Sergio Contreras was raised in the Rio Grande Valley, graduating from PSJA in 1991 and Westmar University in Iowa in 1995. Mr. Contreras is Past-Chair of the Rio Grande Valley Partnership and serves as a Board of Director with the Brownsville, Harlingen Hispanic Chamber of Commerce, Alamo/San Juan Boys and Girls Club and appointed as Parliamentarian for the Texas Association of Mexican American Chambers of Commerce. Mr. Contreras serves on the Business Advisory Board with TMC (formerly Texas Migrant Council) and with Engaging Communities for College Readiness (ENCORE); Mr. Contreras also serves in the Workforce and Education Committee for the Texas Border Coalition.

As part of its 2nd year PRIME III Program, the SCI carried out a study that sought do discover just how much impact ‘trusted’ community volunteers could have in reaching out and assisting micro-enterprises in ‘formalizing’ their business ventures. As part of the study, the SCI formed two groups of micro-business owners with one group receiving individualized business assistance by the community volunteers for a period of 10 months while the other group didn’t receive such assistance. The Organization created a control group and an experimental group of small business owners (about 20 in each), insuring that these two groups were as similar as possible on all important variables. Both groups were given a pre-test to determine such things as the amount of annual sales, their knowledge of accessing capital, marketing techniques, and their overall knowledge of readily-available business assistance.

Context Setting: The Rio Grande Valley (Deep South Texas) The Rio Grande Valley (the Valley) is a border region consisting of the four, southernmost counties in the State of Texas – which includes Cameron, Hidalgo, Starr, and Willacy Counties. It covers an area of approximately 4,240 square miles and has a population of 1,220,589. Historically, this area has been known for its low socio-economic indicators. According to 2009 U.S. Census Bureau figures, Hispanics are the largest ethnic group in the area and comprise about 89% of the population. Whites of non-Hispanic decent make up about 9% of the population, while Asians and Blacks, each comprise about 1% of the population.

During the following 10 month- period, a group of four community volunteers, locally referred to as promotoras, were chosen to receive in-depth business training. Such training was provided by well-experienced business advisors and with the understanding that they were ‘training the trainer.’ During this same 10 month-period, these promotoras were responsible for meeting with the 20 small business owners who formed part of the experimental group and teaching them their newly acquired business knowledge. Such meetings with the clients were done periodically and at the convenience of the small business owner so as to maximize the impact of the training provided. The ‘curriculum’ consisted of 14 different objectives, ranging from developing a marketing plan, to learning about government contracting and preparing for a loan request (see Appendix A). After the 10 month period, all 40 individuals were once again provided with the business questionnaire (post-test—see Appendix B) to see what kind of variances existed between those who were assisted by the promotoras and those who were not.

Ramírez, a 13-year-veteran with the Edinburg Economic Development Corporation who served as Executive Director since August 2011, helped lead the organization until a permanent executive director, former Edinburg Mayor Pro Tem Agustín “Gus” García, Jr., was selected as Executive Director on May 28, 2013. She remains on the EEDC staff as Assistant Executive Director. The EEDC is the jobs-creation arm of the Edinburg City Council.

Moreover, 2009 U.S. Census figures reflect that over 34% of the population lives below the national poverty level. This compares with about 17.1% for the State of Texas and 14.3% for the U.S. Similarly, the per capita income stands at about $13,000 while the median household income is about $30,500. This compares with the State’s average of $24,318 and $48,280, respectively.

Her leadership positions with the EEDC also includes serving as Assistant Executive Director for about seven years, and Business Manager for the previous four years. Prior to coming to the EEDC, she worked for nine years with the Law Office of James (Jim) Darling, while he was the City Attorney for the City of McAllen. Among its many duties, the EEDC is responsible for collecting and administrating a one-half economic development sales tax that is generated from eligible retail purchases within the city limits.

Some of the major highlights and basic components of Young Life are as follows: Contact Work Young Life is not a facilities based ministry. Young Life leaders go to where students are—from local hangouts, to the university campus, to athletic events—and spend time and build unconditional friendships with them. Leaders meet kids on their turf and serve as positive role models in a culture that often values style over substance. Weekly Group Activities: Club and Campaigners The most common descriptor of our Monday night ‘Club’ meetings is, “You have to experience it to understand it.” The ingredients are a large group of rowdy high schoolers, lively singing, outrageous games, and wacky skits, followed by a brief message given by a Young Life leader. ‘Campaigners’, on the other hand, is small group meeting where a YL leader and a small group of teenagers get together to discuss whatever challenges, pressures, and concerns they face or questions they may have. The result is a safe place where teenagers can drop their masks and consider God’s design for their lives.

This year, high schoolers will be heading to Colorado, and our teen moms will be taking their children with them for a camp experience in the Hill Country of Texas. College students will be taking a service trip to Colorado to help prepare a Young Life camp for the summer camping season.

