reetings to all, and welcome to the summer edition of the Bulletin. The editorial committee is pleased to introduce the various articles and announcements contained in this issue. As usual, it has been a busy winter and spring for our association’s members, and we all look forward to a welldeserved break over the upcoming summer period. However, before packing the tents and golf clubs, make sure you register for the upcoming fall conference in the vibrant city of St. John’s! The organizing committee in St. John’s has been working hard to ensure the 2007 conference is, in a word, spectacular. The theme for this year’s conference is a “Climate of Change,” and it reflects on the evolving environmental, social, economic and regulatory climates that Canadians specializing in dams have to contend with today and tomorrow. From the opening board meeting on September 21 through the two workshops on September 22 and 23, the three keynote addresses and eight technical sessions on September 24, 25 and 26, and the post conference tours on September 27 (complemented by a lively social and companion’s program), the St. John’s conference is anticipated to be one of CDA’s best ever. We have dedicated a large part of this issue to providing further information about the conference, and we strongly encourage you to attend. Within these pages, you will also find a short article introducing another important association the CDA has close ties with: the International Commission on Large

Dams (ICOLD). The article provides vital information about this longstanding organization and highlights opportunities for CDA members to become involved by joining various technical committees supported by ICOLD.

What is ICOLD? T
he International Commission on Large Dams (ICOLD) is a non-governmental international organization that provides a forum for the exchange of knowledge and experience in dam engineering. The organization leads the profession in ensuring dams are built safely, efficiently, economically and without detrimental effects on the social and natural environment. ICOLD was founded in 1928 and has national committees from 85 countries with approximately 7,000 individual members who are practising engineers, geologists and scientists from governmental and private organizations, consulting firms, universities, laboratories and construction companies.

Objectives
ICOLD Vision Statement
ICOLD’s original aim was to encourage advances in the planning, design, construction, operation and maintenance of large dams and their associated civil works by collecting and disseminating relevant information and by studying related technical questions. Since the late 1960s, focus was placed on subjects of current concern such as dam safety, monitoring of performance, re-analysis of older dams and spillways, effects of aging and environmental impacts. More recently, new subjects being explored include cost studies at the planning and construction stage, financing, sharing of international rivers, river basin development and water management, environmental and social issues, and information for the public at large.
ICOLD is the world’s leading professional organization, dedicated to advancing the technology of dam engineering and supporting the socially and environmentally responsible development and management of the world’s water resources. ICOLD targets to achieve progress in providing an international forum, in implementing results of the works of technical committees and in promoting public awareness of the beneficial role of dams. ICOLD endeavours to meet tomorrow’s challenges in water resource development and management.
Organization The ICOLD constitution and bylaws can be accessed on the ICOLD websites: www.icold-cigb.org and www. icold-cigb.net. The main principles are as follows: • Officers: the president, the six vice-presidents and the Secretary general-treasurer (with special status) are elected for a three-year term of office. • The Executive Meeting consists of the officers of the Commission and of representatives from all the member countries. The Executive Meeting is in charge of resolving all questions concerning organization and direction of studies, investigations and experiments, administration of all funds and properties, operation of the central office and any other relevant business of the Commission; it approves the budget for the forthCanadian Dam Association
Activities The Commission accomplishes its objectives by: a) Interchanging information among its national committees to promote the exchange of knowledge and experience in the planning, design, construction, operation and maintenance of dams and their safety. Technical committees were created to, and have the responsibility to, address emerging issues such as monitoring the performance of dams, reanalysis of older dams and spillways, assessing environmental impacts, mitigating the effects of aging dams, and decommissioning of dams. b) Holding executive and technical meetings. These meetings are organised by national committees and are followed by study tours where problems of design and construction of dams are discussed. c) Organizing and co-ordinating various studies and research. 11
d) Publishing proceedings, reports, technical bulletins or other documents such as the World Register of Dams (Register of large dams in ICOLD Member Countries). Methods to achieve these ICOLD objectives include: • The Executive Meeting, with representatives of every national committee and officers, meets annually; • ICOLD officers, technical, admin-
istrative and ad hoc committees meet annually or more often, if needed; • Congresses are organized every three years: The Montreal Congress in 2003 was the 21st congress of ICOLD; • Technical symposia and workshops are organized every non-congress year; and • Regional Clubs of ICOLD: AfricaAustralasia, Americas, Asian and European.
Technical and Administrative Committees ICOLD has 22 technical committees, which address current technical issues related to the development and management of water resources. The listing of the ICOLD committees is given hereafter. A certain number of CDA members participate in many of these committees, as listed below. Their names are given with regard to which committees they are involved. A total of 131 technical bulletins have been published, and they are available for purchase. The World Register of Dams, updated in 2003, is available for purchase on ICOLD websites. Information on these publications is given in the ICOLD catalogue available on the ICOLD Web sites: www.icold-cigb.org and www.icold-cigb.net. In addition to the technical committees, ICOLD has appointed two administrative committees.

