Funding approval for NET Phase Two At the end of July 2009, Transport Minister Sadiq Khan visited Nottingham to announce the Government’s funding contribution of around £500 million for two new tram lines to Clifton via Wilford and Chilwell via Beeston and the QMC. The approval has paved the way for Nottingham City Council to begin the process of selecting the companies that will build NET Phase Two and operate the enlarged tram network.

Workplace Parking Levy When the Government announced the funding for NET Phase Two, it also confirmed the Order enabling Nottingham City Council to introduce its proposals for a workplace parking levy (WPL). All the money raised from the WPL, estimated to be up to ÂŁ14 million a year over 23 years, will help fund the local contribution for NET Phase Two, the redevelopment of the railway station (the Hub project) and the council subsidised Link bus network. The introduction of the WPL will begin in October 2011. Employers within the City of Nottingham boundary, that provide 11 or more liable workplace car parking spaces, will have to obtain a licence and then will be charged annually for each space from 1 April 2012.

The Tendering Two consortia made up of some of Europe’s leading transport providers have been invited to submit tenders to build NET Phase Two and operate an extended tram network. They are Arrow Connect and Tramlink Nottingham.

Arrow Connect consortia, which is formed from some of the companies who currently operate NET Line One, include:

• Bombardier – one of the world’s leading aerospace and rail transportation manufacturers

• VolkerRail – provider of rail infrastructure

services in the UK and part of the internationally known VolkerWessels Group

• Transdev – one of the largest public transport operators in Europe

• Nottingham City Transport – main provider of bus services in Greater Nottingham.

Completed tenders are due to be received in May 2010 and it is expected that the winning bidder will be awarded the contract in August 2011. The tendering process for projects of this scale is rigorous and comprehensive. It is governed by European competition law.

The Hub is a major investment by Network Rail, East Midlands Trains, Nottingham City Council and EMDA. The multi-million pound project will modernise and transform the station and the surrounding environment by enhancing passenger and operator facilities. It will also create the opportunity for an extensive adjacent development. Construction work is due to commence towards the end of 2010. NET Phase Two and the Hub will ensure Nottingham has one of the best integrated public transport systems in the country with modern infrastructure which will benefit residents and businesses.
