In the 1960s, in Vojvodina alone, industrial hemp was cultivated on an area larger than the total production in Europe in 2014. The area covered by hemp in 2014 included only a few dozen hectares. In 2015, we will achieve more than 100 hectares. Our long-term aims are at least 5000 hectares by 2020. Mr. Vidović will talk about Novosadska konoplja (hemp) is the domestic variety used for production by KonopArt, Institute of Field and Vegetable Crops2. Novosadska konoplja (hemp) HELENA is a dioecious hemp belonging to the so called Southern Hemps. A team of experts at the Institute of Field and Vegetable Crops in Bački Petrovac has been developing this variety for many years lead by Jan Berenji and Vladimir Sikora Characteristics of the HELENA variety: Stem: 10 -15 tons/hectare Fibre: 3 - 4.5 tons/hectare Scutch: 7 - 10 kg/hectare Seed: 800 - 1000 kg/hectare Oil content: 28 - 32% Protein content: 22 -25% As many other countries, Serbia recently facing insufficient technical background related to harvesting and processing of hemp. This is the reason, for establishing Serbian Hemp Association, that will promote cooperation among hemp producers and processors for optimising usage of available resources. WORLD HEMP CONGRESS - sLOVEnia 2015 speaker Mr. TJALLING ERKELENS / NETHERLANDS Cannabinoids as tools for doctors and standardization of cannabis as medicine While cannabis is still not yet a registered medicine, many doctors doo prescribe cannabis as a therapeutic agent in many diseases, mainly to alleviate certain symptoms as chronic (neuropathic pain) pain, spasms and certain brain disorders that lead to anxiety. Based upon experiences in The Netherlands and Canada it becomes more and more clear in which cases cannabis can function as an additional tool for doctors to help some of their patients. One of the crucial things for the medical professionals however is that they want to keep control over what patients are taking as medicine and therefore standardization of products (chemistry, amounts and way of administration) is a must for cannabis also. Only this way doctors, pharmacists, regulators and patients can feel comfortable when using cannabis as a medicine. Standardization of cannabis for pharmaceutical purposes as done by e.g. Bedrocan in The Netherlands and Canada (product and production process) is a must to eventually get cannabis into that regular toolbox of doctors and their associates. As it becomes nowadays very obvious that cannabis has earned its’ place in the medical field it is also interesting to see how this evolves on a global level from a more commercial perspective. WORLD HEMP CONGRESS - sLOVEnia 2015 speaker Mr. DUŠAN NOLIMAL, MD.,MSPH, Specialist in Public Health / SLOVENIA Science, ethics and politics in classifying the danger of Cannabis sativa There is a long history of psychoactive plants being regarded as dangerous and subsequently being banned. The world-wide drug repression of these plants is blocking opportunities to perform thorough research into the medicinal and other qualities of a diverse range of plants, including Cannabis sativa. All psychoactive plants and substances have some degree of risk of harm associated with their abuse, but there are great differences in the extent of the risks and how they are controlled and classified. The purpose of control and the classification of the psychoactive plants and substances is both, restrictive in nature - to limit access to dangerous drugs, and enabling in nature – to ensure the availability of some of these drugs for scientific, medical, idustrial and other purposes. Historically, however, it has been the restrictive pole that has been prioritized. There are many conceptual and classification problems with the current control of these plants and substances. Over the past years the scientific, political and public knowledge have changed quite significantly and recent debates, have led to questions about the clarity, reliability and credibility of the current classification system and whether it remains fit for purpose. It has been argued that Cannabis sativa lacks the high abuse potential required for inclusion among the most dangerous drugs. Also, the discovery of the cannabinoid receptor system in the late 1980s revolutionized scientific understanding of the Cannabis sativa plant's medical effects. The scientific evidence and consensus are growing that the current classification of Cannabis sativa in the UN system represents a historical anomaly and should be reviewed at the earliest opportunity. It has been proposed that reclassification should be conducted by scientists and experts rather than by politicians, so that it will reflect only accurate factual knowledge of drug effects and risks rather than political biases. Slovenia takes its international responsibilities matters very seriously and any reclassification of Cannabis sativa which may be adopted would need to be consistent with the country’s obligations under the relevant UN Conventions. Dr. Nolimal finished medical school at University of Ljubljana School of Medicine, Ljubljana, Slovenia, in 1981 and earning a Master’s in Science of Public Health at University of Zagreb School of Medicine in 1987. He subspecialised in addiction medicine at Colorado University Health Science Centre, Addiction Research and Treatment Services, Denver, Colorado, USA and at National Institute on Drug Abuse, Addiction Research Centre, Baltimore, Maryland, USA in 1986 – 1990. As the Permanent Correspondent of Slovenia in The Pompidou Group ( Council of Europe) and the World Health Organization’s Slovenian National Coordinator for Drug Problems he contributed considerably to European drug policies and research by promoting the evidence base of policy and addressing ethical and human rights aspects. He was involved in developing and passing state legislation on drug prevention and treatment of addictions. As a member of the EU Science Group of European Alcohol and Health forum he provides scientific advice and guidance on matters of alcohol-related harms and


developing and maintaining a common evidence base at EU level. He was National Expert Consultant for The Mobilizing Entrprises and Workers to Prevent substance Abuse in CEE Project ( ILO, 1996-1999). His current work has spanned a diverse range of topics, including stress, psychosocial risks and mobbing addictions in alcohol and other drugs, health and social care for vulnerable populations, ethical and human rights aspects of public health, patients’ rights, promotion of mental health (including stress, psychosocial risks and mobbing ) at workplaces and social responsibility at workplaces. His research focuses on social, economic, political and environmental determinants of public health conditions, in particularly the determinants of psychosocial health and social responsibility at workplaces. He is author and/or co-author of more than 300 scientific articles, books, editor or co-editor of different publications in the field of public health (social medicine) in Slovenia. He often speaks nationally on the sensitive public health topic and social responsibility is frequently quoted in the media.

