April is the month of Second Chances, and the Vegas Chamber is proud to partner with Hope For Prisoners and Workforce Connections to present opportunities for members to learn more about the amazing work of Hope For Prisoners to prepare and connect formerly incarcerated individuals with jobs. We will hold a webinar early this month to learn more about the program and hear from employers who have hired Hope For Prisoners graduates. We will also present additional opportunities for you to connect with and potentially hire these skilled and trained workers. The Vegas Chamber is also focused on developing leaders in our community. Applications are open for Leadership Las Vegas, the premier community leadership development program in Southern Nevada. Leadership Las Vegas, a program of the Vegas Chamber’s Leadership Foundation, selects 60 individuals from a cross-section of our community. During the 10-month program, class members will learn about facets of the community, hear from top-level leaders, and develop a deeper understanding of Southern Nevada so they can be effective agents of positive change. A Positive Outlook
Record Low Interest Rates How low can they go? That’s been the question about interest rates for much of the past year as rates reached all-time lows and then went lower still. As a result, the cost of borrowing to buy homes, cars or business equipment is as affordable as ever. This has been a boon for many households and businesses, which have taken advantage of low rates to improve their financial position even as the pandemic has wreaked havoc on the global economy. These two conditions – low interest rates and a struggling economy – are inextricably linked. The Fed uses its benchmark rate as a critical lever for regulating the national economy and balancing maximum employment with stable prices. During economic slowdowns, the Fed lowers its rate to encourage borrowing by consumers and businesses. Conversely, when the economy is overheating, the Fed will increase its rate to slow the flow of capital and keep inflation in check.
For all their benefits, low interest rates do come with potential risks. The first is inflation, which results when capital outstrips supply in the economy and drives up prices. This is why the Fed closely monitors inflation in relation to interest rates and raises its benchmark rate when prices start to rise too quickly. I noted earlier how businesses have benefitted from borrowing under low rates, but a concerning trend is that a growing portion of corporate debt is below investment grade, making it a riskier but higher-paying proposition for investors seeking higher returns. That risk could manifest later should struggling companies default on their obligations. Even with the potential risks that come with the low-rate environment, they are still preferable to the alternate scenario of double-digit interest rates that were a reality four decades ago. In the late 1970s, inflation skyrocketed from a manageable 5 percent to a staggering 14 percent in just four years. That
For many households, falling rates are most evident in mortgage interest rates. Over the past decade, 30-year fixed mortgage rates dipped to about 3.5 percent several times. Those were all-time lows until the pandemic, which has seen mortgage rates fall below 3 percent. Homeowners and homebuyers have taken advantage. Nationally, refinancing activity is up about 46 percent, while purchase activity is up about 17 percent, according to the Mortgage Bankers Association. In Southern Nevada, record-low rates have increased buying power, allowing buyers to get more house for their money and existing homeowners to lower monthly payments, unlock equity or both. Similarly, many businesses have also taken advantage of the low-rate environment. Whether seeking capital to expand operations or support new investment in production, businesses have been able to benefit by borrowing at extremely low rates. Other companies have benefitted by refinancing existing highinterest loans with lower-rate loans, freeing up cash flow for more productive uses. Falling interest rates on credit cards, auto loans and other consumer credit products have also helped stimulate consumer spending in conjunction with trillions of dollars in federal stimulus programs. The two federal pandemic-related stimulus packages passed so far have been essential to supporting the national economy, but they have driven federal debt to $27 billion, more than 127 percent of national gross domestic product. This is a concern, for sure, yet the drop in interest rates means the federal government can borrow money at lower costs too. Federal interest as a percent of gross domestic product is currently 1.6 percent, which is slightly elevated but in line with the average rate over the past two decades (and well below levels reported through most of the 1980s and 1990s). The bill on the growing debt load will come due someday; but, for now, the suppressed rate environment does make repayment more manageable.

