WHO WE ARE: The Esquimalt Military Family Resource Centre (MFRC) is an independent nonprofit, charitable organization that supports the military community. The MFRC is here to support the unique parts of the military lifestyle. This includes deployments, joining a new community, and providing social and mental wellness services so that families can stay well and military members can focus on their mission. WHO WE ARE: Personnel Support Programs (PSP) in CFB Esquimalt is a dynamic organization encompassing a wide spectrum of responsibilities: Fitness, Sports, Recreation, Health Promotion, Sponsorship and Donation and Lookout Newspaper and Publishing House. It’s primary responsibilities are to “Serve those who Serve” by defining, assessing and providing fitness and sport’s needs, recreational needs, internal communication, health, well-being and overall quality of life for the military community.

MFRC programs: Full refunds will be processed by contacting the MFRC at 250-363-2640 a minimum of 3 days prior to the program start date. PSP programs: Full refunds will be processed by contacting PSP at 250-363-1009 a minimum 48 hours’ notice prior to the program start date. Please note cancellations after the required dates will be subject to approval and subject to an administrative fee. Once a program has started refunds will not be provided. If paid with a debit card at the Signal Hill location, the amount can be refunded back to your debit card. If paid by cash or debit card at the CPAC location, a cheque will be issued. Please allow 2 weeks for processing. PSP programs: All refunds will be given back to the individual by the method they paid. If the payment was completed by cash we are able to refund directly to a debit card or you can request a cheque.

The Naden Athletic Centre has numerous facilities and programs for military personnel, their families and DND employees. RESPECT IN THE CAF: TAKE A STAND AGAINST SEXUAL MISCONDUCT ■ Maryse Neilson, MSW RSW, Health Promotion Manager, CFB Esquimalt RitCAF is a program developed by the Strategic Response Team on Sexual Misconduct to address part of the education and training component of Operation Honour. RitCAF is a voluntary, full day workshop for members of the CAF and facilitated by Health Promotion staff and others who have been specifically trained in its delivery. Using transformative learning theory, facilitators engage participants in the opportunity to reflect and develop an increased understanding of sexual misconduct and its continuum of harm in the CAF. Concepts like examining privilege and power are introduced in creative ways and participants gain the capacity to view CAF culture through different lenses, and ultimately to challenge and change it. The facilitators work hard to create an environment where people feel safe to explore topics that may seem uncomfortable or awkward. The continuum of sexual misconduct is a new concept to many people and it’s
important to understand that there are attitudes and behaviours in the continuum that contribute to an overall culture that normalizes the marginalization and diminishment of particular groups of people. RitCAF is all about changing that and talking about the grey areas that seem harmless but are not. Specifically, participants learn about the continuum of sexual misconduct, the impact of sexual misconduct, how to step in as a bystander when you observe sexual misconduct, and how to support victims from a victimcentred approach. At the end of each course, members are asked to reflect on and commit to one action they will begin to do to change the culture of sexual misconduct in the CAF. To date, some change agent actions have included: • “I will no longer laugh or stay silent and squirm at inappropriate jokes – I will calmly and courageously step into the situation and explain
why the joke is inappropriate and contributes to a culture that allows worse stuff to happen”. • “I’m going to pay attention to the language I use – I never realised how male centric it is and how I am eliminating over half the population when I use it. If we all said “womenkind” I would feel excluded…why couldn’t I see that before?” • “I’m going to be brave and stand up for myself more”. • “I’m going to start teaching my kids the language of consent long before sex comes up”. The course has been offered since September 2018 in Esquimalt, three times per month. Due to its popularity and local leadership’s commitment to changing the MARPAC culture, the course will be offered six times per month beginning September 2019. JOIN THE MFRC’S VOLUNTEER TEAM TODAY! Family Network Volunteers Become a vital part of a successful deployment by getting involved as a Family Network Volunteer. Enhance your group facilitation skills, provide information and support to your fellow military families, and gain experience with communications and organizing special events. You will need to commit approximately six hours per month. The MFRC is currently seeking volunteers for several networks as well as general office volunteers. Extra volunteers are always needed to assist with activities, communications and planning.
