Huitt-Zollars is uniquely qualified to be the prime design professional for this project. As you read through the qualifications of our firm and selected sub-consultants, you will notice numerous reasons to select Huitt-Zollars, which I have summarized below. We have Deep Roots in this Community. In 2012 Huitt-Zollars acquired the stock of Morris Architects, a prominent architectural firm that has been active in Houston since 1938. Huitt-Zollars was founded in 1975 in Dallas, where its headquarters office is located. There are six Huitt-Zollars offices in Texas, employing 325 highly skilled design professionals. There are thirteen offices located outside Texas, which when added to the Texas staff, total 530 employees firm-wide. HuittZollars is incorporated in the State of Texas as a “C” Corporation and registered with the state as a licensed provider of architectural, interior design, landscape architecture, and engineering services. We Know First Responder Training. Huitt-Zollars has designed sheriff and fire training and emergency management facilities for Harris County and the City of Houston. Our swift water sub-consultant, S2O, is one of the nation’s foremost experts in the design of swift and rising water training facilities. We Design Educational Facilities that Teach Skills. Huitt-Zollars has designed higher educational facilities in the past ten years, ranging in size from $1.0 million to more than $65 million. We have a sub-specialty in the design of hands-on workforce training for automotive repair, welding, energy and manufacturing sectors as well as service sectors such as cosmetology and the culinary arts. We Understand Water from Gulf Coast Flooding to Water Treatment. Huitt-Zollars led the Greater Houston Flood Mitigation Consortium study commissioned by a number of prominent non-profits in Houston. Additionally, having provided civil engineering services to the Harris County Flood Control District for many years, we were hired by FEMA to do facility condition assessments after Hurricane Harvey. Our water treatment consultant, Cloward H2O, has worked with us and S2O on numerous projects including waterparks and themed attractions. They understand the importance of keeping the water safe for trainers and trainees. We are Experts in Creating Themed Environments. Huitt-Zollars is one of the foremost experts in the design of complex, award-winning theme park environments. We were the lead architects for Disney on Pandora: Land of Avatar, the recently opened Stars Wars attractions in Orlando and Anaheim, and numerous other attractions. For Universal Orlando, we were the architect for The Wizarding World of Harry Potter’s Diagon Alley™ and Escape From Gringotts™ and most recently, Volcano Bay™, a very large water park. S2O / Flood Training and Swiftwater Rescue Training Center Design Scott Shipley, PE and Andy Laird, MENG, CENG, MICE, MCIWEM Scott Shipley and Andy Laird are the leading designers of this type of facility in the world. Scott Shipley is responsible for the design of the US National Whitewater Center, the Teesside whitewater channel (with Andy), the Lee Valley Whitewater Center (venue for the 2012 Olympic Games), and the swiftwater rescue training center at the Riversports Rapids Whitewater Park in OKC. Andy’s efforts have included a focus on swiftwater rescue training centers including the Pinkston Whitewater Centre in Scottland and the New York State DHSES Swiftwater and Flood Rescue Training Center, amongst others. Scott Shipley, PE, MSME, S2O President Engineer Scott Shipley brings a varied background to the table. Scott Shipley is perhaps the best-known American kayaker in the world today. A veteran of three Olympic games (’92, ’96, ’00) and holder of four world titles, Shipley has more than 25 years of experience as a whitewater competitor. Scott also holds a bachelor’s and master’s degree in Mechanical Engineering from top ranked Georgia Institute of Technology. Shipley’s combined expertise in both Whitewater and Engineering Design has made him the “go-to” designer for some of the world’s most demanding whitewater design projects. Shipley’s accolades include two “Best of What’s New” design awards from Popular Science, the Everest Award, and the Jack-Kelly Fair Play award, presented by the USOC. Shipley is also a hall of fame inductee and has been voted a top-ten athlete of the year by the USOC three times. Andy Laird, Meng, Ceng, MICE MCIWEM Andy is the world’s foremost expert in the design of swiftwater rescue facilities. Andy has worked with S2o to create the swiftwater rescue training centers at Teesside, Nottingham, Lee Valley, and OKC, amongst others. Andy’s most recent project the NYS DHSES Swift Water and Flooding Training Facility sets the standard, literally, for swiftwater rescue training facilities. This facility, and one currently under development in Scottland, are designed to allow for not just swiftwater rescue training, but simulated flood training, rescue from low-head dams, day and nightime training, and a host of other scenarios that make these facilities unparalleled for preparing first responders for any water rescue scenario. Nathan Werner, PE, S2O Project Manager Nathan has a bachelor’s degree in Civil Engineering with a concentration in Soil and Water Resources from Colorado State University. He has extensive experience with water resource engineering specializing in hydraulics and hydrology design and modeling. Previous roles include conducting extensive studies for flood modeling with 1D and 2D software including both unvaried and varied flow modeling as well as design and construction oversight for several large water resource projects in Colorado and Wyoming. He has performed hydraulic design of small and large structures ranging from channel stabilization projects to a 45 foot tall dam. Nathan has also been involved in several flood recovery projects including master planning, stream restoration, whitewater park design, ditch diversion design, and construction oversight. Christine Clark, PLA, AICP, S2O, Designer Christine has a balanced educational design background. She has a master’s degree in Landscape Architecture and in Urban and Regional Planning from the University of Colorado Denver. She also has a bachelor’s degree in Environmental Design in Architecture from the University of Colorado Boulder. Her experience lies in master planning and recreational design. She focuses on creating multifaceted spaces and networks that allow the users to freely move and experience indoor and outdoor spaces. Jeffrey Gustin, AIA Jeffrey Gustin’s vast and varied experience in AEC and development has positioned him well as a detail-oriented program and process manager. Key specialties include: owner’s representation, program management, large-scale project management, consultant management, pre-design entitlements and site evaluations, contract negotiations, design and engineering oversight and coordination, quality, time and process controls, construction management, and post construction evaluation and closeout procedures. Danial Mason Danial is a civil engineer specializing in river engineering and design. Danials experience includes using Rosgen methods to design and restore rivers. His expertise includes floodplain modeling in 1 and 2-d, design verification, and working with client to define and execute projects.

