On a recent weekend, close friends visited us from Philadelphia for their annual Loudoun fix – wineries, farm breweries, afternoon hikes and strolls through historic towns. Except, on this occasion, we showed them something completely different. We started with Friday night dinner at Indian restaurant Bhai Sahab in Lansdowne, followed by a late-night crawl of trendy Leesburg cocktail lounges including Tarbenders, The Docket and Nightshift. Inspired by Loudoun’s Winery Scene, Juliet Lloyd Gives Her Music a Front Seat BY JAN MERCKER
Fifteen years ago, Juliet Lloyd had a brush with musical fame and gave it up for a corporate career. Now the singer/songwriter is shifting gears again, taking the plunge into life as a fulltime performer—with Loudoun at the heart of her latest release. Lloyd is a fan favorite on the county’s winery and brewery circuit. She said her new five-song EP “High Road,” which dropped this month on streaming platforms, is inspired in part by her Loudoun shows. And, like many musicians, her musical journey involves a pandemic-inspired pivot. “It was a chance to reflect and think about what’s important. How do I want to be spending my time–knowing that opportunities can come 6
and go,” she said. “Having the live performance part of music taken away, having to find other ways to create and connect with people was really eye-opening for me. It reignited in many ways a desire to do more of this—because now you know what it feels like not to be able to do it at all.” Lloyd said “High Road” is a departure from her past piano-driven pop songwriting style. The new record has a country edge, inspired in part by fan requests at Loudoun gigs. “I have found myself gravitating more toward country music and country-influenced music over the last couple of years,” Lloyd said. “I think a large reason for that is that we play so many venues [in Loudoun], and I get so many requests

Born Cross-Eyed returns to Hillsboro’s Gap Stage to kick off the town’s free summer concert series.
HILLSBORO GROVES ON FRIDAY NIGHTS
Starting with an evening of Grateful Dead jams on July 8 and closing with Hard Swimmin’ Fish on Labor Day weekend, the Music in the Gap concert series will keep Hillsboro rocking throughout the summer. The year’s lineup features a diverse range of genres—from the high-power brass of the Texas Chainsaw Horns to the West African-inspired big band sound from Chopteeth Afrofunk Big Band to the popular Beatles cover band Mostly Fab. The free shows bring area residents and visitors to the lawn of the Old Stone School for evenings of picnicking and music. Local vendors will be on-site to provide food, beers and wine. The nation got to know Declan Horgan on television. Now the Irish chef is bringing his mission to elevate American cuisine to downtown Leesburg’s newest restaurant.
Rebellion Brings ‘Big D’ Downtown BY JAN MERCKER
Is Loudoun ready for its first celebrity chef? With “Hell’s Kitchen” finalist Declan Horgan at the helm, Rebellion Bourbon Bar & Kitchen opens this month in the heart of downtown Leesburg. And if the social media buzz is any indication, Horgan’s local fanbase is more than ready. The 6’3”, 300-pound Horgan, known as Big D, made a splash on the Food Network’s “Guy’s Grocery Games” in 2019 and went on to showcase his big personality (and finish third) on Season 19 of “Hell’s Kitchen,” which aired in early 2021. With more than 77,000 followers on Instagram, Horgan is on a mission to create great American dishes, with a focus on quality without the fluff. 10
“I trained in Michelin-star restaurants, and I know looking at the food that this person’s going to McDonald’s after this–it’s so small,” he said. “I want to increase the flavor of dishes, but I don’t want any of the frou-frou. … I like good hearty food, but I don’t like it to come out of a packet. Everything is from scratch in this kitchen.” Horgan specializes in smoked meats and handmade sauces (barbecue sauce is a favorite, and he’s also working on a homemade version of Sriracha). He’s working with farm-to-table guru Eric Hilgartener of Upperville-based Village Cheeseworks to connect with local producers. “Once we get rolling, we’re going to be sourcing from the local area as much as possible,” he said.

