 people. The bulk of staffing is in public safety: 35 police and 55 fire fighters.

The annual budget for fiscal year 2016 is roughly $26 million. Fiscal years stretch from Oct. 1 to Sept. 30. The budget is publicly advertised, discussed and voted upon each year beginning in August, then published online at the city’s web site. There are also mid-year revisions during the summer to correct the course if there happen to be any deficits. What does Milton provide? As a taxpayer in the City of Milton, you receive: •

Police and fire protection, due to local agreements to strengthen response times, Alpharetta, Roswell and Forsyth County police and fire might also respond. Representation from an elected official who lives within your district of the city. Road maintenance on all locally owned roads. The state handles maintenance on three roads in Milton – Ga. 140 (Arnold Mill Road), Ga. 9 (Cumming Highway) and Ga. 372 (Birmingham Highway). Court for offenders over 17 charged with traffic violations and misdemeanors. All felonies and juvenile cases are heard at Fulton County Court in downtown Atlanta. The City of Milton has an open-door policy for all taxpayers. Just stop by City Hall sometime and ask for a tour. A city staffer will show you around and introduce you to your local government. We will listen to every resident’s concerns and do our best to remedy the situation.

WHERE AM I?
Making Sense of Boundaries: Milton/Alpharetta/Roswell Am I in Alpharetta, Roswell or Milton? You might see on a number of maps and databases that Milton addresses are listed as Alpharetta or Roswell, two cities with which Milton shares a border. Additionally, many real estate agencies also use Alpharetta or Roswell in listings regardless of actual location because of their attractiveness when it comes to schools, public safety and amenities – areas in which Milton also excels. So why is this? For years what is now Milton was considered unincorporated Alpharetta or Roswell (meaning residents paid all taxes to Fulton County, but had an Alpharetta or Roswell address and no local representation in either government). This has led to some interesting situations, like the fact that Alpharetta’s North Park and Crabapple Government Center are actually fully within Milton’s borders (due to the belief during their construction and purchase that one day Alpharetta would annex what is now Milton). Even more confusing, what was once Milton High School – now Milton Center – is in Alpharetta, as is Old Milton Parkway. The “new” Milton High School, fittingly enough, is in Milton on Birmingham Highway. It is because of this shared history that you’ll often hear Milton residents say they are from Alpharetta or Roswell. It will simply take time to get everyone on the same page. Luckily, 14
this situation is getting better every day. Early in the city’s life the United States Post Office began recognizing Milton addresses in the 30004 zip code. Slowly Internet databases began picking up on this change, and soon folks around these parts will, too. And one more thing you’ve surely noticed. The borders of Alpharetta, Roswell and Milton can seem arbitrary, due in large part to annexation choices among residents in 2006 and 2007. For example, in Crabapple – a decades-old crossroads and site for Milton’s future City Hall – you can go from Milton, to Alpharetta, to Roswell on the same road. On the side of the city that borders Forsyth County, whether you are in Milton or Forsyth County literally depends on which side of the road you happen to be. What is Milton County? As you meet your neighbors, you might also hear about efforts for a Milton County, of which the City of Milton would be a part. This proposed new county (essentially everything north of Sandy Springs in Fulton County) has a lot of obstacles to overcome in the state legislature. No one knows if it will happen, let alone when. Regardless, with the hectic lives of residents these days, you’ll probably hear someone say they live in Milton County. They do not. If you live in Milton, you live in Fulton County and receive Fulton County services in return for your tax money, including city and county elections, schools and animal control. cityofmiltonga.us

A volunteer at Canine Assistants, Millie Hansen, said, “I love animals, and it’s my way of giving back. I’m grateful that I have good health, but there are people in my family that don’t and I know they could use a dog like the service dogs we train here.”

CANINE ASSISTANTS HAD a graduation on Thursday, April 30th 2015 of twelve recipients and their dogs. The venue was packed, and the room was buzzing with excitement. The recipients were getting their companion, their helper, their friend! Canine Assistants is a local non-profit which trains and provides service dogs to enrich and improve the lives of

