WELCOME HOME to the City of Milton
WHETHER YOU’VE MOVED FROM out of state or just across town, we’re glad to have you and hope that you’ll take part in everything this young city has built over the past nine years.
To review the full city charter (which establishes the city’s powers and purpose), visit the city’s website, cityofmiltonga.us.
Since you might be new to the area, how about some history? You might not know that Milton is one of the youngest cities in north Fulton County. The push for Milton began in 2005 when State Rep. Jan Jones introduced the bill to create the city from what was previously unincorporated Fulton County. It passed both the state House and Senate in March 2006. On July 18, 2006, 85 percent of voters approved the City of Milton referendum. The city incorporated on Dec. 1, 2006 and has been going strong ever since. It joined Sandy Springs (2005) and Johns Creek (also in 2006) in the push for cityhood from unincorporated Fulton County.
POPULATION AND SIZE Milton has a population of about 34,000 and covers 23,000 acres. It is bordered by Cherokee County to the north and west; Forsyth County to the east; Roswell city limits to the southwest (a little west of Arnold Mill Road); Alpharetta city limits to the south (roughly, Mayfield Road to Cogburn Road to Windward Parkway).
Named after Revolutionary War Hero John Milton, the City of Milton is a part of Fulton County with municipal and County Commission representation. The city’s first general election for mayor and city council was held on Tuesday, Nov. 7, 2006. There have since been three more. 8
YOUR GOVERNMENT Milton employs more than 130 people. The bulk of staffing is in public safety: 35 police and 55 fire fighters. The annual budget for fiscal year 2015 is roughly $24 million. Fiscal years stretch from Oct. 1 to Sept. 30. The budget is publicly advertised, discussed and voted upon each year beginning in August, then published online at the city’s web site. There are also mid-year revisions during the summer to correct the course if there happen to be any deficits. cityofmiltonga.us

WHERE AM I?
Making Sense of Boundaries: Milton/Alpharetta/Roswell
A
AM I IN ALPHARETTA, ROSWELL OR MILTON? You might see on a number of maps and databases that Milton addresses are listed as Alpharetta or Roswell, two cities with which Milton shares a border. Additionally, many real estate agencies also use Alpharetta or Roswell in listings regardless of actual location because of their attractiveness when it comes to schools, public safety and amenities – areas in which Milton also excels. So why is this? For years what is now Milton was considered unincorporated Alpharetta or Roswell (meaning residents paid all taxes to Fulton County, but had an Alpharetta or Roswell address and no local representation in either government). This has led to some interesting situations, like the fact that Alpharetta’s North Park and Crabapple Government Center are actually fully within Milton’s borders (due to the belief during their construction and purchase that one day Alpharetta would annex what is now Milton). Even more confusing, what was once Milton High School – now Milton Center – is in Alpharetta, as is Old Milton Parkway. The “new” Milton High School, fittingly enough, is in Milton on Birmingham Highway. It is because of this shared history that you’ll often hear Milton residents say they are from Alpharetta or Roswell. It will simply take time to get everyone on the same page. Luckily, this situation is getting better every day.
locallifepublishing.com
Early in the city’s life the United States Post Office began recognizing Milton addresses in the 30004 zip code. Slowly Internet databases began picking up on this change, and soon folks around these parts will, too. And one more thing you’ve surely noticed. The borders of Alpharetta, Roswell and Milton can seem arbitrary, due in large part to annexation choices among residents in 2006 and 2007. For example, in Crabapple – a decades-old crossroads and site for Milton’s future City Hall – you can go from Milton, to Alpharetta, to Roswell on the same road. On the side of the city that borders Forsyth County, whether you are in Milton or Forsyth County literally depends on which side of the road you happen to be. WHAT IS MILTON COUNTY? As you meet your neighbors, you might also hear about efforts for a Milton County, of which the City of Milton would be a part. This proposed new county (essentially everything north of Sandy Springs in Fulton County) has a lot of obstacles to overcome in the state legislature. No one knows if it will happen, let alone when. Regardless, with the hectic lives of residents these days, you’ll probably hear someone say they live in Milton County. They do not. If you live in Milton, you live in Fulton County and receive Fulton County services in return for your tax money, including city and county elections, schools and animal control. 13

