his month as the Nevada Legislature convenes, the Las Vegas Chamber’s Government Affairs team will be 430 miles away at our state’s capitol every single day. The Chamber works hard on your behalf during the 120-day session, tracking bills, meeting with lawmakers, testifying on how legislation will help or harm our businesses, and staying vigilant about proposals that may impact you.

College and College of Southern Nevada, more funding for Graduate Medical Education, as well as reforming higher education. These issues are important to transform our community into a World Class City.

The Chamber will also continue to be your advocate at the federal level. Nationally, there are several issues that impact our economy and the future of our state. The Las Vegas Chamber is the only chamber of commerce in Nevada that represents our business community in Washington, D.C. every day.

The Las Vegas Chamber takes its responsibility as the Voice of Business very seriously. As you will read in our cover story, Why Employers Matter, the Chamber’s job is to be your voice, to share the impacts potential legislation will have on your ability to meet payroll, create and retain jobs, and operate a viable business.

As we look forward this year, the Chamber will work with the US Department of Labor as it rolls out new Association Retirement Plans, giving our small businesses more affordable options for offering retirement plans to their employees.

Our work doesn’t stop there - we are also focused on legislation that impacts our entire community. There are several issues in front of the legislature that are designed to tackle challenges to help our community grow and thrive. Education, once again, will be an important topic of discussion, with proposals addressing K-12 education funding, higher education governance, and investments in health sciences and medical education. The Las Vegas Chamber is a long-time advocate for legislation that will enhance education at every level in our state. The Chamber is a supporter of K-12 education programs that will improve classroom performance, medical education including the UNLV School of Medicine, the health sciences building at Nevada State

Additionally, the Chamber will continue to be a strong voice on infrastructure funding, particularly building Interstate 11 to Phoenix; travel and tourism issues to strengthen our core sector; water and public lands issues; and opposing the storage of nuclear waste at Yucca Mountain. Please stay informed on these issues through regular emails, events, and opportunities to engage. And take the time to help us when the Chamber issues a Call to Action – by working together to contact legislators, testify or share your story on social media, the Voice of Business is amplified and stronger.

t the core of our state’s success is the entrepreneurial spirit that is embodied throughout Nevada’s history. Our ingenuity and free spirit is intertwined throughout the early days of the mining boom in Northern Nevada to the development of the hospitality industry in Las Vegas. It has inspired generations of Nevadans to do big, bold things and has attracted thousands more to seek out our state as a rare place where they can start a small business and pursue the American dream.

A

Employers – particularly our small businesses – are the backbone of Nevada’s economy. We all have a stake in their success. Today, approximately 1.4 million Nevadans are employed, of which 1.23 million Nevadans are working in the private sector. And of those, 42 percent work for small businesses. Employees depend on their employers to be able to meet payroll. Our workforce depends on

employers to create and sustain good paying jobs. Our children, parents, and teachers depend on employers to provide the economy that funds education at all levels. And our local and state government depend upon employers to create the tax base that funds all of the services residents and visitors need. The health of the entire state depends upon the success of our business community. Just think back to the devastating Great Recession that rocked Nevada. Because of the downturn, employers could not afford to meet payroll and were forced to lay off hundreds of thousands of employees. Thousands of employers went out of business. As a result, tax revenues plummeted. Governments were forced to reduce services, implement furloughs, and even lay off employees. Our schools had to cut back on programs and reduce staff. While our economy has recovered, and tax revenues have improved, we should never forget the challenges that we faced during the Great

