ast month at Preview Las Vegas, we were proud to introduce our new brand, the Vegas Chamber. This brand evolution comes from our conversations with you. You told us what you needed most from the Chamber, what your challenges are, and how the world of business is rapidly shifting.

As Vegas transforms, it is important that the Chamber stays ahead of the game and evolves along with it. Vegas is the coolest city in the world. It’s bold and exciting. And so are the businesses – our members - that fuel its economy and drive the growth of our city. This is more than a name and logo change. Our rebranding is about a shift in our culture, how the Vegas Chamber is doing business now and into the future to give our members and the community what they need to grow and thrive in this new age of business. At the core of it all is the purpose of the Vegas Chamber: Cultivating growth and prosperity. It is infused into everything we do. We are tireless, fearless, and effective advocates for our members, and give you a voice. We are easily accessible to all members and empower you to succeed. We embrace our Vegas-ness and reflect the boldness and uniqueness of our city. We care deeply about the Southern Nevada community and want to collaborate to make sure we create a bright future for the entire state.
And we are tenacious – with an unyielding commitment to our members and their needs. Whether it's affordable health care for small businesses or retirement plans to help all employees save, the Vegas Chamber is fighting at the highest levels for you. Speaking of our tenacity, the teachers’ union announced it is proposing two tax increases that will negatively impact businesses, Southern Nevadans, and visitors. The first proposal is an increase to the gaming tax, and the second would increase Clark County’s sales tax to nearly 10 percent, making our sales tax one of the highest in the country. This would put tremendous burden on working families, who would pay higher taxes on many goods such as clothing, shoes, school supplies, and even cars. It would also have a chilling effect on visitor spending on retail items. The Vegas Chamber will do whatever it takes to oppose these two initiative petitions. Passing taxes by initiative petition is the wrong way of making policy changes because it creates laws that are inflexible and cannot be adjusted to adapt to changes in the economy or correcting unintended consequences. We look forward to the next era of the Vegas Chamber, and working with all of you to ensure Las Vegas grows and thrives.

Valuing Public Safety There are few things more important to a community than public safety. Obviously, we all want to feel safe; but beyond the intrinsic value of well-being and improved quality of life, there are broader economic and fiscal impacts to public safety.
tax in late 2015, and state legislators passed the Clark County Crime Prevention Act during the 2016 Special Session of the Nevada State Legislature. Both measures were specifically designed to put more police officers on the streets.
It doesn’t take empirical research to prove that people tend to move out of higher crime areas and into areas where crime rates are lower. Nor does it take exhaustive academic study to establish that business investment tends to be higher in areas with lower crime rates, and vice versa.
D ue to that n ew f unding , th e M etropolitan Police Department has added more than 700 officers over the past few years, pushing the staffing ratio to the 2.0 officers per 1,000 population target. While correlation does not equal causation, and there are number of additional factors at play, as the number of police officers has climbed, crime has declined. Crime dipped slightly in 2017, which was followed by a notable 4.8 percent decline in 2018 that was driven largely by a 9.2 percent fall in violent crime. By way of comparison, violent crime nationally fell by 3.9 percent during the same period.
Although a fair amount of research does exist in this area, it is rarely considered in evaluating a community’s return on investment from public safety expenditures. Nearly a decade ago, the RAND Corporation published a report entitled, Hidden in Plain Sight, What Cost-of-Crime Research Can Tell Us About Investing in Police, which concluded that “returns on investments in police personnel are likely to be substantial.” More recently, a U.S. Governmental Accountability Office report on the cost of crime noted differences in how experts estimate costs, citing national impacts ranging from $690 billion to $3.4 trillion annually. Further still, Harvard researcher Thomas Abt calculated that each homicide costs a community between $10 million and $20 million, and Wilson Center fellow Viridiana Rios found that “increases in criminal presence and violent crime reduce economic diversification, increase sector concentration, and diminish economic complexity.” What is certain is there’s a real, monetary cost of crime and real value in reducing it. Southern Nevada appears to be benefiting. When Sheriff Joseph Lombardo took office in 2015, crime rates were rising and recession-era austerity measures had eroded the ratio of police officers per 1,000 residents to 1.7. For the sheriff, the explanation was simple – crime went up as the ratio of officers per resident went down. For the record, this was precisely the risk cited by Sheriffs Doug Gillespie and Bill Young during their respective tenures as the head of the Las Vegas Metropolitan Police Department. Lombardo and his predecessors have long aimed to employ 2.0 officers per 1,000 residents, which is the typical ratio for large-city police departments. In response to concerns raised by the sheriff and others, Clark County Commissioners authorized the 0.5 More Cops

When you add in potential impacts related to reduced population migration, visitor trips and business investment, the impacts are likely measured in the billions. Perhaps most importantly, when you consider lives saved, pain spared and the peace of mind that comes with feeling safe in your community, the value is immeasurable.