“We encourage people to shop locally during the holiday season to help spur economic growth and demonstrate the importance local vendors have to our community,” said Peyton Jamison, President, Crabapple Community Association. “Being a part of Crabapple and the broader North Fulton region allows everyone the opportunity to find great deals and keep our dollars local.” The historic Crabapple Community at the crossroads of Georgia Highways 140 and 372 is one of the oldest parts of Fulton County. Now it’s also home to a growing number of small businesses dedicated to preserving the history of the community and selling locally produced items. “Local businesses keep downtown areas thriving,” says Kim Hirsch, owner of Urban Farmhouse. “Everyone appreciates being able to run down the street and find something unique.” Browsing through the local hand-crafted items, candles, and custom carved farmhouse tables, Hirsch has met locals who once called the historic 1800’s farmhouse, their home. Urban Farmhouse will host its annual Holiday Open House November 13 & 14. Looking for homegrown goodies for your next holiday gathering? “Products I have in my store are not just local, they are truly good. When you stop in, it’s an interactive food experience. I want my customers to taste the product before they take it home,” says Mayer. Her top sellers are a Savory Sample Capra Gia cheese platter from Carrollton, Strawberry Lavender Jam from a farm in Fairburn and Balsamic Reductions that come in blueberry and cranberry orange from Johns Creek. If you’re on the hunt for clothes and jewelry, the Crabapple community hosts unique boutiques including Henry & Pearl, Hello Lovely, Southern Chic, Twisted Thread and Broadwell Cottage. Broadwell Cottage hosts an eclectic collection of clothing, accessories, home and garden gifts, perfect for the hostess. They also have unique items you won’t see everywhere. “My favorite pair of boots came from here,” says Milton resident Jill Dunn. “Five of my friends saw them and literally ran out and bought a pair!” Southern Chic Dress Boutique stocks it’s racks with the latest trends at affordable prices. “The cutest styles ever! And did I mention how affordable.? Can’t wait to see more,” says shopper Shannon Ortiz. While retailers may have their day on Black Friday, local businesses are working hard to offer shoppers a unique purchase with a hometown smile to keep those dollars local on Small Business Saturday, November 28.

MOST POPULAR QUESTIONS
From “Where is the Recycling Facility?” to “Can I burn yard waste?”
Answers to the Most Common Questions asked by Milton Newcomers
WHAT IS THE PHONE NUMBER FOR THE CITY? You may call 678-242-2500 to speak with a representative of Milton’s government. From there the receptionist will direct you to the correct department to answer your inquiry. WHO PROVIDES POLICE AND FIRE SERVICES? The City of Milton established its own police and fire services in 2007, its first full year of cityhood. WHO DO I CALL IN AN EMERGENCY? Always call 911 in an emergency situation. If within the cities of Milton or Alpharetta, your call will be routed to C3, the shared dispatch hub for both cities located in Alpharetta Police Headquarters on Old Milton Parkway. Milton’s police and fire departments will then respond if needed. Alpharetta units may also respond based on who is closer. WHERE IS POLICE HEADQUARTERS? Milton’s police headquarters are in City Hall, 13000 Deerfield Parkway Suite 107 F. You may visit from 8:30 a.m. to 5 p.m.
locallifepublishing.com
HOW DO I FIND OUT IF MY PROPERTY IS LOCATED WITHIN THE MILTON CITY LIMITS? If you are unsure if your property is within the city limits, call 678-242-2500 and ask for the tax department. A representative will search the city’s database for the tax ID number. There are also many maps detailing Milton boundaries available in the “Maps” section of the city’s website. IF MY PROPERTY IS IN MILTON, DO I STILL PAY PROPERTY TAXES TO FULTON COUNTY? Yes, all property owners in Milton also pay property taxes to Fulton County (includes taxes to Fulton County School System and State of Georgia). These property tax bills will continue to come from the Fulton County Tax Commissioner’s Office. The City of Milton sends out city tax bills separately. DO I USE “MILTON” AS MY MAILING ADDRESS? Yes. Nearly all of Milton is located within the 30004 area code, meaning postal workers will know to deliver the mail to the correct address. In addition, the city is added to more popular mapping sites and database networks every day, meaning more accurate representation for city residents.