Recession. It is imperative that we consider the real impact that legislative proposals will have on employers. We need to work together to ensure that Nevada’s businesses are not hindered with additional burdens such as new taxes, regulations, and requirements. Nevada has been supportive of economic growth and job creation initiatives. And our state was founded on the principle that low taxation, limited government mandates, and a fair and balanced regulatory system are essential for businesses to succeed. This philosophy isn’t just for businesses; it applies to individuals, too. Consider this: Nevada’s low tax environment, especially when it comes to no state personal income tax, allows hard working people to keep more of their paychecks. This gives them more earning power to purchase a home, provide for their families, and pursue their dreams. Contrast this with our neighboring state, California. Higher taxes make it


much harder for an average person to start a business. And because there are so many mandates in California with which a small business must comply, it is much more challenging for them to reward great employees with raises or bonuses, or expand their company and hire more people. This coupled with the high cost of real estate, makes it very difficult for average Californians to buy a home, save for their future, or even pursue their dreams of starting a small business. It is because of this contrast – a contrast that motivates thousands of people to move to Nevada every year – that the Metro Chamber continues to advocate to preserve the environment that makes business and job creation possible. The Metro Chamber has helped Nevada stay competitive in attracting new businesses and allowing businesses of all sizes to thrive by supporting fair and balanced legislative policies. We are now seeing the benefits of these efforts with the diversification of our economy. OUR COMMITMENT TO YOU, OUR MEMBERS: Our promise to you, our members, is to stand up for you at all levels of government. As the largest and broadest-based business organization in Nevada, the Las Vegas Metro Chamber of Commerce has been that steady and consistent leader in statewide advocacy efforts for decades. Our credibility is built upon a solid foundation of sound public policy, data driven research, and bipartisan collaboration with policy makers. The Metro Chamber’s mission is to preserve the environment that fosters business growth and job creation. We do this to make Nevada a better place to do

business, to live and to raise a family. We do this by taking action. We are your voice. Your advocate. Your champion. Every day. As the Voice of Business, the Chamber stands up for pro-business and job-promoting legislation, and we stand against legislative bills that will increase the cost of doing business and hinder economic prosperity for Nevada’s employers and their employees. These responsibilities have been the core objectives of the Metro Chamber for almost 110 years. NEVADA’S FUTURE: Where are we today? Here’s the reality: we are at a critical juncture. The actions we take now – or choose not to take – will determine the economic success or failure of the entire state for the next 50 years. The decisions made by the Nevada Legislature will have long-term implications not only for our state’s economic health, but also for the long-term stability of our community, which includes Nevada’s employers, employees, and their families. We owe it to our fellow Nevadans to make sure that we adopt public policies that are good for the longterm economic benefit of our state. The national political environment today is divisive and much of it is not driven by sound policies. What

may appear like a good idea in a sound bite may not be good policy in the long term. We are facing an environment where more special interest ideas from other states are being pursued in Nevada. And while we all want to find solutions to improve the lives of Nevadans, caution is necessary to make sure we do not harm Nevada’s unique environment that attracts new businesses that come here, and helps established companies grow. Legislative decisions should be based on reliable data, sound policy, and good politics. That is what Nevadans deserve, what employers expect, and what employees benefit from. Only with that approach can we successfully work together as one Nevada and to continue to move forward. OUR GUIDING PRINCIPLES: • We are committed to preserving a business climate where all businesses can succeed and thrive; • We will advocate and pursue public policies that will nurture economic development, growth and job creation; and • We believe in policies that will promote entrepreneurship, support small business success, and spur job creation.

THE CHAMBER’S ROLE IN THE STATE LEGISLATURE: • We are Nevada’s Voice of Business • We Stand Up for Our Members • We are Effective and Trusted Advocates in the State Capital • We Protect Nevada’s Business Friendly Climate THE CHAMBER’S LEGISLATIVE PRIORITIES PROTECTING NEVADA’S BUSINESS CLIMATE: A predictable and stable business environment is essential to a vibrant economy and important to any sized business - both small and large. This principle applies to the expansive gaming resorts in Las Vegas, to the bustling tech industry in Reno, to the locally owned restaurant in Hawthorne, and to the family hardware store in Elko. We must be competitive with our neighboring states in the Intermountain West region. We cannot afford to become a state that is unfriendly to employers and makes it harder for them to succeed. Keeping Nevada a pro-prosperity state is key to future business growth and expansion. NEVADA’S LEGAL CLIMATE & TORT REFORM: A fair and predictable employment and legal climate for employers is important to job creation and business growth. Employers look at how reasonable and balanced a state's tort liability system is before

