Since his arrival last month, Mr Hammad has been conducting a full review of Flybe’s operations. In a statement to the stock exchange, Flybe

said: “While the review is ongoing, it is already apparent that the future direction of the business will be best advanced through a unified and lower cost operational approach. “Consequently, the current divisional structure, comprising Flybe UK and Flybe Outsourcing Solutions, will be disbanded and all operations integrated into a single operating unit. “The board wishes Andrew, Mike and Mark well for the future and also thanks them for their significant contributions at Flybe.” Mr Hammad added: “It has quickly become clear to me that Flybe’s prospects will be significantly enhanced by disbanding the existing divisional structure and integrating all operations into a single, simpler and lower-cost operating unit.” Paul Simmons, who worked alongside Mr Hammad at easyJet, will join Flybe as chief commercial officer with effect from October 28. As part of the newly announced shake-up, Matt Bennett, currently director of internal audit and risk, will, in addition to his current duties, act as director of special projects, while John Palmer, currently director of aircraft maintenance, will become interim director of operations. The trio will report to Mr Hammad and act as members of the operating board. Flybe is reported to be on track to slash its cost base by £40 million during this financial year, while annual savings are expected to rise to £49 million from 2014/15.

Builders claim recovery could be even quicker Housebuilder Redrow has criticised Britain’s planning system as a “bureaucratic mess” that risks causing a housing supply crunch. Chairman Steve Morgan revealed the group had 16,600 plots locked in the planning system that could deliver around 120 new developments, but said only a “minority” were expected to progress in the next year. His warning came as the builder posted a 63 per cent jump in pre-tax profits to £70 million. But Mr Morgan cautioned over the industry’s ability to meet fast-increasing demand

in the face of a “bureaucratic, costly and time-consuming” planning system. “Although we do expect to increase outlets in the current year, the pace of growth is much slower than we would like and the level of planning bureaucracy is an unnecessary barrier.” Meanwhile the property market is continuing to rebound in the West, according to a leading public relations agency that represents a number of property firms. Empica public relations, which has its headquarters in Long Ashton, near Bristol, said its clients are as busy as they have been since 2009. Empica managing director Martin Powell said: “The summer is usually a quiet period for new business but this year it has been noticeable that so many property projects are gearing up for the autumn and that has to be good news for the economy.”

The hip hops keeping beers tasting fresh BY RICHARD BACHE wdbusiness@b-nm.co.uk As Swindon’s oldest company and a brewer with a heritage going back 170 years it would be easy to imagine Arkell’s might be a relatively staid company. But nothing could be further from the truth. The renaissance in regional and micro-brewing has ensured that even the most well-established names have to innovate and not rest on their laurels. Arkells, which has an estate of 100 pubs in its home town of Swindon and across Wiltshire, the Cotswolds and further towards Reading, is certainly doing that and with it being its 170th year it is brewing five

When John Arkell established his brewery in Stratton St Margaret special beers to mark its milestone anniversary. As the 2013 hop harvest is well under way head brewer Alex Arkell has just visited one of his family firm’s key suppliers. With so few ingredients in beer – malt, hops, brewers’ yeast and water – quality is absolutely paramount. Herefordshire-based hop growers Mark and Lesley Andrews, of Townend Farm, Ledbury, are one of Arkell’s major suppliers. Along with Andrew Whalley of hop merchants Charles Faram, Alex was keen to discuss this year’s hop harvest with the Andrews as he’s been using their Cascade hop, grown last year, in his latest brew which is part of a fivemonth brewing experiment by Arkell’s. “It’s Arkell’s 170th anniversary this year so we are

producing five 4.2 per cent beers using the same malt recipe with English Maris Otter for each, but using five carefully selected hop varieties, one in each brew,” explained Alex. Cascade is the fourth hop of five Alex has selected, the first three being Admiral, Pilot and Bramling. The final hop ale, being brewed in October, will use Challenger. Arkell’s is producing 30 barrels of each. The Andrews have been growing hops at their farm since the 1930s and currently have around 50 acres of hops. Across Britain, there is a total of 2,500 acres put down to hop growing, mainly in Herefordshire and Kent, although Arkell’s also buys from a hop farm near Abingdon. The Cascade hop is particularly interesting to UK beer lovers because it’s only been brewed in the UK for around three years, having been developed and grown in the US since 1971 and widely used in their craft beers. The UK equivalent is a more subtle taste, according to Charles Faram hop merchant, Andrew Whalley. Charles Faram sells over 100 varieties of hop to around 1,800 customers. Alex Arkell explained the importance of hops in beer: “Hops are the spice of beer. Before brewers used hops they would add in a variation of different spices called gruit to compliment the malty sweetness of the brew. The introduction of hops from Holland in the 1300s was mainly due to the discovery of their preservative qualities. “Whatever the hop description says, we never really know what the beer will taste like until it’s brewed. “Our regular beers have a mixture of hop varieties in them, so by using one variety in each of these specials we hope to demonstrate the significance of their individual flavour.”