The graduation included a slide show and a presentation of certificate. Jennifer Arnold, the founder, was diagnosed with multiple sclerosis as a teenager. As she was in a wheelchair, she felt alone and hopeless. Her father, a physician, called the program in California which provides dogs to people with disabilities. But, there was a long waiting list. He thought they should open their own. Ten years later, in 1991, Canine Assistants opened its door for the first time. They have placed 1,500 dogs, primarily Golden retrievers, Labrador retrievers and mixes. Each dog costs $20,000 dollars, but Canine Assistants does not charge anything for the dogs.
There are service dogs, seizure response dogs, and companion dogs. Service animals assist kids and adults with physical disabilities. The dogs eliminate the feeling of isolation and sadness. For certain recipients, a seizure response dog is a godsend. “When you have to check your blood sugar every 30 minutes to assess your likelihood of having a seizure, it’s comforting to have a dog that KNOWS this,” says one Milton resident. Most of the dogs are bred on the property in Milton/Alpharetta; and the training starts immediately. The nursery volunteers are there at 8 am, 2 pm and 6 pm, to clean up, weigh the dogs to make sure they are gaining weight when they’re young. Trainers Kevin and Emily get the tough work going, and the volunteers reinforce that behavior. The dogs learn a variety of cues, including opening and closing doors, picking up dropped items, turning on and off lights as well as recognizing a scent. Everyone involved with Canine Assistance seem to benefit from this involvement, especially the volunteers. “I know where the dogs are going. I volunteer for the cancer society, where I don’t get to readily see the results of my efforts,” said Janet Sights, “And it’s nice to see where our work is going.” 17

GARDEN CLUB
M
MILTON HAS A GARDEN CLUB? “I had no idea!” That’s usually the first comment we get from friends and neighbors in the Milton area when we speak to them about our group. The Milton Garden Club was founded in March 2007 when Sharon Murphy, a local Milton resident, invited a group of avid gardeners together to ‘dish the dirt’ and lay out the ground rules for the club. Since that time, we have grown to over 200 users on our Meetup website, about 100 users on our Facebook page and have held more than 80 meetings, field trips and social gatherings to gain gardening know-how from our guest speakers and other club members. The club is fairly unique in that it’s made up of young and old, male and female and beginners in their first homes all the way up to master gardeners with a wealth of knowledge. For this reason, it’s difficult to appeal to everyone so we try to vary the topics and guest speakers in order to ensure that there’s something of interest for everyone. We also alternate our monthly meetings from daytime one month to evening the next. This enables people who are working outside the home or those with young children to participate when they have time to do so. At any given event, we might have 20-30 attendees and if it’s an evening

meeting, our members bring along appetizers, desserts and even wine to share. We’re a very social bunch of garden enthusiasts! Our club president, Kim Kershaw, has held the position for the past 5 years and if you ask Kim what motivates her to stay on in the role, she will tell you that she joined the club because of her love of gardening but she stays in the club because of all the great friends she has made along the way. “I wouldn’t continue as President without the support of my executive group, made up of Faye Troka, Secretary, Barbara Sumrell, Treasurer and Carol Wahl, Communications,” said Kim. Faye gets very involved in finding guest speakers for the meetings. “At times it’s stressful and difficult to come up with new topics and find appropriate guest speakers who will appeal to gardeners of all levels”, said Troka. “When you correspond with the speakers by phone or email, you never know how their presentations are going to turn out until they are finished and it’s too late. Milton’s police headquarters are in City Hall, 13000 Deerfield Parkway Suite 107 F. You may visit from 8:30 a.m. to 5 p.m. How do I know if my property is within the city limits 20
of Milton? If you are unsure if your property is within the city limits, call 678-242-2500 and ask for the tax department. A representative will search the city’s database for the tax ID number. There are also many maps detailing Milton boundaries available in the “Maps” section of the city’s website. If my property is in Milton, do I still pay property taxes to Fulton County? Yes, all property owners in Milton also pay property taxes to Fulton County (includes taxes to Fulton County School System and State of Georgia). These property tax bills will continue to come from the Fulton County Tax Commissioner’s Office. The City of Milton sends out city tax bills separately. Do I use Milton as my mailing address? Yes. Nearly all of Milton is located within the 30004 area code, meaning postal workers will know to deliver the mail to the correct address. Where is the closest post office? The closest Post Office is located in Alpharetta at 2400 Old Milton Parkway. The phone number is 770-4423893. The city’s government does not have authority to establish a Post Office for Milton – the decision is left to the United States Postal Service and is based on their service strategies. Who do I call to report trash, signage or noise issues? You may report a code violation to the City of Milton Community Development Department or a problem to the Public Works Department by calling 678-2422500. There are also forms you may use online at the city’s web site. Does the city offer garbage collection services? No. A number of private vendors registered with the city provide garbage collection. A list may be found at the city’s web site. Can I burn yard waste? The Georgia Burn Ban runs from May 1 through Sept. 30. No outdoor burning is permitted during this time. From Oct. 1 through April 30, outdoor burning of small piles of residential debris may be allowed depending on the fire danger rating for the day. That rating is dependent on factors such as the wind and humidity levels for the day. You can call the Milton Fire Department at 678-242-2570 during regular business hours to check if safe burning is permitted on any day outside of the Burn Ban. Please note that all fires must be out at dark. Can I water whenever I want? The Georgia Water Stewardship Act went into effect statewide on June 2, 2010. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4 p.m. and 10 a.m. Outdoor water use for any purposes other than watering of plants, such as power washing or washing cars, is still restricted to the current odd/even watering schedule. Odd-numbered addresses can water on Tuesdays, Thursdays and Sundays. Even-numbered and unnumbered addresses are allowed to wa-ter on Mondays, Wednesdays and Saturdays. How do I hook up my utilities? Water and sewer service is handled by Fulton County, unless you have a septic tank (generally in use for lots one acre and over), in which case you will simply need

