Home stagers have critical eye for design JURA KONCIUS THE WASHINGTON POST Home stagers are the people who sweep through homes going on the market and make them look uncluttered and cosy without a huge investment of time or money.

What’s their secret? Stagers have a bag of design and organizing tricks that can be useful even to someone who has no plans to sell. They look to make a house or condo desirable to potential buyers and maximize price. They have practical ideas to refresh your stale living room or pump up your curb appeal. Stagers cast a critical eye on everything. They remove things. They group like items together, rearrange bookcases, toss out lumpy pillows and frame children’s artwork previously hanging from magnets on the fridge. They might gather all your scattered framed family photos,

edit them and display them on one shelf or tabletop. Here are six ideas from four stagers to get you started on an intervention in your own home.

CREATE A LIGHT AND AIRY BEDROOM

“Lots of bedrooms are small and have few windows,” says Tyler Whitmore, owner of staging and design firm Ta-da! Homes in Bethesda, Md., who advises people to take a critical eye to every room in the house and “think like you’re going to see the house, even if you’re not.” She suggests painting walls a light colour and bringing in a neutral rug. Beds are the largest piece in the room, so linens shouldn’t stand out too much, she says. On a recent job at a Cape Cod, Whitmore replaced a dark navy bedspread on a mahogany sleigh bed with a cream coverlet. The navy one, Whitmore says, “created a

big black hole in the middle of the room.” Replacing chunky, mismatched nightstands, she installed matching pedestal nightstands, reusing the existing crackled-glass lamps. She put a pair of framed European prints over the bed as a focal point. “It feels calm in here now,” Whitmore says. “It’s the retreat everyone is looking for.”

GIVE THE BATHROOM A FACELIFT

Laura McCaffrey, a real e s t at e a g e n t a n d h o m e stager with Evers & Co. in Washington, sees lots of unusual bathroom-tile colour combinations in Washington’s 1920s and 1930s houses: Yellow and black, grey and maroon, pink and green. Yes, it’s retro, but with age, tiles crack and bathtubs chip. Many homeowners don’t want to shell out big bucks to gut their bathrooms.

Council got it right on land development STU NIEBERGALL At the city’s executive committee meeting on Sept. 10, city administration proposed to create a municipal land development corporation for the city to essentially compete with the private sector by entering into the business of residential land development. In 2012, the City of Regina acquired lands as part of an agreement with Saskatchewan Housing Corporation. Back then, city administration was asked by council to weigh out several options for the city to consider with regard to these lands. The options were: Should the city sell these lands to the private sector to develop? Should the city enter into a joint venture with the private sector? Or should the city itself become the developer with the proceeds going into the city coffers? Instead of coming back with a report on these three options, city administration proposed the creation of a land development corporation for the purpose of the city entering into the land develop-

ment business. In fact, many municipalities in Canada are involved in the business of residential land development in various degrees and for a number of different reasons, but doing so is a decision that needs to be made with eyes wide open for the many pitfalls that such an undertaking could entail. Traditionally, municipal government’s role in land development has not been to compete with the private sector for profits, but rather has been one of regulator of the industry. As such, the first minefield to sidestep would be the conflict or perceived conflict when the city acts as both regulator and competitor. Would this create unfair competitive advantage and would different rules apply with respect to favouring city-owned lands over the private sectors? Saskatoon is often held up as the model when it comes to municipal involvement in the land development business. However, it is not ideal. Builders and private-sector developers in Saskatoon tell us that, in fact, there is a double standard when it comes to approving city versus private sector projects and that there is even a two-tiered system when it comes to site safety, where the city-owned lands and small builders have no requirements, but the larger private sec-

tor firms do. In addition, with the city as land developer and little competition, innovation has been thwarted. Finally, having the city as land developer has done nothing to address the issue of housing affordability in Saskatoon, where the city actually is the price leader when it comes to establishing the cost of a lot. The creation of a corporation to deal with land development may go some distance to abate the conflict when city is both regulator and competitor, by the arm’s-length relationship that would be established with the city, but this option would not be without its own issues. First, corporations have a propensity to take on a life of their own and therefore, once the corporation was up and running, would it not find reasons to continue by acquiring more and more lands? And, would a corporation simply not be creating more complexity and cost for the city through yet another layer of bureaucracy? In addition, the creation of a municipal land development corporation would put resource demands on the city to get it up and running at a time when there are pressing development issues that require the city’s immediate attention. The Design Regina process, which got underway in 2009, finally culminated in the creation

of a new Official Community Plan (OCP), which the province ratified in May. The new OCP creates a highlevel directive for higher-density housing, which developers have been delivering in their new neighbourhoods since long before the OCP was ratified. However, the city’s main tool for implementing the OCP is the city’s zoning bylaws and the current bylaws were written to implement the former OCP when residential lots were much wider. As such, in building new homes closer together for higher density, builders are coming up against non-compliance with the city’s own outdated zoning bylaws. Home builders are caught in the middle and it is costing new homeowners when it comes to delays. Resources need to be put into resolving pressing issues such as these long before they are put into creating a municipal land development corporation. Finally, there is the issue of the risk to taxpayers and one can’t help but see a significant inconsistency here. In virtually all of our undertakings with the city in the last couple of years, the underlying theme from the city has been, “we need to ensure there is no undue risk to taxpayers.” On the other hand, city administration recommended the city

enter into the business of residential land development — a business which carries a high amount of risk and therefore would create “undue risk to taxpayers.” Developers need to understand markets, which can change rapidly creating a high degree of risk in the land development business. The discussion on this topic was lively on Sept. 10 and just having been part of this has allowed my views to evolve. One thing that has not changed, however, is that in my presentation to council, I noted that we really have not had the opportunity for the higher-level debate about what exactly the role of municipal government is: Is it to regulate or is it to enter into competition with the private sector to generate profits? Perhaps Coun. Bob Hawkins put it best when he asked why the city would be considering getting into the land development business and competing with the private sector in the first place, especially since there has been no failure in the private sector’s ability to deliver housing to market. Indeed the private sector has done well on that score. In the end, Mayor Michael Fougere and city council got it right when they requested that the city administration go back to the drawing board on this one.

