From the General Manager, Mark Reid With the exception of our members who are wintering in warm climates, the rest of us are doing a great job toughing out another Missouri winter. We have already had our fair share of ice, and with this moist air pattern, we are surely destined for more snow. Our Maintenance crew has done well under tough conditions this year. The road salt we put down works by lowering the freezing point of water via a process called freezing point depression. The freezing point of the water is lowered once the salt is added, the salt makes it more difficult for water to freeze. A 10% salt solution freezes at 20 degrees Fahrenheit and a 20% solution freezes at 2 degrees Fahrenheit. The key is, there has to be at least a tiny bit of water on the road for freezing point depression to work. If the roads are dry and the Lakewood Maintenance simply puts down road salt, it likely won’t make much of a difference if frozen precipitation accumulates on the road surface. Until warmer temperatures or

sunlight can create some moisture to mix with the salt, the frozen precipitation will become compacted by road traffic. Our snow plows will remove most of the snow, but the hard packed snow will remain until it melts off. Lakewood does not have the sophisticated and expensive equipment, like MODOT and the City of Lee’s Summit, to pre-treat roads with a brine solution (a mixture of salt and water) when ice and snow is forecast. But pre-treating with a brine solution can help ice from ever forming, and will help reduce the amount of road salt trucks will need to spread to de-ice later. This is why highways and main arterial roads are generally in better shape than Lakewood roads early on after a storm. We use the winter months to be productive in planning the Lakewood Improvement Projects, issuing contracts and procuring materials so that we can maximize the

DID YOU KNOW? During 2018-2019, more than 25% - 27% of the U.S. population lives in a community association. And the trend for homeowner associations, condominium communities and house cooperatives is growing. According to the Community Associations Institute, an estimated 66% of all new home construction in 2020 will be built in one of these three types of planned communities, also known as a Homeowners Association or HOA. Why the growth? There is more value than meets the eye for homeowners associations. According to the Community Association Fact Book, there are several reasons. • HOAs adds market value of just over $6.288 trillion dollars. • The Residential Fixed Investment component contribute from 3.3% to 3.8% to the GDP, while the Homeowners Associations component contributes 12% to 13%. These vary according to the nation’s economic cycles. • In measuring the economic impact of community associations, it’s important to note that associations: o Pay local, state and federal taxes o Support and create local jobs o Pay twice for certain local government services o Reduce the burden of local government because they provide some services normally provided by local government, including maintenance of common facilities and property such as parking lots, lighting, parks/recreation amenities and community services o Enhance real estate values in a broad manner o Protect lender collateral o Utilize the governance and managerial energy of elected boards of directors and volunteer committee members

Per LPOA Policy 5 (Boat Slips), LPOA has set aside an evening to allow current Primary Lessees to change their Boat Slip assignment to another open slip. If you are a current Primary Lessee and wish to move to a different boat slip, plan on attending this meeting: Wednesday, February 19, 2020 6:00 p.m. Lakewood Oaks Clubhouse 651 NE St. Andrews Circle, Lee’s Summit, MO 64064
Here’s how it works.
When you sign in at the meeting, you will draw a random number. Numbers will be called in numerical order. When your number is called, staff will show you the available slips, and you’ll have the chance to move to any available slip. Once you’ve chosen your new slip assignment, that’s all you need to do. LPOA staff will send you the new contract to have executed and returned to the Administrative Office. Once everyone in attendance has had the opportunity to change assignments, staff will fill the empty slips with the waiting list, and there will be no further chances to make any changes. If you are not available to attend in person, feel free to send a representative in your place. Make sure this person has your name, account number, and slip number. If you are happy with your current slip, there is no need to attend. Just start counting the days until you’re on the lake! If you have any questions, please direct them to Nancy Sykes or Sean Bachtel at 816.373.4326.

Zebra Mussels Awareness In order to prevent the spread of Zebra Mussels, Lakewood has been very proactive in its efforts. This includes gates at both of our boat ramps and the adoption of procedures for inspecting watercrafts entering the lakes. To keep this process as efficient as possible, we ask membership to “Clean, Drain and Dry” their boats and trailers between bodies of water. The following tips will help ensure our lake remains free of this invasive species, and to quickly serve our members when entering the exiting the lake. When requesting access to the ramps, please call Community Services as 816.373.1500. Please call at least 20 minutes in advance to launch or remove a boat from the water. If the boat has been in foreign waters: • Power wash the craft and trailer at 140 degrees temperatures, flushing the motor and live wells. • Allow time to dry prior to launching at Lakewood. Prior to staff inspection at time of launching, ensure: • The boat, trailer and any other equipment are clean and can likely pass the inspection. • There is no standing water, weeds or plants attached to either the trailer or boat. • That the trailer and boat are properly licensed. • That a currently Lakewood sticker is attached • That you carry your valid Lakewood I.D. when approaching the gate. No one without a valid I.D. will be allowed to launch, regardless of the condition of the craft and trailer. • If Zebra Mussels are found during inspection, the craft will need to be washed and quarantined, as defined by LPOA rules and regulations. The incident will be reported to MDC, as well.
Coordinate any work done by contractors with LPOA staff. Contractors will not be allowed access to the lake without inspection and the member’s permission.