H
HOW DO I HELP MY CHILD WITH BACK TO SCHOOL ANXIETY? Backpack, school supplies, new clothes purchased. It’s been a long summer - you can’t wait for your child to get onto the school bus, so you can relax, and re-establish a routine; a peaceful cup of coffee beckons…then it begins “Mom, I have a stomach ache- I can’t go to school!”. You try reassurance - “It will be okay, I promise – Will is in your class, your new teacher’s nice!” He tears up, and the bus is waiting. You resort to firmness. “Get on the bus! Everyone is waiting!” She leaves, and you feel awful. 1 in 8 children suffer from anxiety. Kids miss school, social activities and sleep due to worried thoughts. Parents suffer from frustration and helplessness when they witness their child suffering. If only dispelling anxiety was as easy as reassurance or firmness. Your child wants to listen to you, but their brain has been hijacked. They are in the flight/fight mode, the more primitive,

emotional part that helped our ancestors survive. The logical, prefrontal cortex has checked out, which makes it very hard for your child to think clearly. How do you help? Teach your child to slow down when they feel anxious, and take some deep breaths, in through their nose, and out through their mouth, while imagining they are blowing bubbles. Empathize – let them know you understand how they feel. When they are calm, help them to focus on “what is” instead of “what if?” This means doing a reality check on those negative thoughts, and putting them in perspective. Stay calm, don’t let your own anxiety effect your child. Remind your child that everyone has anxiety, it doesn’t mean there is something wrong, thoughts are just thoughts, and are not always true. Just as a fire alarm can go off when there is no fire, our ‘worry alarm” can do the same thing. Teach them to identify their negative thoughts, and, like a detective, examine the evidence. Personifying and drawing the “worry monster” can also help – the child can then learn to “talk back” to the bullying character.
Don’t let your children avoid everything that causes them anxiety. This will end up narrowing their experiences and impacting their self-esteem. The only way to deal with fear is to face it, gradually, after coping skills are in place. When the ‘worry bully” has been conquered one time, the child can then remind himself, “Even though I was really nervous, I handled it and had fun!”. Most children suffer from anxiety at some point, however, if anxiety is seriously affecting social or educational functioning, eating or sleep, it’s time to seek psychotherapeutic help. THIS STATE-OF-THE-ART LIBRARY was
designed as four distinct building forms inspired by the Milton area’s equestrian and agrarian vernacular. The larger reading and community room wings use sloped, gabled roofs, awnings, clerestory windows and porches. The generous use of glass allows for views out to the community green and historic oak while allowing views in from the street. The third building form is the low-height connector between the community and reading room wings that includes patron and building support. The fourth component is the entrance ‘silo’ and lobby which, with its higher roof line, helps orient patrons through a unique landmark as the building entrance. The interior layout was designed to maximize useable area and ease of use for patrons while providing constant visual connection to the outdoors. Library Meeting Room The Milton Library Meeting Room seats 110 people. This