At their highest point, 30-year fixed mortgage rates reached 18.5 percent. Compared to the buying power of today’s rates, that’s the difference between a $300,000 house and a $108,000 house. I doubt we will see rates at those levels any time soon. In fact, the low-rate environment is likely going to persist into the foreseeable future. While that means good things for anyone who needs to borrow money, I look forward to a return to more normalized rates since that also likely means a return to a more normal national economy and more sustainable balance between those who borrow and those who lend.

Announcements Campbell House Hires New Chief Marketing Officer, Jennie Bowman Campbell House, an interior design firm, announced Jennie Bowman joined the company as chief marketing officer. In her role, Bowman will spearhead marketing initiatives for the new start-up business by launching a brand campaign as Campbell House grows its market base. She will also play a key role in strategic business development, working to establish new client relationships while securing project opportunities. Bowman has over 15 years of marketing and business development experience. Most recently, she served as the regional director of business development for Wilson Associates, a top global design firm. She has a Bachelor of Science in International Business and Marketing, a Bachelor of Arts in Spanish and an MBA. City National Bank hires Krishna Agrawal as Relationship Manager for Tropicana Branch City National Bank announced that it hired Krishna Agrawal as the relationship manager for its Tropicana branch at 2320 East Tropicana Ave. Agrawal joins City National with over nine years of experience in the financial and business industry. VEGAS PBS Receives Grant from Aetna Medicaid To Support Child Development in Southern Nevada Vegas PBS received a generous grant from Aetna Medicaid to support the station’s Bright by Text initiative. The $10,000 grant will fund the initiative to provide tips and information to parents and caregivers to assist in the development of children up to the age of five. Vegas PBS teamed up with Bright by Text to send free activities, games, and resources to parents’ and caregivers’ cell phones. Messages are targeted to a child’s age and include information on child development, language and early literacy, health and safety, behavioral tips, and more. Touro University Nevada Receives $3.25M Federal Grant Touro University Nevada, announced it received a $3.25 million federal grant to provide scholarships for first- and second-year physician assistant students who demonstrate financial need. The private university in Henderson was awarded the Scholarships for Disadvantaged Students grant funding over five years from the U.S. Department of Health and Human Services. The grant aims to boost the number of physician assistants who work in underserved communities. The university will get $650,000 annually for five years. Money will be used to provide ten $35,000 scholarships to first-year physician assistant students and ten $30,000 scholarships for second-year physician assistant students each year.

CCSD high school athletics make water smart play
The Clark County School District replaced 2.4 million square feet of grass with artificial turf at high school athletic fields. The project will save 135 million gallons of water a year and about $1 million on the district’s water bills.
The Clark County School District (CCSD) is taking advantage of the pause in high school sports due to the COVID-19 pandemic to level the playing field – both literally and figuratively. The school district has replaced 2.4 million square feet of grass with artificial turf at more than two dozen athletic fields. The conversion of grass fields, as well as upgrades to five fields that already sported artificial turf, reduces the schools’ longterm water and maintenance costs while also providing a more consistent playing surface. The field conversions eliminate surface divots and imperfections, reducing possible hazards and helping protect field conditions for athletes, marching band members, and others who use the fields. “The conversions are expected to save 135 million gallons of water a year—1.3 billion gallons over a decade. These water savings help protect Southern Nevada’s long-term water resources, benefitting the entire community,” said Patrick Watson, Conservation Program Administrator for the Southern Nevada Water Authority (SNWA). “The artificial turf fields require less maintenance and less water, reducing operating costs. We estimate that we’ll reduce our annual water bills by $1 million annually,” said Jeff Wagner, CCSD Chief of Facilities. “That’s money we can put back into the classroom.” The project was partially funded by a $7.4 million
