First aid course turns real life - quick thinking sailor saves student Peter Mallett Staff Writer A Chief from Canadian Fleet Pacific says everyone should undergo first aid training after he used his expertise to save the life of a Nanaimo man in cardiac arrest in March.

Chief Petty Officer Second Class Paul McCoy, 52, is in the 32nd year of his career with the Royal Canadian Navy and currently works in his unit’s Underwater Warfare branch as a Coastal Advisor on Sonar Operations.

But he also works a parttime job as a First Aid instructor for the St. John Ambulance training centre in his hometown of Duncan. On March 10, one of his students, 66-year-old Earl Morris, suffered a cardiac arrest during his class.

“It happened to Earl in the right place at the right time,” said CPO2 McCoy. “If you are going to have a heart attack, have it in a first aid class where there are people fully trained and willing to help.”

The incident occurred as the class was taking a break and Chief McCoy was in the

hallway. A student rushed to him to say Morris had collapsed in his chair, was unresponsive and not breathing.

CPO2 McCoy, with the help of another instructor and student, sprang into action and used their training and equipment to save the heart attack victim’s life.

CPO2 McCoy, who is certified as an Occupational First Aid Level 3 and Advanced Medical First Responder, assessed Morris’ condition and then moved him to the ground. He performed CPR (cardiopulmonary resuscitation) while the other instructor administered oxygen.

CPO2 McCoy used a defibrillator to keep him alive while his student and the other instructor continued to perform CPR until paramedics arrived. Paramedics then used their defibrillators approximately six times before Morris was stable enough to be transported to hospital. He has since recovered.

McCoy is quick to downplay the hero moniker bestowed on him by Cowichan Training Centre’s supervisor Anne Saele, and fellow students and instructors.

“I don’t see myself as a hero.

I was just a guy who was there, but it’s definitely one in the win column for me and Mr. Morris,” he said.

CPO2 McCoy received his First Aid Instructor certification while serving in HMCS Calgary in 2007. Over the course of his life he has used his first aid training to save the lives of others. Those include severely injured accident victims of a head-on-collision on the Malahat Pass, and two

pedestrians who were struck by a vehicle in Sooke.

He recommends first aid training and refresher training to everyone.

“The training gives you the tools and confidence to properly perform first aid,” he said.

“It could be you or someone you love lying there next time. If you know what to do, you will be able to jump in and help. Everyone should have this training.”

Edmonton, Whitehorse return after successful mission Lt(N) Paul Pendergast MARPAC Public Affairs As Her Majesty’s Canadian Ships (HMCS) Edmonton and Whitehorse returned to their home port of Esquimalt, B.C. on May 3, the sight of family and friends cheering from the jetty as the ships approached brought a smile to the faces of the crew members.

There was a palpable sense of pride in a job well done, and handshakes and congratulations from Fleet staff for a successful Operation Caribbe. Since departing Esquimalt on Feb.16, the two ships seized and disrupted a total of approximately 2,856 kilograms of cocaine while working with the U.S. Coast Guard and embedded law Enforcement Detachments during the operation.

Whitehorse had one of the biggest busts so far in 2018 for Joint Interagency Task Force South, seizing approximately 1,520 kg on April 5.

“I am very proud of what the men and women of Whitehorse have accomplished on Operation Caribbe,” said Lieutenant-Commander Collin Forsberg, Commanding Officer of Whitehorse.

“Their hard work and determination to succeed on this mission kept yet more illicit drugs from reaching North America.”

Edmonton had their own success April 3, seizing approximately 461 kg of cocaine in international waters in the eastern Pacific off the coast of Central America.

“The efforts, professionalism and determination of the crews on our ships, and those of our U.S.

allies has led to yet another successful Operation Caribbe,” said Lieutenant-Commander Brian Henwood, Commanding Officer Edmonton. “I extend my thanks to the men and women whose dedication to this mission, both at sea, in the air, and ashore has kept our streets safer due to their efforts.”

A successful mission is the cumulative result of months of planning and preparation, combined with a lot of hard work and long hours, and that includes everyone on board, from the command team to the newest junior sailor.

But there is something more required to stay motivated for the entire length of a long mission.

“The adversity and sacrifice experienced by the crew leads to a feeling of family, because we are all in it together,” said Lieutenant-Commander Collin Forsberg. “We started using the phrase ‘The Whitehorse Way’ to create a positive unit identity, and to encourage people to aim for a high standard in everything they do.”

The ships embarked extra personnel in San Diego, and conducted Force Generation training during the transit home. This meant a busy schedule of seamanship and engineering drills to allow members to advance their training packages.

