Chairman’s statement YEAR ENDED 31 OCTOBER 2013 In performance terms, 2013 was an exceptional year for England Golf with our players winning across the globe and claiming four of amateur golf’s major titles. David Joy joined us as CEO this year and spent time in getting to know the organisation and strengthening relationships with our many partners. To this end in September we were delighted to welcome Sandy Jones, the Chief Executive of the PGA, as a co-opted member of our Board.

Club Services focused on providing governance and business support guidance to clubs and 2014 will see the launch of the ‘Clubhouse’ our online, one-stop advice resource for clubs. Development concentrated on the delivery of Whole Sport Plan III (2013 to 2017), directing activity through the County Golf Partnership network. Working with national partners is vital to co-ordinate a joined-up player pathway and this year England Golf invested £100,000 in the Golf Foundation to support the development of junior golfers from schools through to clubs and onto membership. This investment followed a cut in Sport England support to under 14 activity.
It is pleasing to report that the merger is now virtually complete at Governing Body level. There remains work to be done in the areas of governance and compliance but taken overall, the two-year timeline detailed in the merger proposal document has been met. Several counties have indicated a willingness to consider merger and we will be working

President’s statement YEAR ENDED 31 OCTOBER 2013 It was a great privilege to be President of England Golf in 2013, a year in which I was fortunate to watch some marvellous golf and delight in the success of England golfers. These successes are an undoubted reflection of the high standard of the grounding, coaching, guidance and encouragement available at club, county and international level and we should thank those responsible for serving England Golf so well. In travelling the country it is easy to see the debt we owe to host clubs for staging championships, matches and tournaments. Many give up a lot of their time for our benefit, by no means least all the greenkeeping staff who work so
hard, often at all hours of the day, and sometimes night, to ensure the excellence of course condition and presentation for which golfers are highly appreciative and have come to expect. My year was effectively divided between watching golf and attending men’s county dinners, the latter giving rise to some advanced terror on both sides, but they proved a novel experience and I am grateful to everyone for their friendly greeting and kind understanding.
Lastly I would like to thank everyone for making my year as President so enjoyable. I will treasure many happy memories and rejoice in new friendships made.

Chief Executive’s statement YEAR ENDED 31 OCTOBER 2013 I was delighted to join England Golf in April 2013 and enjoyed a very busy first six months. The summer was one of outstanding performances and great championships and the many highlights are recorded within this Annual Report. I was also pleased to meet very many people who have worked so hard behind the scenes to bring about these successes. We are fortunate to have so many talented and committed volunteers, coaches, referees and paid staff, all working tirelessly to provide more and better opportunities across the country, for players of all abilities to play and enjoy their golf. Whilst we have so much to be proud of and there is so much to be retained, 2013 also marked the start
of our strategic planning process, to determine new and clear priorities for the whole of England Golf for the next four years. It was very encouraging that so many individuals and organisations contributed to shaping our new plan. Four ambitions emerged strongly and quickly: to increase regular participation, halt the decline in club membership, further strengthen the talent pathway and to improve image, communications and partnership working.
As we prepare to launch our new plan in 2014, I feel sure that with the right partnerships in place and a renewed focus we can lay the foundations over the next 12 months to ensure the successes continue for many years ahead.

Club Services & Development England Golf aims to get more people playing more golf and to support clubs to attract and retain more members. England Golf wants to make it easier for everyone, whatever their age, ability or background, to have access to and enjoy the sport.

England Golf continued to work with the PGA, the Golf Foundation and Sport England to grow the game under the umbrella of the England Golf Partnership (EGP). Sport England awarded the EGP £13m over four years to support the third Whole Sport Plan for golf (2013-17), which aims to increase participation.

England Golf invested £100,000 from April 2013 into the Golf Foundation, which continues to inspire children to take up golf and, ultimately, to join clubs.
Regional and County Officers The team was increased by the appointment of two new Regional Development Officers and a Disability Officer. England Golf now have eight Regional Officers, supported by committed office staff. The national network of County Development Officers is a huge asset and England Golf were delighted to offer them a training programme covering project management, marketing, commercial awareness and business relationships.