Volunteer Orientation Come receive an overview of the MFRC, learn more about the volunteer application process, and learn the requirements for volunteering in the military family community. Participants will find out about existing opportunities and have the opportunity to ask questions. Register by calling the MFRC at 250-363-2640. Childcare available if requested a week in advance. Summer Fun for 3 to 5 Year Olds
The MFRC is inviting parents or caregivers and their children (up to the age of 6) to join us for an hour of healthy breakfast snacks, great stories and interactive songs. Each family group will receive a book to take home with them. Each session is free but you must pre-register for each of the eight events between September and June. Deployment Childcare during Deployment Programming Finding child care while a military member is away can be a challenge. Free on-site child care is available to deployment program participants if the military member is deployed. It is also available if the military member is attending a deployment workshop with their partner. Requests must be made at least seven days in advance by calling the MFRC at 250-363-2640. Parents should provide a healthy snack and drink for their child.
Help your young child adjust to a parent being away on deployment. Kids interact with other children who are going through the same experience. These workshops will help validate your child’s feelings about deployment. Register your child by calling the Military Family Resource Centre at 250-363-2640. Space is limited, please register your child in advance. Deployment Services Deployment Respite Child Care Funded by donations to the MFRC, respite child care is available at no cost when a military parent is deployed for 21 consecutive days or more. Register for any PSP Camps Program by contacting PSP Recreation at 250-363-1009 or by stopping into the Colwood Pacific Activity Centre (CPAC) or Naden Athletic Centre Kiosks.
Full refunds are issued when PSP cancels a Camp program. Every effort is made to cancel courses in a timely manner (1-5 days prior to start date).
If you cancel Full refunds will be processed by contacting PSP at 250-363-1009 a minimum 2 weeks prior to the program start date. 50% refund will be issued one week prior to start of camp. Funded by Rogers Communications, this academic tutoring program helps military-connected children with the academic challenges associated with living the military lifestyle. Qualified mentors and tutors will provide students with the support they need to be successful in their academic life. In addition to the group homework sessions, parents will be given a handbook to reinforce basic math concepts at home. Deployment Children’s Deployment Workshops Help your child adjust to a parent being away on deployment. Kids interact with other children who are going through the same experience. Base museum displays Cdr Simmon’s medals ■ Peter Mallett Lookout Seven medals that once belonged to Second World War hero Commander Edward ‘Ted’ Simmons have returned to his home province on short-term loan to CFB Esquimalt. The medals, including a Distinguished Service Order, Distinguished Service Cross, and a 1939-45 star, were unveiled at a ceremony at the CFB Esquimalt Naval and Military Museum on July 10. Base Commander, Captain (Navy) Sam Sader presided over the ceremony, and Second World War veteran and Battle of the Atlantic survivor, 98-yearold Commander (Retired) Peter Chance was the special guest of honour. The two men pulled away a black curtain revealing the glistening and freshly polished medals inside a cubed glass display case. They are now the focal point of the museum’s new HMCS Beacon Hill exhibit celebrating the River Class frigate and its daring commander Simmons. Simmons was the most highly-decorated member of the Royal Canadian Naval Volunteer Reserve during the Battle of the Atlantic. His most notable heroics include the thwarting of a German U-Boat attack and boarding and later sinking the submarine once he acquired its code books, exploits which are featured prominently in the museum’s exhibit. “Simmons was an ordinary man who rose to the challenge and made an extraordinary impact during the Second World War,” said Capt(N) Sader. “We are truly honoured to be able to display his medals and it’s great to have the decorations earned here with us today.” Chance, who was attending the event
on behalf of the Naval Association of Canada – Vancouver Island, wore his own rack of medals and awards from his Royal Canadian Navy career, including being named a Chevalier (Knight) of the Ordre national de la Légon d’honneur, France’s highest honor. Like Simmons, Chance fought his own battles against German subs aboard HMCS Skeena as the ship’s navigator. Chance says it was men such as Simmons, coming from other jobs and walks of life, who through perseverance eventually helped turn the tide of the war in favour of the Allies. “He was one of the guys who found himself in a position to take on the opposition and did well,” said Chance. “His exploits tell the story…he was highly respected.”