Both ships have full sailing schedules ahead during the summer and fall, and some members will be heading off on career courses or postings. But for now, the crews of Edmonton and Whitehorse are enjoying their well-deserved postdeployment leave by getting reacquainted with loved ones.

Dick joined the RCN in 1953, relocating to Victoria where he met the love of his life Marlene Davis.

They were married on September 12, 1958; they would have celebrated their 60th anniversary this year.

After Dad’s Naval Career, it was time for Mom to travel, and she dragged Dad to many places: Africa, Australia, New Zealand, China/Asia and all over Europe.

Dick is survived by his wife Marlene, sisters Cindy (Ed), Dorothy and children Kelly (Kevin), Rhonda, Paula (Bruce)and grand-daughters Amanda, Jennifer (twins), Erica and Julie. Papa was like a father to the twins and he will be sorely missed.

He loved his two cats Penny and Zoe whom are still looking for him. He will be missed by many wonderful friends.

Dick served in the RCN from 19531992, almost 39 years. He served as Coxswain on HMCS Terra Nova

After Retirement, he continued to serve actively for a few years with the Naval Reserves at Albert Head. He was still active with the RCNBF and Chief’s & Petty Officers’ Association.

The Family would like to thank Dr. Pewarchuk and entire staff at Victoria Hospice for the care of our Father.

Celebration of life will be held on Friday the 11th of May from 1-4pm at the Rainbow Room at Chief’s & Petty Officers’ Mess. In lieu of flowers, please send donations to BC SPCA or Victoria Hospice in his name.

Peter Mallett Staff Writer Members of Transport and Electrical Mechanical Engineering use a crane to launch Naval Fleet School (Pacific) Sail Training Vessel (STV) Tuna from Y Jetty on May 1.

A giant flatbed transport moved Tuna from the school’s nearby headquarters, where it has been undergoing a refit since December 2017. Tuna and its sister ship STV Goldcrest are identical 36-foot sailboats, both built in Milton, ON, and both launched by the Royal Canadian Navy in 1985. Until now they have both operated separately on Canada’s Atlantic and Pacific coasts, with the purpose of teaching navy sailors basic seamanship skills.

Prior to Tuna’s move last year it was stationed at fleet school in Halifax and served the sail-training needs of Maritime Forces Atlantic.

After its launch at Y Jetty, it was embarked to the Naden side of the harbour and the Small Boat Jetties where it was reunited with Goldcrest. After Tuna’s new mast is installed on May 15, both vessels will serve as training vessels for new sailors of the Pacific fleet.

Safe Driving Week: May 14-18 The theme of this year’s safe driving week is Are you fit to drive.

During this week, Base Logistics Road and Vehical Safety (RVS) would like every driver to take just a moment before embarking on that quick driving task to ask themselves: • Should I be operating this vehicle?

• Did I get enough sleep?

• Is there anything that might impair or distract me from this important task?

• Do I hold a valid DND 404 which permits me to operate this vehicle?

The act and decision to drive rests primarily with the driver. Although the Chain of Command has a range of responsibilities pertaining to training and vehicle management, the driver is personally responsible to ensure he/she is mentally and physically fit to safely operate a DND vehicle.

Here is a checklist of the driver’s responsibilities with respect to safe driving: • Training: The Chain of Command is responsible to ensure that personnel receive adequate driver training, but it is the driver’s responsibility to assess whether he/she is capable of safely operating the vehicle. If the driver feels additional training is needed, he/she is responsible to request it.

• Fatigue: Fatigue can seriously affect the driver’s ability to drive safely, and is considered a form of impairment.

Research shows that being awake for 17 hours has the same effect on driving ability as a Blood Alcohol Concentration (BAC) of 0.05, and 24 hours without sleep has the same

effect as a BAC of 0.10.

• Stress and Emotions: Although cell phone use is a widespread example of distracted driving, focusing on stress or strong emotions while driving can also seriously cloud a driver’s judgment.

While behind the wheel of a vehicle, it is important to recognize potential distractions and take the right steps to put your focus back on the road.

• Impairment: Impairment may not only be a result of alcohol or consumption of illegal drugs. Some medications prescribed by health care professionals or sold over the counter can affect one’s ability to drive due to serious side effects, such as blurred vision and dizziness. It is the driver’s responsibility to understand the side effects of their prescription and advise the Chain of Command accordingly.

Practice your Safe Backing Skills – Tuesday, 15 May, from 8 a.m. to noon, there will be a safe backing course set up at TEME for those who wish to practice their skills. This will be open to all DND 404 holders and a vehicle will be available on site. All members participating in the safe backing course will be entered in the draw.