During this phase of the process, our team will develop a series of options that allows your team to visualize layouts, structures, massing, and spatial relations for the proposed facility. Our deliverables will include a site plan, a series of floor plans, sections, elevations and massing studies, program summary and relationships as well as a series of 3D images and renderings. DESIGN DEVELOPMENT (DD). During this phase of

the project, our design team will further develop the design into a more comprehensive site, structure and building solution. The team will explore facility systems, structural systems, materials, finishes and all other aspects of this project to develop a comprehensive solution. Budgets will be developed and we will begin to validate the cost of the project to ensure we are on budget and eventually on schedule. CONSTRUCTION DOCUMENTS (CD). During this

phase of the project, our design team will build from the previous phases and documents a complete, coordinated, and referenced set of documents for

the contractor to build the project. This effort will be under the direction of one of our Project Architects who brings the knowledge and experience in the management of comparable projects. In addition, our Project Architect will be assisted by our Quality Manager to ensure our documents are coordinated and in alignment with our specification manuals.

BIDDING (BD). During this phase of the project, our

design team will assist the College, in responding to questions by the contracting community to develop a budget and select a general contractor. CONSTRUCTION ADMINISTRATION AND OBSERVATION (CA). During this phase of the project

Huitt-Zollars is committed to quality control in our overall delivery process and documentation of projects. The A/E team believes that a successful project is one that all stakeholders take pride in both the final product and the process that led to it.

v. Capabilities and Capacity: Proposer shall clearly define its in-house capability and capacity to perform the work identified in the Scope of Services of this RFQ. Your response must describe the various technologies, tools, methods, and technical expertise that you will provide to HCC and/or that will be used in the delivery of the services and how that will be of benefit in the delivery of services to HCC.

