Lisbon is one the three main centers of concentration and development of the Iberian Peninsula. With the prospect of a new airport, the new TGV connection and the planned port infrastructures, the metropolitan area of Lisbon, of around two million inhabitants, needs a clear strategy of growth which is to consolidate the great Tagus estuary as the center of the new metropolitan area. We developed an approach which identifies the potential of different areas along the perimeter of the estuary, proposing new centers of population and establishing centers of activity and programs for new uses; in Barreiro a new political and administrative center, in Seixal a large park river, in Montijo a concentration of sports, universities and technological center, in Alcantara the transformation of the dock in a great tourist center of recreational and portual activities. We set up four main areas of action in order to create four node-terminals, generators and centralizers of dynamics, flows and energies operating simultaneously as interfaces between the river and the entire metropolitan area.
