We are using the winter months wisely and preparing for another wonderful spring and summer in Lakewood. We have ordered six (6) new pleasure docks to be installed before summer, and we are in the process of getting bids for replacing docks ‘W’, ‘S’, ‘R’ and ‘Q’ at the West Lake Marina. As the Marina is very busy during the summer months, we will be ordering these docks so that they can be built during the spring and summer of 2021 and installed after Labor Day. This will complete the West Lake Marina renovation. We are in the process of awarding a contract to the successful bidder which will provide the necessary repairs and resurfacing of the West Lake Marina Parking lot as well as a large parking lot in Lakewood Bay. Maintenance is preparing bid requests for the resurfacing of the East Lake Tennis Court and the Main Tennis court. We want to start the summer with these courts in top condition. The Board of Directors has also approved a staff and volunteer resident produced “Lake Education Course” for watercraft operators at the Lakewood Lakes. This helpful training resource is posted on the lpoa.com website at lpoa.com/Lakes/LW Education Course. The Course has a series of information presentation screens followed by a test. We hope everyone that operates a watercraft on the Lakewood Lakes takes a few minutes to access the site and complete the course. There was much discussion about whether or not this course would be mandatory and part of the LPOA Rules and Regulations. The Board of Directors hopes that all watercraft operators will adopt this and use the information to enhance the safety of the boating experience for themselves and their community members while on the Lakes. This time next year, the Board will review the Community Services data from this Summer’s lake activity to see if the voluntary use of the Lake Education Course is effective. I have been very impressed by the outpouring of kindness that I witnessed while the lobby of the Lakewood Oaks Country Club filled up with socks, blankets and coats this winter to help those who are in need. Even in times that seem a little dark, the best of people comes shining through. Kudos to all. Stay warm, stay safe. Spring is just around the corner.

Warren Buffet said, “Trust is like the air we breathe. When it’s present, nobody really notices. But when it’s absent, everybody notices.” Our obligation as the Board of Directors is to enforce our rules impartially for every resident, committee, or club. This includes the city, state and federal laws that may apply to our association. Fair treatment is noticed and hopefully appreciated and helps our community to be successful. Our policies, rules, by-laws and covenants are in place to keep this association running smoothly. When exceptions are made, problems arise, eventually! The Board of Directors are aware that we make decisions that are not agreeable to all residents. We strive to be consistent, which hopefully makes a more organized and fair Lakewood. We are a small city. You can compare us to Lexington, Mount Vernon, Lamar and North Kansas City, to name a few. This Association has many twists, turns and some bumpy roads, but the Board always aims to be trustworthy, fair, rational and consistent. The Board of Directors consists of nine (9) unpaid residents who donate many hours of personal time because they want to keep Lakewood “The Place to Live.” Please remember, “Kindness is never wasted.” Happy Valentine’s Day!

Boat registration stickers for 2021 are now available at the LPOA office. The stickers are $35.50 for non-motorized and $90 for motorized boats. There is an additional $8.50 charge if you do not purchase your stickers for your previously registered watercraft by May 1, 2021. There is a $21.50 charge if you would like for staff to attach your stickers for you. The LPOA Administrative Office is open Monday – Friday, 8:30 a.m. – 5:00 p.m.
Lakewood Athletic Field Reservation Meeting The spring 2021 Athletic Field Reservation Meeting will be held Tuesday, March 2, starting at 6:00 p.m. It will take place at the Lakewood Oaks Golf Club in multiple banquet rooms.

Lakewood Snow Removal Process With snow in the forecast, the following is intended to address some common concerns and questions that we receive during snow events that require our Maintenance Department to activate their snow removal protocol. As a non-budgeted service to our members, the LPOA plows many of the city-owned streets within Lakewood. However, the City of Lee’s Summit is responsible for snow removal on Lakewood Blvd, Cimarron (west of Lake Dr), Lake Drive, Gregory, Dick Howser Drive, Channel Drive, Fairway Homes, Northgate Crossing, Beechwood Drive, St. Andrews Circle, Lake Pointe Drive, Shoreline Drive, Canyon Road, Greenview Drive/Court, and Redspire. If you reside in a parcel that provides snow removal as part of your maintenance fees, your Parcel Committee contracts that work separately, and it is not a function of the LPOA. Pre-Treating Roads The LPOA treats the Lakewood streets with salt that is provided by the City of Lee’s Summit. Sand is no longer used by the city and therefore is disallowed and unavailable for use in Lakewood. Salt treatments are applied as needed, depending on the type and magnitude of the winter storm. The Plowing Process LPOA begins snow removal once accumulation reaches 2” on the roads. The LPOA has only one crew, so in heavier events they will begin working 12 hours on and 12 hours off. Certain members of the Community Service Staff are trained in snow removal and may fill in to stay ahead of the snowfall while the maintenance crew is on a 12 hour “down” cycle. If the storm is primarily ice, then a treatment of salt is used. Crews CANNOT plow ice, as typical equipment