Camp Every year, Young Life leaders invite teenagers to camp by promising them “the best week of their lives.” And Young Life’s 21 properties deliver— with excellent facilities, incredible food, creative programming and highadventure activities. Last summer we loaded up a charter bus with students and drove 24 hours to Young

Young Life (YL) is active in all 50 states and more than 45 foreign countries, reaching an estimated 1 million teenagers every year. Young Life RGV began in Harlingen in 2000, and started the McAllen chapter in 2004. Currently, over 100 Valley students are involved on a weekly basis, and more than 200 local students participate in Young Life activities annually. YoungLives is Young Life’s outreach to pregnant and parenting teen moms, focused on building relationships between adults and teens. Our purpose is to be positive adult role models in teen mom’s lives, offering them relief from the isolation and struggle of their daily lives and hope for the future. YoungLives mentors provide parenting advice, educational guidance and encouragement, and help meeting the practical demands of raising a child. Young Life College offers university students a community to be a part of where they can enjoy college and be loved for who they are. As caring adults venture with them, college students are nurtured, guided, and encouraged to become young adults who are committed and productive members of the local community.

Members of the International Women’s Board of the University of Texas-Pan American Foundation were treated to a special variety show featuring performances by UTPA dance and music majors as well as a piano piece by Dr. Dahlia Guerra, Dean of the College of Arts and Humanities. Ballet, piano and opera performances gave members an opportunity to experience some of the talent that will be on display in the University’s new Academic and Performing Arts Center (APAC), which is scheduled to open in Winter 2014. AMOR Y OBEDIENCIA El varón dice que lo más importante es la obediencia……. Y la mujer dice que lo más importante es el amor. El varón dice, necesito que camines en obediencia…….. Y la mujer dice necesito ser amada. Sin pensar ya están poniendo condiciones, pues el dice: Si me obedeces te amo…… y ella dice: Si me amas te obedezco. Aún sabiendo y estando consientes de que Dios nos amó primero. “El no puso condición”, así la respuesta lógica de sus hijos debe ser amarles en obediencia, El nos confirma esto al amarnos primero, luego lo confirma con su palabra mandando a los hombres amar a la esposa, según Efesios 5:25 “Maridos amad a vuestras mujeres, así como Cristo amó a la iglesia, y se entregó a si mismo por ella” después lo repite dos veces más en el verso 28 y 33. Sería suficiente si Dios lo mencionara una sola vez. Él lo recalca varias veces puesto que es sumamente importante para nosotros. Nuestro Padre Celestial hace responsable al esposo por la marcha de su matrimonio y de su hogar. Y cómo un requisito fundamental le exige que ame a la esposa con un amor semejante al amor del Hijo de Dios. Por lo tanto no hay reservas ni límites enumerados amad cómo Cristo amó. ¿Que es amor Ágape? es un amor divino, un amor que se da a si mismo, un amor desinteresado, no es solamente un sentimiento hermoso o una emoción excitante. Cuando Cristo mostró su amor en la cruz no fue solamente un sentimiento her-

moso sino que fue todo lo contrario, le costó la vida a Nuestro Señor y Salvador Jesucristo. ¿Acaso usted esta practicando Amor Vs. Obediencia? ¿Esta es la realidad en la vida de usted y de su familia? Sí el amor del esposo hacia la esposa se entrega, se niega a si mismo, el verdadero amor busca el bienestar de la persona amada, busca la manera de complacer en todo al cónyuge haciendo a un lado el agradarse a si mismo. Veamos como se manifiesta esta clase de amor:

1. En la Santificación. (Efesios 5:26) “Para santificarla limpiándola en el lavacro del agua por la palabra” viene siendo la consagración exclusiva de uno a su amada y de ella a él…. Ella es la única no hay otra mas en su vida, debe ser una entrega enteramente de ambos. Esto quiere decir fidelidad del esposo a la mujer que ama y a la misma vez tiene que ver con la responsabilidad del esposo de conducirla espiritualmente separándola para Él Señor. (1ª. Corintios 7:14) Es deber de él de hacer todo lo posible para que ella no tan solamente sea preservada santa sino que sea confirmada y perfeccionada en la santidad. 2. En la Purificación. Así el Señor en su papel de Salvador, no es que sea Salvador de los pecados sino Salvador del peligro y del riesgo del pecado. Si el esposo ama a la esposa no se expone ni expone a su esposa a situaciones de pecado. El esposo debe tomar con mayor firmeza y suavidad de todo aquello que es bueno, ya que por medio de él Dios iluminará a su esposa, cambiará su mente y la guiará correctamente sin tener que arriesgarse a pecar. 3. En la entrega de si mismo hacia ella. (Efesios 5:27) El pacto de una sola carne, según el verso 31 ella es gloriosa, sin mancha, ni arruga cómo Salomón se expresó de la Sunamita en Cantares 4:7 “Toda tu eres hermosa, y en ti no hay mancha” En Proverbios 31:10,29 se describe a la esposa cómo de más valor que piedras preciosas. Esposo, describa y considera a su esposa cómo un tesoro que le ha sido dado por Dios. Ámela, respétela, hónrela, reconozca sus talentos, aprecie sus esfuerzos, considérela en sus sentimientos. Con ternura y completa sinceridad exprésele su amor de alguna manera cada día, muéstrele el máximo cariño y respeto. Recuerde algo importante y no lo descuide, el matrimonio está basado en la estimulación mutua la cual brota de lo más profundo de su ser.