rebate from the SNWA Water Smart Landscapes rebate program, which provides a $3.30 per-square-foot cash incentive to organizations that replace grass with a sports surface and $3 per square foot for grass replaced with drip-irrigated landscapes. The school district expects to complete upgrading all the athletic fields by spring 2021. “And that’s not the end of the water story for the school district,” Wagner said. “We plan to replace grass in areas where it’s purely aesthetic, as well as use new technologies to save water.” The school district has an A-plus history for participating in conservation-focused programs through SNWA’s Water Efficient Technologies (WET) program. Since 2007, CCSD has completed 10 projects producing more than 24 million gallons in estimated annual water savings. To add to that WET achievement, CCSD is in the process of saving another 14 million gallons a year by replacing drift eliminators on the evaporative cooling systems at 61 schools. According to Watson, cash incentives from the SNWA’s WET program paid half the cost of CCSD’s evaporative cooling upgrades. “The WET program covers a number of water-saving upgrades and new technologies. If it saves water, SNWA probably has a cash incentive to help pay for it,” Watson said. “We’re always looking for new water-saving technologies especially in the area of cooling. Chamber Partners with Hope for Prisoners, Workforce Connections for “Month of Second Chances” April 2021 is the “Month of Second Chances,” an entire month to formally recognize that every person has potential and should have the right to pursue opportunity after paying their debt to society. Approximately 1 in 3 American adults has a criminal record which can limit access to education, employment, housing, and other things needed to reach their full potential. Hope for Prisoners is a Las Vegas-based nonprofit that works with incarcerated men and woman to prepare them to lead a successful life after they leave the prison system. Hope for Prisoners assists with reentry by providing the formerly incarcerated long-term support and services as they work to reclaim their lives, families and standing in the community. The comprehensive program includes leadership, financial fitness, professional development, and technology training. Hope for Prisoners works with and is supported by law enforcement. T he graduates of the program have been successfully hired by many of the Valley’s top companies in a wide range of industries, including gaming and hospitality, transportation, and construction. To raise awareness about Hope for Prisoners to local employers, the Vegas Chamber is partnering on three events to help connect Chamber members with the program and its graduates. To kick it off, the Vegas Chamber hosted a webinar recently on how employers can give second chances by engaging with Hope for Prisoners to find skilled and dedicated employees. Attendees heard from Hope for Prisoners CEO and Founder Jon Ponder on the program and its success. Additionally, law enforcement shared why they support and engage with the program, as well as fellow employers on why they have turned to Hope for Prisoners for their employment needs.

Sallie Doebler Receives Vegas Chamber President’s Award
In a public meeting, the Marketing Committee may consider, evaluate, and approve/reject major marketing strategies and initiatives of the LVCVA. The Committee recommends approval of major marketing strategies and initiatives to the LVCVA Board of Directors. The Marketing Committee is chaired by LVCVA Board Chair and Henderson City Councilman John Marz, and the vice chair is Anton Nikodemus, president and COO of City Center, Aria Resort and Casino, and Vdara Hotel and Spa. Committee members include Scott DeAngelo, EVP and Chief Marketing Officer for Allegiant Travel Company; North Las Vegas Councilwoman Pamela Goynes-Brown; Jan Jones Blackhurst, Caesars Entertainment Board Director; and Marilyn Spiegel, president of Wynn and Encore, along with Sewald. In addition to the Marketing Committee, Sewald also sits on the LVCVA’s Audit and Compensation committees. “I am honored to serve on the LVCVA’s Marketing Committee, especially as the organization works to bring visitors and conventions back to Las Vegas in the wake of the pandemic,” said Sewald. Vegas Chamber Wins Programming Award from Western Association of Chamber Executives The Vegas Chamber was honored with the “Outstanding Program Award” this spring by the Western Association of Chamber Executives (W.A.C.E) for our Virtual Washington, D.C. Fly-In event. This year’s program included every member of the Nevada delegation, as well as experts in the political science field. With bestselling authors like Molly Ball and keynote speakers like Frank Luntz, this event was highly attended even in a virtual

Is Nevada Leaving Federal Money on the Table?