Focus switches to US cut in money printing YESTERDAY IN THE CITY The London market struggled for momentum as attention focused on a widely expected cut to a vast stimulus drive by the world’s biggest economy. The US Federal Reserve is expected to announce plans to reduce its massive asset purchase progamme by around 10 billion US dollars (£6.3 billion) – marking the first shift in the direction of policy since it last raised interest rates in 2006. A move to taper quantitative easing (QE) has largely been factored in across global markets, but the FTSE 100 Index dipped 11.4 points to 6558.8 on concerns over how tight the policy squeeze will be. UK central bank policy was also in sharp focus following the release of the Bank of England’s September rates meeting, which revealed a growth forecast upgrade for the third quarter. The minutes showed the bank now expects gross domestic product (GDP) to grow by 0.7 per cent in the third quarter, up from a 0.5 per cent estimate given in its August forecast. Members of the Bank’s Monetary Policy Committee also voted unanimously to hold its

That’s a swift one – empty building to become pub in a week After months of inactivity JD Wetherspoon is finally about to start work on its new pub in Wells. And the pub chain says it can turn its empty shell on Priory Road in the Somerset city into a pub in just one week. The pub giant won permission to convert the empty Wells Emporium building on Priory Road in April, but no work appears to have been done on the site over the summer. Now Wetherspoon has said that it plans to start work transforming the site on Oc-

tober 14 – and it wants to open the doors to the latest pub a mere seven days later on October 21. The pub, which will employ around 40 people, will be called the Quarter Jack and will cost around £1.4 million to get ready Wetherspoon spokesman Eddie Gershon said: “We are looking forward to opening the pub and believe that it will be a great asset. “Wetherspoon has been keen to open a pub in Wells for many years and we are pleased that this is now coming to fruition.

“Hopefully the new pub will also act as a catalyst for further investment into the city.” The arrival of Wetherspoon in Wells is not without controversy. In 2011 it was refused permission to open on the same site amid concerns it would damage the look of the approach to the historic city centre and affect people living nearby. A year later Mendip councillors had a change of heart and approved a new application, despite fears over the impact it might have on established pubs. The pub chain reported

record profits last week. However Tim Martin, its Exeter-based chairman, launched a fresh attack on the tax burden on the pub industry as his company reported a profit before tax and exceptional items of £76.9 million for the year ending July 28 – up 6.3 per cent on the year before. Total sales were up seven per cent to just over £1.28 billion. Wetherspoon has 886 pubs across the country and is continuing to grow its estate, planning to open approximately 30 new venues in the next 12 months.

Among stocks, Barclays was the biggest faller in the top flight as new shareholders will no longer be entitled to take part in the bank’s forthcoming £5.8 billion rights issue. Shares were 7 per cent lower, off 21.8p at 277.2p. Lloyds Banking Group recovered from Tuesday’s falls in the wake of the Government’s move to sell a 6 per cent stake in the lender. The taxpayer-backed group saw shares rise 2 per cent or 1.6p to 76.3p, while fellow part-nationalised lender Royal Bank of Scotland was also ahead, up 3p to 365.5p following declines after a broker downgrade. Airport scanners-to-medical devices firm Smiths was the second-biggest riser in the top flight after it announced a special dividend totalling £118 million after struggling to find suitable acquisition targets. The group said its cash flows are “more than adequate” to meet its needs as it released a 30p per share windfall, on top of a 39.5p total dividend. With pre-tax profits for the year to July 31 holding firm at £498 million, the group’s shares surged by 3 per cent or 36p to 1412p.

