Whether you’ve moved from out of state or just across town, we’re glad to have you and hope that you’ll take part in everything this young city has built over the past six years.

Since you might be new to the area, how about some history? You might not know that Milton is one of the youngest cities in north Fulton County. The push for Milton began in 2005 when State Rep. Jan Jones introduced the bill to create the city from what was previously unincorporated Fulton County. It passed both the state House and Senate in March 2006. On July 18, 2006, 85 percent of voters approved the City of Milton referendum. The city incorporated on Dec. 1, 2006 and has been going strong ever since. It joined Sandy Springs (2005) and Johns Creek (also in 2006) in the push for cityhood from unincorporated Fulton County.

Named after Revolutionary War Hero John Milton, the City of Milton is a part of Fulton County with municipal 8

The budget is publicly advertised, discussed and voted upon each year beginning in August, then published online at the city’s web site. There are also mid-year revisions during the summer to correct the course if there happen to be any deficits.

Am I in Alpharetta, Roswell or Milton? You might see on a number of maps and databases that Milton addresses are listed as Alpharetta or Roswell, two cities with which Milton shares a border. Additionally, many real estate agencies also use Alpharetta or Roswell in listings regardless of actual location because of their attractiveness when it comes to schools, public safety and amenities – areas in which Milton also excels. So why is this? For years what is now Milton was considered unincorporated Alpharetta or Roswell (meaning residents paid all taxes to Fulton County, but had an Alpharetta or Roswell address and no local representation in either government). This has led to some interesting situations, like the fact that Alpharetta’s North Park and Crabapple Government Center are actually fully within Milton’s borders (due to the belief during their construction and purchase that one day Alpharetta would annex what is now Milton). Even more confusing, what was once Milton High School – now Milton Center – is in Alpharetta, as is Old Milton Parkway. The “new” Milton High School, fittingly enough, is in Milton on Birmingham Highway. It is because of this shared history that you’ll often hear Milton residents say they are from Alpharetta or Roswell. It will simply take time to get everyone on the 12

same page. Luckily, this situation is getting better every day. Early in the city’s life the United States Post Office began recognizing Milton addresses in the 30004 zip code. Slowly Internet databases began picking up on this change, and soon folks around these parts will, too. And one more thing you’ve surely noticed. The borders of Alpharetta, Roswell and Milton can seem arbitrary, due in large part to annexation choices among residents in 2006 and 2007. For example, in Crabapple – a decades-old crossroads and site for Milton’s future City Hall – you can go from Milton, to Alpharetta, to Roswell on the same road. On the side of the city that borders Forsyth County, whether you are in Milton or Forsyth County literally depends on which side of the road you happen to be. What is Milton County? As you meet your neighbors, you might also hear about efforts for a Milton County, of which the City of Milton would be a part. This proposed new county (essentially everything north of Sandy Springs in Fulton County) has a lot of obstacles to overcome in the state legislature. No one knows if it will happen, let alone when. Regardless, with the hectic lives of residents these days, you’ll probably hear someone say they live in Milton County. They do not. If you live in Milton, you live in Fulton County and receive Fulton County services in return for your tax money, including city and county elections, schools and animal control. cityofmiltonga.us

BOARDING OUR PETS By Jennifer Ferrell, DVM
Finding the best place to care for your dog or cat when you are away is easy because there are several great local options. Before you board your pets though, a little planning ahead will make sure everything goes smoothly in his or her “home away from home”. 1) Get proof your pet is current on vaccinations: If you are not boarding at your regular veterinary hospital, you will need to get a copy of his or her vaccination records. This is routine and usually your veterinarian can just fax the records over. Dogs: All boarding facilities and veterinary hospitals will require that your dog be up-to-date on vaccinations for Rabies, DAPPv and Bordwtella. Bordetella is most effective when given at least one week before boarding. Cats: They will require proof of Rabies and FVRCP. 2) Parasite protection: Monthly heartworm preventatives will take care of most intestinal parasites. An annual fecal exam may be required.Flea control is included in some heartworm 16
preventatives or can be administered separately. Your veterinarian can advise you on the safest and most effective preventatives to fit your pet’s lifestyle. 3) Special needs: chronic diseases: if your pet has longterm health problems and needs daily medications, a facility with a veterinarian available is best. High-energy healthy dog: a place that offers extra playtime and off lease fun will keep them happy. Fearful cat: Some facilities will offer quieter feline rooms to help keep cats stress-free. Ask about comfort items such as cat toys, beds, hide boxes, cat “condos,” or even playrooms to let your cats feel more at home. Nervous dog: Look for a location that offers a separate quiet area for dogs intimidated by lots of barking or other dogs. Arthritis or painful conditions: Ask if there is padded bedding available and if they can be walked more often.
Currently ill: Having them stay at a veterinary hospital may be best if they are sick. If your pet has been having diarrhea, coughing, sneezing, vomiting, or itching it is important to let them know. Additional services: You can often request additional services like bathing, grooming, veterinary exams, dentals, extra playtime, or treats. 4) Bringing beds or toys from home: Many boarding facilities don’t allow toys or beds from home to be left with your pet. This is partly because they need to be able to safely clean anything in the kennels, and also to ensure that your pet doesn’t chew up any of the items and make them sick. Don’t worry if you can’t leave your pet’s personal belongings. Most places have bedding available that is changed or cleaned daily, and may allow certain types of toys or treats. It will save time and frustration to know the policy before you drop your pet off. cityofmiltonga.us