The city’s government does not have authority to establish a Post Office for Milton – the decision is left to the United States Postal Service and is based on their service strategies.

CAN I BURN YARD WASTE? The Georgia Burn Ban runs from May 1 through Sept. 30. No outdoor burning is permitted during this time. From Oct. 1 through April 30, outdoor burning of small piles of residential debris may be allowed depending on the fire danger rating for the day. That rating is dependent on factors such as the wind and humidity levels for the day. You can call the Milton Fire Department at 678-242-2570 during regular business hours to check if safe burning is permitted on any day outside of the Burn Ban. Please note that all fires must be out at dark. CAN I WATER WHENEVER I WANT? The Georgia Water Stewardship Act went into effect statewide on June 2, 2010. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4 p.m. and 10 a.m. Outdoor water use for any purposes other than watering of plants, such as power washing or washing cars, is still restricted to the current odd/even watering schedule. The Better Together Committee — composed of interested citizens from the City of Milton — generally meets the second Monday of each month at 6:30 p.m. at the Bethwell Community Center. All are welcome to become a part of this group, ranging from high school students to senior adults. The committee plans and arranges projects covering subjects of interest to the community. Better Together strives to create quality programs for all residents can participate. A new endeavor of Better Together, the Village Volunteers provides structured programming for special needs young adults who have graduated from high school. Join them Mondays and Wednesdays from noon to 2 p.m. at Bethwell Community Center. For more information on The Village Volunteers, please contact villagevolunteers@yahoo.com. The Milton Literary Festival was held for the first time in November of 2015. The festival was the first of its kind in Milton thanks to the Milton Literary Group, another new initiative of Better Together volunteers. In the past, among other things, the committee has supported North Fulton Community Charities and the Milton Senior Center, hosted quarterly meetings open to the public (for example, with the state's House Speaker Pro Tem Jan Jones) and participated in the Earth Day, Rivers Alive and Adopt-a-Road programs offered by the City. If you would like more information on Better Together or any of its activities, please contact community builder Wayne Boston at 678-242-2512, or email Wayne.Boston@cityofmiltonga.us.

THIS STATE-OF-THE-ART LIBRARY was designed as four distinct building forms inspired by the Milton area’s equestrian and agrarian vernacular. The larger reading and community room wings use sloped, gabled roofs, awnings, clerestory windows and porches. The generous use of glass allows for views out to the community green and historic oak while allowing views in from the street. The third building form is the low-height connector between the community and reading room wings that includes patron and building support. The fourth component is the entrance ‘silo’ and lobby which, with its higher roof line, helps orient patrons through a unique landmark as the building entrance. The interior layout was designed to maximize usable area and ease of use for patrons while providing constant visual connection to the outdoors. The Milton Library Meeting Room seats 110 people. This space is available for community meetings. See Meeting

The Friends of The Milton Library, an all volunteer organization, has been around for years advocating for this very thing — a new library — and the many benefits it brings: increased literacy, access to books, periodicals, computers and other multi-media, and more. It also serves as a place for people of all ages to gather, meet and learn. The new library is the centerpiece of our Milton community and the Friends Barn is the new home to Friends of The Milton Library. The Friends of The Milton Library is a 501(c)3 organization established to raise funds and support the programs and ongoing needs of the library not covered in the Fulton budget. cityofmiltonga.us