Experts explained that Las Vegas as a city is actively peaking in terms of economic success on both a regional and national level. The event kicked off with Vegas Chamber President and CEO Mary Beth Sewald joining the Vegas Golden Knights Drumline before giving opening remarks. Guests included dynamic speakers and a wonderful new event host, Las Vegas Aces’ Rushia Brown. Jeremy Aguero of Applied Analysis vivaciously explained that Las Vegas is economically in a good place going into 2020. Las Vegas Convention and Visitors Authority (LVCVA) CEO/President Steve Hill announced to Nevada businesses that LVCVA will be changing its slogan, with an impending debut. Tina Quigley of Virgin Trains USA updated the crowd about the upcoming train that will connect Las Vegas with Victorville, CA. Preview Las Vegas was capped a special introduction by Raiders owner Mark Davis and with an interview with National Football League Commissioner Roger Goodell. Commissioner Goodell explained that Las Vegas will be a successful football city due to the support from the State of Nevada, as well as Nevada businesses. Interviewer Bill Bradley, Las Vegas Review-Journal’s assistant managing editor – sports, sat with Goodell, and Goodell shared his belief that there is NFL event hosting potential for Las Vegas, with proof starting with the NFL Draft this April. Preview Las Vegas was the can’t miss event and the Vegas Chamber is grateful to all its attendees, sponsors, speakers, volunteers and all those who contributed in making this a successful event. Community Service Brownstein Hyatt Farber Schreck announced a $150,000 gift to the Harry Reid Endowed Chair for the History of the Intermountain West at the University of Nevada Las Vegas (UNLV). The firm was also instrumental in helpi,ng secure additional donors. The endowed chair is named for Reid, the former U.S. Senate Majority Leader, to honor his life of public service. The UNLV College of Liberal Arts officially welcomed its first endowed chair, Susan Johnson, who started this fall. This position was created to elevate the college’s department of history to a national leader in the study of the Intermountain West region.

New brand, logo reflect vibrancy of Vegas, next era of community What’s in a brand? It is finding that near-perfect balance of the company truth and consumer truth – once you find that core, that center, that essence, the brand itself is crystal clear. Taking that one step further, a powerful brand is one that creates internal and external loyalty, increases revenue and provides brand value to all those who are connected to it. In the last year, the Vegas Chamber committed to reinventing itself to be a continued business leader in Las Vegas. It embarked on a meticulous process to rebrand the organization by partnering with internationally known R&R Partners, a purpose-driven marketing and advocacy agency headquartered in Las Vegas. The Chamber team worked closely with R&R Partners to conduct research through surveys, in-depth interviews, and stakeholder meetings to strategically collect market data from several audiences including members, prospective members, past members, community leaders and more. The Vegas Chamber heard from businesses of all sizes, as well as veteran-owned, female-owned and diverse business owners, about how they rely upon the Chamber for a variety of resources, such as its new association 401(k) plan. This research also reinforced the invaluable role the Chamber plays in Nevada, particularly in advocating for the needs of businesses and the region at all levels of government. The process resulted in a strategic brand change to develop its new name and culture. “As Vegas transforms, it is essential that the Vegas Chamber stays ahead of the game and evolves along with it. The Chamber has been around since 1911. It has a distinguished history that has helped this community grow for almost 110 years. That legacy lives on, and so does the core of the Vegas Chamber – cultivating growth and prosperity,” said Mary Beth Sewald, president and CEO of the Vegas Chamber.