Cdr Simmons retired in the United Kingdom and his medals remained with a relative following his death in 1988. Despite continued efforts by the Canadian branch of the family to bring them back to Canada, they were eventually sold at auction in England. The Canadian War Museum came to the rescue in 2017 and was able to acquire them. Smoke and Carbon Monoxide Alarms ❑ Install working smoke alarms on every storey of the home and outside all sleeping areas. Install carbon monoxide alarms outside all sleeping areas. It’s the law. ❑ For extra protection, install a smoke alarm in every bedroom and a carbon monoxide alarm on every storey. ❑ Test your smoke and carbon monoxide alarms once a month. ❑ Change alarm batteries annually or whenever the low-battery warning sounds. ❑ Always follow the manufacturer’s instructions for installing, testing, maintaining and replacing smoke and carbon monoxide alarms.
Home Fire Escape Planning ❑ Develop a home fire escape plan and practice it with the entire family. ❑ Make sure everyone knows two ways out of each room, if possible. ❑ Determine who will be responsible for helping young children, older adults or anyone else that may need assistance when escaping. ❑ Choose a meeting place outside, such as a tree or lamp post, where everyone can be accounted for. ❑ Call the fire department from outside the home, from a cell phone or neighbour’s home. ❑ Once out, stay out. Never re-enter a burning building. ❑ Keep all exits in the home clear and easy to use.
Cooking Fire Safety ❑ Always stay in the kitchen when you are cooking. ❑ Keep anything that can catch fire — oven mitts, wooden utensils, food packaging, towels or curtains — away from your stovetop. ❑ Keep a proper fitting pot lid near the stove when cooking. If a pot catches fire slide the lid over the pot and turn off the stove. Do not move the pot. ❑ Wear tight-fitting or rolled up sleeves when using the stove. Loose dangling clothing can easily catch fire. If your clothing catches fire, stop, drop to the ground and roll over and over to put out the fire.

Military Family ID Card It takes just 10 minutes to get this valuable ID card. The card is available to all regular and reserve military family members age 10 years and up. Use it to access base services such as the Naden Athletic Centre, to access Dockyard and Colwood by vehicle for pickups and drop-offs, and to receive discounts from local businesses. The CAF member must be present to sign the card at the time of issue and present their MPRR. The MFID is available at Signal Hill MFRC and CPAC MFRC.

Plan ahead with an emergency family plan Social and Mental Wellness Mental Health First Aid In support of the Veteran Community and in partnership with Veterans Affairs Canada, a customized version of the Mental Health First Aid is available for members of the Veteran Community. Mental health first aid is the assistance provided to a person who is developing a mental health problem or who is in a mental health crisis. Members of the Veteran Community will receive this training at no cost. Seats are limited and registration will be on a first-come, first-serve basis. Social and Mental Wellness Resources and Services Complex and Special Needs The Esquimalt MFRC offers one-to-one support for Canadian Armed Forces families with a family member with extra needs. Emergency Family Planning You need to plan ahead for the unexpected. If something happened to an at-home family member during a deployment, you need to have a workable emergency family plan. The MFRC can help you develop your plan, look at ways to build your support system and may be able to provide some assistance upon assessment.
Short-term Counselling ing Individuals, couples and families es can access short-term coun counselling sessions at the MFRC in a confidential atmosphere of support. Registered social workers provide support with stress, relationship issues, parenting challenges, the military lifestyle plus much more. The MFRC also provides quality referrals to outside counselling resources and specialized support services. Call 250-363-2640 for details.
Veteran Family Program The MFRC’s mandate now includes medically-released veterans and their families after they release from the Canadian Armed Forces. ADULT HEALTH PROMOTION Strengthening the Forces offers Health Promotion Programs designed to assist Canadian Forces members, their spouses, and civilian employees to take control of their health and well-being. Maintaining a high level of health improves ones ability to perform effectively and safely on CF operations, and contributes to a higher quality of life for everyone. All Health Promotion Programs are free of charge and open to CF members (regular and reserve), their spouses, and civilian employees (Public and Non-Public).
