November From the General Manager, Mark Reid

A look at where we were last year compared to the present is always a necessary step when dealing with budget recommendations—the increases are a lot like growing pains. We don’t like them, but they are a part of maintaining a healthy association. Our goals, when they are not to continually improve upon Lakewood living, are to sustain the good things we already have in place. The informed resident will know the amenities like the pools, courts, lakes, and more get a lot of use throughout the year, and we encourage residents to do that. It’s what you pay for when you live in Lakewood. However, with enjoying them comes the responsibility of caring for them. One thing is for sure, we are all experiencing the same frustration with rising costs. The inflation rate for July of 2023 was 3.2%. The Board of Directors is allowed to multiply this by 1.5 which will yield a actual 4.767% increase. In a world of runaway cost increases, this lower rate seems palatable. However, when property taxes and home insurance is going up 30%, another increase in HOA dues, albeit small, just adds to the frustration. This was a wise decision by the Board of Directors and I have heard all of the compliments of our enhanced look with edged sidewalks and curbs along the boulevard. We are at a point in our 50 year history where we have sufficient reserves and we have the revenue stream to keep our community looking great and relevant which provides the critical support to keeping your home values maximized. Any attempts at turning back the clock and diminishing the quality of the community in order to save a buck during this inflationary period would not be wise as we have seen the kind of damage this thinking did to the Lakewood Community back in the 80’s and 90’s. Let’s keep Lakewood moving forward.

Debbie Stalnaker, Board President Get ready to embrace the colorful changes of autumn. Lakewood is beautiful this time of year and I enjoy driving or walking through the neighborhood watching the changing landscape. This is also the month of Thanksgiving, where we gather with our families and reflect on the year’s blessings. Speaking of change, I want to share some exciting news from our organization. In the October Board meeting, the board approved a new Communications Plan that will provide a complete overhaul of our communication infrastructure in how we communicate important information to our members.

This is in response to requests for overall increased communication and transparency about our board policies, finances, and strategic planning. Highlights of this communication infrastructure plan will include: 1. Website: Overhauling website content and navigation to enhance access to important information and FAQs. 2. Social Media: Capitalizing on our public-facing social media presence to promote positive and proactive information and enhance our brand throughout the local community. 3. Vision & Strategy: Helping the Board to engage with the community as we embark on the process of creating a new long-term Vision & Strategy. 4. Community Feedback: Establishing a trusted pathway for receiving community feedback so members feel their voices are heard.

5. Board Meetings: Increasing efficiency and transparency with Board agendas, minutes, and Committee updates. 6. Transparency Reports: Publishing a series of FAQ reports and summaries of important topics that residents have requested clarification on. 7. Committee & Department Updates: Increasing frequency & transparency around committee & department processes, projects, and planning. 8. Annual Board Events: Promote and enhance the quality of recurring events such as LIP(Lakewood Improvement Proposal) process, Budget, Elections, and the Annual Meeting.

This Communications Plan has been contracted with Checklist Media, owned by Melanie Adkins, to establish standard operating procedures for the future in these areas. Her agency will be well-suited with 12 years of LPOA involvement and policy knowledge, combined with their expertise in professional communications. Stay tuned for exciting changes that will elevate our community and bring us closer together! In closing, as you gather with your families this Thanksgiving, I hope you will celebrate the strength of our community and the warmth of our friendships. In the spirit of togetherness, thank you for being an integral part of our neighborhood, enriching it with your presence and kindness. Wishing you a Thanksgiving filled with love, laughter, and cherished memories.

Easements on Private Property Written by Sean Bachtel, LPOA Director of Community Relations When a utility company is working in Lakewood, it will often be done on your private property, but within a “Utility Easement”, or a “Right of Way Easement”. Due to the many phone calls and questions we receive when this work is performed, I hope to explain the process and responsibilities. An easement is an interest in land owned by another that entitles its holder to a specific limited use or enjoyment. A utility easement is typically created when the property is platted during initial development.This is where your underground utilities are buried for electricity, phone, or cable television. These easements may also contain sewer, water, or gas lines. A typical utility easement for electric, phone and gas is 7.5 feet wide and may span through several neighboring properties. Sewer and gas lines may be much wider. You can find these utility easements by checking the original plats, or by contacting the City of Lee’s Summit. While you own the property and are responsible for its maintenance, those utility companies have the right to the easement. From time to time, you’ll find that your yard has been marked for utilities, or a contractor is onsite working on a utility. The LPOA staff does not contract this work, nor do the utility companies make us aware of their presence. If you have questions about work performed in a utility easement, you should contact the utility company. You should be aware of the easements on your property. Building on, or landscaping over a utility easement may not be a good option. It’s a good idea to consult with utility companies before beginning a project near a utility. As well, you must always call Missouri One Call at 1-800-DIG-RITE before any digging or excavation project begins.

We will have two guest speakers for the November Garden Club meeting, Dr. Angela Cottrell and Dr. Juan Cabrera-Garcia. They will both be speaking about a USDA funded program “From Seed to Table” that is a collaboration between UMKC and the Veterans’ Community Project Veterans are trained for one year in the many aspects of producing vegetables, fruits and herbs in a controlled environment. Dr. Cottrell is the Dir. Of Research and Institute Programs for the Missouri Institute for Defense and Energy, and has over 20 years of experience in educational leadership and creating programs to assist underserved groups and veterans’ initiatives. Dr. Cabrera-Garcia is an Assistant Research Professor and Missouri Extension State Specialist, and his programs assist farmers in diversifying production and increasing the economic impact of specialty crops. He is an educator and expert in hydroponics at the “Chow Hall Farm” where the veteran’s grow the produce. Guests are welcome!