WHERE TO PLAY
THE GOLF SWING
BY BILL BARKLEY, PGA LIFETIME PROFESSIONAL
T
There are several ways to swing a golf club, though I believe that the ultimate golf swing has an inside-out path with a counterclockwise spin on the ball, similar to the way a bowler rolls the ball to the right with a counter-clockwise spin into the side of the head pin. The following describes the execution of the ultimate golf swing: 1. A ddress the ball with the ball opposite the left heel. 2. B end at the waist, creating a 45 degree spine angle. The spine angle should remain constant throughout the swing. 3. T he right foot should be wedged inward and there should be no lateral movement in the right knee during the backswing. 4. R otate the waist clockwise, a one-piece movement with the left arm extended. 5. A t the peak of the backswing, rotate the left wrist counter-clockwise, shift weight into the left heel, swing the hips forward to the right, and let the arms and hands fall freely on the inside-out path. The ball will spin counter-clockwise from right to left. An inside out path during the downswing is desirable because the path is longer, allowing one to create more club head speed, and spinning a ball from right to left provides a bigger area to spin the ball into, or most of the entire width of the fairway. For example, a straight path down the middle would only allow half the fairway if the ball was spinning right or left. Developing the details requires many hours of concentrated practice to perform the pattern subconsciously and with timing and rhythm. Rhythm means that the total movement of a swing is smooth, not jerky, and contains a constant, relentless beat, like the tick-tock beat of a clock. Good golfing! cityofmiltonga.us

Tips for Selecting the Perfect
S
Christmas Tree and Wreath By Luca Gianturco scottsdalefarms.com
Selecting a Christmas tree together is a fun and bonding experience for any family. After selecting a tree, the family often enjoys lingering at their favorite Christmas tree lot to enjoy a hay ride, Santa Claus, pony rides, face painting, viewing farm animals and enjoying a latte or hot chocolate while roasting marshmallows around a roaring outdoor fire. What a great way to create family memories and establish wonderful traditions! Scottsdale Farms Garden Center began in the Christmas tree business 34 years ago; and we would like to share a few tips when selecting your Christmas tree and wreaths from a garden center. Freshness is very important to help ensure your tree looks good in your home throughout the entire Christmas season. Ask your garden center when their trees were harvested. Ideally, trees should be harvested throughout the season instead of all at once to assure the tree you select is as fresh as possible. Instead of trees being displayed in a sunny parking lot, you should be able to select one displayed outside in a wooded or shady area. After selecting your tree, ask the garden center to give it a fresh cut and place the tree into a stand with a large water capacity as soon as you can. Snow flocked trees are beautiful and resemble a powdery white, freshly fallen snowfall. Or, you may prefer your tree to be flocked light blue, which resembles a mountain tree covered with snow on a clear moonlit night. Flocked trees
34
actually help needles adhere to the tree better and they should also be displayed in a water stand. Many varieties of Christmas trees are available at garden centers: fraser fir, noble fir, nordmann fir, canaan fir, concolor fir, white pine & blue spruce. Each variety has a different appearance, but fraser fir is the most aromatic. Most garden centers will carry sizes ranging from table top to specimens over 13' tall. If you select a giant, consider having your garden center deliver and set up the tree in your home for you. When selecting a wreath, it’s wise to consider one that is made on site at a garden center rather than selecting one created outside of Georgia and simply shipped to a local site. While most wreaths are assembled with fraser fir boughs as their base, many other local varieties of boughs can be added when a wreath is made on site such as: blue ice cypress, red berried nandina, vintage gold cypress and magnolia and cones. And almost any wreath is enhanced with a beautiful bow. At home you can mist your wreath daily with a spray bottle to help preserve freshness. So gather your family and come create some memories together at your favorite Christmas tree lot. Merry Christmas! Luca Gianturco, Owner Scottsdale Farms Garden Center • scottsdalefarms.com

Bell Memorial Park is Open For Play
BELL MEMORIAL PARK is located at 15245 Bell Park Road in Milton and re-opened in October 2015. In addition to the multipurpose sports fields, there are four baseball diamonds and a concession stand. The $9.4 million expansion of Bell Memorial from a 12-acre park with four baseball fields to a nearly 30-acre multi-use facility with both passive and active recreation options is now complete. The new park design has four dedicated diamond (baseball/softball) fields with centerfield dimensions