TOOLS AND TECHNOLOGIES. Huitt-Zollars is a leader in the application of computer-aided design, drafting, and modeling technologies, including Building Information Modeling (BIM). Today we have more than 300 workstations employing both traditional CADbased design packages and BIM systems, such as Revit and Bentley BIM. We also deploy a wide selection of other specialized engineering software. We maintain subscription relationships with all major software producers to ensure that we always have access to the current versions of these design tools. METHODS. We produce nearly all of our facilities projects with BIM tools. We work primarily with Autodesk Revit, but we can also produce projects in Bentley BIM. OFFICES. Huitt-Zollars currently has 20 offices throughout the United States. Five offices are located in Texas and each one is equipped with a minimum of a full gigabit-LAN with local file storage and Internet access, one color and black and white copier, a fax machine, VOIP phones, a video-conference system, office furniture and supplies as needed for each person. 3ds Max Design, Enscape, Adobe and Sketchup. Revit and Navisworks are used for project coordination and clash detection. MS Project, MS Office and Newforma are used for project management and document administration. As a firm, we are accustomed to using the owner’s preferred web-based project management software and we are happy to comply when asked. For this project, we propose NewForma as our web-based project information management software. During the design and construction phases, we have found Newforma to be an excellent tool to track all project data including action items, product literature, owner directives, and consultant reviews. The software assists with accountability and action item deadlines with the broadcast of task reminders as responses become due or required. NewForma consolidates all of our project-related emails from all users to one central location where the information is accessible and searchable. The flow of information between ourselves, consultants, contractors, and owners is logged and tracked, so we can precisely know when any project information or document was delivered to any individual. Hot action items, whether an owner’s request, design coordination issue or identified construction deficiency, are tracked until a resolution is secured. RFI’s and submittal processing are mostly handled electronically, eliminating delivery costs and lost time while following exactly where in the review process any given RFI or submittal is and making this information available to all 36

Universal Studios’ 25-acre Volcano Bay water theme park presented enormous opportunities to excel in logistics, scheduling, manpower and scope of work activities. The Huitt-Zollars team worked with CES’ MEP team (Comprehensive Energy Services, Inc.) has 30 miles of piping was installed along with a total of 204 pumps, 87 strainers, 38 custom special effects, 22 slides, 12 pools, a chemical/UV treatment system, a fog/reverse osmosis system and a compressed air system. Six bunker buildings were built to support all the water features and pools within the park. Bunker Building 330 is, by far, is the most impressive and complex with a total of 33,135 SF and is located 25 feet underground, below the 250-foot Volcano. The bunker contains 115 pumps, approximately six miles of 1 1/2’ - 24” Sch40 PVC aquatic piping, 22 UV disinfectants, 17 filters, and a complex chemical water treatment system.

Description: Houston TransStar is Houston’s

Emergency and Transportation Management Center.

In 2004, Morris was commissioned to complete a needs analysis report and building program to accommodate space needs for emergency operations of the Sheriff’s Department, Fire & Emergency Services, and the Office of Emergency Management. A total of 34,606 GSF was programmed to meet the requirements identified in the needs analysis.

Huitt-Zollars designed and built the original building in 1996 and has continued to renovate and expand Houston TranStar throughout the last 20+ years. One of the nation’s first high-tech emergency and transportation and management centers, the 3-level facility features a Central Control Operations Room, Computer/Communications Room, Operations Room (OPS), Briefing Room, Visitors Room, Offices and Ancillary Support areas. Every aspect of emergency and traffic management within metropolitan Houston is controlled from the Center. The building facade can withstand hurricane force winds and the mechanical systems power the facility independently in emergency conditions. In 2000, Huitt-Zollars completed programming and space planning services to rework the administrative layout and additional requirements in 2000. 44

Riversport Rapids Whitewater Center is the designated training center for the Oklahoma State University Homeland Security degree program. The site features a dedicated swiftwater rescue training area designed for vehicle rescue, self rescue, rescue from structures, and self rescue training, amongst other scenarios. The Whitewater Center is ideally located at the crossroads of two arterial highways and strategically placed within the city; a short water taxi or river walk away from Bricktown and Downtown OKC. S2o, as project lead, worked with the City, stakeholders, and sub-contractors throughout the planning and design process to create a design that is unique to the Western United States. The Whitewater Center has the technology of a world class venue but also has the aesthetics and scale to blend into the existing Boathouse District Master Plan and the City of Oklahoma City. The swifwater rescue training area provides rescuers the ability to practice in calm, moving, and class III/IV whitewater. The venue has the capability of creating practice scenarios from open swimming and live bait, to aerial helicopter rescues. The site also provides dryland practice space, a catered restaurant, and Indoor conference and classroom space.