“Irish Pub of the Year” OLDE BLIND DOG IRISH PUB IN MILTON

MILTON’S VERY OWN Olde Blind Dog Irish Pub has become the first American pub to win the Irish Pubs Global Federation's "Irish Pub of the Year." “We are very excited to share the news that Olde Blind Dog has been chosen ‘Irish Pub of the Year’ by the Irish Pubs Global Federation of Dublin, Ireland,” said Ron Wallace, owner of Olde Blind Dog.” This is an international award, with over 6500 member pubs represented worldwide and sponsored by Guinness. The ceremony was held on Friday, Feb. 27, in Dublin, Ireland. Olde Blind Dog is the first pub in the U.S. to win this coveted award. As you can see, it is a very significant award and accomplishment for their restaurants, their team and their patrons. He added, “We are thrilled and

humbled by this honor.” Criteria for the award includes authenticity, ambience, and effective use of social media, market position, online customer ratings and warmth of staff. Olde Blind Dog Irish Pub has a location in Milton at 12650 Crabapple Road and in Brookhaven at 705 Town Boulevard. “When we opened the first Olde Blind Dog pub in Milton in 2009, authenticity was one of our top goals," said Wallace. "We wanted to create an environment that was warm, friendly and authentic to the Irish pub experience. When you walk in the door of either of our locations, the atmosphere feels like it's been there for many years. We accomplished this by importing from Europe many of the elements used in the design of the pub." ULTIMATELY, A GOLF
SWING is not guided by a ‘conscious’ effort, but by a more ‘subconscious’ activity, like walking. Once a judgment is made concerning club selection and what type of shot the situation requires, an advanced golfer begins with a purposeful pre-swing routine, then executes the shot with little thought about mechanics during the actual swing. Over time, a golfer simply reacts to visualization, executing shots automatically, like a third baseman fielding a ground ball.

1. Address the ball with the ball opposite the left heel. 2. Bend at the waist, creating a 45 degree spine angle. The spine angle should remain constant throughout the swing. 3. The right foot should be wedged inward and there should be no lateral movement in the right knee during the backswing. 4. Rotate the waist clockwise, a one piece movement with the left arm extended.
There are several ways to swing a golf club, though I believe that the ultimate golf swing has an inside out path with a counter-clockwise spin on the ball, similar to the way a bowler rolls the ball to the right with a counter-clockwise spin into the side of the head pin.
5. At the peak of the backswing, rotate the left wrist counter-clockwise, shift weight into the left heel, swing the hips forward to the right, and let the arms and hands fall freely on the inside-out path. The ball will spin counter-clockwise from right to left.
The following describes the execution of the ultimate golf swing:
An inside out path during the downswing is desirable because the path is
longer, allowing one to create more club head speed, and spinning a ball from right to left provides a bigger area to spin the ball into, or most of the entire width of the fairway. For example, a straight path down the middle would only allow half the fairway if the ball was spinning right or left. Developing the details requires many hours of concentrated practice to perform the pattern subconsciously and with timing and rhythm. The term rhythm means that the movement occurs sequentially and simultaneously, like a series of spinning concentric circles with a common forward moving axis. The part which spins in the greatest radius, the club head, is the last to catch up. The term rhythm means that the total movement of a swing is smooth, not jerky, and contains a constant, relentless beat, like the tick- tock beat of a clock.

I moved to the Atlanta area in 1982 where I have been a bar professional for 30 years. Over that period I have continuously strived to increase my knowledge of wines, spirits, beers and mixology. At 850 F we have a large and diverse Bourbon Collection and my goal is to have the most diverse and unique Bourbon Collection in the Atlanta area.
Chef Stefano Rea I was born in a small town in Naples called Villa Ricca to Mari and Augusta. At the age of nine, our family moved to the suburbs of Rome where my parents opened Castle Forte Trattoria. I worked at Castle Forte until I was drafted to the Italian Royal Navy. When I returned, I realized food was in my future so I worked alongside my parents. Papa had a wood-burning oven shipped from our home in Naples. Infatuated with this concept, I studied making Neapolitan Pizza. Moving back to Naples, I worked in some of the best pizzerias in the world. Eventually, I decided to move to this beautiful country, fulfilling my own “American Dream.”

BELL MEMORIAL PARK is located at 15245 Bell Park Road in Milton and is on schedule set to re-open in September 2015. In addition to the multipurpose sports fields, there will be four baseball diamonds and a concession stand. The $9.4 million expansion of Bell Memorial from a 12-acre park with four baseball fields to a nearly 30-acre multi-use facility with both passive and active recreation options is now underway.