When my children
turned 2, we started swim lessons. Two trips a week to the indoor pool starting in January and ending in May. Swimsuit, plastic diaper, swim diaper, goggles, two towels and a change of clothes. An hour of prep and an hour of recovery for a 30 minute lesson. Fast forward a few years and that same kid is standing at the edge of the starting block, goggles snuggly on head, ready for the whistle. It blows, and he’s off and swimming! Really SWIMMING! It’s swim team season in Milton and if your children can swim, they may be ready for the party! “Summer swim team is about bringing kids together and creating a positive experience so they’ll return to the pool summer after summer,” says White Columns Waves Swim Team Representative Courtney Hensley. “Children gain self-esteem and become proficient at a skill they’ll use for the rest of their lives.”

Lisa Nickels, mom of four swimmers has watched her children grow over six seasons of swim team. “They love summer swim team because they get to be with their friends. We have great coaches and we are looking forward to another season.” If your neighborhood does not have a swim team, some of the bigger neighborhoods like White Columns, Triple Crown and Harrington Falls allow non-members to join. Most team require children to swim the length of the pool without assistance in less than two minutes. As the swimmers advance in age, more concentration is given to the various strokes. “It’s almost a guarantee that if you swim on a swim team for a summer, you’ll become a better swimmer. Season after season, I see kids that are hesitant at first, and then quickly fall in love with the sport and team and are sad to see it over,” says Hensley. cityofmiltonga.us

You may call 678-242-2500 to speak with a representative of Milton’s government. From there the receptionist will direct you to the correct department to answer your inquiry. Who provides police and fire services? The City of Milton established its own police and fire services in 2007, its first full year of cityhood. Who do I call in an emergency situation? Always call 911 in an emergency situation. If within the cities of Milton or Alpharetta, your call will be routed to C3, the shared dispatch hub for both cities located in Alpharetta Police Headquarters on Old Milton Parkway. Milton’s police and fire departments will then respond if needed. Alpharetta units may also respond based on who is closer. Where are the Milton police headquarters? Milton’s police headquarters are in City Hall, 13000 Deerfield Parkway Suite 107 F. You may visit from 8:30 a.m. to 5 p.m. How do I know if my property is within the city limits of Milton? 20
If you are unsure if your property is within the city limits, call 678-242-2500 and ask for the tax department. A representative will search the city’s database for the tax ID number. There are also many maps detailing Milton boundaries available in the “Maps” section of the city’s website. If my property is in Milton, do I still pay property taxes to Fulton County? Yes, all property owners in Milton also pay property taxes to Fulton County (includes taxes to Fulton County School System and State of Georgia). These property tax bills will continue to come from the Fulton County Tax Commissioner’s Office. The City of Milton sends out city tax bills separately. Do I use Milton as my mailing address? Yes. Nearly all of Milton is located within the 30004 area code, meaning postal workers will know to deliver the mail to the correct address. In addition, the city is added to more popular mapping sites and database networks every day, meaning more accurate representation for city residents. Where is the closest post office? The closest Post Office is located in Alpharetta at 2400 cityofmiltonga.us
Old Milton Parkway. The phone number is 770-442-3893. The city’s government does not have authority to establish a Post Office for Milton – the decision is left to the United States Postal Service and is based on their service strategies.

Does the city offer garbage collection services? No. A number of private vendors registered with the city provide garbage collection. A list may be found at the city’s web site. Can I burn yard waste? The Georgia Burn Ban runs from May 1 through Sept. 30. No outdoor burning is permitted during this time. From Oct. 1 through April 30, outdoor burning of small piles of residential debris may be allowed depending on the fire danger rating for the day. That rating is dependent on factors such as the wind and humidity levels for the day. Could your irritable
or moody teen be suffering from more than just adolescent angst and hormone havoc? School and social stress, electronic and media overload all play a part. Striving to develop their own identity and find out where they fit in, pulling away from parents, all lead to pendulum-like mood swings. So how can a parent tell if their child is depressed, or just a typical child with ups and downs? Teens may appear depressed at home, but happy around friends – they may appear angry rather than sad - don’t let this throw you off the scent. What are some signs of teen depression? 1. Emotional responses that are not usual for him or her, or more extreme? Are they more irritable or angry than normal? Displaying excessive or inappropriate guilt, sadness, anxiety, or feelings of hopelessness? 2. Are moods lasting much longer than usual, or changing far too quickly? If they always had quick, brief temper tantrums, but suddenly seem upset for hours, it can be a sign of depression. So can incessant, rapid changes in mood.