The result is vibrant, reflective of Vegas and its community, and clearly communicates the organization. “The Vegas brand goes beyond geography – it’s a global force that gives us the unique and compelling ability to be bold, vibrant and fearless, and that’s exactly what the new Vegas Chamber represents,” said Billy Vassiliadis, chief executive officer of R&R Partners. What Are Retirement Plan Participants Saying? A recent survey provided important insights to retirement savings by retirement plan participants in late 2019. Nearly half (48 percent) of retirement plan participants are either “confident” or “very confident” about achieving a secure retirement by the date they plan to leave the workforce. Yet, 55 percent of them have saved less than $100,000 toward retirement. The lack of saving doesn’t seem to have dampened their enthusiasm about retiring early, though: 36 percent expect to retire before age 65. It’s true, those could be among the small number of total workers who have saved at least $250,000 for retirement; perhaps the 22 percent who expect to work until age 70 (or more) are among those whose savings and confidence about retirement security are relatively low. Many of the participants who were asked recently reported that they were saving at — surprise! — the default deferral rate their plan offers. With the typical default rate set low, this tendency toward inertia translates into a situation where a significant number of people (41 percent) say they are saving 5 percent or less of their pay toward retirement. That number has increased since 2018, when 34 percent were saving 5 percent or less. For 2019, just 21 percent of participants were saving more than 10 percent of their pay, and 33 percent fell between 5 percent and 10 percent. Still, a solid 43 percent of participants report taking one very positive action in their retirement strategy during the last year and increased their deferral rate. Seventeen percent said they changed their asset allocation strategy during the year, 16 percent rebalanced their retirement account, and 16 percent performed a retirement income calculation. The most-preferred communication reported is oneon-one. When learning about retirement, participants seem to prefer one-on-one communication. Asked how they would prefer to receive information on
financial wellness, 31 percent said they would like to meet with an advisor for 30 minutes. The next most popular option, reading a short brochure with three to five actionable steps, was selected by 18 percent of participants. Fifteen percent would rather browse an interactive, online library, and 14 percent said they would like to read a newsletter via email. Seeking counsel from a financial advisor may result in greater retirement savings. Thirty-six percent of participants whose retirement savings is greater than $250,000 use a financial advisor, compared to 10 percent of those with less than $50,000 in retirement savings. Participants seem to appreciate long-term reward compared to smaller, short-term gains. They were asked whether they would choose a 6 percent matching 2020 contribution that vested after five years, or a 3 percent immediate match. Sixty-one percent of respondents said they would take the longer-term match. Similar results came when participants were asked if they would prefer a $2,500 employer contribution that required them to contribute some of their own money to the plan, or a $1,500 employer contribution that had no such employee contribution requirement. Reminder: New State Laws Effective in 2020 Several of the laws passed in the 2019 legislative session took effect, either in part or in full, on Jan. 1 of the new year. Three laws that impact the business community; minimum wage, paid time off and pre-employment marijuana testing, are all now in effect. Minimum wage - Assembly Bill 456 stipulated a phased increase of the minimum wage to $12 per hour by 2024. The first phased increase to $9 per hour took effect as of Jan. 1. Phased annual increases of $0.75 per hour are set to occur until the statutory $12 per hour is reached in 2024. Paid Time Off - Senate Bill 312, sometimes referred to as the mandatory paid sick leave bill, requires companies with 50 or more employees to provide a minimum of 40 hours Paid Time Off (PTO) per year and sets guidelines and requirements for the accrual of said hours. The bill stipulates that PTO can be used to meet paid sick leave requirements. Marijuana Testing - Assembly Bill 132 prohibits the refusal to hire prospective employees based solely on the results of a pre-employment marijuana screening. Exceptions do exist, however, for positions that “in the determination of the employer, could adversely affect the safety of others.” Clark County Sales and Use Tax - Assembly Bill 309 provided
the authority for the Clark County Commission to increase the Sales and Use Tax by 1/8 of a cent, resulting in an 8.375 percent rate. The Commission voted in September of 2019 to approve, allowing the new tax rate effective Jan. 1 and remain in effect through June 2021.

James President and CEO – Foundation for Women’s Leadership & Empowerment Phyllis James is president and CEO of the Foundation for Women’s Leadership & Empowerment, a 501(c)(3) organization providing leadership education/development primarily for women. In June 2019, James completed a 17-year career at MGM Resorts International, during which she served as C-suite Chief Diversity & Corporate Responsibility Officer, and as lead inside litigation counsel. During her 30+ year legal career, she served for two terms as corporation counsel (chief lawyer) for the City of Detroit with Mayor Dennis W. Archer, and previously as a national law firm partner specializing in complex commercial litigation.
(A) Dr. John Wynn President and CEO – The Wynn Network Dr. John Wynn is the president and CEO of a 24-hour Television Network and Video On Demand platform called The Wynn Network where inspiration meets entertainment. Dr. Wynn has produced three inspirational music CD’s, written two noteworthy books, produced T.V. Shows and a feature film titled “John Wynn’s Mirror Mirror” that was released in theaters October 2019. He is an author, producer, writer and musician with over 20 years of experience. Dr. Wynn is an empowerment speaker who shares inspiration across the world, effectively transcending racial and cultural barriers.