they decide to relocate or expand. While Nevada is known for its low tax climate, we do not rank high in terms of our legal climate. According to the 2017 Lawsuit Climate Survey, Nevada is ranked 37 in the nation. We can do better and must continue to work to improve our state’s legal climate. The Metro Chamber has significant concerns about legislative proposals that will harm our legal climate, including proposals making it easier to file lawsuits against businesses. In recent sessions, progress has been made in improving the legal climate in Nevada; however, there are proposals that are up for consideration this session that will roll back the progress made. The Metro Chamber will continue to be the watchdog against potential repeals or amendments pertaining to the state’s tort legal system, including: • Preserving both construction defect and tort reform legislation that was previously adopted by state lawmakers, while working to keep Nevada’s legal system from becoming a deterrent to attracting and

retaining employers; • Saving the changes made to trespass liability, which removed the burden of liability from business owners for what happened to an individual on their premises when the person had no invitation, permission, or license to be there; and • Protecting the bond amount required for a business to post when appealing a civil judgment, simultaneously increasing Nevada’s business friendliness regarding legal climate, and freeing up dollars for economic growth and job creation. WORKFORCE DEVELOPMENT: Workforce development is critical to Nevada’s businesses. Employers cannot grow and thrive if they cannot find the qualified workers they need. The Metro Chamber believes there should be greater collaborative and comprehensive efforts to identify and support workforce development initiatives, training programs, and other courses for strengthening skill sets required for today’s – and tomorrow’s – workforce. We must continue to


and legislation to repeal the law. Employees should continue to have the right to choose if they wish to contribute a portion of their wages toward union dues. It is and should continue to be an employee’s right to choose for themselves on how their paycheck should be spent. FOSTER JOB CREATION:

PROTECTING EMPLOYERS’ RIGHTS IN HIRING AND LABOR PRACTICES: The Metro Chamber is committed to advocating on behalf of the Nevada business community to preserve employers’ rights pertaining to hiring and labor practices. These rights should not be compromised by burdensome legislation that dictates how employers must manage their employees, especially when it comes to mandated increases in pay and benefits that employers may not be able to afford. The most valuable assets that most businesses have are their employees. And keeping them is paramount to a business’ success. Most businesses will provide the level of pay and benefits that they can afford and are competitive with the marketplace to help them keep those employees. If employers do well, employees do well. It is a symbiotic relationship of economics. The reality is that the free market drives higher salaries, robust benefits (paid sick leave and time paid off) and other employee benefits such as tuition

reimbursement or employer paid healthcare. Artificial mandates do not address the real problem: the need for better workforce development, training, and programming in areas such as healthcare, transportation, engineering, education, and mechanical trades. Government's role is not to impede job growth by creating regulatory obstacles for economic growth and job creation. Employers succeed under the economic principles of free enterprise and capitalism. Small businesses such as our local restaurant owners, dry cleaners, landscaping companies, realtors, and boutique retailers, should not be inhibited by a burdensome regulatory atmosphere. PROTECTING EMPLOYERS RIGHTS: The Metro Chamber will work to protect employees and ensure that Nevada maintains its status as a right-to-work state. Nevada’s right-to-work laws, in place since 1953, mean that employees are not mandated to be dues-paying members of unions as a condition of employment. Nevada’s voters and state legislators have a long history of rejecting state referendums