The new park design will have four dedicated diamond (baseball/softball) fields with centerfield dimensions of 180, 200, 200 and 280 feet. There will also be two rectangular fields lined for football, lacrosse and baseball. The second field can also be set up as a 200-foot, fifth diamond field. Programming between spring, summer and fall will vary the configuration of four diamonds and two rectangular fields versus five diamonds and one rectangular field. Milton paid $1.287 million for the
land from the city’s parks acquisition budget after a unanimous City Council vote in September of 2013. City Council later approved Foresite Group’s bid of $54,000 for Bell Memorial Park master plan design and construction services. In July, City Council awarded Astra Group, Inc. the $9.481 million contract to build the park. PROVIDENCE PARK T THE CITY OF MILTON purchased Providence Park this summer for $4,200 from the Fulton County Board of Commissioners in June 2015. The Park is currently closed, but hiking trails are scheduled to open to the public this Fall!
Thanks to the great assistance of Fulton County Commissioners Bob Ellis and Liz Hausmann, Fulton County Chairman John Eaves and the entire Fulton County Board of Commissioners, Providence Park will be invaluable as part of Milton's ever-expanding stable of parks, greenspace and event facilities. The park, closed since 2004, was owned by Fulton County since before the city's formation in December 2006. The 42-acre site, located at 13440 Providence Park Drive, includes a lodge, hiking trails, a rock-climbing cliff and a lake. Crews have cleaned it locallifepublishing.com

The Georgia Environmental Protection Division now deems the clean-up complete, and Milton is more than happy to take possession of the passive-use park and return it to use for residents, said Mayor Joe Lockwood. "We're really very excited the City of Milton and Fulton County could come to terms everyone found agreeable for this beautiful park," he said. "We look forward to using its rugged terrain and natural beauty for a host of events and programs as soon as this fall." Jim Cregge, the city's parks and recreation director, said Milton has long contemplated the work needed to bring Providence Park back to a functional state. Staff is already working on renovation plans to ensure residents

"The City of Milton has been underserved from a park standpoint and the addition of Providence Park will be a welcomed asset," said Fulton County Commissioner Bob Ellis, an integral part of the park officially becoming a part of Milton. City of Milton and City of Alpharetta Establish Regionalized Parks System
THANKS TO A PARTNERSHIP with the City of Alpharetta Parks and Recreation Department, on Dec. 1 2012 Milton and Alpharetta established a regionalized parks system for both cities and dissolved all non-resident fees at current and future city facilities. According to the terms of the agreement, the cities will annually negotiate a variable maintenance fee - for 2012, the fee is $325,000. For that price, Milton residents can use all the City of Alpharetta programs and facilities they know and love without incurring non-resident fees, which can add as much as 75 percent to the cost of participating. Alpharetta residents may also use any current and future Milton facilities without incurring extra costs. Milton’s cost in the agreement will decrease incrementally as the city brings forward additional facilities and programs utilized by Alpharetta residents.