of 180, 200, 200 and 280 feet. There are also two rectangular fields lined for football, lacrosse and baseball. The second field can also be set up as a 200-foot, fifth diamond field. Programming between spring, summer and fall will vary the configuration of four diamonds and two rectangular fields versus five diamonds and one rectangular field. PARKS and RECREATION
T
City of Milton and City of Alpharetta Share
THANKS TO A PARTNERSHIP with the City of Alpharetta Parks and Recreation Department, on Dec. 1 2012 Milton and Alpharetta established a regionalized parks system for both cities and dissolved all non-resident fees at current and future city facilities. According to the terms of the agreement, the cities will annually negotiate a variable maintenance fee — for 2012, the fee is $325,000. For that price, Milton residents can use all the City of Alpharetta programs and facilities they know and love without incurring non-resident fees, which can add as much as 75 percent to the cost of participating. Alpharetta residents may also use any current and future Milton facilities without incurring extra costs. Milton’s cost in the agreement will decrease incrementally as the city brings forward additional facilities and programs utilized by Alpharetta residents.

NEW CITY HALL
In
WILL BE LOCATED IN CRABAPPLE
IN LATE MAY 2014, Milton’s City Council approved the issuance of a $10 million revenue bond in order to fund City Hall in historic downtown Crabapple. The bond means Milton taxpayers will not have to levy additional taxes or fees to build the municipal complex, set to open in April 2017, said Mayor Joe Lockwood. Plus, city funds will no longer be used to lease property taxpayers do not own — an important step to ensuring the most value for resident dollars. “We’re excited to not only be giving the residents of the City of Milton a beautiful, welcoming and functional City Hall complex — we’re doing it without adding to their tax bills,” said Lockwood.
42
The City Hall complex, which will be located between Crabapple Road and the existing Braeburn development, is slated to include offices, council chambers, meeting areas for residents and a town green for expansion of special events in Crabapple. Milton paid $900,000 for a little over two acres to be used in the project from the city’s land acquisition budget after a unanimous City Council vote in February. Staff continues to negotiate on a small portion of land — about a third of an acre — expected to enhance the final project. For more information on the City Hall project or to let us know what you think, email info@cityofmiltonga.us.

Vibrant Health with Infrared Therapies
In
BY EILEEN WROBLESKI, ABUNDANT LIFE WELLNESS
INFRARED LIGHT ACCOUNTS for half the sun’s energy and is essential for human life. It provides the pleasant, comforting radiant heat you feel when you walk outdoors to enjoy the sun. Discovered by NASA to be the safest, most beneficial natural light wave, infrared is used in hospital nurseries to warm newborns. It penetrates the body six to eight centimeters and positively affects all body systems. Infrared light causes a cell’s mitochondria (powerhouses) to vibrate at higher frequencies and more efficiently produce ATP, which provides energy and has an active role in enzyme processes and detoxification. Infrared helps the body detoxify by causing toxin-containing water molecules to vibrate at a higher frequency, thereby reducing and breaking the bonds of the molecules. As the water molecules break down, cellular toxins, such as mercury, aluminum, sulfur, formaldehyde, alcohol and nicotine, are released and carried out via the body’s natural elimination channels. In addition to enhancing detoxification at the cellular level, infrared stimulates the circulatory system and increases

Infrared stimulates the lymphatic system, improving immunity and reducing inflammation. Athletes routinely use infrared therapies after training to alleviate muscle and joint pain, and it has been shown to reduce the pain and joint stiffness associated with osteoarthritis.