Broken or cracked tiles can also be repaired and sprayed. According to Mary Ann O’Hara from Miracle Method’s Kensington, Md., franchise, a standard bathroom tub and tile surface refinishing costs about $1,900. You can add a new vanity, a medicine cabinet and hardware for an additional charge. New floor tiles can be laid on top of existing tile. Then you don’t have to hunt for yellow-and-black towels or shower curtains. McCaffrey started including staging as part of her services as a listing agent about 10 years ago. “When I’ve finished staging a house, so many people say things like, ‘I wish I’d done this three years ago. Then I could have enjoyed it myself.’”

MAKE A GOOD FIRST IMPRESSION

Your front door and shutters welcome people to your home and should be painted regularly to look fresh and polished. Front doors are traditionally painted colours such as glossy black, barn red, forest green or white. Whitmore also likes the idea of painting the front door in a colour that will hint at what is inside. McCaffrey is fond of giving the front door an unexpected colour. She encourages clients not to match the colours of shutters and front doors. In one project on a brick Colonial in Washington’s American University Park neighbourhood, she found a front door and shutters both painted a sage green. McCaffrey chose a darker green to paint the shutters so that they stand out.

UPGRADE RUGS

If your rug needs replacement, don’t buy a standard eight-by-10, or nine-by-12 and plop it into your room. Kelley Proxmire, a Bethesda, Md., interior designer who added staging to her design business in 2009, suggests buying a wool remnant and getting it cut to perfectly fit your space. She likes to have carpet sized to fit around fireplace hearths or bay windows. This makes your room look bigger and neater, she says. If you can’t afford new carpet, use small Oriental or area rugs you might have stashed in a closet or basement on top of an existing rug to personalize your look. Layering a small rug in front of a sofa can be an especially smart idea if kids eat snacks there. Proxmire also uses spray paint to rejuvenate lamp finials and rescue old planters. She hunts down soup tureens from closets and fills them with hydrangeas for the dining room.

GIVE YOUR HOUSEPLANTS A ONCE-OVER

Plants, whether succulents, ferns or rosemary topiaries, add to the look and energy of a room. Yet

many people seem to be running plant hospitals, Proxmire says. “I see forlorn sticks in dusty old pots scattered all over the place,” she says. Proxmire advises looking over your plants on a regular basis; she does it every Sunday. “Be brutally honest. If the plant really doesn’t look great, get rid of it.” She isn’t totally heartless: She has created an orchid revival area on a deep windowsill in her home, behind some indoor shutters, where she can keep an eye on dormant orchids without putting them on public view.

“Lots of people go to a furniture store and buy matching sofas and loveseats and put them in their living rooms,” says Roslyn Ashford of Ra Redoes Rooms, a Silver Spring, Md.., staging firm. “They stay there forever.” Ashford says many living rooms aren’t big enough for two sofas and a loveseat rarely is sat on by more than one person. She often replaces a bulky piece with a chair that takes up less space and makes the room seem larger. In bedrooms, Ashford finds sets of matching massive wooden beds,

Am I crazy? Linoleum for the kitchen? I’m trying to figure out how to pull together a new kitchen in my 1920s home. I’m not sure if vinyl-lino floors are actually better than alternatives like ceramic tile or wood. But I’ve seen some pretty cool patterns. The rest of the main floor is hardwood, but I don’t love it, so I figured I’d be better with something totally different. The kitchen is 10-by-12 feet and mostly separate from the living room and dining room — there is one door that leads to the living room, the other to the front door.

You are not crazy. Linoleum and vinyl are great options for kitchens and bathrooms because they’re easy

to install and soft underfoot. And unlike vinyl-lino floors of the past, they are highly durable and come in pretty cool patterns. Ceramic, porcelain or stone can give a kitchen luxe results, especially if you choose classic penny rounds, hexagon or slate tiles. In older homes in particular, however, ceramic tile can feel cold. I’ve used wood in kitchens (including my own) many times because I don’t like chopping up a space with different flooring materials. In open-concept spaces especially, different flooring types are jarring to the eye and in high traffic kitchens you’ll want to consider wood can swell and split if wet. Because your kitchen is closed off from your living room, you can definitely use a different flooring materi-

al. I was excited when I read your email because I had just discovered floor coverings from Harvey Maria (harveymaria.co.uk). Based in the U.K., the company carries vinyl-lino, luxury vinyl and rubber flooring for any room, including kitchens and bathrooms. The tiles are easy to clean, waterproof and slip resistant, plus they can be used with underfloor heating systems. My favourite pattern for the kitchen and bathroom is Neisha Crosland’s graphic Parquet, which comes in multiple colours and looks handcrafted. If you’re looking for something more feminine, Cath Kidston’s Rose Sprigs and Spots is uber pretty. The website has a room calculator, which will help you determine how many boxes of tile you’ll need as well as cost of shipping. For

your 10x12-foot kitchen, I calculated you will need 10 boxes, which will cost about $1,130 including shipping. As a final tip, consider the style and palette of your entire home when choosing kitchen floors. The Neisha Crosland Parquet in charcoal, for example, will work with any colour of wood flooring in adjoining rooms, as well as many different cabinet, backsplash tile and countertop combinations.