Following is a list of frequently asked questions regarding registration for parks and recreation programs in Milton and Alpharetta. Please note: Milton’s established registration schedules will not change. I registered for an Alpharetta program online and it charged me fees. Can I get a refund? City of Milton residents who choose to register online for City of Alpharetta recreation programs during open registration will be charged non-resident fees by the online software system. However, these non-resident fees shall be refunded upon request. City of Milton residents must e-mail recreation@alpharetta.ga.us to request refund of non-resident fees paid during online registration. The refund will be issued to the customer’s credit card. Once the refund has been processed, Alpharetta’s Parks and Recreation Department
will e-mail a credit voucher to the customer. Can I register using priority registration? Priority registration for Alpharetta programs begin two weeks before open registration. Priority registration is for Milton and Alpharetta residents who participated in the same recreation program the previous year with the city offering the program. Milton residents must register in person during the two week period at Milton’s City Hall or online (for Milton programs) or any Alpharetta Recreation and Parks facility (for Alpharetta programs) during regular business hours (8:30 a.m. to 5 p.m. Monday through Thursday, and 8:30 a.m. to 4 p.m. Friday). Broadwell Pavilion • 12615 Broadwell Road The Broadwell Road Pavilion features a 40-foot by 52-foot open pavilion with a large stone fireplace, restrooms and storage facilities. The pavilion hosts the Milton Market (a weekly summer food trucks and farmer’s market), the Milton Hometown Jubilee, Christmas in Crabapple and various other special projects. Freedom Park • 13200 Deerfield Parkway Freedom Park is an exercise center for the runners, cyclists and walkers on Deerfield Parkway and hosts the city’s patriotic events. It features a .15 mile trail and equipment for sit-ups and body curls, a cardio walker, and rowing and elliptical machines. Friendship Community Park • 12785 Birmingham Highway The 1.81-acre park is a joint venture with the Fulton County School System. Located between Crabapple Crossing Elementary and Northwestern Middle School, it features a small picnic pavilion, walking path, half-court basketball and a play field. I often have clients deciding to move from a traditionally-styled look to a more “transitional” one. This trend is becoming more common as some wish to achieve an easy-living lifestyle, with less “stuff” filling up their homes. The question I get is, “How do I create a traditional look in my smaller home without sacrificing the cozy feeling?” Below are a few tips to inspire you and help you get the “look” you’re hoping to achieve, without it being necessary to change too many things. Mixing styles, finishes and fabrics makes a home warm, interesting and unique. Have some fun! What is transitional style? Transitional style is a marriage of traditional and contemporary furniture, finishes, materials and fabrics equating to a classic, timeless design. Furniture lines are simple, yet sophisticated, featuring either straight lines or rounded profiles. Fabric is as diverse as graphic patterns on overstuffed sofas and textured chenille on
sleek wood frames. Colors: The transitional palette is very neutral which evokes a clean, serene atmosphere. Start with a really light neutral wall color, and then add texture with fabrics and furniture pieces. I think a little color in some beautiful art or accessories are great for a little “pop,” but you should always begin with a neutral palette, as a sort of “blank canvas.” Furniture: Curves combine with straight lines. This flexible aspect of transitional style provides balance, which both men and women really can really appreciate. There is an overall modern-traditional feel and lots of comfort. The furniture is larger and very comfortable, but not at all over bearing. Fewer accessories ensures the focus of the room is on the simplicity and sophistication of the design. Accessories: Less is definitely more when it comes to accessorizing with a transitional style. Choose to display items that have meaning or are special to you. Beautiful greenery on a sofa table by
a window, close-up photographs with texture placed in simple frames, and groupings or collections (just not too much) are great. These kinds of groupings provide a contrast to the simplicity of the furniture. Fabrics: Neutral palettes provide the perfect backdrop for adding some texture. Chenille, corduroy, velvet, or a great pattern help add texture. These fabrics evoke comfort and luxury when placed with simple furniture pieces… This is the best way to provide curiosity and an interesting dynamic in a room. I always tell my clients,” Surround yourself with what you love.” Go for it! Alter your style a little. Try something new. You will be glad you did!

with trillions of microorganisms, called the microbiome, that reside in the gut. The microbiome influences all aspects of physiology, including immunity, inflammatory response, weight regulation and genetic signaling. The health of the microbiome is a leading factor in overall health and longevity. The gut is often called “The Second Brain” because it communicates with the brain via the vagus nerve and produces dopamine, serotonin, GABA and other neurotransmitters that send messages to the rest of the body on how to function. Many of the factors that affect permeability of the blood-brain barrier are similar to those that affect the gut, which is why leaky gut can lead to neurological disorders. Dramatically high blood levels of the chemical LPS are indicative of leaky gut, cause systemic inflammation, and are found in Alzheimer’s, Lou Gehrig’s disease, MS and other autoimmune disorders.
Avoid antibiotics unless absolutely necessary because they disrupt the microbiome, as do antibacterial soaps and hand gels. The microbiome turns genes on and off, depending on which microbes are present. Disease is said to be 10 percent genetic and 90 percent lifestyle, so while genetic factors can predispose you to, for example, inflammatory bowel disorders like Crohn’s, it is the loss of anti-inflammatory microbes that allow the disease to blossom. In the case of Crohn’s, sufferers are found to have lower than normal levels of the bacterium Faecalibacterium prausnitzii. A disrupted microbiome is linked to many other health issues, including allergies, diabetes, obesity and atherosclerosis.

A healthy microbiome is heavily dependent on diet, so eat foods that enhance the growth of good bacteria (probiotics), like sauerkraut, kimchi and other fermented vegetables and dairy products, and fiber-rich prebiotics, like artichoke, garlic, leeks and dandelion greens. Choose organic as much as possible, including antibiotic-free meats. Avoid refined carbs, heavily processed foods and artificial sweeteners, which feed pathogenic gut bacteria and contribute to dysbiosis and leaky gut. Avoid GMO foods and conventionally-grown produce, as they typically contain glyphosate, the carcinogenic herbicide found in Round Up.

