YES on Prop D 17
cents per gallon is current tax
33,856 highway miles in Missouri
The November 6 General Election is nearing and along with the Senate and House races is an important issue that will affect all of us: Proposition D. Prop D, also known as House Bill 1460, is a statutory referendum to fund Missouri state law enforcement and maintenance for highways, bridges, roads and streets. It has been endorsed by the Chamber’s Board of Directors and voters are encouraged to vote yes. Missouri is currently ranked 49th in the nation on motor fuel taxes, at only 17 cents per gallon, and has the nation’s seventh largest system with 33,856 miles of highways. The 17-cent tax was last raised in 1996, which when adjusted for inflation, is worth about 7 cents in 1996 dollars. Prop D would increase the motor fuel tax 10 cents over four years, or two and a half cents annually. On average, drivers will spend an additional $1.28 per month, and up to $5.10 per month when fully funded. The Missouri Constitution requires that motor fuel tax revenues can only be used for:
1. The cost of collecting the revenue 2. Local and state roads and bridges 3. The Missouri State Highway Patrol, for the actual cost of enforcing Missouri’s laws on state highways The actual ballot language voters will see on November 6 reads as follows:
Shall Missouri law be amended to fund Missouri state law enforcement by increasing the motor fuel tax by two and one half cents per gallon annually for four years beginning page 8
46
national rank in revenue per mile
July 1, 2019, exempt Special Olympic, Paralympic, and Olympic prizes from state taxes, and to establish the Emergency State Freight Bottleneck Fund? The ballot language mentions that the amendment would fund Missouri state law enforcement. If passed, this measure will generate at least $288 million annually to the State Road Fund to provide for the funding of Missouri state law. The Highway Patrol currently gets $261 million from MODOT to be well equipped to protect drivers and respond to accidents across the state. That will change to $288 million, plus $123 million annually to local governments for road construction and maintenance. When the transportation components of Prop D were amended into HB 1460 during legislative session, the bill came to have three major components. The Special Olympic, Paralympic, and Olympic prize tax exemptions ensure that Olympians do not have to pay state income taxes on their medal or cash prizes awarded by the U.S. Olympic Committee. The Emergency State Freight Bottleneck Fund is set up to pair state general revenue (not road fund money) with local and federal funding to address extreme freight bottlenecks found at some major highway intersections. While the ballot language may be a bit confusing, it is imperative that voters educate themselves and vote YES on Prop D. This will put Missouri on the path to maintaining our infrastructure and keeping our roads and bridges safe for travelers. Questions about Prop D can be directed to Matt Baird, director of business and governmental relations, at mbaird@lschamber.com. Information courtesy of SaferMO
Member News & Events Enrollment at SCA Hits Historic Record Summit Christian Academy’s (SCA) 29th year finds them celebrating a record number of students filling the PreSchool-12th grade halls. Growth has been seen at the Early Education, Elementary, and Secondary levels with total enrollment currently at 810 students. Enrollment is up 6.3 percent over last school year which ended the year with 762 students. “I have had the privilege of interviewing 87 new families representing 150 students. I hear excitement in their voices as they talk about what we will offer their students academically. They are very grateful their children’s faith will be supported by godly and engaged teachers,” commented Head of School Linda Harrelson. Director of Development Sarah Coats said, “Each year, we see and hear from more and more families that are moving to the Lee’s Summit community to be part of the SCA community. They are seeking a school that is not only academically rigorous, but more importantly where Christ is at the center of their child’s education. We find it a privilege and blessing that they are selecting SCA.” SCA’s International Program is also growing by adding students from the countries of Peru and France, which have not been represented before. The 23 international students come from China, South Korea, Brazil, France, Russia, and Peru. International Program Director Kathy Tharp commented, “SCA’s global network is now reaching into the next generation, friends and family of the 103 international students who have come through SCA. Our entire student body benefits from the multi-cultural atmosphere through the exchange of perspectives, cultures, ideas, and friendships.”
