Rents for 38,000 council homes in Sheffield will go up by 7.7 per cent from April 2024, councillors have confirmed.
An increase of 6.7 per cent was approved in charges for sheltered housing, burglar alarms and furnished accommodation.
At a full council meeting Sheffield City Council (February 7) also agreed to put up rents for temporary accommodation and garages by the same amount. No increase will be made to the community heating charge which supplies energy to 6,000 homes.
The proposals were opposed by the eight members of the Sheffield Community Councillors Group, who broke away from Labour last year. They argued that the council should borrow to build more homes.

MP Responds to Concerns Over Towns Fund Project Local MP Miriam Cates has responded to ‘deep concerns’ raised over the Towns Fund project in Stocksbridge, which she chairs. Addressing concerns in a reply letter to Labour candidate Marie Tidball, who is contesting the Stocksbridge & Penistone seat. Tidball reached out to Cates expressing worries about the project following her attendance at a community forum meeting. The forum reported significant apprehensions over the project, particularly regarding the decision to scrap several smaller initiatives in favour of a new town centre building housing a library

ABOVE RIGHT: MP Miriam Cates, Chair of the Stocksbridge Town’s Fund is focussed on delivering Stocksbridge a new Town Centre. BELOW RIGHT: Labour candidate Marie Tidball has expressed her concerns over the project in a letter to the MP
and various other functions. In her extensive letter, Tidball posed several questions challenging Cates, including inquiries about the scrapped projects, the expenditure on feasibility work for those projects, and the level of community group involvement in the decision-making process. In response, Cates accused Tidball of political point-scoring and reiterated her commitment to acting in the town's best interests, free from narrow political agendas. She emphasised the collaborative efforts of the board over the past four years, stressing their nonpartisan approach to decision-making.

Tidball concluded her letter by insisting that the people of Stocksbridge deserve transparency in how the Levelling Up funds will be utilised and advocated for community inclusion in decision-making processes. Cates, in her conclusion, emphasised the urgency of delivering the new Town Centre, improving transportation, and enhancing Oxley Park, reaffirming her dedication to advancing the community's interests. The exchange highlights the tensions surrounding the Towns Fund project and the differing perspectives on how best to serve the interests of Stocksbridge's residents.

Junior Doctors to Strike Again as Govt Rejects Pay Increase Demand Junior doctors across England are set to embark on a series of strikes from February 24 to 28 after the government declined their demand for a 35% pay increase. This move, announced by the British Medical Association (BMA), marks the tenth round of strike action in an ongoing dispute over pay.
Junior doctors are instructed not to attend any shifts starting after 6:59am on February 24 and to continue striking all shifts scheduled to start and end on February 28. However, those shifts commencing on February 28 and extending into February 29 are to be completed in full.
Despite recent talks, the impasse remains unresolved as the government failed to meet the February 8 deadline to present a credible offer, prompting the BMA to announce the strike dates. The walkout, scheduled from 7am on Saturday, February 24, to 11:59pm on Wednesday, February 28, is expected to disrupt numerous routine hospital services, potentially leading to cancellations.
The dispute revolves around the BMA's demand for a significant pay increase, which was previously rejected by government ministers. Despite junior doctors receiving an average pay rise of nearly 9% this financial year, the BMA contends that this is insufficient, especially in light of discussions for an additional 3% increase.
According to the BMA, progress was being made in negotiations, and an offer was extended to the Health Secretary to cancel the strikes if the mandate for strike action could be extended for four weeks. However, this offer was declined, leaving the junior doctors with no recourse but to proceed with the strike action.
In response to the impending strike, the government expressed its willingness to find a "reasonable solution" and reiterated its readiness to "go further" on a pay offer. However, with the strike dates announced and negotiations at a standstill, the situation remains tense, with both sides yet to find common ground.

£200 Compensation for Dog Attack Victim The owner of a dog who attacked a woman and left her requiring surgery has appeared before court to be held responsible for her animal’s actions. On 12 September 2023, a 66-year-old woman was returning to her property on Plowright Close in Sheffield after walking her puppy. As the victim attempted to enter her home, two dogs; a Rhodesian Ridgeback called Calis and a suspected Pitbull breed, called Soldier, owned by Jessica Bryan, 31, began to attack her.
Hearing extreme distress, a neighbour came to help but was unable to remove the dogs from the victim. Bryan then came out from her property and retrieved her two dogs.
During her interview, Bryan admitted to officers that the dogs would be let loose in the communal area every day without supervision and that they had previously showed aggression to neighbours. Bryan appeared before Sheffield Magistrates’ Court last Friday (2 February). She was ordered to complete 200 hours of unpaid work, pay £85 court fees and pay £200 victim compensation. She has also been banned from owning or breeding dogs for five years. A destruction order was granted for Calis. An appeal has been submitted. A disclaimer form was signed for Soldier prior to Bryan’s court appearance and he was put to sleep.
Harborough Hill Rd.
The dogs, attempting to get the puppy from the victim’s hold, bit her in numerous places, including her ankle, arms and stomach.