Horgan said he has plans for “off the chain” twists on American classics like burgers, wings and steaks and is already making plans to dry age local heritage meats with bourbon infusions for signature dishes. The bourbon side of the equation comes from restaurant owners Brent McCaslin and Joel Griffin. McCaslin, who lives near Leesburg, is also the restaurant’s general manager and shares both a passion for bourbon and military veteran status with Griffin, a Fredericksburgbased entrepreneur.
“For us, it’s about being a part of something, restoring some of these historic buildings that have been around forever and becoming part of a community. Loudoun is an amazing county,” Griffin said. McCaslin runs the restaurant’s bar program, sourcing rare bourbons as much as possible under Virginia’s state-run spirits program and offering creative cocktails with bourbon and other spirits and a wine and beer menu. The owners are working with Loudoun winemaker Doug Fabbioli to create a bourbon barrel-aged red blend wine.
“The passion for bourbon is innate, I think,” McCaslin said. “It’s the only true American spirit. By definition, it’s one that any veteran would gravitate to.” When the partners opened their first restaurant in Fredericksburg, they named it after the Whiskey Rebellion of 1792, a series of protests against the new republic’s whiskey tax under George Washington. Handling the rebellion was seen as a successful test of Washington’s leadership, and historians also credit the events of the period with the birth of bourbon, as Kentucky distillers shifted from rye to corn to make whiskey.

For McCaslin and Griffin, Loudoun was the next logical site after success further south, with Loudoun’s dynamic growth as “the Silicon Valley of the East Coast,” McCaslin said, combined with the area’s rich 18th century history. The partners undertook a two-year renovation of the historic building at the corner of King and Market Streets that formerly housed the Le Tache lingerie shop. The new restaurant features three levels, including a downstairs bar, a second floor dining room and membersonly cigar lounge on the third floor. And the owners have put plenty of time and attention into the restaurant’s design, working to preserve exposed brick and woodwork and keep the historic flair. JULY 2022
The partners added Horgan, fresh off his television success, as executive chef and culinary director in March. And for an Americana-loving Irishman, working for a veteran-owned restaurant in Virginia is a perfect fit. “I want to elevate Americana and modernize it. I want to bring everything back to handmade,” Horgan said. Horgan, 44, got his passion for food from his grandmother, who prepared old-school classics like lamb hearts and taught him never to be afraid of vegetables. His father was an avid fisherman and hunter, and Horgan grew up

