This has been a very difficult year for many in our field. At NAFA’s 2006 I&E, Graeme Maxton warned us about the grave changes needed to fi x all that was wrong with the auto industry. His words look prophetic these days, and the timing was right to bring Maxton back as Keynote Speaker for this year’s I&E. You will want to make sure you catch Maxton’s update on the state of the global auto industry to hear about what the changes may mean for you. From Saturday to Tuesday, courses in eight fleet-specific tracks will provide valuable training on all eight core disciplines of fleet management. Whether it’s straight talk from fleet leasing executives, OEM panel discussions, or emerging technologies for alternate fuels; the public safety roadeo or the green fleet ride and drive; Canadian and U.S. legislative concerns or fuel management; or new product dialogues for public safety fleet vehicles or interactive workshops to meet peers in the field; the 2009 I&E is sure to offer valuable tips and leads for any professional involved in fleet management. Back by popular demand is the Green Fleet Ride-and-Drive and the Green Fleet Awards. Be sure to stick around Monday afternoon to take a ride in the latest vehicles just outside the convention center, then come back inside to the Expo floor to see who wins this year’s awards. Speaking of the Expo floor, we are very excited about the number of new exhibitors this year and equally as thrilled that so many long-time supporters have returned. Plan to spend lots of time in the Expo, visiting old friends, making new contacts, fi nding new vendors, and of course, having fun winning some great giveaways! Closing Dinner Tickets

Paid NAFA Institute & Expo registrants will receive a special designated NAFA registration program badge. Individuals without this badge will not be permitted to enter I&E sessions.

The Closing Dinner Exchange Ticket, which you receive with your other meal and event tickets at the NAFA Registration Desk, must be exchanged for a “Closing Dinner Seating Ticket,” which enables you to choose the table(s) at which you will be seated. Ticket exchange will be on a fi rst-come, fi rst-served basis. Ticket exchange will take place at the NAFA Conference Registration Area. Ticket exchange will begin at 7 a.m. on Saturday, April 25, and end at 5 p.m., Monday, April 27. To reserve more than one seat (each table seats 10), all tickets must be turned in at the same time. Dress Code Dress for the education sessions is business casual. Business casual is defi ned as shirts with collars, dress slacks and/or skirts. Optional: blazer or sweater. Denim, athletic wear, and shorts are not considered business casual attire. Dress for Sunday evening’s Grand Celebration is business casual. Dress for Tuesday evening’s dinner is elegantly casual (no jeans, shorts, t-shirts). Note: Meeting room temperatures fluctuate. You may wish to bring a jacket or sweater.

Exhibit Hall Admission Exhibit Hall admission is free to all fleet managers. Affi liate/Service Providers who wish to visit the Expo must register for the conference and pay a fee, which includes all meal functions. Lunch will be served on the exhibit floor both Sunday and Monday from 12:30 p.m. to 2 p.m. Lunch is included in the registration fee for all conference registrants. A ticket is required to get lunch. Additional lunch tickets may be purchased for $35 at the NAFA Registration Desk. There will also be concession stands in the exhibit hall where food, drinks, and snacks will be sold.

Hospitality Suite Policy Hospitality suites may not be open during NAFA official meetings. Official meetings include all educational and business meetings, the Expo, and the Grand Celebration.

Now evident, with the problems faced by automakers over the last 12 months, Maxton’s forecast has become, in many ways, a dismal reality.

A writer, presenter, and events moderator who specializes in Asian business and economics as well as the world’s auto industry, Maxton returns as our 2009 I&E Keynote Speaker to offer an update on the state of the global automotive industry. With all of the layoffs and financial problems taking place, we decided to talk about a somewhat more positive subject: the environment and what role fleet managers can play in the overall picture.