QUICK TAX GUIDE
T
THE CITY OF MILTON FINANCE department is responsible for the billing and collection of city property taxes. Your property tax bill provides you with a legal description of your property, taxable values, exemptions, and the calculation of your tax bill. The annual millage rate is 4.731, all of which is designated to fund general government operations. GENERAL INFORMATION Ad valorem taxes, more commonly known as property taxes, are levied for city operations and maintenance. When you call the police or fire department, play in a park or eat at an inspected restaurant, you are using services paid for by your property taxes. Your taxes also pay for services to oversee development, protect water and air from pollution, repair and build roads, and much more. Property taxes are the largest source of revenue to fund these services that you count on every day. All real estate and personal property is taxable unless exempted by law. Real property is land and generally anything that is affixed to the land. Personal property is everything not considered real property and usually consists of inventory and fixtures used in conducting business. The basis for ad valorem taxation is the fair market value of the property. The tax is levied on the assessed value of the property which, by law, is established at 40 percent of the fair market value. The amount of tax is determined by the tax millage rate.
46
PROPERTY TAX DEADLINES Failure to receive a bill does not relieve you of the responsibility to make payment by the due date. Property tax notices are issued on a calendar year basis and are typically mailed around Sept. 1 each year and due 60 days after the bill date. This generally means a due date around Oct. 31. If you are responsible for paying taxes on a property and have not received a tax bill by Sept. 15, contact the Finance Department at 678.242.2500 for the tax information, so that payment can be made before it becomes delinquent. If your mortgage company is responsible for your taxes, please send a copy of your bill to your mortgage company. If mailed, payments must be received by the due date. A one-time penalty of 10 percent will be charged after 90 days delinquency. Interest will accrue monthly at a rate of 1 percent of the base amount or $1.00, whichever is greater, the first day of every month until the taxes are paid. If a business was closed or the personal property (boats, equipment, etc.) was sold after Jan. 1 of the current year, the tax is still due. If the property closed or sold after Jan. 1, you must notify the Fulton County Board of Tax Assessors at 404.612.6440. All unpaid taxes will be advertised in a local newspaper as being delinquent and additional charges will be applied. A fee of $30 will apply to all returned checks. Any unpaid property taxes will be subject to the issuance of an execution (FiFa) in accordance with O.C.G.A. ยง48-3-3, which may result in potential proceedings toward tax sale. Additional unpaid personal property taxes will be subject to the revocation of your business license. cityofmiltonga.us
APPEALS Taxpayers may challenge an assessment by appealing to Fulton County Board of Assessors if property value is not reflective of the fair market value. For information on filing an appeal, please contact the Fulton County Assessors’ Office at 404.612.6440. If you file an appeal against your property assessment, you are required to pay the bill by the due date based on a value set at the higher of your return value, or 85% of the value proposed by the Board of Assessors. Once the Fulton County Board of Assessors or Board of Equalization makes a final decision on your appeal, it will automatically forward the city the decision. The City of Milton will record the new value and finalize any billing. METHODS OF PAYMENT For your convenience, you may pay utilizing any of the following methods (Visa/MasterCard, American Express and Discover accepted): Online: www.cityofmiltonga.us; By phone: Call 678-242-2500; By mail: 13000 Deerfield Parkway, Suite 107G Milton, GA 30004. MUGS ON MILTON
WILBUR & RUDY’S FARMTABLE

Milton Has Something Fresh!
A
By Lisa Lossie
AS YOU DRIVE PAST the seemingly never ending farms in Milton, it is easier than ever to sample some fabulous homegrown products. Wilbur & Rudy’s Farmtable opened in May in the historic 1930’s building that once housed the old Buice General Store at Birmingham crossroads. Now the ancestors of Mr. Buice himself are stopping in to savor the memories and some homegrown treats too.
“People want to support local businesses and when they find we sell the jelly that is from a farm two miles up the road. They always walk out of here with a smile,” says owner Ryan Bowersox. Named after his two young sons, Wilbur and Rudy, owner Ryan Bowersox listened to the community and answered the demand for true farm to table local and organic products. “We wanted it to be country farm nostalgic, like living in Mayberry and stepping back in time,” says Bowersox. “It’s cool because it’s homey and inviting, it’s not commercialized. I like that their products are organic and different,” says Rachel Kirby, who often stops in for coffee on her way to work. Locals asked for coffee so Bowersox delivered a brew of organically grown, fair trade coffee to make sure farmers got a taste of the bean too. Locals can also buy meats from W&R sourced from local locallifepublishing.com
farms in Blairsville, local milk and cheeses, and fresh homegrown honey. Ninety percent of the products in the store is organic, local or both. In Crabapple, Mugs on Milton Coffee Shop and Bakery is also serving up fresh coffee and locally grown products. “When we started this business, we wanted a small, neighborhood coffee shop that was comfortable, welcoming and laid back,” says owner Jenn Newton. All of the coffee served is specialty grade and comes directly from farmers. Mugs is known for offering Thrive Coffee, which is locally roasted and sourced from Thrive Farm right down the road in Roswell. “Mugs on Milton has a very warm, neighborhood feeling. Everybody there remembers me, most even remember my drink,” says patron Matt Busha who can walk to the shop from his work. “Supporting a local coffee shop helps neighbors, local, small business owners, and the city as a whole. It gives people a sense of not being lost in the hustle and bustle of the fast moving world around us,” says Busha. Jenn Newton and her business partner Gretchen Smith opened their Milton location of Mugs on Milton in late June. In addition to coffee, all baked good are made from scratch daily with fresh and natural ingredients. At lunch, soup is brewing or you can grab a Mom Lunchbox which includes a freshly made sandwich, bag of chips and cookie. 49

