Construction business booming in South East Following the recent announcement that the government is aiming to build 1 million new homes by 2020, construction companies in the South East are seeing a surge in project wins and customer enquiries. The National House Building Council (NHBC) reported that new build completions across the UK increased by 15% on the previous year in the 12 months to June 2015 and, despite a 1% decrease in properties being started in the same period, areas along the south coast, including the M23 corridor, had experienced strong and increased levels of new build housing starts.1 Sussex based construction company Goldstone Homes is one of the businesses currently experiencing a sharp rise in demand.

Turner & Townsend appointed technical advisor for two major construction projects in the Netherlands Turner & Townsend, the global programme management and construction consultancy, has been appointed by the Dutch BNG Bank to act as the technical advisor on two major building projects in the Netherlands, which the bank is financing. The consultancy will be working closely with BNG Bank on a public-private partnership (PPP) project for a new town hall for the Municipal Council of Westland – the first partnership of its kind in the Netherlands. In an advisory role, Turner & Townsend will also provide a

comprehensive financial risk assessment for the development of student accommodation at the Delft University of Technology.

The strategic alliance between Londoneast-uk and the College will focus on developing student and apprentice training and work opportunities. It follows a successful pilot project in the summer when students,

working alongside industry professionals, assisted on the refurbishment of a meeting space and kitchens at the Park. The new partnership will see the Londoneast-uk location at Rainham Road South, Dagenham, host a live construction industry training programme where students will develop their skills including painting and decorating, carpentry, plumbing, plastering and dry lining, electrical installation and landscaping.

Kevin McCloud’s Bristolbased HAB Housing commits to Energy Positive homes in industry-leading stance ahead of crucial climate talks Kevin McCloud’s HAB Housing has today announced, as COP 21 starts, a commitment to deliver their first ‘Energy Positive’ housing scheme by 2018. Energy positive housing developments produce more energy than they use and from 2020, the business is seeking to ensure all its schemes are ‘Energy Positive’. HAB is making this pledge to chime with this week’s crucial climate conference in Paris where the governments of more than 190 nations will seek to reach a new global deal on climate change. The impact that building and inhabiting new homes has on the climate is colossal; to limit global temperature rise to 2 degrees, the buildings sector must reduce emissions by 84 gigatonnes of CO2 by 2050 - the equivalent of not building 22,000 coal fired power plants. The climate pledge will be presented to COP21 negotiators by the UK Green Building Council alongside a range of other construction sector commitments at Buildings Day, on 3 December in Paris. However, we have a Government that is rolling back green building policies and increasing subsidies to fossil fuels. Paris [December 8 2015] Today, at COP21 in Paris, the cement industry reaffirmed its commitment to help tackle climate change, releasing a set of action plans aimed at reducing carbon emissions by 1Gt by 2030 compared to business as usual. The report identifies the barriers the industry faces, what needs to be done, by whom and when. Peter Bakker, President & CEO of WBCSD, said: “Cement production accounts for approximately 5% of worldwide man-made CO2 emissions. This collective effort by the cement industry to mitigate its emissions is highly encouraging and showcases the importance of leadership and collaboration in making the transition to a low carbon economy. “These business measures can only achieve their full potential

if backed by the right policy frameworks and financial incentives. We count on the support of policymakers worldwide and the financial community in removing the barriers to scale up.” The Low Carbon Technology Partnerships initiative is an unprecedented business collaboration to scale up the development and deployment of low carbon technologies. Among the member companies, 86 have made 94 endorsements and are ready to move to implementation. “There is a lot of potential

A third of construction firms are turned off by taking on apprentices, warns FMB A third of small construction firms are being put off from taking on apprentices because of the bureaucracy involved, according to a new research report “Defusing the skills time bomb” published by the Federation of Master Builders (FMB). Brian Berry, Chief Executive of the FMB, said: “The construction industry is in the midst of a skills crisis which can only be solved if more employers take on apprentices. The Government wants to deliver three million apprentices over the next five years and this new report sheds some light on how this can be achieved. Our research shows that 94% of small construction firms want to train apprentices but a third are being turned off by a number of serious “fear factors”. These include the cost of employing and training an apprentice and major concerns regarding the complexity of the process.” Berry continued: “There is strong evidence to show that small

construction firms need better information and that if they were more aware of the support that’s available, a great number would train apprentices. Just under 80% of non-recruiters are not aware of one of the most important apprenticeship grants available to them and just over 75% say knowledge of financial support would make them more likely to take on apprentices.”

