I talk a lot about winterizing your home, but sometimes Mother Nature throws us a curveball that can be difficult to prepare for — like an ice storm. One of the first things you need to do is contact your home insurance provider. Not all insurance policies are created equal. Some cover snow and ice damage, others don’t. Most standard policies won’t cover winter-related flooding, unless you have a separate flood insurance policy. You need to know exactly what’s covered and what’s not. During winter storms, there are four major areas of your home that can be susceptible to damage.

Your roof Some homeowners might be anxious to get rid of ice on the roof but be careful. Unless you have a leak inside, leave it alone until the end of winter or early spring. You can get hurt trying to get rid of the ice yourself or cause more damage to the shingles. But if you are concerned, consult a roofing and/or eavestroughs contractor. A roofing contractor can go up on your roof and check for any damage caused by falling debris (like trees). They can also remove whatever snow there is and add a de-icer that is non-corrosive to aluminum (since most eavestroughs are aluminum), like a calcium chloride flake. Roofs without any ice and water shield are more susceptible to damage. Many homeowners will be looking for good roofers come spring. I would start booking them as soon as March to make sure you get a real pro. A good roof also needs a healthy attic. An insulation contractor can check your attic and make sure it has enough insulation and sufficient ventilation.

Frozen pipes I tell homeowners to make sure pipes are properly insulated to stop them from freezing. But during a power outage and cold temperatures, no amount of insulation can stop water from freezing in pipes. Some people might suggest draining the pipes. But nowhere in building code does it say that pipes must be sloped. That means even with the pipes drained there could be some water trapped in certain sections. So what’s the best solution? Leave your taps on. Let them drip or let a small amount of water continue to flow through the pipes. Also flush toilets every once in a while to keep the water flowing. It might seem like a waste but when you consider the alternative, it’s a safe precaution.

Power Most of us think that hydro com-

panies will take care of everything but the cold, hard truth is that they are responsible only for the lines going to your house — anything after the point of attachment, which is called the clevis, is your responsibility. If there is a problem with the clevis, pipe, clips, wiring or meter base — basically any electrical equipment on your property — it becomes your responsibility to fix it. And when there’s a big demand for electrical contractors after storms, there’s a high chance of people getting gouged. Vulnerable homeowners become desperate to get their power and heat back. Unfortunately, some people take advantage, asking for $7,500 for a job that shouldn’t cost more than $1,500 to repair. To prevent this you can’t let a desperate situation fog your judgment. Most electrical repair jobs should cost between $800 to $3,000, plus the cost of the permit, which is under $200. And yes, you need a permit, even if it’s something simple like replacing the clevis. Having the proper permits means municipal inspectors will check the work and make sure it’s done right so the hydro company can get the power to your home safely. If you have problems with the electrical service equipment on your property, hire a licensed electrical contractor to fix it, not an electrician. Only a licensed electrical contractor can get the proper permits to work on your home.

Growth must remain first priority ALAN THOMARAT

CEO and President Canadian Home Builders’ Association – Saskatchewan The business community in Saskatchewan is strong and confident and as we continue to grow, that confidence is more and more entrenched. Saskatchewan’s economic growth during the next two years is expected to exceed the national average, making it one of the fastest-growing provinces in Canada for nearly seven years. I’m getting used to saying that year over year, and it’s about time. Not so long ago we would say, “Well, more people left Saskatchewan last year,” and unfortunately it happened so often we became accustomed to it. The expanding economy, combined with employment opportunities and low unemployment rates, will continue to attract people and their families to Saskatchewan through international migration and inter-provincial movement. In 2012 and 2013, net migration to Saskatchewan pushed our province over 1.1 million people and the momentum is strong, with recent population reports putting us at more than 1,114,000. Saskatchewan’s housing industry and many other key industries are looking long-term to sustain this

