Update

Lee's Summit R7 2020 No-Tax Increase Bond Proposal:

Breaking Down the Details The 2020 election year kicks off in April with a number of items to vote on. One ballot initiative that will have a major impact on Lee’s Summit will be a no-tax increase bond proposal from the Lee's Summit R7 school district (LSR7). The outcome of this bond initiative will affect our children and the community for years to come.

the district already owns for the project on the south side of Bailey Road. Tentatively, the district would aim to conclude construction for the 180,000 square foot middle school by the beginning of the 2022-23 school year, when the Boardapproved decision to shift to a 6th through 8th grade middle school model would be implemented.

With the continued growth in the district and aging facilities, the district is in a position where it needs to address and prepare for the future. Voters will have an opportunity to play a major role in what direction the school district takes and how it will look in the coming years.

4. Renovations for three current middle schools | $25 million: This item includes necessary renovations to equip our current middle schools to include sixth grade. The plan, different for each school, breaks down like this:

The no-tax increase bond proposal has seven major components to it. Each one has been listed with a brief description and the dollar amount associated with that improvement. 1. Safety and security | $3 million: This budget item covers four crucial elements of making all of our schools safer: surveillance cameras, access control, keying and playground fencing. 2. Lee’s Summit High School | $80 million: This item includes significant renovations and additions to LSHS, including improved security, a new modern face to the southern entrance facing Highway 50 and additions/renovations that centralize resources, create a well-connected campus and improve capacity. 3. New Middle School | $72 million. This item includes significant site development on the land

Mason Elementary | $16 million: This item would increase capacity and modernize Mason through additions/renovations that support a 4-section elementary school prototype, address the safety and instructional needs of students and maximize the use of existing land and facilities. 6. Early Education Center at Prairie View Elementary | $9 million: This item would utilize space at Prairie View created by the middle school transition and remodel the north side of Prairie View as an early education center. 7. High School Activities/Athletics | $19 million: This includes turf replacement, track resurfacing and stadium improvements for all of our high schools. It also includes a new Lee’s Summit High School baseball/softball complex at the site of the new fourth middle school to ensure parity of facilities with other LSR7 high schools. The total Bond Package is $224 million.


Legislative

While the potential $224 million no-tax increase bond package is a significant amount, it leaves the district with bond capacity for future projects. The district’s bond capacity is in part because of projected growth, however, it’s also because the district has been a good financial steward by refinancing outstanding bonds in the past to reduce interest payments.

Update

If the bond proposal is approved to be placed on the ballot, the Chamber’s Board of Directors will look to take a position on the ballot initiative at their February board meeting. It is imperative that voters educate themselves about the bond proposal and go vote on April 7. When did you begin your professional career? When I enlisted with the Marine Corps for the second four year contract in 2006, I left the military and took a position as a Federal Law Enforcement Officer working for the United States Treasury, Internal Revenue Service – Criminal Investigation for a short six years before I found my way to Edward Jones in 2016. How did you get started in or choose your industry? I chose to work as a financial advisor to pursue my passion for personal finance and investing. I continued to study finances, accounting and investing through my years in the military. My experiences through the IRS confirmed my decision to work with people to help them navigate retirement planning through tax efficient strategies. What was your first job? My first job was working as a photographer for a small family owned business, named Action Photography. We photographed sporting events and motor sports throughout Missouri. Morning or night person? Morning- with two little girls at home, I often find myself falling asleep when my wife and I put them to bed. What’s your favorite thing about Lee’s Summit? There are a lot of little things about this town that we are grateful for, but we especially enjoy the numerous parks and community centers. The activities for girls are endless from the father daughter dance, to swim lessons, and concerts at the amphitheater.