Handicapping & course rating In 2013 county course rating teams were trained on the USGA system and the process of rating courses for both men and ladies will start in earnest through 2014. Also, in order to answer handicap enquiries from club officials more effectively, an electronic enquiry system was added to the Central Database of Handicaps, backedup by expert handicap advisors in each county.
County development The network of County Golf Partnerships (CGPs) recruits and retains players, both new golfers and those returning to the sport. The CGPs encourage them to get involved in golf club activity and ultimately to become club members. The latest figures show that over 110,000 people tried golf through the work of CGPs and over 48,000 were involved in structured and regular golf activity (April 2013 – March 2014). This had a positive impact on the golf club economy. It’s calculated that those players who took further structured coaching could have invested £2.5 million back into the game.
Supporting golf clubs The highly regarded and very successful GolfMark scheme, which recognises junior and beginner-friendly facilities, passed an impressive landmark when the 700th club received the award. GolfMark is being refined to support the England Golf strategic plan and in the future will have more business focus, backed by a portfolio of resources such as the Junior Organisers’ Handbook and Recruitment & Retention Toolkit.
England Golf Captains The England Golf Captains programme offers benefits to current and past club Captains in recognition of their contribution to the game. Benefits included the chance for 900 players to take part in qualifying events, each bidding for the chance to reach the Captains’ Final at West Lancashire Golf Club. Those attending the Open Championship at Muirfield were able to use the Home Unions’ marquee.
The future and priorities for 2014 > Launch Clubhouse, an online support system for clubs, offering comprehensive guidance on governance and business support. It will bring together all of England Golf resources making it easier and more efficient for clubs to access information. > Support CGPs to increase regular participation and encourage more people into club membership. > Gather greater understanding of the independent golfer and how to encourage them to play more regularly and to join golf clubs. These insights will help to shape England Golf programmes and offers. > Attract more women and girls, u18s and disability groups to golf with exciting, innovative and fun opportunities, offered through the county and club network. > Provide training and education for the paid and volunteer workforce, developing their awareness, skills and abilities to help grow the game.

Case Study Cookridge Hall Golf Club – GolfMark Club of the Year 2014 Cookridge Hall was re-awarded GolfMark for the third time in 2013, maintaining their High Achiever status, and nominated later the same year for GolfMark Club of the Year 2014, supported by COBRA PUMA GOLF. Cookridge Hall developed a strong junior pathway which gives over 1,000 school children the opportunity to try golf each year. The club has also focused on encouraging families into the game by organising parent and child sessions at the same time, which has proved successful and supported continued participation for the club.
Case Study Market Rasen Golf Club The ‘pathway to incorporation’ is an example of the business support which England Golf provides to clubs. It was developed with the National Golf Clubs’ Advisory Association (NGCAA)
As a result Cookridge Hall has attracted a younger age profile of adult members which has helped to sustain the future of the club. The club has used GolfMark to set targets for continuous improvement and to access relevant funding to support junior golf and adult membership programmes. The club has also introduced a ‘Corporate Membership’ for schools, which enables a number of students to have a five-day membership for 18 months at a nominal cost to each student. The club has also shared its methods with other clubs across Leeds.

Marketing & PR The England Golf marketing team support the activity delivered by other departments within England Golf, ensuring clubs know what support is available to them, raising the profile of English golf across the media and maximising commercial benefit from England Golf activities to generate new revenue to reinvest into the game.
Audiences 2013 saw the ways in which England Golf communicate to key audiences, counties, clubs, golfers and the media, increasingly shift to online and digital methods. As a result England Golf saw a big increase in social media activity and website usage with 64% more followers on Twitter and 642,278 unique visitors to the England Golf website who viewed over nine million pages.
Communications England Golf distributed more direct communications via email, this proved more cost effective than using traditional postal methods and also allowed us to measure more accurately the success of those communications. On average over 2000 England Golf emails were opened each day in 2013, a figure that is encouragingly above industry standards.
Member Benefits During the year a further 27,000 golf club members registered with the England Golf Handicap and Benefits programme bringing the total to over 109,000. The programme is free to join and
those who register can access their handicap online, receive discounts and offers from a number of partners, receive regular news updates and are entered into free prize draws, the value of which in 2013 was over £10,000.
The England Golf Strategic Plan The development of the England Golf Strategic Plan 2014-2017 began in earnest in the summer of 2013. In order to gain input from all the constituent parts of England Golf, counties, clubs and club golfers, two online surveys were distributed, receiving over 1000 responses, we held a National Consultation Conference in early October and over 40 local workshops for counties, clubs and partners to share the emerging themes and gain further feedback.

Championships England Golf ran 40 championships and tournaments in 2013, catering for golfers of all ages and abilities, from club members to the finest international players. The highlights of the year were two superb events: the European Ladies’ Team Championship at Fulford and the Men’s Home Internationals at Ganton.

Emotion is a key ingredient of the championship scene and during 2013 the full range was experienced at England Golf’s Championships: the suspense of the five-hole play-off before Harriet Allsebrook won the English u15 girls’ title; the elation of John Kemp as he sank a 10-ft birdie putt on the last to snatch the Logan Trophy; the breathtaking quality of scoring at the men’s English amateur where there was a record low qualifying score.