Did you know that Nevada is ranked 45th when it comes to receiving federal grants? That means that we get less, on a per person basis, of the billions in grant funding annually distributed by the U.S. Government than nearly every other state in the country. Federal grants provide state and local governments the help they need to fund critical programs and essential services. As states across the country have been hit hard economically because of COVID-19, states will become even more competitive with each other as the federal government releases billions more in grant dollars to help with economic recovery efforts. Nevada needs to be ready and make sure we get our fair share of those grant dollars. The time is now for Nevadans to work together with stakeholders and make this happen for ourselves. This will only happen if we support policies and initiatives that will remove barriers, enhance opportunities, and coordinate efforts when it comes to bringing more federal grants into our state. Bringing more federal dollars to Nevada should be a priority for all Nevadans because we have needs in our state that federal grants could help solve and its dollars that are available for those that go after them. Rather than relying heavily on state and local resources to financially address needs like education, health care, and the community safety net, federal grants can bring more federal tax dollars back into Nevada. While we have made some progress over the last decade, we still have a lot of work ahead of us. Brookings Mountain West identified early on the opportunities to improve our performance of obtaining more federal grants. In 2011, the work of Brookings Mountain West, the Brookings Institution, and SRI noted Nevada’s deep deficit in securing federal funds in its economic diversification report for the Silver State. In 2014, the Lincy Institute published a policy brief, noting that “Nevada is 50th out of 50 states in securing federal formula and grant funding…This failure affects Nevada’s quality of life measures, our efforts to provide high quality education for children and college students,

the ability to attract new and innovative businesses to the state, and the capacity to invest in economic development and infrastructure projects, healthcare initiatives, public safety improvements, and services for veterans and seniors. This poor performance weakens Nevada and it has for decades.” Troublingly, the policy brief estimated that Nevada is underfunded some $529 million per year compared to fellow intermountain west states. Dr. Robert Lang, executive director, Brookings Mountain West shared his perspective, “Nevada must fund and staff state government offices with the dollars and staff expertise necessary to compete with 49 other states in the arena of securing federal funds. The challenges and opportunities that lie ahead are too important to Nevada’s families and children for the Silver State to accept far less than its share of federal resources.” We are fortunate to have the strong bipartisan support to work together to increase our state’s share of federal grants. Nevada’s Congressional delegation, Governor Steve Sisolak, state legislators and local government officials, as well as education, non-profits, and the business community - have expressed their support, which is essential to be successful. The broad coalition of supporters working together will improve our ranking and bring even more federal dollars back to the state, but only if we pass the reforms and legislation necessary to facilitate our state applying for more grants. Speaker of the Assembly Jason Frierson, “We have a responsibility to return Nevadans’ hardearned federal tax dollars to our communities for investment into social services and programs. These additional grant dollars will help stimulate Nevada’s economy by spending tens of millions of dollars in federal tax dollars for the benefit of our residents.” The Guinn Center recently released a report that examines Nevada’s grant performance. According to the report, in 2020, Nevada ranked 45th in per capita funding based on federal grants compared to other states. As cited by the report, this is an improvement

Vegas Chamber 2021 Legislative Mission
This legislative session, there are several bills that will help the state increase its capability to capture more federal dollars. These ideas were also discussed and supported by the Southern Nevada Forum. Bill Draft Review (BDR) 18862, proposed by the Assembly Committee on Growth and Infrastructure and championed by Assemblywoman Daniele Monroe-Moreno, is a comprehensive measure that puts Nevada on track to maximize federal grants and resources. Assemblywoman Daniele Monroe-Moreno stated, “Implementing a consistent and welldeveloped statewide grants management system, as well as establishing a field office in Southern Nevada will help increase the amount of federal dollars received by the State. It will help us better serve our constituents and provide a greater level of support to them especially as we work together to recover from the economic damage caused by the COVID-19 Pandemic.”

Another important strategy to further maximize the use of grant dollars is the establishment of a compliance team to ensure that grant requirements are fulfilled. By doing so, Nevada can maintain an efficient and transparent system to track and make sure grant dollars are being used appropriately and wisely. In its 2020 report to the Governor and Legislature, the Nevada State Advisory Council on Federal Assistance, chaired by Ritter, laid out a specific set of recommendations that can guide additional needed improvements, especially streamlining and modernizing Nevada’s federal grants processes and infrastructure. If we pass legislation and support strong, sound public policy initiatives that enable Nevada to capture a larger portion of federal grant dollars, we can tackle more challenges, lessen our dependency on our state and local tax base, and build a stronger and more diverse Nevada that benefits our state’s employers, employees and their families. It is upon all of us to move Nevada forward and not miss opportunities by embracing and supporting efforts like these this legislative session.