• 75th annual meeting in June 2007, St. Petersburg, Russia • 76th annual meeting in June 2008, Sofia, Bulgaria; and • 77th annual meeting and 23rd Congress in the second week of May 2009, Brasilia, Brazil. Qu’est-ce que la CIGB?

a Commission Internationale des Grands Barrages (CIGB) est une Organisation Internationale non-gouvernementale, destinée à favoriser l’échange des connaissances et de l’expérience dans le domaine de l’ingénierie des barrages. La CIGB guide la profession pour réaliser efficacement des ouvrages économiques tout en étant conformes aux règles de sécurité et aux impératifs de l’environnement. La CIGB fut fondée en 1928 et rassemble 85 Comités Nationaux qui comportent environ 7 000 membres individuels; ce sont des ingénieurs, géologues et scientifiques qui appartiennent à des organisations privées ou gouvernementales, des bureaux d’ingénieurs-conseils, des universités, des laboratoires et des entreprises de construction.

L’objectif initial de la Commission était de favoriser les progrès dans l’établissement des projets, la construction, l’exploitation et l’entretien des grands barrages et des ouvrages de génie civil associés en rassemblant, puis en diffusant les renseignements qui les concernent et en étudiant les questions qui s’y rapportent. Depuis la fin des années 60, l’attention s’est concentrée sur certains sujets, devenus plus actuels, tels que la sécurité des barrages, l’auscultation de leur comportement, le ré-examen des anciens barrages et de leurs évacuateurs de crue, les effets du vieillissement et l’impact sur l’environnement. Plus récemment, les nouvelles questions comprennent les études de coût lors de la conception et de la construction, le financement, le partage des rivières internationales, l’aménagement des bassins fluviaux et la gestion des eaux, les questions environnementales et sociales, et l’information destinée au public en général.
La CIGB est le premier organisme mondial consacré au progrès dans le domaine de la réalisation des barrages et à la gestion des ressources hydriques mondiales dans la perspective d’une gestion et d’un développement durable et respectueux de l’environnement. La CIGB vise ce progrès principalement par les efforts qu’ elle déploie dans la mise en œuvre d’un forum de discussion international, la création de Comités Techniques et la sensibilisation du public du rôle bénéfique des barrages. La CIGB s’ efforce à prévoir et à faire face aux défis futurs concernant la gestion des ressources en eaux.
Organisation Les Statuts et le Règlement Intérieur de la CIGB sont accessibles sur les site Internet de la CIGB: www.icold-cigb.org et www.icold-cigb.net. Les informations concernent notamment: • Le Bureau: Le Président de la CIGB, les Vice Présidents et le Secrétaire Général-Trésorier (avec un statut spécial) sont élus pour un mandat de 3 ans. • La Réunion Exécutive: Les participants sont le Bureau et les délégués des pays-membres. Le but de cette Réunion est de régler les questions concernant l’organisation et l’orientation des études, reCanadian Dam Association
Activites La CIGB poursuit ses objectifs au moyen de: a) L’échange des informations entre les Comités Nationaux favorisant ainsi les échanges des connaissances et des expériences acquises lors de l’étude, la conception, l’exploitation, l’entretien des barrages et de la sécurité de ceux-ci. Des Comités Techniques ont été crées et sont chargés d’étudier plusieurs questions dont les questions émergeantes telles que le contrôle des performances des barrages, la révision des calculs des ouvrages anciens (barrages, déversoirs), les impacts, la réduction des effets du vieillissement et de l’abandon des barrages. b) L’organisation de Réunions Exécutives et Techniques. Ces réunions, organisées par les Comités Nationaux, sont suivies de tournées d’étude, avec discussion de sujets concernant l’étude et la réalisation des barrages. 15
c) L’organisation et la coordination d’études et de recherches. d) L’édition de Comptes-Rendus, Bulletins Techniques, ou autres documents tels que le Registre Mondial des Barrages (recueil de tous les grands barrages des pays-membres). Les Méthodes Utilisées Sont: • La Réunion Exécutive, qui rassemble le Bureau et des délégués venant de tous les Comités Nationaux, est organisée annuellement.
