If you’re going to go pink, go bold Colour can spread cheer in a home Samantha Pynn For Postmedia News Q: I know you often use pink, and I’d like to paint my open-concept condo fuchsia. I’ve lived with white for a few years, but I’m thinking I should just do a feature wall from the hallway into the kitchen and living room. Paint is cheap. I figure why not try? A: Ooh, I do love pink, but I loathe feature walls. There, it’s out there. I get asked about feature walls all the time. They look like giant paint tests to me. Plus, I always recall the words of beloved Toronto television personality and designer Ray Staples, who used to ask homeowners, “Did you run out of paint?” when referring to feature walls. The colour of a room’s walls should envelope you and make your
heart skip a beat, whether the space is bright and airy, dark and moody or dramatically hot pink. A fuchsia wall from the hallway through to the kitchen and living area might make your space feel unbalanced. As soon as I read the description of your condo, I thought of a striking pink space (the heartbeat-skipping kind), designed by Timothy Mather. For high-impact results, take your lead from Timothy and paint every wall pink. Timothy also used pink fabric on the chairs to further amp up the room’s colour. I’m not saying that every chair, table and vase needs to be pink, but repeating the colour will give your room depth. In fact, the reason Timothy’s design works so beautifully is that the checkerboard floor and high-gloss chocolate-brown cabinetry balance the room. You’ll also notice that he didn’t paint the ceilings. “I often paint the fifth wall — the ceiling — a colour, but in this case I felt that we needed a relief from the saturated colour,
like a sorbet in between complex courses,” Timothy says. As far as paint goes, you’re right, a gallon is relatively cheap, but the actual painting of a wall or room can be time-consuming and costly. Against my better judgment and to satisfy a client, I once accented a hallway wall in red. The client didn’t like the shade. And I didn’t like the way it made the small condo feel off-kilter, as though you were walking down one of the hallways in the movie The Shining. But let’s get back to the pink. Many design greats, from Dorothy Draper to David Hicks, Miles Redd and of course Timothy Mather, have painted rooms pink. The colour is happy and cheerful and has the power of making everything look good — pillows and people alike. Economic growth is vital to city’s health Stu Niebergall Pericles, the first Mayor of Athens said, “All things good of this earth flow to the city”. With the high level of urbanization in the world that has occurred in the past 200 years, some may argue this point with Pericles today. The first modern city to reach one million people was London, England, in 1810, and then New York City in 1875. Today there are over 300 cities worldwide with populations of greater than one million people. In a Regina context, we have calculated that if our city continues to grow at its current accelerated rate, we will reach one million people in approximately 100 years.
Regina’s humble beginnings started in the same way as most world cities. First it was a settlement surrounded by simple farming. Over time, people began to take on more specialized occupations, more trade occurred, more food was stored, and power began to be centralized. In time, that centralization lead to Regina becoming the capital city of our great province. Today, some would suggest that the growth of our city is unsustainable, but I disagree. It is sustainable when a city is true- to- cause in understanding what its purpose is. In my mind, that purpose is very simple. The purpose of a city is to facilitate affluence for its citizens and alleviate poverty. Housing affordability is a crucial component in that cause. Economic growth plays an imperative role in the health of a city. I have heard the criticism that with the
increase of affluence in a city, it does not distribute to citizens completely equitably, but make no mistake; economic growth is the only way that affluence can increase for all citizens regardless of their starting point. Nor can we take economic growth for granted. Look at the city of Detroit, for example, which grew to a population of 1.5 million by 1970, but today is now under 700,000 people. Citizens are not better off today in Detroit than they were in 1970. Economic growth matters. The residential construction industry is doing its part to respond to an ever changing housing market in Regina, and as a result, in 2012, our industry created over $1 billion in investment in Regina that created over 5,000 jobs for Regina citizens. Those jobs provided $300 million in wages that showed up in
purchases right across the whole economy. In addition, the purchase of new homes contributed millions of dollars to all three levels of governments through different forms of taxation. Some would suggest that the housing market is in need of regulation by the municipal and provincial governments to address the housing issues in Regina. From my perspective, what is needed is facilitation that will allow the market to innovate ahead of, and faster than public policy can be developed, in order to address the issues. The current Regina housing market demands lowerpriced housing. Builders and community developers continue to adapt housing product and lot types to keep home prices affordable to maintain sales velocity. Demand for the low density, wide lot, and single family home with attached garage
that many consider synonymous with urban sprawl continues to diminish in favour of affordable narrow lots and multi-family product. Community developers (those who assemble land for residential development) and home builders are already aligned with the city’s goals of incorporating smart growth principles, higher density development, and the provision of more affordable housing product. I believe the best solution to the housing affordability issue is to add supply to the housing market as quickly as possible. Supply should be added following smart growth principles in greenfield and infield opportunities and the market will ensure they are priced at or near the affordable levels. Lack of supply, especially when there are artificial constraints, places significant upward pressure on home prices. I believe that all sup-
ply added and absorbed will help the market return to a healthy equilibrium. For this reason, we are pleased and encouraged that the provincial government’s budget will take measures and allocate resources, through the Ministry of Government Relations, to step in when poor relations between rural municipalities and the cities they are next to, actually create barriers to growth and limit places to grow. My hope for the City of Regina is that it will be supported through these new measures, in its efforts to take a more regional approach to growth, so it can get on with its purpose of creating more economic growth, and therefore more affluence for Regina citizens. Federal budget highlights trades MIKE HOLMES Make it Right
Since the federal budget was announced on March 21, I’ve been hearing (and reading) a lot of feedback. Most of it has been positive, which I’m happy about. But some people are complaining about how the new budget doesn’t really change anything — or doesn’t change things enough. Part of the new federal budget focuses on more training for skilled trades, which includes retraining unemployed workers to meet our country’s growing demand to fill jobs such as electricians, machinists and plumbers. The 2013 budget includes a new Canada Jobs Grant that will provide up to 130,000 Canadians a year with $15,000 for retraining — $5,000 will come from the federal government, while provinces and employers are expected to match that amount for a total of $15,000. The unemployment rate among young Canadians is high, hovering around 14 per cent. That’s why the new budget is also dedicating $19 million over two years to encourage young workers to enter fields that need people, such as the skilled trades, science, technology, engineering and mathematics. Some critics are saying that the federal budget is an old program being sold as new. But even if that’s true, how many more people now know about these incentives? And how many more people now have a goal to get the training they need to change their life — and because of that — change other peoples’ lives too? Old or new, I like where this is going. It’s a step in the right direction because it promotes the skilled trades as something positive.