economic growth. The key issues facing the province’s residential construction industry and other key industries are common, but in many cases the most common thread is the issue of capacity. We used to have to do more with less, but now managing growth effectively dictates strategic investments that sustain this momentum. Media reports in the latter years of the last decade continually mentioned Saskatchewan as “booming,” but many of us dismissed that term as a poor assessment of what was really happening. Saskatchewan has just started to see sustainable economic growth, which in turn has led to an increase in other investments in biotech, research and development, and manufacturing, among other sectors that add to the diversity and make us strong. Saskatchewan is at the top of the list in terms of employment, population g rowth, manuf acturing and retail sales, car sales, building permits, exports, ag ricultural production and overall growth in gross domestic product. Record population growth has driven housing starts to levels between 8,500 and 10,000 across the province — the highest level since the 1970s. Birthrates are continuing year after year at positive levels for the first time in many decades. We are also seeing significant immigration (especially from India, China, the Philippines and the Middle East) and migration from other

provinces, including many who left Saskatchewan for opportunities elsewhere and are now coming home. Many businesses work with our industry and government partners to highlight the benefits of growth in our communities, many of which are growing for the first time in memory. The business community in Saskatchewan is strong and confident, encouraged by the diversity driving the economic growth, as many industries are contributing to sustained business expansion and job creation. The home building industry has had to build capacity to meet housing needs as we build a larger skilled workforce. I still get the sense there is a heavy foot on the brake despite all the positive forward momentum. Housing affordability must still be the centrepiece that facilitates access to home ownership and quality rental accommodation. The home building industry supports our labour market development by providing this needed housing. Despite the growth in activity in many municipalities, and more and more permits bringing revenue into general operating budgets, we continue to see increases in fees for developments, permits and other charges that become embedded in the cost of new housing and, especially, land. In the last decade, development costs on new housing have increased some levies by more than 300 per cent, while the compounded inflation rate is roughly only one-10th of that dur-

ing the same 10 years. New home buyers are paying for all that makes up a new subdivision, from the roads in and out to the street lamps and stop signs and more. In the largest of the cities, they’re even chipping in tens of millions of dollars to repair inner city infrastructure and leisure facilities from what is called dividends from land sales. We witnessed 70 years of anti-growth dogma that smothered the potential of Saskatchewan, and now we’re in the very early years, let’s even say the infancy, of a growth agenda that will change the province and build better communities forever. We should be concerned that some short-ter m thinking and excessive fees may be the deterrents that discourage investment, job creation and home ownership, and that kill the momentum we have in Saskatchewan. We wo n’ t re a l i z e t h e promise of Saskatchewan with higher taxes, fees and government costs. We will, however, achieve the objectives in the provincial government’s growth strategy with more homes, stronger communities, more good jobs and many more people in Saskatchewan. Among them: paler walls contrasted with colourful fur niture, and plenty of personal expression, design experts say. Whisper-soft, ultra-pale shades of pink are back. “It is likely to be paired with preppy, masculine tones,” says designer Brian Flynn. His favourite blush paint is Barely Blush from Glidden, which he contrasts with navy blue. Designer Betsy Burnham sees white walls coming back in a big way.

Modern edge “White gives every space a modern edge, and sets the stage wonderfully for layers of colour in upholstery, accessories, area rugs and art.” As for furniture, “strong colours on upholstery are b e c o m i n g m o re o f t h e norm,” says designer Kyle Schuneman. One bold colour to approach carefully this year: red-violet. “Red-violet is the Pantone colour of the year

for 2014,” Flynn says. “My trick for using it right is pairing it with black, white and brass,” he says. “It’s not all that overwhelming, since it’s balanced by the neutrality of the black and white, and made a bit more chic and regal with the brass.”

Fresh inspirations “The idea of personalization is becoming stronger and stronger,” Schuneman says. “People are wanting their homes to reflect a more unique perspective.” So rather than assuming that everyone will be buying the same popular items, “stores are doing limited runs on items more often, like art in series or a special brand collaboration for just a season,” he says. Burnham agrees. Homeowners are increasingly looking to “large-scale wall hangings” and other pieces of art to express themselves, she says, rather than doing it with bold wall colour. She also recommends hunting for vintage posters that speak to you. Find them through online dealers and auction houses, and then frame them in a group.