Forgetting obligations, being late for classes, skipping school, a DUI, or shoplifting, use of alcohol or drugs, risk-taking, and promiscuous behavior – all may point to depression, especially if this behavior is markedly different from the norm. One out of 8 adolescents have depression in the teen years. If your child appears unhappy for more than two weeks, it’s time to seek help from a psychotherapist. Treating depression holistically, looking at changing negative cognitions, dysfunctional behavior, negative eating and sleep habits, teaching relaxation and meditation skills, helping with social, family and academic stressors, all play a part in recovery. .

By Lisa Lossie Registration is now open for Camp Joyful Soles, Milton’s special needs day camp for children age 13 to 21. Additionally, the city is hiring camp counselors to help staff and run the effort.
city of milton is now “Special Needs Certified” A parent struggling with an emotional child in a grocery store. A man walking into a restaurant with a missing limb. It’s easy to look away, but Lindsey Turner decided to take a second look. “Everyone is a human being. It’s ok to smile and make eye contact,” says Turner. When abled and disabled meet, Turner found simple gestures and random acts of kindness are often missing. This fueled him to turn his passion for advocating for individuals with special needs into a business aimed at changing stereotypes. And this Georgia native and Milton High School graduate started at home. Milton, Georgia is the first city in America to become special needs certified. Turner is Owner & President of Special Needs Certified, a company that is helping cities and businesses better serve people with special needs. “We want to make people feel more comfortable 26
around different folks,” says Turner. “We’ll go into a business and ask, do you feel nervous when someone comes through the door in a wheelchair or other disability. We train them on how to engage individuals with special needs, how to serve them if they’re in a restaurant.” After Turner formed his company in February of 2014, the City of Milton signed up. The training is all online and can be accessed from any device, computer, ipad or iphone. Employees are asked to watch videos and answer questions. Almost all of Milton’s 138 employees have completed their training, from city officials to firefighters. “It’s a natural fit for the City of Milton to help us better serve people of all abilities. It’s a valuable message in less than an hour. After the training, we’ll all treat someone better at some point,” says Milton City Manager Chris Lagerbloom. “Our training has given people confidence; and that’s encouraging for individuals with special needs and for their families,” says Turner. “We teach them that it’s ok to open a door for someone in a wheelchair. You would do that for a mom with a stroller! Some people are using ipads to speak. We teach people not to talk to the ipad, but instead make eye contact and talk to the person.”
To Turner, it was a calling. After talking to his preacher and confiding in his wife, he decided to quit his job in the software business and start Special Needs Certified. Communities and businesses throughout Georgia and the country have signed up to become certified.
For Turner, it’s all about retraining brains to adhere to the Golden Rule, treat others as you want to be treated. In October of 2007, Turner created the non-profit Golden Soldiers to spread The Golden Rule and help raise money to provide year round activities for families and individuals with disabilities. Volunteering at a baseball game for children with special needs is the day that changed Turner’s life. “This kid came running up to me, hugged me and thanked me,” says Turner. “In all of the years that I had coached football and gone to championships, no

“Children with special needs are now outliving their parents thanks to advances in medicine. In 20 years, there is going to be a large part of our society with disabilities. How is society going to handle this? RIDING WITH SOUL By Lisa Lossie
Seven year old
Amberleigh Payne is full of surprises. She gave her mom the surprise of her life when she and her sister snuck their miniature horses into the house for breakfast one morning. This April, the Kings Ridge 1st Grader surprised everyone, including herself, when she won Grand Champion at The Citrus Cup Youth of Year Contest for riders 7-12. “My heart starting pounding really fast. I was just so excited. I could barely even talk. I was like, I won!!!!” says Amberleigh. “When we first planned this show for Amberleigh, we decided it would be a good first experience of what a big show ring was like since she had just competed locally,” says mom Michelle Payne. “We thought it would give her experience that she could build on to be successful in show rings as she matured in her riding, and she WON!” In addition to winning Grand Champion Youth of the Year in the under 12 division, Amberleigh won 1st place in speech, 1st place in riding pattern and 2nd place in the 100 question written test. Just days before, her parents pulled her from the competition and nearly took her to the hospital because of a bad

stomach bug. But the 7-year-old begged her parents to believe in her and recovered in time to compete. Amberleigh is a member of the Kings Ridge Equestrian team and trains four days a week at Rosewood Farm in Canton with Morgan horse, Monnington Soul, or Soul as she calls him. She started riding just after her sixth birthday, but she has always loved horses. “I love that when I’m riding, I feel free,” says Amberleigh. “I just love to be with horses.” Growing up on a farm, she is surrounded by them. She has two miniature horses, Emme and Keebler and a pony named Dolly. She trains two days a week. She often does her homework on the bleachers that overlook the riding arena and loves reading to the animals. Besides riding horses, Amberleigh sings in the choir at her Church she also does Brownies at school. She loves trying new sports and new activities but always comes back to riding. She’s already setting her sights on bigger competitions. “Amberleigh’s goal that she set for herself is to one day compete in the Morgan World Championships in Oklahoma. She’s already begging to go there and just watch,” says Michelle. 29