is unable to remove an icy surface from the roadway. This is standard procedure nationwide and is the primary reason that it is not advisable to travel during ice storms. It’s important to understand that salt merely lowers the temperature at which water freezes, so the lower the temperature, the less effective it is. In other words, salt needs temps above 25 degrees and some sunlight in order to begin working. When the LPOA crew begins its route, it will first “open up” the roadways with a single pass through all of Lakewood. They will then return to plow cul-de-sacs and to plow “curb-to-curb”. Curb-to-curb plowing can take several trips depending on obstructions and the magnitude of the storm. Vehicles parked on the curb will hinder this operation. Due to the circular design of cul-de-sacs, it’s impossible to equally distribute snow along the curb, and therefore most of the snow will be placed in a single location. As with city operations, snow WILL be deposited into driveway approaches during the operation. It is simply not efficient to lift or swivel a plow at each driveway, then find another location to deposit snow. If your schedule permits, you may want to wait until snow plow operations are completed in order to clear your driveway approach. Tip: If you clear your driveway before operations are completed, clear the area to the right of the driveway (facing the house). The more snow you clear from this area, the less that will be deposited on your driveway approach. Damage In the event that an LPOA snow plow damages your lawn, contact the LPOA Administrative Office and submit a work order. Maintenance will evaluate and contact you. Keep in mind that 10’ off the curb is typically the City Right of Way (ROW), and irrigation systems should not be installed in that area. LPOA will not repair irrigation systems that are installed without city approval in the ROW. I hope this helps to educate everyone on this aspect of our operation. Three Seats Open For Election in 2021 Board of Directors Election There are three (3) Board of Directors seats up for election in 2021 – At Large Representatives. All three seats are for three-year terms. If you are interested in committing yourself to a rewarding experience in service to your community and would like to play a role in the future of Lakewood, then you might want to consider declaring your candidacy for one of the open Board of Directors seats. However, the decision to serve on the LPOA Board of Directors is not yours alone. Those who will benefit from your leadership ---- your Lakewood friends and neighbors ---- will determine who represents them. Each year, during the annual election, LPOA members cast their ballots for the candidates they feel can best serve the community. Those members who take the time to vote deserve an excellent slate of candidates to choose from. That means qualified candidates --- LIKE YOU --- need to declare their candidacy for the 2021 election. Election to the LPOA Board of Directors is also election to the Lakewood Holding Company (d/b/a Lakewood Oaks Country Club) Board of Directors. LHC is a wholly owned subsidiary of LPOA and therefore
governed by the LPOA Board of Directors. Any LPOA member, in good standing, who is interested in running for one of the three open Board of Directors seats may pick up a “Petition for Candidacy” at the LPOA offices (651 NE St. Andrews Circle) beginning February 11, 2021. Completed petitions (with at least 20 signatures of LPOA members in good standing), candidate questionnaires and pictures must be filed in LPOA offices by 5:00 p.m. on March 10, 2021. Please note the Election Timetable preceding this article. In order for the Election Committee to certify an interested LPOA member as a candidate on the 2021 ballot, the candidate’s petition, questionnaire and picture must be returned to LPOA offices not later than 5:00 p.m. on March 10th. Lakewood Clubs Lakewood Sail & Paddle Club
Have fun sailing, kayaking and stand-up paddle boarding on Lakewood lakes! The COVID-19 pandemic crisis is impacting the daily lives of all of us. The Lakewood Sail & Paddle Club’s priority remains the health and wellbeing of our community. If we all adhere to the CDC, Federal, State and local guidelines, together we will get through this. During the COVID-19 pandemic, the club is reducing the membership fee to $50 a family (instead of $75) and $30 for single membership (instead of $50) to help offset any additional costs required for personal protection gear. The club is recommending as an added level of protection against the virus – use of gloves while paddling; use your own paddle; practice social distancing of 6’ while using equipment; wipe down paddles before and after use; and if you are sick or at high risk, please stay home.