The difficulty in most big changes like this is that the changes come from outside the industry. If you think about it, the guys who invented calculators were not the guys who were making slide rules. 26

Q You once described the difficulties of global warming and car manufacturers by saying, “It is a hard message and an unpopular one for car makers, but we have to make these changes. I want to be a small force for making others understand what we need to do and what we can realistically achieve.” When did you fi rst begin warning people about global warming? What brought the subject to your attention? A My warnings for this started more than a decade ago. It wasn’t so much to do with global warning, but with oil availability. It was quite clear that we had to make fundamental changes to the propulsion systems of cars. When we double the amount of oil we use every 10 years or so, which is what we’re doing in the world, and you start increasing the number of cars on the roads dramatically by adding countries like China and


powerful arguments politically for Obama to raise fuel taxes. Fleet managers should be making their end users aware that oil prices and gas prices are going to stay high. They may fall in the short-term, but they’re going to come back again. The most sensible thing to do for the long-term use of the car, and also for residuals, is to buy smaller engines and more fuel-efficient vehicles because they will see the most benefit. Q Is it easier or more difficult for a nation like China? Do they see the need to take the next step towards better cars? Or are they simply playing catch-up? A No, they see the need because they have to import so much oil, and there’s a lot of anger about the pollution in China right now. The number of cancer instances is growing very quickly. The Chinese government is very aware that it has to maintain social stability, and with an economy slowing, everything matters. There’s a need because of the oil and pollution, but there is also a huge opportunity, because since China has so many fewer vehicles on the road, it doesn’t have the same legacy. China doesn’t have 140 to 150 million vehicles on the road like the Unites States does. It has the chance to bring in new technology and make it the dominant technology in 10 to 15 years. Q The concept of new technologies reminds me of the company, Tesla, that started out with “computer people” rather than “auto people” and the goal of building electric cars from fresh ideas. Is a fresh start what we need? Tesla itself has struggled to get its cars on the roads; can a company get that sort of fresh start to work in America right now? A I don’t know. America has got a remarkable ability to bounce back and reinvent itself. The difficulty in most big changes like this is that the changes come from outside the industry. The universities in China are working very heavily on hybrids and hydrogen vehicles, but I’ve seen their forecasts; even they are not predicting big instances in these technologies until 2020. It’s going to take a long time. Ω 27

India, you begin to run out of oil very quickly. There’s some very good evidence put together by Shell in the 1980s, which said the peak of oil would fully come around 2008/2009, and it’s proved to be absolutely right. Q So, you started out with more practical reasons, and the environmental angle came a bit later on. A Yes, exactly. In the last four or five years, we’ve become much more aware of the environmental issues. So, there are now two reasons to change what we’re doing. This is a problem, on one level, because it means we’ve got to fi nd another way of fueling and propelling vehicles, but it’s also a huge opportunity. Whoever comes up with a solution and develops it fi rst will have a massive technological advance, which is one reason the Chinese, in particular, are working on it. They see it as an opportunity. Obviously, the United States sees it as an opportunity, too. Q Has speaking out as “a global warming evangelist of sorts”—as you once put it—hurt you in the automotive industry? Has it created enemies? A No, I think most people are torn. They can see that there is most clearly something happening here, and they know they have a moral responsibility to take whatever steps are necessary to avoid some sort of catastrophe. Q What sort of changes would you like to see made? What do you think auto manufacturers can do in the short-term? A Changes are difficult with oil prices falling back again. It’s much easier to put them on the shelf and say we’ll deal with this problem later. We’ve got 600 million vehicles in the world today that are not as efficient as they could be. The time it will take to make the necessary changes is going to continue, most likely, for decades rather than a few years. There are different things we can do, some in the short-term and some for the long-term, but we can set some goals. We need to say in 20 years time, we want to have 50 percent less emissions. The United States is dragging its feet by talking about beginning to reduce emissions in 2025. That’s a bit like someone who is overweight saying, “I’m going to keep on eating feverishly and begin to diet in 2025.” It’s crazy! What we could do in the short-term is try to make car use less attractive and encourage the use of smaller, more fuel-efficient cars. We can encourage people to shift to smaller cars, to shift to diesel, and to buy newer cars and get the most polluting ones off the road. I would encourage people to downsize engines and remind them that oil prices were, not so long ago, $150 per barrel. If I were [President] Obama, I would be progressively increasing the cost of fuel. The way to encourage people to change behavior is through the price. America wants to reduce its emissions and wants to reduce its oil dependence; both are very