hand-processing fish and game. Horgan trained at the DIT School of Culinary Arts and Food Technology in Dublin and worked at some of that city’s most famous restaurants, including the Michelin-starred Peacock Alley. But the larger-than-life chef eventually outgrew the Dublin culinary scene. And he knew the U.S. was the next logical step. “I’m a big personality ... Ireland was too small for me and too cliquey. I’m too outspoken and had too many ideas and too much that I wanted to do and make,” Horgan said. “One of the reasons I came to America is because it’s a bigger audience. Everything I’ve achieved in seven years, it’s literally the land of opportunity once you put your head down and work.” Horgan came to the U.S. in 2015, sponsored by an Irish restaurant in Old Town Alexandria. He opened Kirwan’s on The Wharf as the District Wharf revived Southwest DC’s waterfront, then
opened the Jack’s Ranch Italian restaurant in Tyson’s before getting snagged by Rebellion. Horgan says that despite his outsized persona, he experiences self-doubt like most chefs, and his television experience helped build his confidence. “It solidified for me that I’m actually good at what I do,” he said. After seven years in the states, Horgan is now at home in Loudoun. He and his girlfriend recently bought a home in South Riding, and his social media fandom continues to grow–both locally and internationally. And as the Leesburg team puts the final touches on the new location, the buzz is definitely building in the final stretch. “Everybody’s going crazy,” Horgan said. New Sculptures on Display in Raflo Park The Friends of Leesburg Public Arts and the Leesburg Commission on Public Art have unveiled the fourth exhibit of outdoor sculptures at the ArtsPARKs Sculpture Walk in Raflo Park. The works by three local artists will be on display for two years and then sold, with a portion of the proceeds going to support other public arts projects around town.
THE 2022-24 EXHIBIT: Spirit Vision by Jim Koenig is a mixed-medium sculpture inspired by his discovery while on a lunchtime walk of an overgrown cemetery with 42 unmarked graves, including those of former enslaved people who formed the Sycolin community in the late 1800s. He imagined something—a spirit perhaps—led him to discover the graves before they were completely lost to time or desecrated by development. Oh Joy! by Sally Myers is part of a series of large steel flower sculptures installed in public 16
parks. She folded the steel flowers in a method similar to origami. Energy Bloom by Alyssa Imes is inspired by the ideas of growth and energy. The knitted mesh starts from the inside and expands to the outer petals, suspended to hold a sphere in the middle. The center sphere references the “spark” of energy that grows into a full blossom. BioDiversity By Jim Koenig portrays the contradictions between the impetuosity of youth and the steadfast rootedness of a tree. ied Sky by Alyssa Imes references the idea of T going beyond the cliche of “the sky is the limit.” The blue netting being pulled to the base of the structure symbolizes pulling the sky down and taking control of your own destiny. The exhibit is located along a walkway in Raflo Park on Harrison Street downtown. for country songs. It sort of opened my eyes.” Lloyd embraced country influences on her new album’s lead track “Starting Something.” She had the idea for the song in 2019 on a flight back from Nashville and wrote the full lyrics last year. But she struggled to find the right tune–until she allowed her more recent country influences to fall into place. “The pieces finally came together,” Lloyd said. “It had been bouncing around in my brain for a while. I think the key to that was letting it be what it was, which was country-influenced.” Lloyd grew up in Rochester, NY, where she fell in love with the piano in elementary school and took up the trumpet in school bands. She discovered her talent as a vocalist in high school musical theater productions and as part of an all-woman a capella group in college. Lloyd earned a degree in economics before shifting gears and attending Boston’s renowned Berklee College of Music on a vocal scholarship. She spent the early 2000s building a name as a musician, playing gigs in Boston, and touring with international acts. When her second fulllength album “Leave the Light On” was released in 2007, the Boston Globe declared that Lloyd was “on the cusp of stardom,” with several tracks featured on television shows on MTV and VH1 and played on radio stations around the country. But like many musicians, Lloyd was torn between the need to create with bread-andbutter issues. “It was really hard to make a living at it,” she said. Lloyd found she enjoyed the promotional aspect of being a musician and went to graduate school for communications. “That led to having a ‘real job’ for a long time and leaning into that—and having music take a back seat,” she said. Lloyd moved to the DMV in 2009 for a communications job and now lives in Montgomery County, MD. But a few years ago, she decided it was time to start performing again. Lloyd dipped her toe into the burgeoning Loudoun music scene while visiting favorite wineries. She said she regularly grabbed copies of Get Out Loudoun and reached out to venues one by one, quickly building a solid fan base. 20

But coming out of the pandemic, it was time to take things up a notch. “I suddenly had this urge to write and perform a lot more,” she said. “It’s like I finally had things to say again.” Lloyd recorded “High Road” with noted Loudoun-based producer Jim Ebert, founder of the beloved Cancer Can Rock nonprofit and continues to play Loudoun shows nearly every weekend. “I have more opportunities than I can handle at this point,” she said. “I feel like I’m out in Loudoun County multiple times a weekend most of the time. … Every time we play, I’ll recognize a handful of people who are there to see me. Sometimes people will sneak in a request for originals, which always means a lot.” Lloyd recently won the 2022 Bernard/Ebb Songwriting Competition, recognizing top songwriting talent in the DC region. The award includes studio time, so she’s gearing up to crank out some more new material. And the musical momentum inspired her to leave her day job earlier this spring. “I feel like the release of [“High Road”] combined with really leaning in full time into music and the momentum I’ve gained from playing so many shows this year, it’s really the start of something,” Lloyd said. “I’m really excited to see where the next year goes.”