Historic “Podner”ships And How We As Nevadans Can Thrive Together Partnerships are an essential part of business and critical for solid and sustainable business relationships. For 110 years, the Vegas Chamber has established relationships to improve the community fabric and impact the economy in unimaginable ways, specifically in the hospitality and service industry. As World War II came to an end in 1945, our nation began shifting to a post-industrial society, in which service elements begin to replace industrial production, and industries like tourism have an opportunity to flourish. At the same time, Vegas Chamber President Max Kelch recognized the opportunity to partner with several local hotels and casinos to birth the Live Wire Fund. Chamber members pledged 1 to 5 percent of their gross profits and partner resorts offered to match these contributions. The result? A post-war tourism push that put Las Vegas on the map and laid the groundwork for becoming the premier gaming and hospitality industry. From this fund, the Vegas Chamber hired the West Marquis Agency to create the first images of Vegas Vic along with his tagline “Howdy Podner”. These images later became Las Vegas’s first neon mascot that you can still find at the Fremont Street Experience today. In the 1960s, with Sam Boyd at the helm of the Chamber, we see the creation of 19 committees, in partnership with our members dubbed the Blueprint of Action; committees like these still play a major role in the Chamber today. The landmark partnership for the hospitality industry didn’t come until 1964 when Chairman Boyd brought together a team of local business leaders and state government officials for the Sell Nevada Mission, in which the team travelled to Europe to generate interest in Las Vegas’ growing tourism industry. The campaign was wildly successful and we can still see the impact on international tourism today. In the 1980s, we partnered with the Las Vegas Convention and Visitors Authority (LVCVA) to create our Customer Service Excellence Awards (CSE) that is entering its 32nd year this year and celebrates outstanding customer service from individuals in our city quarterly. The Q1 nominations have closed for 2021 and an awardee is forthcoming, yet we encourage you to nominate deserving Nevadans for the second quarter CSE awards at VegasChamber.com. Partnerships allow our efforts to be amplified and drive growth for many years to come as can be seen from our big pushes for infrastructure, and marketing pushes that stemmed from the Live Wire Fund and the Sell Nevada Mission. This year, we are taking a deeper dive with our members to bring content that shows how they’ve been able to navigate the pandemic often through strategic partnerships, with our first segment of Behind the Mask currently airing on Like Nobody's Business, the Chamber's TV show that airs several times a month on Cox Yurview. Karl has over a decade of experience producing campaigns for major brands like Geico, AT&T, Ford including equity raises for internationally distributed feature films. An honors graduate of The Los Angeles Film School, he is certified in Film Finance from Pepperdine University.
(F) Fafie Moore Executive VP – ERA Brokers Consolidated, So. Nevada Fafie Moore has been a realtor for over 39 years, 27 years as Broker Owner. She serves as Executive VP for ERA Brokers Consolidated-Southern Nevada, a multistate brokerage with a 41 year history of leadership. Known as a national speaker and trainer, she was named to the Greater Las Vegas Association of Realtors Hall of Fame in 2007 and awarded the Nevada Distinguished Realtor Award by the Nevada Association of Realtors in 2008. She is an inaugural member of the Vegas Chamber Emeritus Board and was the 2008 Chairman of the Vegas Chamber.