Scissors sisters sew up fabric market A haberdashery store founded by two sisters has opened its third outlet, moving into Keynsham. Millie Moon Haberdasher Boutique is a haberdashery and fabric shop, selling a range of fabrics, for dressmaking, patchwork, soft furnishings and craft projects. The first store was opened in May 2008 by sisters Rachel Le Page and Becki Noble, 38, in Frome, before they opened a second in Wells. Mrs Le Page, 41, said: “We always wanted to work together and set up our own business, and we have always loved to sew, so this seemed a perfect opportunity.”

Nailsea Electrical, based in Gloucester Road, secured a £1 million deal to fit kitchens in a housing development. And the family-run firm expects its turnover to pass £5 million within the next two years. The business, which has recently opened a kitchen showroom at its store in Gloucester Road, will supply kitchens for 185 “top-end” retirement apartments in the plush village of Sunninghill, near Ascot. Ben Gilks, director of the successful small business said the work had just started, but he had not wanted to publicise it until they were in there with boots on the ground.

The 28-year-old had been reluctant to do business online for fear it would detract from the firm’s core customer service values. But he is now convinced he can square the circle by only delivering to the South West, and therefore still use their own delivery drivers rather than running the risk of using third-party couriers. “Some people want to come in and have a look, and then log on and order from home rather than come back in to the showroom,” he said. Mr Gilks took over the running of the business from his father 10 years ago. In addition to appliances and kitchens, it also houses the 102 Cookery School, offering private functions and corporate classes.

When Ben Gilks joined the family business at the age of just 18, he thought he knew it all. The next few years taught him how wrong he was and cost him his hair – but thankfully not the business. But now appliance supplier Nailsea Electrical is a thriving shop with a growing brand in Bristol. Ben, 28, says: The core of the business is selling electrical appliances to local customers. It’s a tough market, and the rise of internet firms has cut profit margins on white goods from over 30 per cent to as little as eight per cent. ‘On a £600 washing machine, we might be making £50. People think you are making £250 but that’s just not the case,’ explains Ben. ‘We have to sell a lot of washing machines.’ And that’s partly why the business has taken new directions in recent years. First came the cookery school, called 102 Cookery School after the address of the building. As well as social groups and parties of up to 12 people, the Samsung sponsored kitchen is being used more and more for corporate events. And now there is a third strand to the business, with a new kitchen showroom run by Jon Gradwell. Fitted kitchens offer a much healthier profit margin.

A company that has been keeping homes warm in Cornwall for more than a century is expanding its operations into Somerset. Scorrier-based Mitchell and Webber has £500,000 investment plans for a heating oil depot near Tiverton, in a move which will see it extend its reach as far as Taunton. The move will be the most significant investment for the company, since it established a Devon base with a £350,000 Holsworthy depot in 2011.

Budget hotel chain Travelodge has invested £250,000 in upgrades to its Yeovil Podimore accommodation. The 49-room hotel remained open for business throughout a fourweek refurbishment programme, which includes a new room design. The work is part of a £223 million company-wide brand investment this year, which includes 14 new hotel openings and £57 million in refurbishments, with half of rooms complete by 2014.

Discount fashion store opening Yeovil shop

Shoppers in Yeovil are set to welcome a new fashion outlet to the town, when TK Maxx opens its doors on Thursday, September 26. More than 40 jobs are expected to be created at the store, to be opened at the Peel Centre, off Babylon Hill. The chain has taken over the site previously occupied by JJB Sports before its closure in September 2012. The first 500 customers through the doors of the new outlet, to be officially opened at 9am, will receive a £10 gift card.

New research has revealed the average employee in the South West wastes 1.58 hours a week looking for misplaced documents. The value of this on an annual basis is around £2.32 billion (£44.65 million a week). The corresponding figures for the UK are 1.5 hours (37.6 million in total) and £29 billion (£557 million a week) – around 1.8 per cent of the country’s GDP. The EDM Group, which carried out the research, claims it is a growing issue as we deal with growing levels of data.

Ensors abattoir has been rescued from administration after a takeover deal. The business, in Cinderford’s Forest Vale Industrial Estate, is now owned by Foyle Food Group Ltd, based in Northern Ireland, after a swift deal was made over the past few days. Its 136 staff have been told their jobs are safe and the sale of the 80year-old family firm has been hailed by the MD Steve Leyman, who described the new owners as “progressive”.