Andy Laird (EPDUK) Lee Valley Whitewater Centre, the 2012 Olympic Venue, Project Dates: Spring 2009- Summer 2010 has a thriving Swiftwater Rescue training program. S2o Reference: Andy Maddock, Program Director, /EPDUK were commissioned to complete the design for Bri�sh Canoeing, this Olympic Venue on a rush basis. Within four months andy.maddock@gbcanoeing.org.uk of receiving authority to proceed, our team reviewed all pertinent materials, recreated the entire drawing set, created both computer and physical models, and completed design documents for the most modern whitewater park in the world.

The S2o/EPDUK team continued to work with the Client to implement the design for construction, including construction oversight and project commissioning. The completed project was approved by the ICF, who cited the modeling and design as the most advanced and predictive ever used for a whitewater park. The facility has then gone on to host a full program for swiftwater rescue training--a use not anticipated prior to S2o’s involvement. The Lee Valley Whitewater Centre has been a tremendous success with athletes as well as first responders, who reference the facility as ideal for their uses. Users also applaud the RapidBlocs moveable obstacle system, innovated by S2o and EPDUK for this course, as created a robust and adjustable system that adapts to the needs required. The movable obstacle system is a tremendous step forward from previous systems, and is the future of whitewater and swiftwater channels. Project highlights: • S2o completed a remake of the master plan design documents, and created computer and a physical models within 12 weeks of receiving a contract. • The facility provides anchoring points for all types of rescue scenarios, including vehicles. • Used advanced physical modeling to accurately predict flows and key features. • S2o and EPDUK worked with the contractor to ensure a fast and cost efficient build. • The project is equipped with the patented RapidBlocs™ obstacle system.

The next step is to assess the type of consulting opportunities the specific scope of work has and the skills required. With this knowledge, we then begin to identify local or regional firms / consultants with the experience and expertise to meet the project needs. We also look for teaming opportunities with smaller HUB/MBE/WBE firm with good reputations that could benefit from a monitoring opportunity with larger and more qualified firms. During contract negotiations, we monitor the percentages of the fee spent on the HUB/MBE/WBE partners. We work extremely hard to ensure they have the opportunity to develop their skills for future projects. Once in a while, we fall short of the HUB/MBE/WBE participation recommendations, and that usually is driven by the complexity of the tasks and the inability to find a HUB/MBE/WBE firm that has the experience, the willingness to take a risk, or simply that they are unable to support the project due to their size. This does not happens very often, but it has happened. For this project, we have followed the procedures outlined in the RFQ from HCC. iv. Provide a reference list of all customers noted in Tab 4 above that included a Small Business or similar program where you have performed work similar to the type of work described in this RFQ. Provide the contact person and the representative who served as the Small Business Development liaison (or equivalent), telephone number and email address.

 Allow HCC students to attend some of the design meetings at our office for this training facility. This will provide direct in person experience of how architects and engineers develop the project.

Huitt-Zollars has the capability to hire two (2) HCC interns each summer during the duration of the project to help out with drafting and contract administration tasks that will help them grow in knowledge and awareness of the construction and design fields.

We will keep HCC informed of the status of the project on a timely and consistent basis. Meeting reports will be published within 48 hours of a meeting and a weekly report will be sent to HCC via email highlighting the past week’s work and project activities planned for the week ahead.

We will document HCC’s goals and objectives for this project as HCC defines success. This will be done at the beginning of the project and the PIC and PM will review these with HCC at each project milestone (completion of the Schematic Design, completion of Design Development, completion of Construction Documents, completion of the Bidding and Negotiation phase, and every three months during the Construction Phase.

Allow HCC students to visit the site with the Architect during construction. We propose 4 to 6 visits that the Project Architect can schedule to walk with them through the project. These visits will provide detailed insight on how a project is constructed. HCC / First Responders Training Facility