PARTNERSHIP FOR ACTIVE TRAVEL PLANS South Yorkshire Mayoral Combined Authority (SYMCA) have announced they will partner with the UK’s leading sustainable travel organisation, Modeshift, in a first-of-its-kind partnership. The two organisations will work together to support more people to walk, wheel cycle and take public transport as part of their journey to work and help to create a happier, healthier, and wealthier South Yorkshire for all who live here. As part of the partnership Modeshift will work across the region to help employers support employees to travel differently to work, with a specific focus on healthcare settings – the biggest employers in South Yorkshire. Organisations who sign up will benefit from support on how they can best influence a travel and transport behaviour change within their workforce; easing congestion, increasing individuals‘ health and wellbeing and lower carbon emissions. South Yorkshire’s Mayor Oliver Coppard said:“We’re building a happier, healthier South Yorkshire. That means giving our communities more and better choices about how to travel and move. That’s why this partnership with Modeshift, because we’re helping people live healthier lives through everyday physical activity.
“I’ve taken a leading role on tackling health inequalities in our region as part of my role as the chair of South Yorkshire’s Integrated Care Partnership. “And this new partnership is just another step on our journey to making South Yorkshire the healthiest region in the country”. The programme will also help individual authorities to make informed decisions on planned and future travel and transport infrastructure developments. Any workplace organisations based within the region regardless of size or complexity are eligible for the programme. Dr Jo Maher, NHS GP at Wincobank Medical Centre, said:"As an NHS GP I know how important keeping active every day is for our physical and mental health. Balancing that with work and family commitments is challenging. “The NHS is one of the largest employers in South Yorkshire. By working in partnership, at scale, SYMCA, Modeshift and the NHS will help to bring the benefits from walking wheeling and cycling to key workers and their families. It’s a UK-first alliance that will help us not only do the right thing for our health and wellbeing but also for the planet.”

Sheffield Hallam University Researchers Invite Stocksbridge Community to Share Memories and Visions In a bid to capture the rich tapestry of memories, experiences, and future aspirations of Stocksbridge and its iconic steelworks, researchers from Sheffield Hallam University are extending an open invitation to the community.

