The November meeting of the LPOA Board of Directors is when the dues for the following year are set by the Board for the following year. Beginning in August of this year, the Finance Committee and the Facilities Development Committee have been working with staff to prepare a budget proposal to be presented to the Board. The budget basically contains two (2) components. The first component is the “Operating Budget” which addresses the revenue and expense for the day-to-day operations of the Association. The second component is the “Lakewood Improvements Program Budget”. This budget provides funds for the repair and improvement of our amenity facilities and property. Additionally, the Board must review the budget proposals for twenty-three (23) parcels within the community and set the appropriate level of fees so that the parcels can adequately fund the costs of their group services and common element maintenance. It’s definitely a big task every year, and it requires a large time commitment from the volunteer committee persons and the elected Board of Directors. We are grateful for the excellent service they provide to our community. Our Declarations of Covenants, Conditions and Restrictions (DCC&R’s), along with our By Laws, show how our maximum annual assessment is calculated. The Board of Directors has the authority and fiduciary responsibility to set the following year’s actual assessment at or below the maximum annual assessment after considering the needs of the Association. The calculation for the maximum annual assessment uses two numbers from the United States Bureau of Labor Statistics Consumer Price Index (CPI). The first number is the July CPI for the prior year (2019) and the second number is the July CPI for the current year (2020). This year, the rise in the CPI, also known as inflation, is very low. The actual July over July rise is 0.986 percent (less than 1%). The DCC&R’s allow the Association to increase the rise in CPI by 150% (multiply x 1.5) which means this year’s increase in the annual assessment will be limited to 1.479%. We are able to present the Board of Directors a balanced budget that includes this small increase and that meets the needs of the Association, without any additional financing, while continuing to enhance our Reserves at year end. From the Boardroom Kathleen Heydon, Board President Sometimes, regardless of how much it may stress the Board to do so, we make difficult and unpopular decisions. The Board is tasked with making decisions every month, and each resident will have their own belief on the decision made. There will always be the differing opinion. Our decisions are not always well received. Often times when we make them, we are aware there could or will be pushback. The Board is obligated to manage the fiduciary responsibilities of this Association, for all residents, not just a few. Before decisions are made, the Board works with professionals, facts, figures, legal/staff opinion, governing documents and discussions. We do our homework, which is our responsibility. Sometimes our meetings last from 6:30 to 11:00 p.m. or longer, with meetings in between with committees, studying packets, going over budgets and emails. We do not take our responsibility lightly. You elected a Board to make decisions. I feel confident in saying, Board Members wish all our decisions made every resident happy, but it will never happen. Amendment to LPOA Rules and Regulations, Article VIII – Nuisance
In accordance with LPOA By-laws, notice is hereby given to LPOA membership of amendment to LPOA Rules and Regulations. The following language was accepted at the 10/08/20 Board of Directors meeting. Amended language is underlined. You can view the Amendment by visiting www.lpoa.com.

Did You Know? Lake Water Irrigation Fees Residents who irrigate from the lake should have received their bill in October for lake water irrigation fees in the amount of $196. The fee is not for use of the lake water, but rather for access to the lake water. Access means you have an irrigation pump and intake lines installed. If you have one or both of these items, you are considered to have access to lake water and must pay the lake water irrigation fee. If you choose to not pay the lake water irrigation fee, you will need to remove the pump and intake lines before December 31, 2020, and notify the LPOA office that you’ve done so by calling 816.373.4326.
2021 Boat Registration Stickers 2021 Boat Registration Stickers are available beginning November 1, 2021, at the LPOA office. Stickers are $34.50 for non-motorized and $88 for motorized. There will be an additional $8 charge if you do not purchase your stickers by May 1, 2021. If you’d like LPOA staff to attached your sticker for you, there is a $21 charge for that service.

Boat Slip Lease Agreements are Due January 1, 2021
Boat Slip Lease Agreements will be mailed out mid-November. They are due and payable by January 1, 2021, with a grace period until January 15, 2021. Payment made between January 16 – 31, 2021, will be assessed a late fee. After January 31, the Boat Slip Lease Agreement is null and void. Policy effective 12/31/06 – All boat slips are to be occupied by a boat that is titled to the Primary Lessee or Co-Lessee, by the proper state agency or division. All Lessees must be named as an insured on the insurance policy for the boat docked in a boat slip. 2021 boat stickers will only be mailed to those Lessees who have boat title and proof of insurance on file in the LPOA office. *Effective 7/13/18, no new co-lease agreement or inheriting slips will be allowed. See LPOA Policy 5 for Grandfather Clause prior to this date.
Snow Birds With the Farmer’s Almanac predicting our first snow in November, we thought it was time to talk about what to do if you are one of our snow birds. Many of our Lakewood neighbors fly to warmer climates for the winter. It is important to let the LPOA office staff know if you are one of our “birds”. This helps us reach you if questions come up regarding billing, boat slip leases or other issues.

Additionally, we are the first contact of the Police and Fire Departments in the event there is a problem with your home. We can add an alternate address on your account once you leave, so you will receive your LPOA mail. Once you return, you will need to contact the office so we can turn your Lakewood address back on. Lakewood’s monthly dues statements are sent out “Return Service Requested”, therefore, the Post Office WILL NOT forward them even though you have a forwarding order in place at the post office for your mail.

Have fun sailing, kayaking and stand-up paddle boarding on Lakewood lakes! The COVID-19 pandemic crisis is impacting the daily lives of all of us. The Lakewood Sail & Paddle Club’s priority remains the health and wellbeing of our community. If we all adhere to the CDC, Federal, State and local guidelines, together we will get through this. During the COVID-19 pandemic, the club is reducing the membership fee to $50 a family (instead of $75) and $30 for single membership (instead of $50) to help offset any additional costs required for personal protection gear. The club is recommending as an added level of protection against the virus – use of gloves while paddling; use your own paddle; practice social distancing of 6’ while using equipment; wipe down paddles before and after use; and if you are sick or at high risk, please stay home. Lakewood Stitchers
The Lakewood Stitchers Club meets the second Thursday of each month in a residential home, from 1:00 - 4:00 p.m. Feel free to bring your knitting, crocheting, needlework, or other portable craft. Join us in a neighborly chat, while seeing all the creative ideas. If you would like to learn to knit, crochet, or learn any other needleart, we are happy to provide personal instruction as well. Lakewood Tennis
Join us for some adult recreational tennis. We call our program, “Drop In Tennis”. All you have to do is show up. There are no registration or fee requirements. We meet at the Lakewood Aquatics Center tennis courts on Lake Drive, from 6:00 p.m. till…. We will have pickup matches, drills and instruction (if requested). This is an opportunity to get out and enjoy a safe recreational activity. We will be observing social distancing prior to and during actual play. Please wear a mask prior to getting onto the court.