Amanda Sedgwick Cows cows cows! A graduate of art history from Kenesaw State and Milton High school before that. Amanda has lived surrounded by great art and artists. True locals may recognize her from behind the bar at The Union restaurant in Milton. These days she's becoming better known as a creative. Her most recent series of paintings depict cows as you've never seen them before. Each cow is individually imbued with nervous energy. Their dog like expressions are immediately endearing. Sergey Cherep Bright Vivid Post Impressionist Sergey Cherep was born in St. Petersburg Russia. He was paralyzed by meningitis as a child he found comfort in painting. Trained at the prestigious Serevo Institute he learned classic painting but found a natural friction. "We did very traditional painting...there was no freedom. There was no such thing as abstract because it was considered very western and evil." Being a fresh art school graduate in 1988 Russia was not easy. The fall of communism and the rise of black markets forced him to sell his work to organized crime. At 21 without knowing any English he decided to move to America and landed in Atlanta. Inspired by the new american landscape Sergey developed his now famous style. His bright colors and energetic style echo Van Gogh. Benefits of Music Lessons What are the benefits to music lessons? We get this a lot. The first benefit of music lessons is‌ wait for it‌ being able to play music! Music can be therapeutic for the mind. It serves as a creative outlet to express oneself. But other than the obvious, lets explore some theories that have been studied by different academics. Does music improve discipline and patience? When learning an instrument for the first time, students get frustrated because of how tough it seems. Before any note is played, a student must learn how to hold the instrument, how to stand/sit, and understand how different notes come from different techniques. It can take hours of practice before the first note is played correctly. It can take months to play your first song. Students who excel in music must have patience in order to succeed. Learning an instrument definitely teaches patience and discipline. Does music improve academic skills? Studies have found that music and math are connected. Rhythm, scales, and understanding beat show students how to divide, recognize patterns and create fractions. Memory skills also improve. Students use short-term memory to recite songs and long-term memory to increase their repertoire.

Have you thought about learning to play golf? Or, maybe start your child in golf? Regardless of your age, it is never too early or late to take up the game of golf. Irrespective of when you start or your level of ability, golf is a sport that can be enjoyed for a life time. Golf is an ideal way to develop lasting relationships, spend time with friends and family, and even use it in business. Some people develop their skill and play competitively. The question is how to get started. Initially, you could start by visiting a local golf facility (practice ranges, golf centers, public and private courses) that offer lessons, classes or complete programs that can help you get started learning the basics of the game. Next you want to find and talk with a qualified instructor, a local PGA professional, which can help you determine what program may be best for you. If you have friends or family that play golf they may be able to recommend a qualified instructor. It is important to ask an instructor about their background and experience perhaps even take the time to observe them teaching another person or group. In your search, you will find that there are different options and methods for learning to play golf. You will need to consider what method will best suit you and best fits your budget, too. There are two primary ways of learning to play golf: private lessons or group instruction. 32
Private lessons are a one-on-one experience with the instructor where you will schedule a series of lessons to learn the game as well as establish and reach certain goals. Private lessons will typically last anywhere from a half to full hour and are slightly more expensive since you are working in a one on one environment. The other option is group instruction. There are a number of options however, two of the better known and more reputable programs offered are SNAG (Starting New At Golf) and Get Golf Ready. SNAG Golf has been in existence for more than 10 years and is recognized globally as a top learning program for beginners. SNAG was designed for persons of all ages to learn to play golf. The program uses non-traditional equipment to promote a fun, non-intimidating method for learning FUNdamentals of golf. SNAG address every aspect of the game teaching putting, chipping, pitching and full swing without using extensive golf terminology that is unfamiliar to beginners. Instructors that use SNAG program for teaching provide all of the necessary equipment needed to participate which helps keep the initial investment to start learning to play golf at a minimum. City of Milton and City of Alpharetta Establish Regionalized Parks System
Thanks to a partnership
with the City of Alpharetta Parks and Recreation Department, on Dec. 1 2012 Milton and Alpharetta established a regionalized parks system for both cities and dissolved all non-resident fees at current and future city facilities. According to the terms of the agreement, the cities will annually negotiate a variable maintenance fee - for 2012, the fee is $325,000. For that price, Milton residents can use all the City of Alpharetta programs and facilities they know and love without incurring non-resident fees, which can add as much as 75 percent to the cost of participating. Alpharetta residents may also use any current and future Milton facilities without incurring extra costs. Milton’s cost in the agreement will decrease incrementally as the city brings forward additional facilities and programs utilized by Alpharetta residents.