The event presents an opportunity for residents to catch up on the latest developments from the past year, featuring progress updates on various projects spanning Stocksbridge, Oughtibridge, Hillsborough, Parkwood, Kelham, Neepsend, and Langsett. Notable highlights include advancements in the trail systems and river restoration efforts, spearheaded by organisations such as the Don Catchment Rivers Trust and the Sheffield River Rangers. The so
Local News Mayor, out in to the public.”
What I don’t see is any evidence in this reporting that there are sufficient airlines wishing to use the airport and passengers to fill those planes. Most residents in the area can probably reach Manchester or East Midlands airport by public transport easier than the Doncaster Sheffield airport. East Midlands airport already is a major freight hub.
The document was used by Mr Dillner’s legal team, in the case of R [Dillner] v Sheffield CC and Amey Hallam Highways Ltd (2016). Commenting on the £2.2bn highway maintenance project, in a witness statement to The High Court of Justice (dated 29/2/2016), SCC’s Director of Development Services - Dave Caulfield – wrote: “…it is estimated that up to approximately a third of pre-existing (ie pre 2012) highway trees may need to be replaced at some time before 2037.
In order to be successful the airport needs airlines both freight and passenger to use the airport and I guess that to attract them ridiculously low prices will have to be offered. Will this be another burden on council tax payers? Alistair
[…] Tree inspections are continuing and it is very difficult to estimate how many more highway trees will require replacement.” On 16/5/2018, THE YORKSHIRE POST (TYP) reported on the fake contract document and its significance:
GET ON WITH IT! Dear Look Local I am writing in disbelief at some of the comments made in Look Local last week about the Towns Fund investment plan for the high street. I had to write in. These negative and old fashioned opinions are one of the reasons town is like it is. Some people just moan on and miss the point. They did at the start about Fox Valley but I don’t know anyone that is not happy about it being built now. This new high street plan will finish the job off. It brings jobs and education chances and a much better environment to visit. The market square is a great idea and could be used for all sorts of things. I would like to see a Christmas tree and pop-up events like a flea market and music concerts. I have noticed lots of places are creating public spaces for multi-use and they are successful - thumbs up!
“In April 2016, Mr Justice Gilbart rejected the application as ‘misconceived’ after citing the strategy, which had been brought to the court’s attention by Mr Dillner, as an ‘important document’ in assessing the council’s approach to felling.” Commenting on the SCC Highway Trees Advisory Forum (HTAF), which Cllr Fox set up as a “bi-monthly” forum, in 2015, section 109 of the approved judgement, dated 27th April 2016, states: “This HTAF has not met since September. Mr Honey told me that it still existed, but that a meeting had not been called since then. One was to have been held in the New Year, but it was decided to postpone it until these proceedings had been heard.”
It also sounds like they are planning to put a bus service on as well which is great news.
Mr Honey KC is a London Barrister; one of two that SCC employed for its defence. In fact, the HTAF never met again, having only met twice. It was quietly discontinued by either Cllr Fox or his successor – Cllr BRYAN LODGE (Labour), without letting anyone know. The SCC website continued to display the following invitation, at least until 13/3/2018:
If this is what is planned then all I can say is it is about time and please get on with it. It will be brilliant and change Stocksbridge for the better.
“Anyone who cares about the trees on Sheffield’s streets can come along to the Highway Tree Advisory Forum meeting.”
GET ON WITH IT!
The contractual target to fell 17,500 street trees had been reported in TYP, on 10/3/2018. The Forestry Commission wrote to SCC on 26/3/2018 and began their ‘Illegal Felling Assessment’ on 19/4/2018. Almost three weeks later, Cllr Lodge resigned from his position of Cabinet Member for Environment & Streetscene. For further detail, see Look Local (online): issues 1299 & 1300.
I have also been on the website now and read the papers. Everything easy enough to click on and check. Looks to me like all this criticism is from people who aren’t getting money and they are just trying to do the whole thing down.
C Walker, Stocksbridge
HALF AN APOLOGY FROM SCC On 31/1/2024, the Sheffield City Council (SCC) Chief Executive Officer (Kate Josephs) and General Counsel (David Hollis) made public an apology that they had sent to the Lord Chancellor and Secretary of State for Justice (Mr Alex Chalke KC MP), on 22/12/2023. The apology followed publication of a report that SCC had commissioned, authored by Sir Mark Lowcock KCB, dated 6/3/2023: ‘Sheffield Street Trees Inquiry’. To quote paragraph 735 of Lowcock’s report: “A court can be misled in two key ways: a) Actively creating false evidence in the form of fake documents OR being untruthful in witness evidence; b) Passively allowing the court to rely on something that is known to be false and not correcting the record.” SCC acknowledged that an apology was due to the courts because SCC had produced a fake contract document that misled citizens and two court judges. The document was cited by the SCC Cabinet Member for Environment & Transport – Councillor TERRY FOX (Labour) - at a meeting of full council, on 3/2/2016 (the day after publication). Cllr Fox informed: “Amey had the Five Year Tree Management Strategy within their confidential contract. We listened; we listened to what people have said and we’ve been able to release THAT document, Lord
On 13/3/2018, TYP reported: “Paul Billington, Director of Culture and Environment at Sheffield City Council, had previously provided a witness statement to the High Court in Leeds last July in which he said: ‘For the avoidance of doubt, the vast majority of street trees in Sheffield are being retained (30,000 out of 36,000).’” On 27/7/2018, TYP reported that contractual felling quotas for each part of the city were set in 2012. The decision to scrap the felling targets was only approved, by the current SCC Director of Streetscene & Regulation (Richard Eyre), on 13/1/2023. For further detail, see the 24/2/2023 & 24/12/2023 sections of Professor Ian Rotherham’s online blog: ianswalkonthewildside. On 3/9/2018, The Star reported: “The council has spent around £320,000 on barristers’ fees, as well as over £100,000 in fighting against an attempted judicial review into the legality of the programme in 2016.” Section 195 of the 2016 judgement provides Mr Justice Gilbart’s interpretation of what the SCC Assistant Director of Legal Services (Stephen Eccleston) had explained to him: “…the only person or body within the council with the power to take actions or make decisions with regard to the works was the cabinet member
Call 0114 283 1100 responsible. In particular the full Council had no power to do so.” Let’s hope those responsible don’t ever worm their way back in to a position of power or responsibility at SCC. Perhaps, SCC should also apologise to the Lord Chancellor for the misleading statements that it provided to the courts? David Long (former Chief Strategist & Advisor to SORT)