B (D) Monica Pappas Owner – Fingerprinting Express Monica Pappas, owner of Fingerprinting Express, specializes in startups in underdeveloped industries and thrives being a disruptor in industries she grows. Pappas franchised Fingerprinting Express and has four stores throughout the state of Nevada. She has dedicated her adult professional and personal life to protect children, seniors, the disabled, aged out foster care kids and homeless youth. Pappas founded Community Lifters, a grassroots volunteer group that encourages volunteerism and has thousands of volunteer hours. She is also on the Citizen Advisory Board for St. Jude’s Ranch for Children.

(C) Bud Schawl Market CEO – Kindred Healthcare Bud Schawl is the market CEO for Kindred Long-term Acute Care Hospitals here in Las Vegas. He has been with Kindred for the last five years, arriving here in January 2019. After his time with the USMC and the Univ. of Nebraska-Lincoln, Schawl spent 10 years in law enforcement. He’s been in healthcare leadership for the last 20 years. Prior to joining to Kindred, he served as a VP at a 4-Hospital Medical Center in San Francisco. He spent 10 years at KCBS in Los Angeles, three years at FOX and was an entertainment development executive in Hollywood. (G) Tucker Morgan General Manager, Sephora Tucker Morgan is a supply chain leader who oversees West Coast distribution at SEPHORA, the world’s leader in prestige cosmetics retail. As the general manager of distribution operations, Morgan is responsible for daily end-toend strategic planning and operational execution of all distribution and fulfillment activities in SEPHORA’s brand new, highly automated 700,000 square foot facility. The SEPHORA distribution center is based in North Las Vegas, and supports approximately a quarter of North American eCommerce order volume.

Applications Open for Leadership Las Vegas
Leadership Las Vegas, the premier executive development program in Southern Nevada, brings together 60 individuals in leadership roles within the community from a breadth of industries and local businesses for an intensive 10-month experience. Class members begin with an opening retreat in September where they get to know their fellow classmates and embark on their Leadership Las Vegas experience. Through monthly session days, class members develop new perspectives on the community by exploring the inner-workings of Las Vegas, including its greatest strengths and most challenging issues, hearing from area experts and leaders, and participating in interactive tours, simulations, and other activities. At the end of the class year, participants join a network of leaders committed to using their talents and strengths to improve Southern Nevada. Leadership Las Vegas has graduated more than 1,300 business leaders since its inception in 1986. The program begins with an intensive three-day retreat known as Gateway. Daylong sessions on various aspects of the community are held once a month throughout the session year. The culmination of the program is a graduation gala and ceremony held in June. There will be a Recruitment Mixer on Thursday, March 26, from 5:30 – 7:30 p.m. at the Discovery Children’s Museum. Applications are due Thursday, April 16, at 4 p.m. No late applications will be accepted. A Love Letter to the Marketing Plan Happy February! As my valentine to you, I wanted to chat about marketing planning. Many traditionally finalize marketing budgets—and hopefully, marketing plans—in the previous quarter. However, if ending the year strong, the busy holiday season, and settling into the new year took time away from your planning process, there is no time like the present! Before we go into some of the essentials of crafting a strategic marketing plan, I wanted to rehash some of the themes in my past Business Voice articles. Think of these pieces as conversation hearts to munch on while you’re spending time on your communication initiatives and goals for the year. Remember: • The American Marketing Association defines marketing as “the activity, set of institutions, and processes for creating, communicating, delivering, and exchanging offerings that have value for customers, clients, partners, and society at large.” • Marketing is all about the mix—the right grouping of both digital and traditional communication activities—that is unique to every organization. • A clear value proposition is invaluable for showcasing what your organization does better than anybody else.
is a living document. As the year progresses, goals are met, and strategies evolve, so does the plan. So, you’ve determined your business problem/ opportunity and the desired outcome. A strong marketing plan will have documented solutions; these are the tactics within the plan. For example, if creating awareness of your product is a big annual objective, the strategies within the plan will document the tactics, tools, and channels to increase the knowledge and credibility of the solution. Speaking of channels, there is a wide variety of communication media available to share your brand message. Within your marketing plan, you’ll want to outline the planned use of both digital and traditional channels, such as website, blog, video, social media, email, out-of-home (also known as outdoor media, like billboards), print, television, etc. And within each piece, consider the metrics to measure success. These include Google Analytics, engagement numbers, impressions, shares, and open rates. Taking the time to outline marketing initiatives may seem like a time-intensive endeavor, but it is a critical step in meeting annual organizational goals. With practice and leveraging it throughout the year, the marketing plan is at the heart of any strategic planning and can be essential in growing your business.
Components of a Strong Marketing Plan Even when a client has an existing marketing plan, I like to make sure some key pieces are in place. These include documenting essentials such as brand look and feel, as well as key messages to defined target audiences. The basis of the key messages (which can include taglines) is built on the foundation of a clear value proposition. Once the brand essentials and value proposition are solid, then the annual marketing plan begins to take shape. What is the goal of your organization in this period? Is it reaching more customers? Is it promotion your mission to a wider audience? Whatever this objective may be, it is imperative to align it with the marketing plan. And the good news? The marketing plan