England Golf Championships also experienced the highs and lows of the weather: the pouring rain at the Women’s Amateur and Women’s County Finals; the scorching sunshine at the European Ladies’ Team
Championship. The courses withstood all the elements and the players responded to all the challenges. England Golf’s open events attracted strong international interest from 21 countries and four of the trophies went out of England. But the English winners included Jordan Smith who kept the Brabazon Trophy– the men’s open stroke play championship – safely at home. See page 22-23 for a full list of all the season’s winners.

Handicap events A key ambition was to attract more handicap members to our events and England Golf were delighted to welcome players from hundreds of different clubs. Thousands of club members men, women, boys and girls - took part in qualifying rounds for the women’s PING FourBall BetterBall tournament, the England Golf women’s Medal competitions and the Fuller’s London Pride Gold Medal for men. The finals of these competitions gave players the chance to sample and enjoy the England Golf championship experience and take positive memories back to share with their fellow club members. For the first time England Golf ran senior regional events with competitions for both men and women taking place on the same day. The new players included Mick Cartwright, a 12-handicapper from Sickleholme in Yorkshire who said: “It was fantastic to find that we were eligible to enter an England Golf event off our handicaps. We
are very keen golfers and it’s great to enter something of a different level to our normal events.”
Venues England Golf were privileged to play our 2013 championships on some outstanding courses. They included Sherwood Forest in Nottinghamshire, Formby and West Lancs in Lancashire, Fulford and Ganton in Yorkshire, and of course, Woodhall Spa – the Lincolnshire home of England Golf.
Volunteers 2013 was the first year England Golf ran championships as a merged organisation, and our volunteers provided essential support for the 40 events which took place across the country. England Golf were delighted to welcome both new faces and familiar friends from the former EWGA and EGU. In 2013 over 80 members of the Championship Panel took on a host of duties and responsibilities ranging from refereeing to scoring.
England Golf couldn’t run the championships and tournaments without the support of volunteers and we thank everyone for all their hard work and dedication.
Rules England Golf run County Rules Schools to provide education and training to members of the County Unions and Associations. The 2013 school took place at Wellingborough in Northamptonshire and 13 delegates achieved a distinction and, with it, the nationally recognised qualification of County Referee. There are now 135 people across the country with this qualification, providing counties with a greater pool of knowledge and support to support their championships and events.

The future and priorities for 2014 England Golf will run 47 events and will also concentrate on three main aims: > Growing the numbers playing in women’s and girls’ events and use our championships to further promote women’s golf. > Help the counties and regions to co-ordinate regional events for elite and handicap golfers. > Develop the concept of an England Golf Week and new events for the handicap golfer.

European Ladies’ Team Championship The best women amateurs in Europe, a top-class venue at Fulford, thousands of spectators, an army of volunteers and constant sunshine: it all added up to a great success story. Two years of planning by England Golf was rewarded with a superb event, golf of the highest standard, and great publicity for the game on television and in the press. The gold medal was won by Spain, the silver by Austria, and the bronze by Finland, who beat England in the third-place play-off.

Men’s Home Internationals England reclaimed the Raymond Trophy in this keenly contested event between the four home countries, England, Ireland, Scotland and Wales. The win was particularly satisfying because it highlighted the strength in depth of the England squad, with a number of leading players unavailable because of commitments in the USA. England Golf welcomed the support of Fairstone Financial Management, the new sponsor of the Home Internationals.

The England men were on top form with victories in the European Nations Cup in Spain, the European Men’s Team Championship in Denmark, and the Men’s Home Internationals at Ganton, Yorkshire. The girls and senior men both won their Home Internationals, and the mixed team won the European Young Masters trophy. The senior men and senior women each achieved European team bronze medals. The team successes were backed up with outstanding individual wins. Our players won four of golf’s major amateur championships: Ashley Chesters European Men’s Individual Matthew Fitzpatrick US Amateur – the first English winner in 102 years Georgia Hall British Ladies’ Amateur Garrick Porteous The British Amateur Matthew Fitzpatrick also won the McCormack Medal having topped the men’s World Amateur Golf Ranking for 2013.
In addition England Golf players won at the Australian Youth Olympic Festival, the South American Amateur in Columbia, the North Gauteng Open in South Africa, the Terra Cotta Invitational in the United States, the St Andrews Links Trophy, the Scottish Open Stroke Play, the Scottish Ladies’ Stroke Play, the Scottish Girls’ u16, the Scottish Seniors, the Irish Women’s Stroke Play, the French Girls’ u18, the European Young Masters, the Dutch Junior Girls, the Biarritz Cup and the Berkshire Trophy. Four amateurs competed in the Open Championship at Muirfield with both Jimmy Mullen and Matthew Fitzpatrick playing all four rounds and the latter winning the silver medal for low amateur. At the RICOH Women’s British Open, three amateurs qualified and Georgia Hall tied for low amateur honours. Richard Latham competed at the Senior Open Championship at Royal Birkdale. On the professional scene, Justin Rose, who came through the England Golf coaching structure, won the US Open at Merion.

