Province must build an affordable growth plan Alan thomarat
CEO and President Canadian Home Builders’ Association — Saskatchewan Growth has brought many benefits in Saskatchewan — growth creates jobs, it strengthens the local economy and tax base (for all governments) and it makes for more vibrant communities and regions all over the province. Having an appropriate mix of housing types within a community is challenging but municipal officials and planners are discovering that being proactive in meeting housing demand is necessary to prevent affordability, quality and attainability issues. Rushing to solve issues of rising rental rates and housing costs can lead to poor policy decisions that do not solve housing affordability issues, but rather worsen them. So how do municipal officials head off problems of rising prices and low availability before they cause more long-term damage to the most vulnerable in our society? The most effective way to solve the issues of growth is to plan for it. This requires a concerted and realistic effort to establish population projections and future goals for growth before new residents, families and immigrants begin to arrive. Finding regional efficiencies is critical to building competitive regional advantage. The time it takes to turn empty fields into new neighbourhoods and subdivisions is anywhere from three to five years. By this point, housing affordability concer ns are transforming into a housing crisis. Early planning is essential for a community and the surrounding region because real solutions to housing shortages are long term. A strong and stable community requires a good mix
of housing types at a variety of price ranges. Large, single-family homes on large lots suit the needs of some demographic groups, but certainly not all. This type of housing is less likely to be attainable or appropriate for low-income families, students or seniors on a fixed income. The housing continuum is a method of clarifying how housing is inter-related and how it meets the needs of different demographic groups and income levels. D i f f e re n t d e m o g r ap h i c characteristics can often be linked reliably to certain types of housing.
Social housing Social housing covers a wide variety of housing types and needs, all of which help those struggling to afford adequate housing. The intended market for social housing ranges from those in need of basic shelter and crisis housing to those in need of supported living housing options, such as low-income households or those with unique housing needs.
Affordable housing The word affordable can be confusing, as it is currently used to describe both price of housing relative to income level and the housing that is available to those earning below a specific income threshold, known as the maximum income limit (MIL). For the purposes of the housing continuum, affordable refers to housing that is in some way subsidized so that it is attainable to those with earnings below the MIL, which in Saskatchewan is below $52,000 (the MIL is set by the Saskatchewan Housing Corp., and is subject to change based on market conditions).
Entry-level housing Entry-level home ownership and rental properties are essential to a healthy housing market, as they allow first-time homebuyers and renters to gain access to housing. Entry-level hous-
ing is modest in size and attainable for those earning between $52,000 and $70,000 annually. Higher-density dwellings such as townhomes and condominiums are most likely to be attainable for entry-level buyers and renters, as higher density housing can be built at a lower cost per unit.
Market-priced housing Market housing includes housing of all types that accommodates the demand for units on the open market. Most of these homes are purchased by higher income earners, who may be individuals, couples or families. Market housing comes in all forms, including singledetached, semi-detached, townhouse and luxury condominiums.
The housing market Significant changes in housing prices and rental rates indicate changes in supply along the continuum; these changes can be pinpointed more accurately with a comprehensive assessment of wider community and regional demand for housing. For example, if a community suddenly finds rental rates are rising faster than the average income is able to afford, there may be a number of supply deficiencies along the continuum. By increasing both rental unit supply and the supply of homes suitable for entrylevel buyers, low vacancy rates may be alleviated. The attention to sound long-term planning will suppress supply-side pressures and continue to build on the Saskatchewan advantage that is fuelling our unprecedented growth. We must stay the course and continuous improvement should always guide us. Solariums let the sun shine in

Wi t h s u m m e r w i n d i n g down, some homeowners might be looking for ways to keep the sun shining in their homes through the winter. One option is building a solarium. But you have to be careful, because with so much glass you risk a lot of heat or cool loss in the rest of your home. Anyone thinking about adding a solarium to their home needs to do their homework. That means research. A solarium is a lot like an addition. Your contractor will need permits and to follow building codes. For example, there’s a limit to how much glass you can have on the side of your house depending on how close you are to the property line — not the fence that might be along the line. One of the reasons is because of fire risk. Codes try to protect home fires from spreading to adjacent properties, and windows can be one way it can. The farther your home is from the property line, the more glass it can have on that side. But if your home is less than four feet from the property line, you can’t have any glass. That means no solarium. The key is finding a reputable contractor to design a room that suits your needs. Look for someone with plenty of experience building solariums — the more, the better. The pros I go to have been in the business for 40 years. How do you know you’ve found a pro? For one, they won’t give you a quote over