Applications Open for Leadership Las Vegas Now more than ever, quality leadership is important to the health and welfare of our region. Southern Nevada needs community leaders who are engaged, knowledgeable, and understand the challenges and opportunities facing our community. That’s why the Vegas Chamber created the Leadership Las Vegas program. Leadership Las Vegas is Southern Nevada’s premier community leadership development program. Through the 10-month experience, class members develop new perspectives on the community by exploring the inner-workings of Las Vegas, including its greatest strengths and most challenging issues. The program begins with a three-day opening Gateway retreat where the class gets to know each other. Through monthly day-long sessions, the class hears from area experts and leaders, and participates in interactive tours, simulations, and other exclusive activities. At the end of the program year, class members join a network of leaders committed to using their talents and strengths to improve Southern Nevada. Applications for the Leadership Las Vegas program are open now. Through a competitive application and interview process, Leadership Las Vegas selects 60 executives and accomplished professionals from a wide range of industries and local businesses who want to make a positive impact in the community. Retirement Planning At Any Age What is retirement? It seems basic, but every person's definition is different. Retirement for some may mean separating from future employment. Others may define retirement as achieving financial independence. Both provide discretionary time to do those things we enjoy with no obligations. The first steps in pursuing retirement goals start with becoming debt-free and building savings. Eliminating revolving consumer debt will allow extra payments towards the mortgage, which can save a substantial amount of interest each year. Eliminating a mortgage payment may also provide higher income in retirement. While debt is reducing, steady savings may continue to grow. If your savings can earn 7.2% returns, your account will double every ten years. The average rate of return of the S&P 5001 since the end of 2020 over the last ten years is 13.9%, the previous 30 years is 10.7%, and the last 50 years is 10.9% despite the series of economic events. Consider the Roth retirement saving option. The Roth will allow savers to pay for taxes on contributions now and avoid paying taxes on distribution during retirement years, including earnings. In addition to the Roth, there are strategies for retirement saving in your twenties and thirties. Consider starting with 1% or 2% of pay and increase it by 1% or 2% each year until reaching your savings goal percentage or dollar amount. Make sure to grab your employer's match to avoid leaving money on the table. Visit www.groupretire.com/goals for assistance in calculating your retirement goal. Reconsider that large car payment each year. A $400 monthly payment into a retirement savings account, earning 7.2% each year for 40 years, would yield $1,009,056. Now that is some expensive wheels! When reaching your forties and fifties, place a greater emphasis on increasing savings and paying off all debt, including the primary residence. The goal is to avoid any payments during retirement years. But also use the equity for your final retirement home. Those 50 and older may take advantage of the IRS catch-up provisions, which allow those to save an additional $1,000 into an IRA or $6,500 into a company retirement plan. There are also strategies for those saving in their sixties. Consider delaying taking Social Security early or at normal retirement, ranging between 65 and 67, depending on when you were born. Each year delayed from the normal retirement age would yield an 8% increase each year until age 70. For example, a normal retirement age of 66 could provide an additional 32% increase in lifetime benefits if they defer till age 70.
Consider a Cash Balance Retirement Plan, which can allow significant retirement savings above a traditional 401(k) plan for business owners. Also, consider working with a business broker, who may help increase the valuation and sale of the business. What is your company, title, and what does Hightower Las Vegas provide? I am a wealth advisor for Hightower Las Vegas. We are a full-service wealth management company, offering financial planning, investment management, retirement planning, philanthropic consulting, and portfolio management (just to name a few). We enjoy helping our clients achieve their goals and aspirations. It is so rewarding to watch them become financially empowered as they reach those all-important milestones in life. What are you looking forward to in 2021? I am looking forward to in-person events. I’ve realized, as probably many have, the importance of being together in person. Zoom/WebEx works for the time being, but I really miss the energy and connection you feel from talking to someone face to face. I think we’ve all been missing that social connection, and it’s just not the same virtually. Can you share a short, uplifting work-related story? 2020 was definitely a challenging year, to say the least. The virus has been devastating, and then there is the political and social unrest. Even during all the turmoil we’ve experienced, we are constantly reminded that people are still kind, empathetic and caring. While we (Hightower Las Vegas) have all been working from home, one of my colleagues fell severely ill. A client of ours had briefly spoken with said employee during this time. The client then contacted me to voice her concern and let me know that she wanted to help. She graciously sent an extensive care package and continued with follow-up calls to our team until she knew that our employee was on the mend. In our business, we strive to provide our clients with the highest level of care, and we never expect them to do the reverse and take care of us.