When did you begin your professional career? I have worked in a variety of fields and industries since graduating from High School in 2010. In December 2018 I received my Bachelors in Business Leadership from Baker University and started with Job One in May 2019. How did you get started in or choose your industry? By way of a random encounter in a Starbucks when I was in college. I witnessed an awful interview and was talking to the hiring manager to cheer him up. He ended up offering me a job as an employment specialist! More recently I was looking for a great organization to grow into leadership with and I found Job One’s culture and P.E.O.P.L.E. values to be unmatched. I made the jump back into the employment specialist field and have loved it ever since! What was your first job? I was a cashier for Panera Bread on Douglas Road in Lee’s Summit. Morning or night person? Currently a night person, but trying to change my ways and become a morning person in 2020! What’s your favorite thing about Lee’s Summit? I moved to Lee’s Summit in 2002 from San Diego. ore than 33 years ago, brothers Doug and Mark Herriott graduated from optometry school. They knew they wanted to help people see better and lead healthier lives, so they came together and started a joint practice in 1987. Serendipity brought them to Lee’s Summit and these two brothers from South Dakota found their forever home. “Lee’s Summit has had a major population change since opening in 1987, and it’s been amazing to see the growth. Along with the community growing so has our practice,” comments Dr. Mark.

Eyecare Associates started with offices at 3rd Street and 50 Highway, moving from there over to the business center off Chipman (where Post Coffee is now), and then finally building their current location on McNary Court in 2005. Although they outgrew an office or two over the years, they are still working toward that mission of taking care of their patients. Dr. Doug comments on their growth, “Miriam joined us about 23 years ago, Laura joined in 2012, and our newest addition to the professional staff is Katie joining us in 2019. We try to focus on you as a whole person and not just how well you can read a chart.” This group of professionals work together as Eyecare Associates of LS, with more than 120 years of combined experience. When asking Dr. Mark about working alongside his brother he had this to say, “Working

Current research shows that retina scans may give details allowing for the earlier detection of Alzheimer’s non-invasively. Doug has always set the bar high which sets the overall practice standard.” Mark and Laura manage more of the business side of the practice. "We are so fortunate to attract a highly qualified staff that has allowed us to keep up with latest trends and treatments," said Dr. Mark. Since the staff is so great, the doctors can depend on them to fully understand all services and options for patients coming in. One of the biggest changes over the last 20+ years in the optometry industry is the advanced equipment and evolving technology. “We are excited to have brought in a state of the art OCT laser within the last year. It allows us to scan the retina and gather much more data in a far

levels engaged and looking to do more. The mix of experience and learning levels in Eyecare Associates will allow for long-term growth as a practice. Eyecare Associates has inquisitive patients that want to know more beyond what they can learn on the internet, asking newer and more advanced questions of the doctors. "While information is not always fully accurate online, it gives patients a better understanding having already researched their symptoms and concerns." This is why the team makes the necessary time with each patient, they want to know each person. "We’d miss a lot if we didn’t know your passions, aspirations, and interests; just like a good friend, we can’t serve you best if we don’t understand your life and circumstances."

Summit Lakes Middle School Nearly Doubles in Size Over 20 Years Summit Lakes Middle School (SLMS) opened in the fall of 2000 with 481 students and 33 teachers. A team representing the school community created the school’s name, including the word “Summit” representing the name of the city Lee’s Summit and “Lakes” due to the number of lakes in the community, especially within the attendance area. The students who opened the building were charged with naming the school mascot and identifying school colors, hence the navy and hunter green Falcons were born. Summit Lakes was initially opened with a capacity of 600 students. In 2004, a bond issue funded a planned second phase, increasing the capacity of the school to approximately 1,000 students. Today, SLMS has grown to more than 1050 seventh and eighth-grade students that will feed into Lee’s Summit West High School.

Summit lakes middle school programming is designed to meet the unique developmental needs of young adolescents. A diverse and comprehensive curriculum along with a wide variety of extra and co-curricular offerings engage students and provides them with the opportunity to explore areas of interest and expand on their learning. Grouping students within "teams" allows SLMS to function as a much smaller learning community and aids in fostering strong relationships between students, parents, and school staff. SLMS is celebrating the 20th year anniversary by conducting 20 days of service throughout our community. SLMS is proud to continue its tradition of excellence. David Mitchell leads the school administration as principal alongside Lee Barger and Dr. Whitney Morehead as assistant principals.