RVS will be teaming up with the MPs in various locations during the week to ensure drivers hold a valid DND 404 and are in possession of a current trip ticket with the multi-driver portion completed properly.

Drivers in compliance will be entered into the draw for a gift.

Base Logistics RVS is located within the TEME lines in Building WP1365.

RVS provides an array of courses which include air brake, forklift, instructor/ examiner, trailer and transportation of dangerous goods.

RVS has a licensing clerk who processes all new and renewal DND 404s, administers the B.C. supplementary test and safe backing tests, and generally has the licensing answers you might be looking for. RVS also has trained specialists who are the people you would see following a vehicle collision.

The specialist’s role is to investigate all reported and discovered collisions, determine cause and preventability, and recommend viable remedial measures that will contribute to minimizing the likelihood of a reoccurrence.

Vancouver arrives in Hong Kong HMCS Vancouver has arrived in the Hong Kong Special Administrative Region on the first port visit of its Operation Projection Indo-AsiaPacific deployment.

Vancouver and crew will visit several ports in the Indo-Asia-Pacific in order to enhance relationships in the region.

This port visit in the Hong Kong Special Administrative Region is to support Canada’s diplomatic efforts in China. Canadian sailors will interact with civilians and local counterparts to promote cooperation and friendship, and participate in outreach activities such as school visits to the ship, a charity event, friendly sports competition, and a wreath laying ceremony at the Sai Wan War Memorial.

Canada and Hong Kong share a strong and long-standing relationship. During the Second World War, an estimated 2,000 Canadian soldiers fought alongside local and Allied forces to defend the territory in the Battle of Hong Kong. Today, there are over 300,000 Canadian citizens living in Hong Kong – the largest Canadian diaspora in one city outside of Canada.

Last steward standing in CFS Alert 2Lt Daniel McCall CFS Alert After many decades of managing both of the Canadian Forces Station (CFS) Alert messes, and running the Alert Trading Post, the steward trade is at last departing the isolated northern station to be replaced by Personnel Support Program (PSP) staff.

This marks the end of an era for the station in Nunavut, as the presence of stewards aiding with the morale and welfare of Alert personnel has been a constant since the station’s inception. The last of the CFS Alert stewards, MS Shane “Tradie” Barker, is sad to see his trade leaving the station for good, but is proud of everything that has been accomplished by the stewards during their long tenure.

“Alert is more than just a place, it’s an experience,” said MS Barker. “It’s been a big part of my life, and I’m glad I’ve had the chance to give something back. Everyone should have the chance to experience a place like this.”

MS Barker’s presence at CFS Alert will certainly be missed. His constant positivity and relentless enthusiasm have consistently boosted the morale of station personnel. His skill as a natural entertainer is always sure to draw laughter and smiles at any station event. A born salesman, MS Barker managed to increase the sales at the Alert Trading Post by more than 50 per cent during his time at the station, and has left a lasting mark on all who have worked around or alongside him.

Melanie Earle, the PSP staff carrying on the torch as manager of the Alert messes and Trading Post, is excited to take on the challenge of creating her own legacy at CFS Alert.

Cyberspace is critical for the conduct of modern military operations, and is recognized as a domain of operations such as air, sea, land and space.

Canada’s vision for defence includes a commitment to invest in and evolve its cyber capabilities, and to grow and enhance the Canadian Armed Forces (CAF) Cyber Force.

To help achieve this, events such as Exercise Cyber Challenge are designed to help maintain cyber related skills and identify personnel with strengths and aptitudes for potential employment in the CAF Cyber Force.

On May 13, 40 Regular and Reserve Force members from across Canada will participate in Exercise Cyber Challenge 2018 in Kingston, Ontario.

Indeed, team members will be presented challenges in categories such as cryptography and forensics, and awarded points according to difficulty and complexity.

Some of these challenges will be exceptionally difficult to solve and will require team members to use their collective experience.

Last year’s exercise was hosted on a newly redesigned network developed and supported in-house at the Canadian Forces School of Communications and Electronics (CFSCE).

“It took the development team more than three months and 2,000 hours to create hundreds of challenges based on web and network vulnerability assessment, penetration testing, network defence techniques, and computer and network forensics,” said

Sgt Oshier. “The same team continued development over the winter months to improve performance, redesign, add challenges, and create a new scoring methodology for this year’s exercise.”

“In addition to the improved challenges, there are rumours of new interactive challenges including ‘hackable’ staff badges and a remotely controlled foam ball gun,” he added with a smile.