Following is a list of frequently asked questions regarding registration for parks and recreation programs in Milton and Alpharetta. Please note: Milton’s established registration schedules will not change. I registered for an Alpharetta program online and it charged me fees. Can I get a refund? City of Milton residents who choose to register online for City of Alpharetta recreation programs during open registration will be charged non-resident fees by the online software system. However, these non-resident fees shall be refunded upon request. City of Milton residents must e-mail recreation@alpharetta.ga.us to request refund of non-resident fees paid during online registration. The refund will be issued to the customer’s credit card. Once the refund has been processed, Alpharetta’s Parks and Recreation Department
will e-mail a credit voucher to the customer. Can I register using priority registration? Priority registration for Alpharetta programs begin two weeks before open registration. Priority registration is for Milton and Alpharetta residents who participated in the same recreation program the previous year with the city offering the program. Milton residents must register in person during the two week period at Milton’s City Hall or online (for Milton programs) or any Alpharetta Recreation and Parks facility (for Alpharetta programs) during regular business hours (8:30 a.m. to 5 p.m. Monday through Thursday, and 8:30 a.m. to 4 p.m. Friday). City of Milton residents who have not participated in a specific Alpharetta program may register one week before open registration. Milton residents may register in person at any Alpharetta Recreation and Parks facility during regular business hours, by fax, by mail, or by e-mailing a completed activity registration form available at www. alpharetta.ga.us to recreation@alpharetta.ga.us. When is open registration? Open registration for Alpharetta programs is held two weeks after the start of priority registration. City Facilities Bell Memorial Park • 15245 Bell Park Road An active-use park with four baseball fields, pavilions, picnic areas, parking, concessions and a play-ground. Hopewell Youth Association maintains the league through a use agreement with the City of Milton. The Bell Memorial Park Expansion project began in August 2014. Bethwell Community Center • 2695 Hopewell Road The Bethwell Community Center houses City of Milton Parks and Recreation programs and activities and summer day camps. It is available for individual or group rentals. For more information, call 678-242-2489. Birmingham Park • 750 Hickory Flat Road This 200-acre site, located behind Fire Station No. 43 at 750 Hickory Flat Road, is currently undeveloped but open for passive use (hiking, dog walking, or horseback riding). This park’s master plan is complete and awaiting funding. Broadwell Pavillion • 12615 Broadwell Road The Broadwell Road Pavilion features a 40-foot by 52-foot open pavilion with a large stone fireplace, restrooms and storage facilities. The pavilion hosts the Milton Market (a weekly summer food trucks and farmer’s market), the Milton Hometown Jubilee, Christmas in Crabapple and various other special projects. Freedom Park • 13200 Deerfield Parkway Freedom Park is an exercise center for the runners, cyclists and walkers on Deerfield Parkway and hosts the city’s patriotic events. It features a .15 mile trail and equipment for sit ups and body curls, a cardio walker, and rowing and elliptical machines. Friendship Community Park • 12785 Birmingham Hwy This 1.81 acre park, opened Dec. 1, 2012, is a joint venture with the Fulton County School System. Located between Crabapple Crossing Elementary and Northwestern Middle School, it features a small picnic pavilion, walking path, half court basketball and a play field.The park is closed to the general public during active school hours, generally 7 a.m. to 4 p.m., on days school is in session. For more information, call 678-242-2500. Hopewell House • 15690 Hopewell Road This historic structure is currently closed. Renovations began in July 2014, and will last until second quarter of 2015. The 2.5-acre site, which contains the nearly 4,000-square-foot, two-story home, dates back to at least the mid-1800s according to local historians. Newnan-based Headley Construction will handle all renovations to the home and site at a cost not to exceed $632,000. Senior Services North Fulton will occupy the home during normal business hours thanks to a 2012 agreement. When not in use by seniors, Milton will utilize the space for city-sponsored events and pursue facility rentals for special occasions. The City of Milton purchased the Hopewell House from foreclosure in 2011 for $250,000 in order to save the site, which is believed to be one of the oldest in North Fulton.

Providence Park • 13440 Providence Park Drive Fulton County’s Board of Commissioners have agreed to sell the City of Milton Providence Park for the state-mandated cost of $4,200. 43

Milton Library in Crabapple The Atlanta-Fulton Public Library System is in the process of building a Milton branch. The new Milton library will be located at the corner of Charlotte Drive and Mayfield Road in Crabapple. Fulton County Commis-
sioners purchased the land for $1.1 million in June 2012. my last trip to Henry & Pearl, I noticed some really cute burn-out style t-shirts — much different than the other varieties they carry. The tags read “SMIJ: Suburban Moms in Jeans.” I did my usual inquiry with the store owner, and sure enough they were made locally! SMIJ by Jill was created out of a passion for the beach lifestyle. Owner Jill Myrick, a Florida native and beach girl at heart, missed the beach life so badly upon moving to the
Atlanta area, that she decided to put that love into the form of a business. Jill was planning her next trip and realized she didn’t like any of the beach cover-ups she saw in the stores. So she decided to create her own. Her resort cover-ups are made of crisp, southern fabrics and are a wraparound dress style, making them perfect to slip on over a swimsuit and wear back in town. After she started designing the beach cover-ups, she launched her line of SMIJ t-shirts and hoodies to celebrate the SMIJ life-
style. Jill’s father has been in the t-shirt business for many years, so adding that to her business felt natural. The t-shirts and hoodies are stylish enough to wear out and about, but comfy enough for lounging around the house. Public Safety Programs Neighborhood Watch The Milton Police Department has officially launched its Community Outreach Program, Milton Police and Citizens To-gether, or MPACT, and is looking for local groups seeking a neighborhood watch program or education about issues related to law enforcement. CPR Saturdays The City of Milton Fire Department now hosts a series of free lifesaving classes named “CPR Saturdays.” The classes, held the first Saturday of the month at 10 a.m., take place at Milton Fire Station No. 43, 750 Hickory Flat Road. Part of the American Heart Association’s “Friends and Family” curriculum the classes cover CPR, rescue breathing, using an Automated External Defibrillator (AED) and rendering aid to