FIRST STAGES OF THE STREETS OF WEST PRYOR UNDERWAY A new year is upon us and with it, a new sense of excitement. Lee’s Summit is poised to make large strides in 2020 and the Lee’s Summit Economic Development Council is proud to be a part of the progress. This year, we are welcoming a new development to our community with the first stages of the Streets of West Pryor expected to be complete this summer. The $180 million, 70-acre mixed-use development will bring a wealth of new high-end businesses including two recentlyannounced restaurants, First Watch and Firebirds Wood Fired Grill. Both restaurants will be new additions to Lee’s Summit. They aren’t the only new franchises coming in with Streets of West Pryor. The development will also be anchored by a McKeever’s Market grocery store. The LSEDC is also continuing in its workforce efforts. LSEDC Director of Business Development, Tina Chace, is participating

in the Lee’s Summit R-7 School District’s Citizens Advisory Board. She is also serving on the Summit Technology Academy Avionics Advisory Board, which will lay the foundation for a new educational track at the school. In addition, Tina is working on new workforce exposure opportunities for Lee’s Summit students to help prepare them to make a decision about which career they will pursue. In December, we received a flurry of new requests for information from businesses looking for their new homes. Now it is in the hands of the companies involved to decide in which community they will spread their roots. I am hopeful that I will have more news to share on these projects this year. As with 2019, 2020 is full of possibilities with the upcoming master planning of nearly 4,000 acres of previouslyundeveloped land. The land available through Property

Reserve Inc. (PRI) is an opportunity that most communities are not afforded and Lee’s Summit is well-equipped to make the absolute most of this fortuitous position. The LSEDC, the City of Lee’s Summit and PRI all recognize the importance of working together to ensure that land is allocated thoughtfully, sustainably and purposefully. This process will likely take several years to perfect, but it is an issue that is worth approaching with deep care and consideration. 2019 BOARD OF DIRECTORS We can look back on 2019 and focus on the change or the challenges. As with every year, we had our share of setbacks and successes. I choose to focus on the celebrations and the immeasurable good the Lee’s Summit Chamber has been an integral part of this year. We were once again recognized as a 5-Star Chamber of Commerce, one of only five in Missouri and nearly 4,000 Nationwide. This feat alone deserves pause and recognition to our amazing staff, board, committee volunteers, and vested membership. In 2019 we set another revenue record for our Annual Gala, maintained the critical mark of 1,000 members and adopted a new Strategic Plan executing on every major action item. We expanded collaboration endeavors with our fellow community partners and amplified the LS and Yours Truly brand that symbolizes a community of opportunity, pride and prosperity. We explored and executed new ways to add value to our membership by partnering with the Missouri Chamber of Commerce and their Multiple Employer Welfare Arrangement (MEWA) offering the potential for substantially lower health care cost for our members. There were also expanded co-op marketing opportunities in print, digital, billboard, radio, and

television including the Kansas City Chiefs and Royals where we are the official Hometown Partner. I also choose to focus on our consistency and commitment. Our Membership, Ambassadors, Young Professionals, Education, Business Development, Governmental Relations, Military Affairs, Legislative, Health & Human Services, Oktoberfest and Visitors Council committees all continue to thrive as well as our task forces for the Holiday Reception, Annual Gala and Awards continuing to deliver. Our Leadership Lee’s Summit class is also, once again, sold out with the next generation of leaders yearning to play their part in the transformation of this community. We are the Chamber we are because we consistently show up, encourage, lead, and support one another. Our expectation of excellence is constant, and our staff and volunteer base is determined. 2019 HIGHLIGHTS & ACCOMPLISHMENTS 1

1. FIVE STAR REACCREDITATION

The Chamber’s hard work was, yet again, recognized with a five-star accredidation from the United States Chamber of Commerce. A distinction held by only five other Chambers in the State of Missouri.