Jointly conducted by D Cyber Ops FD and CFSCE, this will be the sixth event of this kind held since 2011. Organizers hope this year’s exercise will continue increasing awareness of the cyber domain, attract personnel to become part of the CAF Cyber Force, as well as shape the future of the cyber workforce.

This year is also unique in that there is an even split between Primary Reservists and Regular Force members, demonstrating the increasing role the Reserve Force can and will take in growing the CAF Cyber Force.

Sail training vessel prepares for Swiftsure Peter Mallett Staff Writer With HMCS Oriole now on the East Coast, all eyes are on Her Majesty’s Sail Training Vessel Goldcrest to make navy waves at the upcoming Swiftsure yacht race.

The international race, held over the May 26 weekend, is hosted by the Royal Victoria Yacht Club, and is the premier international long dis-

tance race in the Pacific Northwest.

Goldcrest will race a distance of 106 nautical miles beginning in Victoria with the turnaround point at Cape Flattery, Washington, against teams from across British Columbia and the United States.

Crewing the 36-foot training vessel will be eight sailors: skipper and Canadian Fleet School Pacific Division Commander, Lieutenant Commander Chris Maier, three sail-

ors from the school, and four from the Soldier On program.

Soldier On provides opportunities for ill and injured serving and retired military personnel to enjoy sports and recreational activities.

The new team members will undergo four days of intensive sail training on board Goldcrest in the days leading up to the race.

Sailing, says LCdr Maier, is a great sport for people of all physical abilities, or for those seeking focus, teamwork and community in life or therapy – and it’s a sport for life.

“I firmly believe sailing and the act of being out on the open ocean is therapeutic for a lot of people coming from all walks of life,” said LCdr Maier. “It’s great to be involved in the process of helping Soldier On, and assist people in their road to recovery by leading more active lifestyles, setting goals, and establishing new routines in their lives through the sport of sailing.”

LCdr Maier is also Commodore of the Canadian Forces Sailing Association (CFSA), and recently coached members of Canada’s 2018 Invictus Games sailing team during a training camp held at the base in the second week of April.

Goldcrest will compete in Swiftsure under the CFSA’s burgee. It will be joined by several CFSA members also competing, including Vancouver Island Racing Series (VIRS) defending champion Graham Heath, who will skipper Pitoraq.

Swiftsure is one of the races in the year-long, 13-race, VIRS. HMCS Nanaimo will act as a start boat in the Swiftsure race while an Orca-Class vessel will be used as a mark boat.

Fleet Diving Unit (Pacific) wins Snow to Surf race military category

Nine Clearance Divers from Fleet Diving Unit Pacific (FDU(P)) took part in the annual Comox Valley Snow to Surf race on April 29.

The relay race consisted of alpine skiing,cross-country skiing, road running, trail running, mountain biking, kayaking, road cycling and canoeing.

The FDU(P) team brought home a gold medal in the military category with a time of 3:49:26 followed by a Search and Rescue Technician team with a time of 4:03:21.

Overall, FDU(P) finished in sixth place out of 117 teams.

Sailor of the Quarter Leading Seaman Aleksandar Antonovic has been selected as Canadian Fleet (Pacific)’s Sailor of the Fourth Quarter 2017.

He acted as a Master Seaman of HMCS Regina’s Acoustic Division for fiscal year 17/18, through sea acceptance trials, basic single ship readiness trials, and intermediate multi-ship readiness trials of which he received accolades from Sea Training (Pacific).

He was awarded the Operations Department’s “Ultimate Warrior” award for most outstanding and deserving member as voted by his peers and supervisors.

He volunteers for a multitude of tasks that include Quick Reaction Team I/C, Force Protection Storesman, Ship’s Photographer, Naval Boarding

Party Stores 2 I/C, Naval Boarding Party unit level trainer, and Divisional NETP and OJPR coordinator.

In his off time, LS Antonovic volunteers teaching English as a second language to civilians in Victoria. He is a member of the Search and Rescue Society of British Columbia, has completed many qualifications this year, and is a valuable member of their team.

He also volunteers as sponsor for immigrants who have arrived in Canada, and more specifically to Victoria, by helping them integrate into Canadian culture, and show them how to complete most daily tasks Canadians take for granted that may confuse a new member of our society.

Leading Seaman Aleksandar Antonovic is awared the Canadian Fleet Pacific’s Sailor of the Quarter for Q4 2017 from Cmdre Zwick, CCFD Commander Canadian Fleet (Pacific).

Coastal Forces Promotions