manifestación de amor proveyendo para todas las necesidades cómo son el alimento, abrigo, cariño y caricias. Incluyendo lo social, emocional, mental, espiritual y físico. Para esto se precisa de suficiente tiempo, horas, días, años, es cómo hablar de un matrimonio perfecto. Y recuerde que no tan solamente está obligado a sostener a su esposa, debe también estimular y tratar sus sentimientos con delicadeza. Es deber del hombre sustentarle y deleitar diariamente su corazón de ella, renovar día con día los lazos que les unen por medio de su tierna atención y de su noble comportamiento. No permita descuidos porque es ahí donde es importante mostrarle a su amada respeto y cariño. El verbo cuidar describe la escena de una gallina cuidando a sus polluelos con las alas, habla de amor y protección pero a la vez de un trato cariñoso. Ahí no cabe el trato brusco. ¿Porque? Porque somos una sola carne y el trato que usted de a su mujer lo hace a su propio cuerpo, pues son un mismo cuerpo, puesto que nadie en su sano juicio maltrata a su propia carne. Con que facilidad podrá obedecer la mujer a un hombre que la ame de

esta manera. Obedeciendo la mujer ya se esta sujetando al liderazgo del esposo como al Señor. El matrimonio no es un ring de boxeo sino un refugio, una escuela, un recinto donde se suplen todas las necesidades. Es muy necesario el respeto al esposo porque el que más necesita respeto de la mujer, es su propio marido. Ella debe expresar verbalmente su aprecio en privado y en público, es fundamental. Pues el respeto debe ser indiscutiblemente en todas las áreas de su vida, social, emocional, mental y física así cómo espiritual. Por esto es responsabilidad de la mujer obedecer a su esposo ya que cualquier rebelión contra el esposo también es contra El Señor, debe ser una sumisión total, voluntaria y gozosa. El ejemplo mayor en la Sagrada Biblia es el de Sara en Génesis 12:10-20 ahí podemos ver no sólo la obediencia completa sino también la sumisión voluntaria. ¿Hasta que punto debe obedecer la esposa? (Efesios 5:24) en todo, no se deben fijar limites, restricciones ni peros. Un matrimonio éxitoso y feliz necesita ambos elementos: AMOR Y OBEDIENCIA “AMOR DEL HOMBRE, PERO OBEDIENCIA DE LA MUJER”

Time and again, the SBA has proven its leadership when it comes to issues affecting the small business community and the SCI is indeed grateful for their continued support. The SCI is also grateful to the South Texas Promotoras Association (STPA) who served as the liaison between our organization and the small business owners who participated in this study. In 2004, the Organization established a subsidiary called the Women’s Business Center (WBC). The Center’s mission is to promote the growth of women-owned businesses by providing business training and technical assistance, helping with access to credit and capital, and identifying federal contract and trade opportunities, particularly to those who are socially and economically disadvantaged.

Finally, the SCI acknowledges its staff members for diligently seeing this project through and Jenny Chamberlain for her work integrating and editing this report.

More specifically, the Center serves as a catalyst for business and economic development, job creation and income growth through the provision of a broad range of education and technical assistance activities targeting to start-up and existing businesses. Among such services are business plan development, formulating financial projections, and conducting market and product research. In addition, the WBC also assists clients in preparing loan proposals, mentoring programs, and in attaining various certification levels. Over the years the Center has developed an extensive network of partners from local government, chambers of commerce, economic development agencies and community groups such as the South Texas Promotora Association (STPA) and the Coalition for Valley Families (CVF). These partnerships have afforded the WBC opportunities for providing Rio Grande business services through a number of collaborative projects with a strong focus on women-owned businesses. In 2008, the SCI established its Rural Housing and Economic Development Center. This was a program sponsored by the U.S. Department of Housing and Urban Development (HUD) and was intended to identify and train first-time homebuyers, especially those from low-income communities. The Center partnered with local housing authorities, real estate professionals, and local community leaders so as to have a greater impact in extending its services to those who needed them the most. Shortly thereafter, in 2009, our Organization was seeking to expand its services to focus specifically on the lowincome micro-entrepreneurs residing in the Rio Grande Valley – that is, small business owners who have very-low income levels (not more than 150% of the poverty level) and have less than 10 employees. Thanks to a small grant by the Small Business Administration (SBA), our Organization was able to start the PRIME Program.