MILTON CITY COUNCIL
Getting Involved in Local Government Builds Community Please feel free to attend a city council meeting — all are open to the public by law. WHO IS MY CITY REPRESENTATIVE? Milton is served by six council members and a mayor elected at large (meaning by everyone) every four years. Visit cityofmiltonga.us to view a map of the city broken up by council districts to see who represents you. HOW ARE COUNCIL MEMBERS CHOSEN? City Council members are elected every four years and serve in staggered terms. They are elected by everyone in the city but must reside in the specific district they represent. The mayor can be from anywhere in the city. WHEN/WHERE ARE CITY COUNCIL MEETINGS? City Council meetings take place at 6 p.m. the first and third Mondays of the month, barring holidays, in City Council Chambers, which is at 13000 Deerfield Parkway Suite 107E. City Council also holds work sessions the second Monday of the month at the same time and place. Please check the city’s calendar for a full list of citysponsored meetings and events. Any change in regularly scheduled council meetings or special called council meetings will be published in the Milton Herald, the city’s legal organ, and on the city’s online calendar. CAN I SEE WHAT WILL BE DISCUSSED IN ADVANCE OF A MEETING OF COUNCIL? Full agendas of every City Council, board and commission meeting are posted online on the calendar and in the Complete Minutes and Agendas section. Agendas are posted a full week before the meetings to inform citizens about items up for discussion. You may also sign up for the City of Milton newsletter to receive pre- and post-meeting updates from the city’s Communications Department. HOW CAN I KNOW WHAT HAPPENED AT ONE OF THE SESSIONS? City Council meetings are available from our website via
54
streaming broadcasts as they happen and are archived 48 hours after the meeting occurs. Council’s “action” minutes (recording motions or votes on items) are posted to the “Complete Agendas and Minutes” section of the Web site within 48 hours of the regular or special called meetings. “Regular” minutes (transcription of full discussion and motions or votes) are posted after they have been approved by the Mayor and City Council or board chairman. Vote records are also sent to those who sign up for the City of Milton newsletter. HOW ARE ITEMS PASSED AT MEETINGS? An item or items up for vote will first be read by the City Clerk. Upon completion of that reading and any staff presentations, which may include extensive question and answer periods from members of council, plus a call for public comment, a council member may make a motion to approve, deny or defer. Another council member must second the motion by saying “Second” before the Mayor can call for a vote. The motion will then be discussed. Again, discussion may be extensive. Finally, the Mayor will ask for council members to vote on the motion. That vote decides whether or not the item passes. CAN I SPEAK WITH OR TO COUNCIL? You are always welcome to call and/or e-mail your city council representatives at any time. If you would like to speak at a City Council meeting, there is general public comment at the start of each meeting and comment times for topics germane to an issue heard that night. When you attend the meeting, you must fill out a public comment card and submit it to the City Clerk prior to the beginning of the meeting. Speakers will be heard in the order the cards are received. HOW DO I MAKE AN APPOINTMENT WITH THE MAYOR? You may make an appointment with the Mayor by contacting Executive Aide to City Manager, Mayor and City Council Christine Doss at 678-242-2492.