The Metro Chamber will also continue to advocate for bipartisan initiatives that reduce the burdens on business, while supporting efforts that foster economic growth. As is true throughout the country, small businesses in Nevada are essential to a strong and robust economy and are the economic driver of our state’s job growth. Businesses, both small and large in Nevada, need a statewide business climate that is predictable and encourages them to grow their business, which includes putting more Nevadans back to work. These initiatives will help grow a healthy community and support the progress that we have made in our state’s economic recovery following the Great Recession. During the Great Recession, Nevada lost approximately 186,400 jobs. The state’s total employment levels fell to 1.1 million workers. The two industries impacted the most were construction, which lost 80,000 jobs and leisure/hospitality, which lost 30,000 jobs. As a state, we regained all those lost jobs by 2016 with the creation of 190,100 jobs due to efforts by the private sector to drive the economy forward. We need to remember the challenges we have endured in the last decade and not create unnecessary government red tape, burdensome regulations, or expensive employer mandates. These are important lessons for all

of us. We need to move forward, not go backwards, for the sake of Nevada’s employers, employees, and their families. Advocacy by the business community is key in making this happen. The Metro Chamber will be at the table to work with Governor Steve Sisolak and lawmakers, but businesses cannot be asked to carry the burden alone. We cannot risk a tipping point that will harm employers, limit economic investment, and curtail job growth – in short, hurting Nevada families. Nevada’s tax structure needs to be equitable, transparent, simple, and stable, for the benefit of Nevada’s employers and Nevada’s families. This is why the Metro Chamber is your voice in Carson City. WHAT DOES NEVADA’S FUTURE LOOK LIKE? If we pass pro-prosperity legislation and advocate strong, sound public policy initiatives that support Nevada’s employers, we will build a stronger and more diverse economy that benefits our state’s employers, employees, and their families. It is incumbent upon all of us to work together during this legislative session. We must preserve the business climate for today’s employers and employees. CUSTOMER SERVICE EXCELLENCE AWARDS PROGRAM: 30 LOOKS GREAT ON YOU! t was 1989 – a year on the verge of tipping into the last decade of the 20th century, Michael Keaton donned a Batman cape for the highest-grossing movie of the year; social media was not a thing; there was uncertainty and excitement about what the ‘90s would bring; and a time when, according to popculturemadness.com, the price of a Sony Walkman was $79 (a what?!).

While Generation X and early Gen Ys prepped themselves to say goodbye to the ‘80s, 1989 also brought the creation of the Customer Service Excellence (CSE) Awards program. Celebrating its 30th birthday this year, CSE has recognized thousands of well-deserving individuals for their excellent customer care in Southern Nevada. Managed by the Las Vegas Chamber, in partnership with the Las Vegas Convention and Visitors Authority, the Customer Service Excellence Awards is a free turnkey program designed to encourage “above and beyond” service in Las Vegas and inspire extraordinary customer care representing hundreds of businesses throughout the community. It is the only valleywide program of its kind and plays a vital role in promoting a strong and positive service attitude, especially among frontline employees.

Thirty years ago, CSE was developed in response to tourist complaints to the Chamber about their visitor experiences. The founding members of the program focused on working with McCarran International Airport to welcome Las Vegas guests and ensure they experienced high-quality customer service. That effort bloomed into the CSE program by honoring the value of recognition, resulting in a win-win for guests, employees, employers and those who call Southern Nevada “home.” Today, the program continues its tradition in providing visitors, employers and the community a streamlined way to nominate and recognize employees who set the highest standard of service in the “Entertainment Capital of the World.” Since its inception, the program has grown annually with record amounts of nominations, administered by the Las Vegas Chamber. In 2018 alone, the Chamber recognized more than 6,000 employees across the valley! Nominees receive an exclusive invitation to a recognition event where a quarterly winner is announced as the Customer Service Excellence Five Star Award winner. During a program year, all nominations are tracked, and recognition is given to those nominees who are recognized multiple times over the course of the program year: • Three to five nominations = Bronze • Six to 10 nominations = Silver • 11-plus nominations = Gold The program culminates with a CSE Person of the Year, who is selected from the quarterly Five Star Award winners. (A) Bill Laimbeer President of Basketball Operations and Head Coach – Las Vegas Aces Bill Laimbeer was named president of basketball operations and head coach of the Las Vegas Aces in the fall of 2017. In the team’s inaugural season, the Aces defied expectations by staying in the playoff chase until the last week, nearly doubling their win total from the previous year. In 12 full seasons as a WNBA head coach, Laimbeer has won three league championships, all with the Detroit Shock (2003, ’06, ’08). He has twice been named WNBA Coach of the Year, and he won a pair of NBA Championships as a member of the Bad Boys-era Detroit Pistons (1989, ’90).