16 international individual victories 6 international team wins Opportunities During 2013 England Golf increased support for women and girls who competed at the European Nations Cup and the European Ladies Individual Amateur. England Golf supported the Ladies European Tour Access Series where 20 amateurs were able to compete alongside the professionals at Stoke-by-Nayland. This support also enabled us to gain invites for two English professionals to compete in the Ladies European Masters at the Buckinghamshire Golf Club.
Coaching The Girls’ Birdies and Select Squads were changed to an u16 regional squad programme which mirrors the boys’ structure and will provide consistency across the talent pathway. Over 170 girls applied for the squads and 67 were successful, following assessment days. Over the coming years England Golf wants to develop a larger pool of players who can be given serious consideration for the u18 squad. The coaching team is now complemented by a sport science and medicine team, working
with national squad players and coordinating the physical programmes at regional level.
The future and priorities for 2014
Most of the coaching is focused on the short game, course management skills and putting, which are key to any golfer’s ability to perform at the highest level. England Golf will continue to build relationships with partners (Sport England, PGA, SportCoachUK) and also improve communication between national and regional coaches and players’ personal coaches.
Performance
Strategy The new England Golf Strategic Plan will help us focus on the “big issues” facing performance: performance of the national teams and squads, transition from amateur to professional, engaging our players and signposting them to education opportunities, supporting county pathways and improving communication with all parties involved in the England Golf structure.
> Performances will be at the top of our priority list, with particular focus on the World Championships (Espirito Santo and Eisenhower Trophies) being played in Japan in September.
Coaching and Coaches > Manage the coaching programmes for national and regional squad players and measuring their success. > Deliver the competition programme, with players competing in relevant and appropriate events. Measure the players’ successes. > Ensure our coaches deliver England Golf core activities. Provide players with individual development plans. Encourage coaches to achieve high performance accreditation.
Talent Pathway > England Golf will manage the County Academy Programme (CAP) from April 2014 in addition to our own investment of £175K per annum. This will create consistency within counties and an improved database of talented players. A Talent Development Manager will be appointed.

Case Study Callum Shinkwin Callum’s progress through amateur golf is an inspiration. He represented Hertfordshire at u14, u16, u18, colts and men’s levels and burst onto the national scene by winning the Carris Trophy at Woodhall Spa in 2010. He was selected to represent England at boys’ level in the Home Internationals in 2010 and 2011, Great Britain & Ireland in the
Jacques Leglise Trophy and then for the England A Squad for the 2011/12 coaching programme. Callum made his full men’s international debut against France in 2012 and the Home Internationals later that year. In 2013 he won the South American Amateur Championship in Columbia and, following a string of consistent performances, he claimed the English Amateur Championship by defeating Matthew Fitzpatrick in the final at Frilford Heath,
just a fortnight before Matthew went on to become the US Amateur Champion. These performances culminated in selection for the Great Britain & Ireland Walker Cup team that played the USA at National Golf Links, NY. Finally, after 14 gruelling rounds at the European Tour School, Callum claimed a card for the Challenge Tour and has already had a runners-up finish.

EWGA Trust The EWGA Trust was founded in 1982 and has been championing girls’ golf ever since. The EWGA Trust Fund helps girl golfers, aged under 21 or in full-time education, with the costs of playing golf - such as subscriptions, equipment, coaching, accommodation and travel. The Trust also administers student bursaries. 2013 was a steady year for the Trust despite the harsh economic climate. More than £13,000 was raised from the Trust Stableford and by the sale of England Golf diaries. As ever, many clubs and county associations donated generously. The Stableford was won by Cockermouth Golf Club, Cumbria, with a magnificent 402 points. Thirty-one counties received a coaching grant (compared with 29 in 2012) and
nine Bursaries (Angela Uzielli and Bellamy) were awarded (eight were awarded in 2012). The last of the county grants was awarded in the autumn of 2013 at the same time as the first application was received for one of the new individual grants. The intention of the new grants is to make a real difference to girls and young women who would not
otherwise be able to play golf or compete at elite level. The Trust will continue to welcome donations in 2014 - as well as sell England Golf diaries for a good cause - and anticipates that members of England Golf will draw the Trust to the attention of young female golfers who could benefit from one of its grants.