Chamber News The Vegas Chamber welcomes Events Coordinator Azy Colen and Communications Coordinator/Vegas Young Professionals Coordinator Jacey Gonzalez to the Chamber family. Events Coordinator Azy Colen was born and raised in Nevada. She graduated from Coronado High School and earned her Bachelor of Science in Hospitality Management from the University of Nevada, Las Vegas. During her studies, Colen Azy Colen had the opportunity to work as a housekeeping intern for The Westin Bellevue. For two and a half years, Colen was a supervisor for the Starbucks Corporation, where she learned and was responsible for ensuring the operation ran smoothly and each person was in the right place at the right time. In addition to honing her customer service skill at Starbucks, Colen worked for By Dzign for a year as a sales/operations coordinator. In that capacity, she worked with clients to guide them through event details and serve as their personal coordinator throughout the planning process and the event. Colen also collaborated with the rendering department to create visuals for proposals to depict the client’s vision. Colen also attended the Disney Institute for Disney’s Approach to Leadership and Excellence.
Communications Coordinator/ Vegas Young Professionals Coordinator Jacey Gonzalez is a proud Nevadan through and through. She graduated from Rancho High School and completed her bachelor’s in Journalism from the University of Nevada, Reno (UNR). She was vice president of her sorority, Alpha Omicron Pi, as well as the opinion editor of the Nevada Sagebrush.
Jacey Gonzalez Gonzalez was a member of the National Hemophilia Foundation’s (NHF) National Youth Leadership Institute where she was a youth advocate for three years. She was on the Medical and Scientific Advisory Council (MASAC) advisory board for women with bleeding disorders, as well as on the board of directors for the Nevada Chapter of the National Hemophilia Foundation. Gonzalez previously interned at the Nevada Chapter of NHF and the Nevada Humane Society. Before starting at the Vegas Chamber, Gonzalez was an education and communications specialist at JKG Consulting. In her free time, Gonzalez enjoys reading, hiking, and watching Vegas Golden Knights hockey.
Southern Nevada Forum held its first meeting in late January for the 2021 Legislative Session. It is critical to have member involvement in issues that affect Southern Nevada, and, as a Vegas Chamber member, you can be that effective force. In 2013, the Southern Nevada Forum was developed by a group of state legislators, the Vegas Chamber, the City of Las Vegas, other business organizations, business leaders, concerned citizens, and other stakeholders from Southern Nevada. Each biennium, the Forum meets to determine regional priorities for the upcoming legislative session including K-12 education, higher education, transportation and infrastructure, economic development and workforce, healthcare, and good governance. Priorities are developed by subcommittees in each of these major priority areas, and legislation develops from these priorities. These subcommittees are chaired by Southern Nevada legislators in a bipartisan manner. Since its formation, the Southern Nevada Forum has been instrumental in securing the full requested funding amount for the UNLV School of Medicine, as well as fuel revenue indexing to update and modernize transportation modes in Southern Nevada. The Forum also succeeded in obtaining additional seats on state boards and committees to ensure that Southern Nevada was well represented as the population center of the state and while advocating for additional resources to increase Nevada’s share of federal grant dollars.