She has been in the office supply industry for more than 14 years. Herndon has two bonus children and will be happily married for 23 years this June. The Salvation Army Southern Nevada Adult Rehabilitation Center (ARC) recently broke ground for their new women’s residence being constructed on its campus at 2035 Yale Street, North Las Vegas. With the construction of this new residential facility, the women will now be living on the campus where they will work, dine, participate in counseling and education classes and be prepared to re-enter the workforce.

Community Service Nevada HAND and the UNLV School of Nursing are partnering to provide nursing students with a rotation at Nevada HAND’s assisted living community, Silver Sky. Imagine yourself at the last networking event you attended. Likely you walked into a room full of people – some familiar, some new. Perhaps you made a bee-line to some people you recognize to say hello and catch up. Perhaps you joined a group having an engaged conversation. Perhaps you went straight to the bar to buy yourself some time and courage.

It can be tempting to go around the room and introduce yourself to everyone, however, taking the time to establish new relationships is a much more effective method to grow your professional network. Remember, it's quality over quantity when it comes to building meaningful business relationships.

Going to various networking events, we all hope to make some meaningful connections in a short amount of time. Just like a dating app - this is an activity some of us enjoy while others dread or feel overwhelmed because making connections is essential to getting ahead. Nonetheless we take time out of our work or social lives to pursue these interactions.

Do follow up with the contacts you make at networking events. Perhaps you had some great conversations and established the start of what could be a symbiotic professional relationship. But nothing will come out of this introduction if you leave it at the event. Follow up is important in keeping and strengthening those relationships.

Here are a few dos and don’ts to consider next time you find yourself at a networking event. Don’t try to meet everyone at

Don’t be a card spammer. Please just don’t do this. There are few things more annoying at networking events than people who throw their cards at everyone they walk past. Not only does is feel spammy,

but also your card is that much more likely to find its way into the trash. Focus on getting to know the people you meet before exchanging cards. It creates a much more genuine situation and allows both parties to understand how they can help each other. Do ask for an introduction. You probably have an idea of who you would like to meet at an event. Be open and ask people you know or are getting to know if they can introduce you. This is not only an opportunity to meet new contacts, but also to strengthen your relationship with the person doing the introductions. And take time to introduce others to the people you know. Finally, be yourself. Being genuine is a valued trait and helps us establish authentic relationships. So, at the next networking event you attend – remember we are all there for the same thing. Keep it real, don’t be shy and follow up! See you there!

he Metro Chamber team was busy finalizing the premier business networking and economic forecasting event in Southern Nevada, Preview Las Vegas, and continued preparing for the challenging and prosperous Legislative Session in Carson City, NV!

Approximately 2,000 attendees connected with one another on the exhibit floor and heard from regional and national experts on what is ahead for the future of Southern Nevada. Speakers included Jeremy Aguero with Applied Analysis, Steve Hill of the Las Vegas Convention and Visitors Authority, Marc Badain from the Raiders, Kurt Melien at Live Nation Entertainment, Kevin Camper with Las Vegas Motor Speedway, Dr. Robert Lang and Dr. John Hudak at Brookings Mountain West and the Brookings Institution, Glenn Ricart from US Ignite, Michael Sherwood with City of Las Vegas, and Barak Weinisman of Cox2M Connected Asset Services. • Danced with Preview Las Vegas 2019 attendees under the direction of keynote presenter, Michelle Poler, founder of the Hello Fears movement.