TLAER Since its inception in August 2008, the Milton Technical Large Animal Emergency Rescue (TLAER) unit has responded to more than 70 calls for help involving horses. All Milton fire personnel have been trained to an industry-standard “awareness” level for emergency situations involving large animals. In addition, 16 firefighters have been trained at the “operations” level, which is the most comprehensive training available in large animal emergency rescue. 2014 Milton's City Council approved the issuance of a $10 million revenue bond in order to fund City Hall in historic downtown Crabapple. The bond means Milton taxpayers will not have to levy additional taxes or fees to build the municipal complex, set to open in April 2017, said Mayor Joe Lockwood. Plus, city funds will no longer be used to lease property taxpayers do not own - an important step to ensuring the most value for resident dollars. "We're excited to not only be giving the residents of the City of Milton a beautiful, welcoming and functional City Hall complex - we're doing it without adding to their tax bills," said Lockwood. The City Hall complex, which will be located between Crabapple Road and the existing Braeburn development, is slated to include offices, council chambers, meeting areas for residents and a town green for expansion of special events in Crabapple.
Milton paid $900,000 for a little over two acres to be used in the project from the city's land acquisition budget after a unanimous City Council vote in February. Staff continues to negotiate on a small portion of land about a third of an acre - expected to enhance the final project.

Rebuilding Hamp’s Saddles & Tackle
On the evening
of December 8, 2014, Hamp Phillips’s business was completely destroyed by fire. But his faith in family, friendships, laughter, and the community, remains fully intact. Just about everyone in the upscale equestrian community of Milton, GA knows Hamp, the affable owner of Hamp’s Saddles and Tack. But Hamp is as down to earth as they come. He is a humble man with a refreshing sense of humor. You’ll hear lots of stories from Hamp, including the fact that he came from good stock until he met the horse trader’s daughter! But you will probably never hear about how he called all of his suppliers to help a friend who wanted to get started in the tack business or how he fulfilled his promise “till death do us part” to his wife, Theresa, when he said that he would never leave her even though she was bedridden with Alzheimer’s for many years. That is the sort of man Hamp is – an honorable man of his word and it’s the reason why he is loved by his customers and friends alike. “I always treat people how I would like to be treated,“ says Hamp. In fact, you will never leave Hamp’s establishment without a smile, a lengthy story (or two or three), and some quality tack at a great value. So it’s no surprise that late last year when a fire devastated his store, that the community came out in droves to support him. That support included over $20,000 raised through GoFundMe to help him rebuild. And that he has. 48
Hamp’s is currently open for business as he constructs a new building and hopes to be ready for his grand re-opening sometime in June this year. So, how did Hamp get into the tack business, you ask? A native of Milton, Hamp was born and raised nearby on Freemanville Road with two younger siblings who have passed on. He really did get into the horse business through his beloved wife, Theresa Cobb, the daughter of a local horse auctioneer. He took over the business from his father-in-law and sold tack as a hobby while he worked for General Motors. An early retirement (after 27 ½ years) enabled him to start selling tack full time, although he says he still considers it a hobby. But what may surprise most people is that Hamp is not a horseman. And he does not consider himself a rider. “I am not hooked on horses like some other people,” quips Hamp. When asked what he thought about the community outpouring of offers to help him rebuild, Hamp choked up and said “I love them all to death.”