Stagecoach Middlewood to Deepcar by Shanksmare on Thursday 8th Feb. 2004. No57 or 57A Stagecoach Buses were cancelled at around 13:00 from Sheffield to Stocksbridge. Yes we have had a bit of snow here in Deepcar. It started at around 7:30am steady but got heavy mid morning until around 13:00pm and it had put down no more than 2 to 3 inch since 7:30 am this morning. My wife works until 17:00 pm but today, she went to catch the 57 bus at Sheffield flat/st/fs2. This was a 57 stagecoach but at 13:28 my wife rang me to say that she was stood waiting for the bus. She gave me an update at 13:45 to say all stagecoach buses were cancelled. She said she was going to leg it to Deepcar from Middlewood. She later informed me that she had got to Oughtibridge and she said the main road was passable. Additional Update Whilst my wife was legging it back from Middlewood. I rang Stagecoach and spoke to an operator to tell them I had a clear front and back of the house. No snow had fallen all afternoon other than the odd light flurry. I pointed out to the operator cars and vans were still going up and down, which I had pointed out to the operator. I made a second call and spoke to a different operator about 30 minutes later. He said that buses were still cancelled, meanwhile my wife had just made it to the dumpit site. No doubt in election time, MP’s and councillors will be talking about transport. Jm Hinchey

Barnsley is flying the Purple Flag once again Barnsley town centre has been awarded a coveted Purple Flag accreditation for the fifth consecutive year in recognition of its commitment to creating a dynamic, secure, and vibrant evening and night-time economy. The Purple Flag scheme aims to raise the standard while broadening the appeal of town and city centres between the hours of 5pm to 5am. This prestigious award highlights Barnsley's diverse and attractive entertainment, dining, and culture offer, all while ensuring the safety and wellbeing of residents and visitors in the evening and night-time economy. Key successes in Barnsley's submission include the historical Market and Glass Works developments, which have seen an impressive 22% increase in footfall in 2023, compared to the UK average of 3.3%. Judges were impressed with the commitment and buy-in
for Purple Flag by the town’s bars, restaurants and venues. Barnsley’s extensive events programme includes the Flavours Food Festival, which saw a 22% increase in footfall in 2023 compared to the previous year, and the return of the town’s Christmas Market. The Bright Nights festival, an evening event including an illuminated parade, light projection, and Christmas light switch-on saw a 27% increase in footfall compared to 2022. The continuous recognition of our town centre as a safe and vibrant place has also been a contributing factor that helped us to receive two Council of the Year awards in 2023. Cllr Sir Steve Houghton CBE, Leader of Barnsley Council, said: "The Purple Flag accreditation is a testament to the dedication and hard work of everyone involved in making Barnsley's evening and nighttime economy a success.”

CHURCH HAVE PLENTY IN RESERVE Saturday 10th February 2024
EV Sportswear County Senior Premier Division Penistone Church Reserves 3-0 South Elmsall United Services Scorers for Church – Ryan Hallsworth 8, Jack Moore 15, Harrison Lynch 90 Saturday’s Penistone Church first team game away at Frickley Athletic fell foul of the wintery condition and was postponed. However after an excellent morning effort from volunteers and the players themselves the snow was removed from the pitch at the Parker Roofing Memorial Ground to reveal a playable surface and Penistone Church Reserves were able to hold their game. They were hoping to consolidate their position at the top of the County Senior Premier Division against mid-table South Elmsall United Services A report by Church player Ryan Hallsworth – (Pictured)

‘7th time unlucky’ Globe Holidays sponsored Stocksbridge Rugby were once again victims of the weather, as a snow-filled Coal Pit Lane pitch forced their Counties 4 Yorkshire (phase 2) South clash with Thornensians RUFC to be cancelled early on Saturday morning. Along with several other postponed fixtures, a convenient date will now need to be agreed for a reschedule. This is an unprecedented 7th postponement during this season, & it’s difficult to recall a worse season for weather-affected cancellations. The 1stXV took in the 6 Nations International victory for England over Wales, as the Manchester Road HQ is showing all 6 Nations fixtures live on the big screen. Skipper, that man Adam Frith & his charges must now focus on next weekend’s trip to Leeds, to play the students of the Medics & Dentists, before further travels to the East Coast the week after, 24th February, to take on Hessle RUFC under the Humber Bridge. The next scheduled home fixture will be on Saturday 2nd March when Hessle will make the return trip to the Coal Pit Lane stadium, kick off 2.15pm.