Programs *Creating an Addictions Free Workplace: Supervisor’s Training (Mite 117733)

This program is designed specifically for the Canadian Forces and for personnel in leadership positions (MS and above). The course is designed to assist leaders to promote an addiction free culture in their workplace. Participants learn about substance misuse, warning signs, effective interviewing skills, active listening skills, enabling, and how to challenge and change unhealthy workplace cultures. LEARN is a 12 week program that combines physical activity, nutrition, mental fitness/resilience training, stress management and conscious relaxation to help participants reduce their waist circumference and improve their overall fitness through both education and physical training modules. The program is delivered by the Regional Adaptive Fitness Specialist and Health Promotion Specialists and is endorsed by the MARPAC Health and Wellness Strategy. Sports Formation Sports Esquimalt Formation Sports organizes sports teams, leagues, and tournaments from the Formation/Base level to international competition. Cock of the Walk (COTW) The Formation Cock of the Walk program is a program that has grown to include both fleet and base units. Formation Teams (CFB Esquimalt Tritons) Esquimalt Formation Sports teams are comprised of Canadian Armed Forces (CAF) members that are Regular Force or Class A, B or C Reserve Force and belong to CFB Esquimalt in full capacity or are Attached Posted here. The Tritons represent CFB Esquimalt at Canada West Regional Championships for various sports, and if they win at the Canada West Regional Championship move on to represent Canada West Region at the National Championships. FITNESS
Aqua-Fit Get moving with a 45 minute, moderate level aquatic workout to improve strength, flexibility, and stamina. Work on core stability while getting an excellent cardio and strength workout. This class uses aqua-jogger belts, foam dumbbells and pool noodles for a low-impact, high-energy workout.
Bootcamp A combination of cardiovascular, core, and muscular strength/endurance work are mixed for a high intensity class. These classes change each week with emphasis on different components of fitness. All levels welcome. Come prepared to work indoors or outdoors.
FORCE PT Practice and receive feedback on training methods, evaluation protocols, and techniques for different components of the FORCE test. Depending on the day, the staff will work to get your heart pumping, shock your core, and/or assist you in some active recovery.
FORCE Familiarization This drop-in test will run you through an unofficial FORCE test where you are able to track your progress by having each test component evaluated by a PSP Fitness Staff. All participants welcome.
Formation PT This class is designed as a drop in class for all interested members and units on Monday and Wednesday. Bring your unit and work together as a team.

PSP Reconditioning: Rehabilitation for Performance (R4P) serves Canadian Armed Forces (CAF) members that have sustained a musculoskeletal injury and require a period of reconditioning in order to be optimally prepared to safely return to full operational military duties. R4P consists of movement-based exercise programs for the specific body areas of: Spine; Upper-Quadrant; and Lower-Quadrant, and utilizes appropriate components of mobility, flexibility, endurance, stability, strength, power, balance, proprioception, speed, and agility training. The R4P programs are movement-based and designed to deliver functional challenges specific to the CAF. R4P ensures that all injured CAF personnel are provided the time, opportunity, equipment, and programming necessary to improve. Referrals to R4P can only be made by a physiotherapist. What’s the deal with
intermittent fasting? By Nicole Houghtaling, RD, Pn1
I’ve been hearing a lot about intermittent fasting. What are the benefits and is this something I should try? – Thomas Dear Thomas: There has definitely been a lot of buzz around the topic of intermittent fasting, making it one of the newer fad diets out there. Intermittent fasting (IF) is essentially a diet that cycles between periods of eating and not eating and is often promoted for weight loss. There are several variations though so it’s important to know the different types and what type we’re talking about. To give you an idea, here’s a quick overview on some of the common variations. Intermittent energy restriction (IER): Periods of energy restriction interspersed with normal energy intake. Alternate day fasting (ADR): “Fasting days” in which no energy-containing food or beverages are consumed, alternating with days where food and beverages are consumed as desired. Alternate day energy restriction (ADER): Energy restriction of 60 -70% below estimated requirements, or a total fast on alternate days. Modified fasting regimens: Consumption of 20 - 25% of energy needs on regularly scheduled “fasting” days. Time restricted feeding (TRF - A.K.A 16:8 diet): Consuming energy intake as desired within specific time windows (from 10 am to 6 pm, for example), which induces fasting periods on a routine basis. Religious fasting: Fasting regimens undertaken for religious or spiritual purposes. What does the research say? Intermittent energy restriction may promote weight loss however, it is no more effective than continuous energy restriction (CER). Continuous energy restriction means consistently