New figures have shown that small businesses in the South West are shelling out £642 million in order to comply with red tape around health-andsafety, tax and employment. The Forum of Private Business (FPB) says that increasing numbers of small firms are paying experts to ensure they comply with red tape because regulations are so complex and time consuming. It says that, on average, each firm in the South West hands over around £5,570 every year to companies offering legal guidance, including advice on employment law, health-andsafety and tax. This has increased by approximately 14 per cent from £4,900 in 2011. The FPB says that West Country SMEs pay more than

£373 million to tax consultants, almost £131 million per year for health-and-safety advice and £70 million for employment law consultancy services. The main costs are employment law, at around £3,740 per employer, health-and-safety at £2,950 and tax compliance at £4,830 per employer. “Small businesses in the South West continue to struggle to control costs – particularly in the current economic climate – and remain frustrated by the amount of red tape they have to negotiate every day,” said the forum’s chief executive Phil Orford. “With just under a month to go before October’s common commencement date, there is no hiding from the fact that, despite Government promises to reduce the time and money spent on red tape, compliance

costs continue to hinder job creation and growth. “Unlike large companies, small firms simply do not have internal departmental resources dedicated to complying with regulations, so it is either the business owner

Members of the bank’s Monetary Policy Committee (MPC) voted unanimously to keep the £375 billion quantitative easing programme at the same level for the time being while also leaving interest rates unchanged at 0.5 per cent, minutes of the September meeting showed. But disagreement over the strength of the recovery – amid a slew of positive signs

The minutes of the meeting earlier this month revealed the bank’s experts now expect gross domestic product (GDP) to grow by 0.7 per cent in the third quarter, up from a 0.5 per cent estimate given last month. But MPC members had varying opinions on how quickly the economy might return to full capacity and therefore whether it might need more QE support. The minutes did not reveal

whether governor Mark Carney – seen as an activist on monetary policy – was among the camp arguing in favour of an additional tranche of asset purchases in future. “Members had different views about the extent to which a further loosening of monetary stance might be warranted, based in part on their judgements about the speed with which the degree of slack in the economy might be reduced if the momentum in demand continued to grow,” the minutes said. None of the committee members were in favour of cutting back on QE “at the current juncture”, they also revealed. The meeting was the first since Mr Carney announced the flagship “forward guidance” policy which will see interest rates remain at no more than 0.5 per cent, subject to inflation, until the unemployment rate drops to 7 per cent. But it revealed apparent frustration by policymakers over the reaction of financial markets to the guidance and the perception that it should be communicated better. Instead of being reassured that the bank rate would be kept down until at least 2016, the City has brought forward its expectation of a rise by the middle of 2015 – pushing up market interest rates and blunting the impact of the guidance. Developer to include shops and houses The developer behind regeneration proposals for the former Welton Bibby and Baron factory site in Midsomer Norton, Somerset, has stressed that it will include a supermarket and housing. The firm with an option of transforming the 12-acre site following the relocation of the paper bag manufacturer to Westbury says any plans must be commercially viable. Adam Pratt from Bristolbased Terrace Hill said the developer had been listening with interest to views being put forward by local representatives but said a supermarket and housing would have to be included in any scheme. Local councillor Barry Macrae has suggested that the site could be used for a specialist sports training centre, hotel and sheltered housing. Mr Pratt said: “We are not a housebuilder and will be pursuing a mix of uses for the site.

Town centre redevelopment gets a boost from chain restaurant High street restaurant chain Coal Grill & Bar is the latest operator to sign a lease for one of the remaining units at the new £50 million Regent Circus scheme in Swindon. Coal Grill & Bar joins other restaurants including Nando’s, Prezzo and Ask in confirming they will be opening when the development is completed next year. It already has restaurants in Basingstoke, Bristol, Exeter, Sheffield and Wimbledon, and has recently opened in Milton Keynes. The retail and leisure destination will also include a

Cineworld six-screen all digital multiplex cinema and a Morrisons superstore, and a 450-space car park. Andrew Fisher, managing director of Bristol-based Ashfield Land, said: “Coal Grill & Bar is another very welcome addition to the excellent range of restaurants attracted to the opportunities offered by the Regent Circus. “More and more pieces of the jigsaw are falling into place. We will soon see the fruits of our labour with the complete transformation of this part of Swindon town centre.”

demographics to make the restaurant a success.” Ashfield Land acquired the freehold in 2006 which facilitated Swindon College’s relocation to a new £17 million campus. Ashfield Land will fund the development with a mixture of debt and equity. The £50 million Regent Circus scheme is the largest commercial development in Swindon over the past few years. The units will be handed over for fit out in spring 2014 and Regent Circus will open in late summer 2014.