QUICK TAX GUIDE T THE CITY OF MILTON FINANCE DEPARTMET is responsible for the billing and collection of city property taxes. Your property tax bill provides you with a legal description of your property, taxable values, exemptions, and the calculation of your tax bill. The annual millage rate is 4.731, all of which is designated to fund general government operations.
GENERAL INFORMATION Ad valorem taxes, more commonly known as property taxes, are levied for city operations and maintenance. When you call the police or fire department, play in a park or eat at an inspected restaurant, you are using services paid for by your property taxes. Your taxes also pay for services to oversee development, protect water and air from pollution, repair and build roads, and much more. Property taxes are the largest source of revenue to fund these services that you count on every day. All real estate and personal property is taxable unless exempted by law. Real property is land and generally anything that is affixed to the land. Personal property is everything not considered real property and usually consists of inventory and fixtures used in conducting business. The basis for ad valorem taxation is the fair market value of the property. The tax is levied on the assessed value of the property which, by law, is established at 40 percent of the fair market value. The amount of tax is determined by the tax millage rate. PROPERTY TAX DEADLINES Failure to receive a bill does not relieve you of the re58
sponsibility to make payment by the due date. Property tax notices are issued on a calendar year basis and are typically mailed around Sept. 1 each year and due 60 days after the bill date. This generally means a due date around October 31. If you are responsible for paying taxes on a property and have not received a tax bill by Sept. 15, contact the Finance Department at 678.242.2500 for the tax information, so that payment can be made before it becomes delinquent. If your mortgage company is responsible for your taxes, please send a copy of your bill to your mortgage company. If mailed, payments must be received by the due date. A one-time penalty of 10 percent will be charged after 90 days delinquency. Interest will accrue monthly at a rate of 1% of the base amount or $1.00, whichever is greater, the first day of every month until the taxes are paid. If a business was closed or the personal property (boats, equipment, etc.) was sold after Jan. 1 of the current year, the tax is still due. If the property closed or sold after Jan. 1, you must notify the Fulton County Board of Tax Assessors at 404.612.6440. All unpaid taxes will be advertised in a local newspaper as being delinquent and additional charges will be applied. A fee of $30 will apply to all returned checks. Any unpaid property taxes will be subject to the issuance of an execution (FiFa) in accordance with O.C.G.A. ยง48-3-3, which may result in potential proceedings toward tax sale. Additional unpaid personal property taxes will be subject to the revocation of your business license. APPEALS Taxpayers may challenge an assessment by appealing to Fulton County Board of Assessors if property value is not cityofmiltonga.us
reflective of the fair market value. For information on filing an appeal, please contact the Fulton County Assessors’ Office at 404.612.6440. If you file an appeal against your property assessment, you are required to pay the bill by the due date based on a value set at the higher of your return value, or 85% of the value proposed by the Board of Assessors. Once the Fulton County Board of Assessors or Board of Equalization makes a final decision on your appeal, it will automatically forward the city the decision. The City of Milton will record the new value and finalize any billing. Getting Involved in Local Government Builds Community Please feel free to attend a city council meeting – all are open to the public by law. Who is my City Council representative? Milton is served by six council members and a mayor elected at large (meaning by everyone) every four years. Visit www.cityofmiltonga.us to view a map of the city broken up by council districts to see who represents you. How are council members elected? City Council members are elected every four years and serve in staggered terms. They are elected by everyone in the city but must reside in the specific district they represent. The mayor can be from anywhere in the city. When and where are City Council meetings? City Council meetings take place at 6 p.m. the first and third Mondays of the month, barring holidays, in City Council Chambers, which is at 13000 Deerfield Parkway Suite 107E. City Council also holds work sessions the second Monday of the month at the same time and place. Please check the city’s calendar for a full list of city-sponsored meetings and events. Any change in regularly scheduled council meetings or special called council meetings will be published in the Milton Herald, the city’s legal organ, and on the city’s online calendar. How can I see what will be discussed at a meeting? Full agendas of every City Council, board and commission meeting are posted online on the calendar and in the Complete Minutes and Agendas section. Agendas are posted a full week before the meetings to inform citizens about items up for discussion. You may also sign up for the City of Milton newsletter to receive pre- and post-meeting updates from the city’s Communications Department. How can I tell what happened at a meeting? City Council meetings are available from our web site via streaming broadcasts as they happen and are archived 48 hours after the meeting occurs. Council’s “action”