2. MOST SUCCESSFUL HOLIDAY RECEPTION FOOD DRIVE

Thanks to the help of hundreds of giving attendees, this year’s Holiday Reception collected the most non-perishable food items in the history of the event. Donations benefitted Lee’s Summit Social Services.

3. RECORD-BREAKING ANNUAL GALA

The Chamber’s Annual Gala was hosted on Saturday, January 26, 2019. The event brought in maximum attendance and saw record-breaking funds raised by the silent and live auctions.

4. NEW STAFF

The Chamber gained two, new staff members in the fall of 2019. Megan Gray joined at the Director of Special Events and Taylor Smith as Director of Communications.

5. NEW MEMBER MEET UP

5

New Chamber members were able to network with each other and learn how to get the most out of their membership with a newly created quarterly event: New Member Meet Up. This event will become a regular part of the Chamber calendar for years to come.

(DPI) is a nationally accredited day habilitation program that has provided support services to adults with developmental disabilities in Jackson County since 1993. DPI employs the “gentle teaching” model to support individuals in reaching goals to become a part of their community, and partners with local businesses to offer meaningful employment for individuals with disabilities. DPI’s current Building Lives Campaign aims to raise $3.25 million to build a communityoriented, universally designed facility allowing more service choices close to home and increase overall service capacity by 40 percent.

Truly the Best 5 or Less Employees – Founded in 2003 by Dave Eames, Fossil Forge Design uses vintage tool and high tech equipment to make signs, furniture, sculptures, awards, railings, graphics and much more. The company puts a strong emphasis on community and relationships, and having a bit of fun while working hard. Eames, along with Ben Wine and Ryan Harp, are designers and visionaries, with unique skillsets that perfectly complement each other. Fossil Forge is located in downtown Lee’s Summit, and participates in a number of community events and cultural arts initiatives throughout the year. Truly the Best 6-20 Employees – All A’ Bloom Flowers & Gifts has been in Lee’s Summit since 2004 and describes itself as innovative, creative and unique. Since new owner, Barbara Keller, took over in 2017, it has focused on creating a user-friendly web experience, including a new point-of-sale system. The company plans to expand its events with additional staff to ensure seamless transitions for customers. All A’ Bloom’s staff works together as a family with a passion for beautiful flower creations and our community. Truly the Best 20+ Employees – Lead Bank opened its Lee’s Summit branch in 2008 with the mission to be at the heart of success in our community. It is creating a unique bank footprint by addressing the micro-level needs of its communities while remaining innovative and nimble. The bank is dedicated to the community and offers programs focusing on women and children in crisis, entrepreneurship and cultural arts. In 2016, Lead Bank created the Civic Contractor Funding Program to provide underserved small businesses with funding. This unique program resulted in it being selected in 2018 to help fund the KCI Airport Single Terminal Project.

John Beaudoin joined the Chamber in 2009 and served his first term on the board from 2011-2013. He recruited 7 new members in 2019, a total of 37 lifetime recruits. He will serve a second term on the Chamber’s Board in 2020 and will serve as Chair of the Ambassador Committee.

Jason is doing it all! From participating in Leadership LS to attending ribbon cuttings, luncheons, the legislative trip to Jefferson City, business field trips, as well as many other events. Jason continues to be a face in the Chamber community while creating a positive impact.

Jeffrey Williams has been involved in the Chamber since 2007. He was a Board member from 2010-2013, and currently serves on the Health & Human Services Committee and Business Development Council. As the LS Parks Administrator for many years, Tom was and continues to be a participant in a number of Chamber events and meetings. He regularly attends Chamber luncheons and Government Relations meetings, whether for a good laugh or a serious question about an issue facing our community. Tom is always sharing his wealth of knowledge and expertise with Chamber members and staff.

Jon and Vic Cundiff, owners of Weed Man, originally joined the Chamber in 1987. Vic Cundiff served on the Chamber Board from 2011-2013 and has served on countless committees and task forces. Weed Man also served as a valued sponsor for several Chamber events throughout their more than 30 years of involvement.