First and foremost we need to mention the lads who came up this morning. It was a real good effort from everyone. We wanted the game on because, we’re playing well, we’re top of the league and we just wanted to keep our form going. We got out first goal, I think we were a little bit lucky, the refs given us a throw in which may have been theirs but we took it quickly. Alfie Broughton thrown it to me and I just side-footed it past the keeper. It was a good start but the game got a bit scrappy but we always looked like we were going to create chances. We were stretching them through our wingers, Alfie was tearing
them to bits on the left side and Brad Kemp on the right
We got the second goal through Alfie’s great bit of work, again he put a really good ball into the box Jack Moore was there and he netted probably one of the best goals I’ve ever seen him score, the ball came across and he’s just flicked it into the bottom corner on the volley. We went in two-nil up in at half time and manager Tom Wright said that we needed to go out and get the third goal to put the game to bed. Our third goal came in the last couple of minutes, again a nice bit of play down the right hand side. Alfie did well to set me on the edge of the box to play to substitute Harrison Lynch, he scuffed it a bit but it’s just bounced over the keeper and gone into the back of the net. Fair play to Harrison, he’s been coming up for weeks, he hasn’t been getting a game, he’s been an unused sub but he’s persisted so he’ll be pleased that he’s got himself a goal today and a good few minutes of game time. We’re in a good position but I’ve been in these situations before and the last thing you want to be doing is thinking you’re unbeatable, we’ve got some hard games coming up and we need to keep winning them and defending solidly. Next week and the week after we play Houghton Main, they’re a good young, keen side so we need to be on our mettle. Saturday 17th February 2024 Toolstation NCEL Premier Division Penistone Church v Campion Kick off 3-00 pm
Tobias makes quick return
FANS’ favourite Tobiasz Musielak will be making a quick return to Owlerton for Kyle Howarth’s Testimonial next month. The popular Pole was released by Sheffield during the winter after two seasons with the South Yorkshire side. He’s since signed for King’s Lynn in the Sports Insure Premiership but will line-up alongside Freddie Lindgren, Rory Schlein and Simon Lambert for the Rest of the World Select who will be facing the 2024 Tru7 Group Tigers at Owlerton on Thursday, March 14 (7.30). Said Howarth: “Tobi is so quick around Sheffield and he played a major part in us getting to the playoffs last season. “It’s going to be strange not seeing him in the home pits this year but I’m sure he’ll do a great job at King’s Lynn in the No.1 racejacket. “I always wanted him involved in my testimonial as we got on so well as team mates and I’m pleased with how the opposition are shaping up.” Sponsorship packages for the event are now available - for more details e-mail khrtestimonial@gmail.com or search ‘Kyle Howarth Racing’ on Facebook.

Lisa notches up 250th parkrun LUKE SMASHES On a quiet weekend for racing, Saturday morning park runs took centre stage. The numbers at the Barnsley parkrun were higher than usual due to the cancellation of the Penistone parkrun. Lisa Hinchliffe was one of those taking part and it also happened to be Lisa’s 250th parkrun. After finishing Lisa said “I made it round my 250th parkrun today. Thank you Barnsley parkrun! It's definitely getting much harder!” Penistone runners fared well taking the first three spots at Barnsley. Tom Fryers was first back in 17-21 followed by George Parr (17-56) and James Mumford (18-20). Not to be outdone Penistone juniors Lauren (9-25) and Millie Lees (932) took first and second place at the Barnsley junior parkrun. This was also Lauren’s 50th time participating in the junior parkrun. The best age-graded runners at parkruns over the weekend were Julia Johnson (82.15%), Rachael Mayston (80.41%), James Mumford (76.18%), Tom Fryers (74.64%) and Sue Hall (73.34%).
200 PARKRUNS
At Concord Park Run Valley Hill Runner Luke Evans joined his fellow runners like he does most Saturdays but this time was for his 200th park run. All of VHR are proud of Luke’s achievements as anyone who runs park run will know it takes a lot of time to get to the big numbers! Luke, fittingly also brought a cake to celebrate with the other 160 runners.

WOMEN BACK TO WINNING WAYS Oughtibridge 5 - 0 Grimsby Oughtibridge made it back to back wins with a convincing 5-0 win against Grimsby, who sat one place below them in the league. With the scores level at the break and the away keeper in top form it did look as though it could be one of those days but Laura Cain broke the deadlock on 50 minutes. This opened the floodgates with player manager Laura Watton grabbing two, and Cain completing a hatrick.
The next two away games at Retford and Gainsborough Trinity will determine if promotion is a realistic possibility. Picture of squad in new training tops supplied by DB Sports and The Printroom