Thermography,
also known as Digital Infrared Thermal Imaging (DITI), uses an FDA-approved, high- resolution camera to measure body surface temperature. The information is presented as a digitized color map, which displays an accurate temperature measurement sensitive to 0.01 degrees Celsius. The spectrum of colors indicates an increase or decrease in the amount of infrared radiation being emitted from the body surface. A normal, healthy body is thermally symmetrical and subtle asymmetries can indicate a possible problem. For example, chemical and blood vessel activity in inflamed tissue, as well as pre-cancerous tissue, is almost always higher than in normal tissue, and will show up as a varying color on the thermogram. While X-ray, CT, ultrasound and MRI are all tests of anatomy that measure the structures of the body, thermography shows the physiological and metabolic processes occurring in the body, thus allowing for earliest possible detection of abnormalities and intervention. Some studies have shown a 95 to 97 percent accuracy rate in the detection of breast disease through thermography, and detection two to five years earlier and with minimal false positives, compared to traditional forms of screening. Further studies have shown a 61 percent increase in survival rate when thermography is added to routine breast-health 52
checkups. As health experts question the safety and effectiveness of traditional methods of breast testing, more women are seeking less invasive ways of monitoring breast health, and thermography has become the answer for many. The Real Key to Burning Calories By Robert Ladd, Dr PH, MD
What’s the difference
between your 25-year-old body and your 55+-yearold body? Thirty years and 20 pounds? If so, you are about average, but don’t believe for a minute that you have to settle. This isn’t our fate as we get older. By doing some meaningful strength training, you can add back calorie-burning muscle that can really turn things around for you. Here’s the truth. As we age, we tend to slow down. With careers and busy households we may not continue to do meaningful exercise, and without it we lose valuable muscle tissue which we exchange for fat. Less muscle mass means lower metabolism and we burn fewer calories at rest. This may explain why so many of us gain weight slowly with age, even with no major changes in the number of calories we are eating. Doug McGuff, MD and John Little, authors of Body by Science, argue that the solution is MUSCLE. According to McGuff and Little, just 5 pounds of lean muscle has a calorie-burning capacity of about 250 calories per day! The good news is that it doesn’t matter how old you are, whether you are a man or women, or whether you haven’t exercised in years, you can still regain lean muscle that improves your shape and increases your metabolism. The key to building lean muscle is doing meaningful strength training exercise. 54
According to McGuff and Little, only a small percentage of muscle fibers are required in steady-state activities, like walking or running, and in fact, the body adapts to the demands of endurance activities by dropping “useless and burdensome” muscle weight. Steady-state or endurance activity does help burn a few more calories on the day it’s performed, but it doesn’t place a high enough demand on muscle fibers to signal your body to add more lean muscle that boosts your everyday calorie-burning capacity. While we can’t avoid getting older, there are some steps we can take to improve metabolic rate and build healthy, lean muscle mass. We do this by eating a balanced diet with adequate calories and protein and by stimulating muscle growth with strength training. The best way to stimulate your body to add more muscle is to challenge your muscles at a sufficient level of intensity. Weight-bearing exercise, or strength training, especially when paired with high quality protein meals is the best way to increase lean muscle and improve strength. Based on the evidence and exercise guidelines, my recommendation is strength training twice a week.

The City of Milton’s Finance Department is responsible for the billing and collection of city property taxes. Your property tax bill provides you with a legal description of your property, taxable values, exemptions, and the calculation of your tax bill. The annual millage rate is 4.731, all of which is designated to fund general government operations. General information Ad valorem taxes, more commonly known as property taxes, are levied for city operations and maintenance. When you call the police or fire department, play in a park or eat at an inspected restaurant, you are using services paid for by your property taxes. Your taxes also pay for services to oversee development, protect water and air from pollution, repair and build roads, and much more. Property taxes are the largest source of revenue to fund these services that you count on every day.
and are typically mailed around Sept. 1 each year and due 60 days after the bill date. This generally means a due date around October 31. If you are responsible for paying taxes on a property and have not received a tax bill by Sept. 15, contact the Finance Department at 678.242.2500 for the tax information, so that payment can be made before it becomes delinquent. If your mortgage company is responsible for your taxes, please send a copy of your bill to your mortgage company. If mailed, payments must be received by the due date. A one-time penalty of 10 percent will be charged after 90 days delinquency. Interest will accrue monthly at a rate of 1% of the base amount or $1.00, whichever is greater, the first day of every month until the taxes are paid. If a business was closed or the personal property (boats, equipment, etc.) was sold after Jan. 1 of the current year, the tax is still due. If the property closed or sold after Jan. 1, you must notify the Fulton County Board of Tax Assessors at 404.612.6440.
All real estate and personal property is taxable unless exempted by law. Real property is land and generally anything that is affixed to the land. Personal property is everything not considered real property and usually consists of inventory and fixtures used in conducting business. The basis for ad valorem taxation is the fair market value of the property. The tax is levied on the assessed value of the property which, by law, is established at 40 percent of the fair market value. The amount of tax is determined by the tax millage rate.
All unpaid taxes will be advertised in a local newspaper as being delinquent and additional charges will be applied. A fee of $30 will apply to all returned checks. Any unpaid property taxes will be subject to the issuance of an execution (FiFa) in accordance with O.C.G.A. §48-33, which may result in potential proceedings toward tax sale. Additional unpaid personal property taxes will be subject to the revocation of your business license.
Property tax deadlines Failure to receive a bill does not relieve you of the responsibility to make payment by the due date. Property tax notices are issued on a calendar year basis
Appeals Taxpayers may challenge an assessment by appealing to Fulton County Board of Assessors if property value is not reflective of the fair market value. For information

on filing an appeal, please contact the Fulton County Assessors’ Office at 404.612.6440. If you file an appeal against your property assessment, you are required to pay the bill by the due date based on a value set at the higher of your return value, or 85% of the value proposed by the Board of Assessors. Once the Fulton County Board of Assessors or Board of Equalization makes a final decision on your appeal, it will automatically forward the city the decision. The City of Milton will record the new value and finalize any billing. Milton City Council Getting Involved in Local Government Builds Community
Please feel free to attend a city council meeting – all are open to the public by law. Who is my City Council representative? Milton is served by six council members and a mayor elected at large (meaning by everyone) every four years. Visit www.cityofmiltonga.us to view a map of the city broken up by council districts to see who represents you. How are council members elected? City Council members are elected every four years and serve in staggered terms. They are elected by everyone in the city but must reside in the specific district they represent. The mayor can be from anywhere in the city. When and where are City Council meetings? City Council meetings take place at 6 p.m. the first and third Mondays of the month, barring holidays, in City Council Chambers, which is at 13000 Deerfield Parkway Suite 107E. City Council also holds work sessions the second Monday of the month at the same time and place. Please check the city’s calendar for a full list of city-sponsored meetings and events. Any change in regularly scheduled council meetings or special called council meetings will be published in the Milton Herald, the city’s legal organ, and on the city’s online calendar. How can I see what will be discussed at a meeting? Full agendas of every City Council, board and commission meeting are posted online on the calendar and in the Complete Minutes and Agendas section. Agendas are posted a full week before the meetings to inform citizens about items up for discussion. You may also sign up for the City of Milton newsletter to receive pre- and post-meeting updates from the city’s Communications Department. How can I tell what happened at a meeting? City Council meetings are available from our web site via streaming broadcasts as they happen and are