Why have skilled trades become a national priority? Because in general, there are too many unemployed graduates and too many job vacancies. This is not good for our economy. High unemployment rates plus a shortage of skilled tradespeople equals a huge mess on our hands — and the Canadian government knows it. Supply is not meeting demand. According to a survey presented by Manpower Group, skilled trades are globally in demand — these jobs need filling everywhere. In Canada alone it’s estimated that there will be 1.5 million skilled job vacancies in 2016 and 2.6 million by 2021. Not to mention that Canada will be short about one million tradespeople by 2020. Add that to the equation and you can see why some people are worried — including me. When I encourage children to consider the trades as a legitimate career sometimes I get backlash — yes, I read the comments. Some parents say that tradespeople are rude and don’t care about the quality of their work or the people it affects. Or that working in skilled trades leads to only dead-end jobs. But are these comments based on facts or stereotypes? Because the truth is that a career in the trades today means a better chance at being employed and earning a living that you can raise a family on. Politics aside, it’s not about pushing our kids to pursue a career we approve of; it’s about having balanced discussions when we speak to our kids about possible careers. It’s about discussing real employment opportunities with real income figures. And not just for now, but for the future — their future. If it means decreasing unemployment rates and filling jobs that need filling then that’s something I stand behind.

What do you recommend I do with the tax refund? Also, I may have too many holdings in my investment portfolio. How many holdings should I have for an RRSP
portfolio of about $155,000? A: Since that RRSP contribution has been made, you should consider applying your tax refund against any debt you have. You’re probably best to apply it to higherinterest debt first, like credit cards and car loans, and then possibly against your mortgage. To your second question about diversification, as you are probably aware, it’s very difficult to provide
personalized advice of this kind without knowing more about your situation, as there are many factors that come into play. I will tell you that many of the new clients we meet invariably have way too many holdings. Perhaps this is a result of the investor or adviser chasing market returns and simply adding portfolios or positions that have done well last year. Or it could be the lack of regu-
lar portfolio rebalancing. I recommend you consult an independent adviser and discuss developing an ideal asset allocation. This will be developed based on
your risk tolerance and anticipated returns and will factor in the length of time to retirement, inflation, life expectancy and so on. The next step would be
to complete a correlation analysis, a fancy term for a review of the diversification of your portfolio. The results will probably surprise you.

How to avoid flipping out on a hired designer Melissa Rayworth The Associated Press H o m e - d e c o r a t i n g t e l ev i s i o n shows and magazines have many Americans dreaming about inviting an expert interior designer into their homes. It looks so effortless when a popular designer arrives in a whirlwind of creative ideas and quick-working craftsmen. By the end of an hour of cable TV, he or she has transformed a hopelessly drab home into a stylish oasis. But what’s it really like to hire a designer? How can you make sure it’s a successful — and not too expensive — collaboration? As with a good marriage, says interior designer Phoebe Howard, the relationship between designer and homeowner is about communication, trust and respect. ■■ Finding Candidates — Many homeowners find a designer by asking friends whether they’ve used one. Designer Cathy Davin, founder and president of Davin Interiors in Pittsburgh, says new clients are often referred to her by previous clients. Others discover her online, she says. Interior designers generally keep a portfolio of photos of rooms they’ve designed on their websites. Browse through as many as you can in your area, noting photos that fit with your vision for your house. ■■ Training Varies — An interior designer “typically has a bachelor’s degree in interior design, and in several states must be certified,” Davin says. The American Society of Interior Designers (ASID) offers a database of certified members that is searchable by location. As you meet with potential designers or decorators, see who makes you feel comfortable, Howard says. You’re going to “open up your personal space” to the person you hire, so along with vetting their work, make sure your personalities mesh.
■■ Discussing Money — Howard, who is based in Florida, says a good designer should be able to tell you whether you can have what you’re envisioning for the money you’re able to spend. Be realistic and clear when discussing your budget. Design fees vary, but Davin says they tend to range between about $4 per square foot (for limited services like choosing a room’s colour palette and furniture layout) to $10 or more per square foot for full project management. Get cost estimates in writing and be sure you know exactly what is included. ■■ Agreeing On Style — Davin suggests starting with a meeting at your home with all decisionmakers present. Couples should try to work out disagreements before sitting down with the designer; experts can be good sounding boards but they won’t want to take sides in a battle.