limiting your calories. Did you know that when you lose weight, you lose fat and muscle? Studies suggest the overall protein content, rather than the pattern of energy restriction (like intermittent energy restriction vs. continuous energy restriction), is what determines how much fat free mass (muscle) you lose. In other words, you need to make sure you are getting adequate protein to help preserve your muscle mass when you lose weight. IF is counterproductive if you are trying to put on significant muscle mass. It may be challenging to follow specific intermittent fasting diet patterns over time as studies have shown it is difficult to maintain daily living activities, likely due to common side effects including: fatigue, stress, headaches, constipation, dehydration, mood variations and confusion. Currently there is a lack of evidence regarding the impact of intermittent fasting on health behaviours such as diet, sleep and physical activity. Longterm quality studies are still needed to examine weight maintenance after weight loss and short and long-term quality studies are needed, especially in military populations, to assess the effects of intermittent energy restriction on specific military environmental factors. So what’s the bottom line? At present there is insufficient evidence to recommend any intermittent energy restriction regimens. It is not clear if long-term IER is a safe, effective method of weight control for overweight or obese individuals, or if IER provides health benefits to people at any weight regardless of weight loss. Military personnel should avoid being on duty in
a fasted state as it can negatively affect safety and operational readiness. Already trying intermittent fasting? A healthy balanced diet is still important. Ensure you are meeting your requirements for important nutrients like fibre, vitamins and minerals and stay hydrated. For reasons including performance and injury prevention, avoid fasting while on duty. There’s nothing wrong with weight loss as a goal but remember that your health is more important than a number on the scale. Sleep, stress management, and physical activity, among other factors, all contribute to weight management and a healthy lifestyle. CLUBS Model Railroad Club The model Railway Club started as an N Scale (1/160) NTRAK modular layout in December 1997. Currently the NTRAK layout is 30 plus feet by 40 plus feet. These modules are continuously updated as new techniques and experiences are gained including Digital Command Control (DCC) systems. The N Scale layout is currently completing conversion to DCC but this does not preclude DC locomotives from being run on the layout. The HO Scale (1/87) modular layout is also 30 plus by 40 plus feet and has completed conversion to DCC. Again this does not preclude DC locomotives from enjoying the wonders of the layout. Some of these modules depict logging operations, mining operations and a locomotive servicing facility. Both of these layouts have been on public display and have won multiple awards as “Best Operating Layout”, “Favourite Operating Layout”; and “Best Module” at train shows in Victoria and Nanaimo. Our layout at “Christmas in the Village” is the perennial favourite display at the Saanich Historical Artefacts Society Christmas presentation. The Club actively participates each year in the Victoria Train Show, Westshore Town
Centre Hobby Show, Nanaimo Regional Train Show, Esquimalt Buccaneer Days, MARPAC Expo and the West Coast Welcome. All Active or retired military members, DND and other Government employees are welcome and invited to join the CFB Esquimalt Model Railway Club. We also are allowed limited numbers of others who do not meet the previously noted requirements as well as junior members providing the parent is

an active member. The Club currently meets every Wednesday from 1300-1630 hours and Saturday mornings from 0830-1200 hours in the basement of Building 1031 Work Point Barracks. The focus of the Club is three-fold: To promote the social aspect of group riding we provide avenues for socializing and participating in group-ride activities, including charity ride events; To assist in you “self-help” repairs we provide limited repair shop facilities and equipment (bike hoist, and fully kitted tool kit), including instructional classes; and, To develop rider skills we provide rider Mentorship training “ride-alongs” with experienced riders that: help members develop group riding skills; help members hone their riding skills in preparation for their motorcycle skills or Class 6 road tests; or, simply enhance their everyday riding skills. And for those wanting to learn to ride from scratch: We are now affiliated with “Learn to Ride” (a motorcycle training company that teaches new riders), who provide Club members with a discount on training courses. They provide the bikes; you simply provide the enthusiasm to learn. Club members are proud of the CAF, enthusiastic members of the community, and staunchly promote SAFE driving habits.