archived 48 hours after the meeting occurs. Council’s “action” minutes (recording motions or votes on items) are posted to the “Complete Agendas and Minutes” section of the Web site within 48 hours of the regular or special called meetings. “Regular” minutes (transcription of full discussion and motions or votes) are posted after they have been approved by the Mayor and City Council or board chairman. Vote records are also sent to those who sign up for the City of Milton newsletter. How are items passed at the meeting? An item or items up for vote will first be read by the City Clerk. Upon completion of that reading and any staff presentations, which may include extensive question and answer periods from members of council, plus a call for public comment, a council member may make a motion to approve, deny or defer. Another council member must second the motion by saying “Second” before the Mayor can call for a vote. The motion will then be discussed. Again, discussion may be extensive. Finally, the Mayor will ask for council members to vote on the motion. That vote decides whether or not the item passes. Can I speak with or to council? You are always welcome to call and/or e-mail your city council representatives at any time. If you would like to speak at a City Council meeting, there is general public comment at the start of each meeting and comment times for topics germane to an issue heard that night. When you attend the meeting, you must fill out a public comment card and submit it to the City Clerk prior to the beginning of the meeting. Speakers will be heard in the order the cards are received. ing the goal you have in your mind’s eye. If it is a practice, this could mean visualizing yourself hitting clean, effortless shots, and moving freely in the way that you desire.
Before you have your next practice, match, or other competition, please remember these simple, healthy thinking habits: believe you can, be aware of your mental conversation, visualize your success, be persistent, block out the naysayers.
4.Nothing in the world can take the place of persistence. You have to continually look for ways to win. If one thing did not work, look for another. There are multiple solutions to every problem! Strategic thinkers are much more likely to come away victorious. Do not fall into the trap of believing there is one way to solve a problem. You have to have the ability to keep trying new things, until something works.
1.“Whether you can or cannot, you’re right”. Most of us our aware of this but on a deeper level have a very hard time accepting this. You have get yourself to really, truly believe that you can do the thing that it is you wish to do. Most of us say we believe but there is still some level of doubt. For this to work, you have to mentally convince yourself of the result you would like to achieve
5.Block any and everything (and especially anyone) out that can impede upon your positive thinking. It is hard enough to achieve your goals or to win a match without someone saying that you cannot. So, if you encounter negatively, quickly get yourself away or excuse yourself from that conversation, television show, or whatever or whoever may be broadcasting negativity.
2.Be aware of your mental conversation. Sometimes we are completely unaware of the mental conversation that is going on in our heads. For you to achieve your desired result, you need to make sure the words you are speaking and thinking are in alignment! You cannot verbally say aloud, I think I can win, and then mentally on the inside be calling yourself a loser for missing a single volley.

Milton Resident Looks Internationally to Help Clients By David Kirkup
A Milton resident helps Atlanta companies find their business funding in London. David Kirkup, an English native, has lived in Milton for more than twenty years, and works as CFO Consultant for Atlanta growth companies. He has worked with more than thirty companies over the last ten years, helping them grow profits and value. Frustrated by the options available to his clients who wanted more cash to help grow their business, he decided to look internationally. “Most business owners have put a lot of sweat and tears into their companies, and they don’t want to give up majority control,” says Kirkup. “The US IPO market is too big, too complex and too expensive, so there’s a real gap for growth companies.” Across the pond, the London Stock Exchange created the Alternative Investment Market in 1995, to fund growing UK and International companies. Virtually unknown in the US – there are only 50 US companies listed on the AIM – Kirkup has become something of a US expert in the process of doing a London IPO. In 2014, he helped Alpharetta client, ClearStar, through a London listing, raising $16 million for the growing locallifepublishing.com
software company. He was recently back in London with a Mortgage company raising $100 million. “There were plenty of naysayers over here when I spoke about my mortgage company, but the interest from London has been intense.” Kirkup said. Becoming a public company is not without costs. There is the process of due diligence and documentation that can take 3 months or so and ongoing reporting costs. But the benefits can be significant. The company creates instant awareness and credibility, it has access to growth capital, and its stock can help fund acquisitions. Once a US company successfully lists on the London AIM, it involves a commitment to visiting London several times a year, but it also opens up access to international markets and talent. Companies as small as $20 million in revenue can consider the AIM, if they can show growth, good management and a good story.