• Le Bureau ainsi que les Comités Techniques, Administratifs et Ad Hoc se réunissent annuellement ou plus souvent, en cas de besoin. • Le Congrès de la CIGB est une réunion triennale; le Congrès de Montréal de 2003 fut le 21ème Congrès. • Les Symposiums et les Ateliers ont lieu chaque année sans Congrès. • Les Clubs régionaux: AfriqueAustralasie, Amériques, Asie, Europe, qui se réunissent au besoin.
Les Comités Techniques et Administratifs La CIGB compte 22 Comités Techniques consacrés aux problèmes d’actualité relatifs aux barrages et à la gestion des ressources en eaux. La liste de ces Comités apparaît ci-dessous. Plusieurs membres de l’Association Canadienne des Barrages participent à l’un ou plusieurs de ces comités. Leur nom est indiqué dans la liste présentée ciaprès, vis-à-vis du comité auquel ils participent. Au total, il existe 131 Bulletins techniques. La plupart sont disponibles et en vente. Technical Tour Thursday, September 27 The technical tour will start at the NRC Institute of Ocean Technology, located on the campus of Memorial University of Newfoundland. This facility is a world leader in marine engineering R&D, with programs in underwater vehicles, deep water technologies, wave impacts, ice forces on structures and wave tank/ice tank simulations. From MUN, the tour will travel to the port of Quidi Vidi, a quaint fishing community in the heart of St. John’s, where it will stop for lunch at the Stagehead Restaurant. After lunch, the group heads to the National Historic Site at Cape Spear, the most easterly point of land in North America. Bring your camera, as this is an awesome photo-op. Ed Martin Mr. Martin, CEO of Newfoundland and Labrador Hydro, will provide an overview of the company’s growth strategy from a traditional electricity utility to a provincial energy company. Eric Halpin In his duties as USACE Special Assistant for Dam Safety, Mr. Halpin is responsible for leadership of the USACE Dam and Levee Safety Program. FLOW-3D : Applications de la dynamique numérique des fluides Samedi 22 septembre (journée) FLOW-3D est un puissant outil de modélisation qui donne un aperçu de la complexité des processus d’écoulement. Il s’agit d’un logiciel universel de dynamique numérique des fluides doté de nombreuses capacités, dont l’écoulement fluide avec une surface libre. Cet atelier présentera les principes fondamentaux de la dynamique
numérique des fluides, la description et l’utilisation du logiciel Flow-3D ainsi que des études de cas récentes dans l’industrie hydroélectrique.
Diligence raisonnable pour les spécialistes de l’industrie des barrages Dimanche 23 septembre (½ journée) Cet atelier fournira aux spécialistes de l’industrie des barrages une occasion de mieux comprendre leurs responsabilités en matière de sécurité publique en ce qui a
trait plus particulièrement à la conception, l’opération et la gestion sécuritaires de barrages au Canada. On y traitera de la diligence raisonnable, des assurances pour les propriétaires de barrages et des normes professionnelles. Les perspectives des propriétaires de barrages, des conseillers juridiques, des organismes gouvernementaux de réglementation et des assureurs seront présentées. L’atelier comprendra une série de présentations suivies d’un panel et d’une discussion ouverte.

Visite technique Jeudi 27 septembre La visite technique débutera à l’Institut des technologies océaniques du CNRC, situé sur le campus de l’Université Memorial de Terre-Neuve. Ses programmes sur les véhicules sous-marins, les technologies des grandes profondeurs, l’impact des vagues, les forces exercées par les glaces sur les ouvrages marins et les simulations en cuve à houle et en bassin d’essais des carènes dans des conditions de glace en font un leader mondial en R-D de mécanique navale. Les participants se rendront ensuite au port de Quidi Vidi, une pittoresque communauté de pêcheurs située au cœur de St. John’s, et en profiteront pour dîner au restaurant Stagehead. Ensuite, la visite les mènera au lieu historique national de Cape Spear, le point le plus à l’est de l’Amérique du Nord. N’oubliez pas d’apporter votre appareil photo, car vous aurez l’occasion d’en faire de superbes! De Cape Spear, le groupe ira visiter la centrale énergétique historique de Petty Harbour, dont la construction a été commandée en 1900.

ach year, the CDA recognizes and encourages outstanding performance in CDA the Canadian dam industry by Awards presenting awards. The following awards will be presented in 2007 at the annual fall conference in St. John’s, NL. The deadline for nominations is July 31st.