Looking ahead, the Government’s new apprenticeship voucher could be a disaster for small firms unless it is properly road tested and made as simple and easy-to-use as possible. We’re also calling on the Government to protect our industry training board which is at risk from the new Apprenticeship Levy. The Construction Industry Training Board (CITB) needs reform admittedly but without it the very smallest firms would be left with less financial and practical support for apprenticeship training – remove this lifeline and you risk worsening the skills crisis.”

Chancellor’s contractor cash grab will cost UK £16.6bn, warns Danbro As Chancellor George Osborne prepares to rubber stamp a £16.6bn cash grab from 1.6 million contractors across the UK, a national accountancy firm has called for an urgent rethink warning the move will hit British industry hardest. The managing director of Danbro, Damian Broughton, says the Government is attacking the lifeblood of the UK economy by changing tax rules for skilled freelancers and warns “the Chancellor is sleepwalking into a catastrophe. The Government is planning to scrap tax relief on travel expenses for Britain’s army of contractors in a move that will cost each freelancer an average of £200 a week – totalling £16.6bn a year for the UK’s 1.6m contractors. It will raise just £265m for the Treasury, but Danbro warns employers will have to pick up an estimated £7bn shortfall for contractors if they want to retain the freelance expertise they need to grow

their business. A survey conducted by Danbro found just 25 per cent of freelancers would take on a contract without tax relief expenses from April. Danbro estimates those who do will see average pay slashed by as much as 20 per cent. Critically, the move could have a huge impact on the UK’s flexible workforce resulting in many industries struggling to get the skills they need to grow and prosper. The survey by Danbro, which is based in Lytham St Annes and London and provides financial and accountancy support for 7,000 contractors across the UK, found most freelance workers will not be able to continue without the tax relief and will either seek work overseas, retire or, in some cases, workers claim they will resort to benefits. Mr Broughton says: “The Government is quite rightly aiming to crackdown on tax avoidance but this move is at best,

The rules will come into force in April of next year if Mr Osborne sticks with the plan in the Autumn Statement on November 25. Mr Broughton adds: “We do need rules in place to prevent people from abusing the system. These rules do exist and are suitable, but they are not being enforced. “Travel expenses for genuine temporary workers are a major issue as they are a huge and unpredictable expense. The Government is putting families and workers at risk by slashing their income while also burdening industry with huge costs and a lack of available skills. “This is putting the UK’s recovery at risk and I fear the Chancellor is sleepwalking into a potential catastrophe simply because he’s seen a quick way to grab some extra tax.”

Defence Secretary Michael Fallon has announced that the Ministry of Defence (MOD) will spend £800M on boosting innovation over next ten years. The innovation is set to build on an agreement with the US Secretary of Defence that was made earlier this year, to deepen the collaboration over innovation. Working with other national security departments, the MOD hopes to establish new bodies to further advance the work, including the Emerging Technology and Innovation Analysis Cell (ETIAC) to understand the implications of new technologies. There is also a new hub to fast track the search for innovative solutions to their most challenging issues. Glasgow University is already part of the UK’s national network of Quantum Technology Hubs, offering exciting opportunities in potentially disruptive capabilities, like quantum sensing. Amethyst Research in Glasgow, Helia Photonics in West Lothian and the University of Strathclyde were among the winners at Defence Growth Partnership (DGP) Innovation Challenge. Defence Secretary Michael Fallon said: “As the threats we face grow, it is vital that we harness innovation. By using our rising defence budget to create a new fund backed by £800 million of new investment, we will ensure that we stay ahead of our enemies. I hope and expect Scottish companies will be heavily involved in this initiative”. The Defence Secretary and the US Secretary of Defence are working

together on a combined approach to innovation, from technology and operation concepts, to war games and talent management. The investments and partnerships will allow ideas to develop and deliver transformative military capabilities of the future. Last month’s strategic Defence and Security Review set out major new investments which reiterated the UK’s commitment to shipbuilding on the Clyde. Over the next decade, MOD plans to spend around £8Bn on conventional warships for the Royal Navy which will be built in Scotland. Scottish Secretary David Mundell said: “The UK Government is now committed to building ships in Scotland for years to come and have a £178 billion budget for new defence equipment and support. That is good news for the defence industry in Scotland, and the many thousands of highly-skilled people working for them.”

Skills shortage sees price of London construction rise show that joinery workers’ wages have risen by up to 15% this year.