minutes (recording motions or votes on items) are posted to the “Complete Agendas and Minutes” section of the Web site within 48 hours of the regular or special called meetings. “Regular” minutes (transcription of full discussion and motions or votes) are posted after they have been approved by the Mayor and City Council or board chairman. Vote records are also sent to those who sign up for the City of Milton newsletter. How are items passed at the meeting? An item or items up for vote will first be read by the City Clerk. Upon completion of that reading and any staff presentations, which may include extensive question and answer periods from members of council, plus a call for public comment, a council member may make a motion to approve, deny or defer. Another council member must second the motion by saying “Second” before the Mayor can call for a vote. The motion will then be discussed. Again, discussion may be extensive. Finally, the Mayor will ask for council members to vote on the motion. That vote decides whether or not the item passes. Can I speak with or to council? You are always welcome to call and/or e-mail your city council representatives at any time. If you would like to speak at a City Council meeting, there is general public comment at the start of each meeting and comment times for topics germane to an issue heard that night. When you attend the meeting, you must fill out a public comment card and submit it to the City Clerk prior to the beginning of the meeting. Speakers will be heard in the order the cards are received. Healthy Thinking Helps Your Game By Amy Pazahanick, Director of Tennis at White Columns Country Club Most athletes are very conscious of the foods that they put in their body before, during, and after practice or play, but are unconscious of the words and the mental conversation that is going on inside their heads.

Before you have your next practice, match, or other competition, please remember these simple, healthy thinking habits: believe you can, be aware of your mental conversation, visualize your success, be persistent, block out the naysayers.
4.Nothing in the world can take the place of persistence. You have to continually look for ways to win. If one thing did not work, look for another. There are multiple solutions to every problem! Strategic thinkers are much more likely to come away victorious. Do not fall into the trap of believing there is one way to solve a problem. You have to have the ability to keep trying new things, until something works.
1.“Whether you can or cannot, you’re right”. Most of us our aware of this but on a deeper level have a very hard time accepting this. You have get yourself to really, truly believe that you can do the thing that it is you wish to do. Most of us say we believe but there is still some level of doubt. For this to work, you have to mentally convince yourself of the result you would like to achieve
5.Block any and everything (and especially anyone) out that can impede upon your positive thinking. It is hard enough to achieve your goals or to win a match without someone saying that you cannot. So, if you encounter negatively, quickly get yourself away or excuse yourself from that conversation, television show, or whatever or whoever may be broadcasting negativity.
2.Be aware of your mental conversation. Sometimes we are completely unaware of the mental conversation that is going on in our heads. For you to achieve your desired result, you need to make sure the words you are speaking and thinking are in alignment! You cannot verbally say aloud, I think I can win, and then mentally on the inside be calling yourself a loser for missing a single volley.
Your mind is the most important tool you have in determining your success on and off of the court. We can only be as good or achieve as much as we believe that is possible for ourselves.
3.Visualize your success. See and feel yourself achieving the goal you have in your mind’s eye. If it is a practice, this could mean visualizing yourself hitting clean, effortlocallifepublishing.com

Recycling Resources for the City of Milton Milton Grows Green (MGG) is interested in the preservation of natural resources and community education. Recycling is a major focus in many of our programs. All the trash haulers certified in the City of Milton are required by ordinance to offer residents a curbside recycling program at no additional cost. Standard items collected include paper of all types, cardboard, aluminum drink cans and plastic bottles. Check with your hauler about specific materials and containers. Most haulers now are offering 65-gallon recycling carts instead of the 18-gallon standard bins.

RESOURCES Bulky Trash Amnesty Days These events are a way to get rid of large items that you can’t or don’t want to put out at curbside. Items include old mattresses, grills, lawnmowers, electronics, etc.—but not paint, any chemicals or yard waste. Milton partners with the City of Roswell to schedule these events. Visit cityofmiltonga.us for more information on upcoming dates/events. Household Paint and Chemical Collection The City of Milton periodically funds a collection event where residents can properly dispose of paint and household chemicals. Sign up is available
here. For other options on disposing of paint, please see recycling resource list below. Bring One for the Chipper This event allows residents to recycle their Christmas trees the first Saturday in January at several locations around Milton. Trees are chipped into mulch, available free to schools and residents. Document Shredding and Electronics Recycling The City of Milton partners with community groups to offer document shredding and electronics events periodically.