Ms. Majda Robić is working on her Master thesis 'The opportunities of medicinal plants cultivation in Pomurje', hemp, being just one of the many challenges of many plants, which she strives to bring in wide industry via social - agricultural projects in her home area. Already in her early youth she led her own flower studio in the center of Ljubljana, where she worked with modern art design of flowers introducing them into the most prominent Slovenian public projects. She discovered cannabis during her study and with it her new challenge. She investigated its numerous healing and endless economic potential and began to look for ways to its wider introduction and use despite the fact that at the time it was still a prohibited plant in her home country. In the domestic and international agricultural environment, in addition to many other development projects and educational events, which Majda prepares mostly in cooperation with state institutions, she set the project European technology development center of industrial hemp. Together with leading domestic and international agricultural development organizations she started with the event the International Hemp Cannabis forum, which was renamed the following year into the HEMP WORLD CONGRESS, where already 30 countries from around the world participated. These being countries which have already ‘liberated hemp’ or which are still trying, with their enthusiastic work, to introduce new respective legislation. The main objective is to raise awareness, education and new economic possibilities of cannabis. Her innovative global approach in linking experts, which has a strong global acceleration regarding innovation, is respected and recognized by a number of her colleagues and experts which she unites. WHC has started with an international team to create agricultural, economic, developmental, innovative, investment and marketing support environment with the potential for more than 70. 000 different products from organic hemp and hemp-growing manufacturing lines, which are being each year more rapidly liberated from ‘the illegal environment’. Likewise the importance of GLOBAL HEMP INNOVATION is gaining on it’s importance, which is the result of Majdas’ Master thesis. The liberation of hemp as a highly important economic plant from prohibition and liberation from fears created unnecessarily in many peoples’ lives should be of a constant concern to us all. Personally I am of a strong conviction that the current legislation must be respected and am an advocate for adapting laws to the state of life. All this requires a lot of work and will power. However, my work is at home in agricultural and technology industry projects to which I strive to instill a socialist touch. I am interested in the final products, and the new healthy employment opportunities as well as overall quality impact of the project on the environment, which is being all the more boldly included in the various activities respective hemp. There is still a long and arduous road ahead of us in establishing a final operating system of hemp, but together we shall managed to get through all the obstacles that stand in our way today. We are currently just preparing scenarios for global co-existence with hemp one of the most important medicinal plants.

And it will have a much smaller carbon footprint than most planes made out of fiberglass. Kesek believes that his hemp plane could revolutionize the world — “just like Steve Jobs did with his phones.” Despite an ongoing controversy in parts of the world, hemp is widely used in a large variety of applications, including soap, clothing, building supplies and fuel. WORLD HEMP CONGRESS - sLOVEnia 2015 speakers Mr. Sander Meyskens & Jan De Coninck,Team / BELGIUM Results of the Interreg project Grow2Build »Supply chain of hemp and flax for building materials« Mr. Sander Meyskens and Mr. Jan De Coninck, both working for BAS Bouwen - a nonprofit organisation promoting and consulting on sustainable building -, partner of the Interreg IVB NWE project Grow2Build. Sander has a background in commercial sciences and has been a member of Wervel - a nonprofit working group on sustainable agriculture - since 2013, where he focusses on industrial hemp. His work here includes market research and promotion. Within the Grow2Build project Sander has mainly been responsible for promotion of and education on hemp and flax building materials and techniques but he was also involved in the writing of a policy note and the organisation of several open innovation/networking events and workshops. Jan is an architectural engineer and lecturer at the University College Howest. His tasks at BAS Bouwen and within the Grow2Build project are mainly sustainable building consultancy towards consumers and bigger projects involving local governments and communities, he's also on the lookout for the project's continuation after it finishes.

Presentation: Grow2Build is an Interreg project fitting in the transition of an oil based economy towards a biobased economy within the north west European region. Focussing on hemp and flax based building materials, this project included among others research, pilots, chain development and promotion. After almost three years, specific content of the project, experiences and results will be given during this presentation. Sander and Jan are also looking beyond the completion of the project and have been thinking about it's continuation. This presentation is also a call for feedback on and input to the concept and potential partners. Results of the Interreg project Grow2Build »Supply chain of hemp and flax for building materials« Grow2Build works towards the transition of the north west European economy from an oil based economy towards a biobased economy. Specific focus is put on the integration of local sustainable cultivation of hemp and flax as the NWE region is particularly suitable for cultivation of these crops compared to other European regions. Hemp and flax crops can fit perfectly in a sustainable primary production system. This way the region can differentiate itself in its economic development through the exploitation of the strengths of the region, namely the ideal growing circumstances for hemp and flax and the historical expertise available on the cultivation and processing of these crops. Grow2Build focuses specifically on hemp and flax based building materials: Grow2Build wants to tackle the remaining bottlenecks through the whole product chain of hemp and flax based bio building materials as well as in the marketing of those products. Grow2build aims at developing this bio economical business in a sustainable and profitable way within the NWE region.

The business should be profitable for every stakeholder in the product chain. The challenges are situated at different fronts: there is a need for technical development and product innovation, new networks and an increase in market demand.