A poll conducted by Aecom has revealed that due to the growing skills shortage in the construction industry, construction costs in London have risen by ten per cent in 2015 and seen contractors turn down on in two bidding opportunities. The survey also revealed that some main contractors are turning down 75% of new business opportunities, with labour costs in London being cited as a major reason for this. Nine Elms on the South Bank recruiting for construction vacancies and innovative new training programme Construction sites across Nine Elms on the South Bank are looking to fill a number of vacancies right now, including labourers, scaffolding labourers, dry liners, assistant quantity surveyor and painting and decorating apprentices. A steady stream of live jobs is advertised through Wandsworth and Lambeth Councils’ jobs brokerages, Wandsworth Work Match

and Lambeth Working, whose role is to support local people into jobs. Over £15billion is being invested in Nine Elms on the South Bank, one of the largest regeneration projects in Europe. The area, which includes parts of Lambeth and Wandsworth, stretches from Lambeth Bridge to Chelsea Bridge. Underutilised industrial land is being transformed to

make way for 20,000 new homes, new public spaces, two new tube stations and 6.5million sq. ft. of commercial space. The construction programme is expected to create 22,000 new jobs before 2023 with 8,000 new roles at its peak, which is fast approaching. With construction well underway across 16 sites and more due to start soon, the Nine Elms Vauxhall Partnership, the team behind the area’s regeneration, is also taking steps to tackle the shortage of construction skills affecting the wider construction industry. In a first for London, the Nine Elms Vauxhall Partnership has set up a pre vocational training programme in dry lining, fenestration/ curtain walling and asbestos removal. The first pilots already successfully completed, the next course will be on fenestration/ curtain walling which will start spring 2016.

New eco homes model unveiled in Essex

The new eco home model launched by housing group Hastoe promises utility bills that are 90% lower than in a standard new build home. Setting new standards in stylish low energy living, the Vivohaus is now available at Hastoe’s new homes development in Wimbish near Saffron Walden, Essex. The Vivohaus is based on Passivhaus technology, a form of highly energy efficient house construction that results in much lower energy bills. A family living in a 70m2 (750 sq ft) Vivohaus with gas heating could find that they are only paying £130 on energy per year. The Vivohaus design incorporates high levels of insulation, as well as creating a ‘tea cosy’ effect eliminating all thermal bridges through which heat can escape, while retaining all of the heat generated by solar gain, occupants and appliances. This means the interior stays warm in winter with very little additional heating required and cool in the summer, while minimising dust and draughts. The system provides a constant supply of fresh filtered air to the house creating a healthy and ventilated environment and incorporates a Mechanical Ventilation with Heat Recovery system that is 92% efficient at transferring heat from stale air back into the incoming air. Mel Toomey, Head of Sales at Hastoe comments: “We are very excited to launch the first Vivohaus properties on to the market. This combination of contemporary new build design and green living is proving popular among house-hunters. Laing O’Rourke named lead contractor on 3Ts Hospital redevelopment Laing O’Rourke has been named the lead contractor for the 3Ts Redevelopment of the Royal Sussex County Hospital, after the contract was signed yesterday confirming plans.

Once the handover period is complete, the whole southeast quarter of the hospital will be under construction. However the Cancer Centre will remain open and functioning throughout the entire project.

The £484 million investment will see construction begin in the first half of 2016. The nine year project will redevelop the front half of the Royal Sussex County Hospital site, with two new state-of-the-art hospital buildings replacing the current out-dated facilities. The first of the new buildings is due to open in 2020 and the second in 2023. The hospital will continue to run all its clinical services on site throughout the redevelopment.

To ensure the smooth running of the hospital during the initial building works, the area for the first new building will be given over to construction in sections between January and June 2016. At the end of that period the entire south-east quarter of the hospital, with the exception of the Cancer Centre, will be undergoing construction.

The first building to be redeveloped will be handed over to Laing O’Rourke between January and June 2016.

MCI® 2020 was chosen for renovation of Pentagon and has won International Concrete Repair Institute Award for the best repair project. Corrosion of embedded reinforcing steel was causing spalling on the walls of Pentagon. Carbonation on the walls lowered the pH of the concrete causing the corrosion. The requirements included: a minimum 20 year design life, stop water absorption, reduce or stop corrosion, and maintain the appearance of the walls. The repair program consisted of 18600 m2 (200,000 ft2) of surface hand patch repair and over 92903 m2 (1,000,000 ft2) treated with MCI® 2020 V/O, and a silicate based coating.