PUBLISHED PAPER AWARD:
This award is offered to the author or authors who prepare and publish an outstanding article or technical paper on dam-related issues in Canada.
PRIX POUR UN ARTICLE PUBLIÉ :
Cette récompense est offerte à l’auteur qui prépare et publie le meilleur article ou exposé technique sur les questions de sécurité de barrage au Canada.
STUDENT AWARD:
This award is intended to honour and encourage students toward achievement in dam-related disciplines. Judgement for this award will be made on the basis of achievements and/or performance as demonstrated in one of the following areas; technical paper, research or contributions in the workplace. The recipient will receive a $500 cash award; registration fees for a CDA conference where the award will be presented; reimbursement for reasonable travel and accommodations expenses to attend a CDA conference to receive the award; plus a one-year free membership from the CDA. All full-time university students in Canada are eligible, and the award is offered annually to one or more students.
PRIX POUR LA RÉALISATION D’UN(E) ÉTUDIANT(E) :
Ce prix vise à encourager et honorer un(e) étudiant(e) dans le domaine des barrages. La sélection sera basée sur les réalisations et/ou performances dans l’une des voies suivantes : article technique, recherche, réalisation technique au travail. Le récipiendaire recevra un prix de $500, une inscription à la prochaine conférence annuelle de l’ACB et le remboursement des frais qui s’y rapportent (voyagement et hébergement à coût raisonnable), de même qu’une inscription d’une année comme membre de l’ACB. Tout(e) étudiant(e) universitaire à temps plein est éligible. Le prix est offert annuellement à un ou plusieurs(es) étudiants (es). PRIX POUR L’ENGAGEMENT PETER HALLIDAY :
PETER HALLIDAY AWARD FOR SERVICE:
This award recognizes the efforts of CDA members who have demonstrated outstanding commitment to CDA and have made valued contributions to the advancement of the association. The award is offered annually to one or more members of CDA. All recipients must be CDA members. The student award will be made to a full-time engineering student. If you have a candidate you would like to nominate for an award, please forward a brief outline of his or her contribution to the chair of the awards committee or visit the CDA Web site at www.cda.ca and complete the online nomination form. Nominators should provide as much detail as possible in the nomination form to allow assessment by the awards committee.

ELECTION OF SECRETARY/ TREASURER AND DIRECTOR-AT-LARGE
T
he CDA Annual General Meeting (AGM) will take place on September 24 in St. John’s, NL. At this meeting, the election of officers/directors of the Canadian Dam Association will be carried out. Two positions are open for election at this time. As the CDA by-laws provide, a nominating committee has been appointed to present the board of directors with nominations for election. The committee is now seeking nominations for the positions of secretary/treasurer and director-atlarge for election at the 2007 AGM. The term of office for each position will be two years. Nominations may be submitted to Mona Bechai (mobec@sympatico.ca) before August 1. Nominations for these positions may also be made from the floor at the AGM.

’assemblée générale annuelle de l’ACB se tiendra le 24 septembre à St. Jean, Terre-Neuve. Lors de cette assemblée, se tiendront des élections pour combler des postes d’officiers et de membres du conseil d’administration. Deux postes sont à pourvoir. Selon les règlements de l’ACB, un comité des candidatures a été mis sur pied afin de présenter au conseil d’administration des candidatures pour ces élections. Ce comité est actuellement à la recherche de candidatures pour les postes de secrétaire/trésorier et directeur délégué pour la prochaine élection. La durée des mandats est de deux ans pour toutes les positions à pourvoir. Les mises en candidature peuvent être soumises à Mona Bechai (mobec@sympatico.ca), avant le 1er août. Les mises en candidatures pour ces postes peuvent également être faites directement par des membres présents lors de l’assemblée générale.