An experienced solarium builder will spend at least two to four hours talking with the homeowner to figure out what they want, what they need and what can be done. They should be asking questions like: “How many people live in your home?” and “What’s it going to be used for?” Often, homeowners will have unrealistic expectations about the size of the solarium, how much work is involved, how long it takes and the cost. It’s the contractor’s job to guide you on what can and can’t be done, and what your options are. On average, a solarium can cost anywhere between $30,000 to $50,000, depending on its size, and can take two to four weeks to build. So be prepared.
Foundation A solarium needs a foundation and you usually have three main options. The first is building what some pros call a “frost wall.” That’s the footings with a basic block foundation on top — imagine a basement
with the middle filled. The second option is building a foundation with a basement. So you have the solarium on top and a basement below it. But that option automatically adds an extra week — not to mention a lot of extra cost — to complete the job. The third option is having a concrete slab on grade with posts driven through the slab to lock it in place, so it won’t shift or move over time. But the kind of posts your contractor uses will make all the difference. We used Techno Metal Post’s helical pile — three at the back of the solarium (the part that’s away from the house). They’re like giant metal screws, so the frost can’t grab them and pull them up. Only a certified technician can install these posts because specialized hydraulic machinery that measures soil conditions must be used. This machinery will drive the giant screw down until it hits the right type of soil to anchor the foundation properly.
Glass The glass in a solarium is different than the glass we use for windows — or at
least it should be. Most windows today have double or triple pane low-E glass. If a contractor suggests using this type of glass on your solarium, don’t hire them. They’re not pros. The glass will lead to heat or cool escaping your home and then causing condensation — so your solarium will be fogged up. And what’s the point of that? The guys we hired used an exclusive product that’s a multi-coat glass for the roof. It has up to 12 layers of different coatings on the inside of the glass, not the outside. But the glass on the solarium’s walls has fewer coatings. That’s because the side of the solarium doesn’t get direct sunlight so you don’t need as many coatings. Plus, more coatings give us a darker glass, and we want the glass to be as clear as possible to take advantage of the sunlight. Where the solarium faces is also important. For example, if it’s facing south it’s going to get more sunlight; this is good because that’s the goal. But your contractor needs to make sure that the glass they use keeps the UV rays and heat (or cold in the winter) out, but lets in the light. The great thing about hiring the right pro is that they’ll usually include a lifetime guarantee on the glass of your solarium. It’s even transferable to new homeowners. Anything with a distressed look — it either doesn’t have glass, just a candle bulb, or something that has a clear glass with a vintage bulb — that’s very popular as well.” “Right now, people are looking for something substantial to fill out entries and master retreats. In terms of size and proportion, it’s becoming quite important to have chandeliers. “1950s to 1980s bungalows didn’t have a lot of room for chandeliers for the typical average consumer. “But now we’re seeing a lot of homes that have 18-foot ceilings where they need something to fill that space out and a chandelier is an ideal fixture to put there.” Many homeowners today still opt for tradition by installing a chandelier above the dining room table. But the spectacular light fixture

Another high demand look is the chandelier with a shade around it, great for use in foyers and even master retreats. Overall, Pasma says chandeliers still appeal to many customers. Those that expect to find only flowery fixtures of the past soon realize there are many updated looks available for homes, ranging from the rustic to the glamorous. “The more modern designs tend to look less chandelier-ish and more like a contemporary esthetic component of the house.”

Air out attic concerns with proper ventilation Shell Busey for Postmedia News Ventilation plays a key role in controlling attic moisture in the winter and hot air in the summer. Care should be taken to seal around all the openings in the attic floor, such as ceiling light fixtures, plumbing stacks, exhaust fans and chimney chases. Otherwise, warm moist air can escape into the attic, where it can condense and cause damage. Roof ventilation is important because there are so many changes that have taken place in the roofing industry. A lot of homeowners are changing from cedar roofing to duroid roofing (such as fibreglass laminated roofing shingles), aluminum or steel roofing. As soon as you remove a roof and put on a new roof, you must address ventilation. Keep in mind air will leak from the living area up into the attic area through light
fixtures, electrical wiring, plumbing pipes, attic access hatches and so on. The moist warm air that moves from the living space to the attic can cause issues in the attic such as ice damming and staining on the underside of roof sheathing. A cedar roof vents over the entire surface of the roof because the individual shingles are nailed to strapping on the roof. If you have any synthetic roofing material installed on your roof, the roofer will use tar paper or roof seal materials underneath the roofing material, so you have to increase the amount of ventilation to compensate because your roof no longer vents over the entire surface. For every 300 square feet of roofing surface, you must have at least one square foot, or 144 inches, of venting. Every vent you buy today has an indicator stamped on it so you know how many square inches of ventilation that vent provides. I recommend one square
foot of venting for every 200 square feet. That way you are getting more than adequate venting. The venting should be a mix of 50 per cent on the roof and 50 per cent under the eaves or soffits. This distribution of venting will encourage the proper air flow in the attic space to minimize possible concerns associated with attics that are improperly vented. Fiberglas and cellulose are the most commonly used for insulation in today’s homes. Fiberglas insulation is spun from molten sand and recycled glass into fibre. Cellulose insulation is made from recycled newspapers and is treated with a chemical-flame retardant. Average homes should have between R-28 (20 centimetres) to R-50 (38 cm) of insulation in the attic. Insulation is measured in R-value, which is the capacity of an insulating material to resist heat flow. The higher the R-value, the greater the insulating quality of the insulation.
