From the General Manager, Mark Reid I saw an amusing post this week that made me chuckle. A guy was commenting on the his most useless purchase this year. It was a 2020 Planner. It has seemed that way as we are forced to be more adaptive and reactive than proactive these days. However, we move forward with the knowledge that this is still all temporary and the future looks very bright. We are making progress. Our new East Lake Marina docks are in progress, and we expect to have the boats of new slip lessee’s in them soon. We are pleased that after a multi month economic shutdown, our supplier stepped up and provided the new docks within 30 days of the pre COVID-19 schedule. This also includes the six new pleasure docks that will be fastened to the new bulkheads and walkways that LPOA maintenance and our contractors installed during the past several months.

We definitely understand some of the pent-up frustration associated with the shutdown. We are Lakewood. We all strive to take the high road and remain unified when unity sometimes seems fleeting and we continue to look out for each other and be kind. As always, our Rules and Regulations are the glue that helps keep it all together. We have seen an unusually high number of trespassers this year trying to access the Lakes. Community Services has done a fantastic job keeping this under control through I.D checks. Another work area is the speed of boats on the Lakes, as this is truly and issue of safety as some boat operators have been very careless. We are still a no wake lake. Always have been. A friendly reminder that no wake means just enough forward propulsion above idle to keep your vessel under control during the on lake conditions. No wake is the speed restriction for the majority of the lakes. The only exception that the Board of Directors have allowed for is when you are more than 100 ft. from shore in the main channel of the lake and there are no other boats navigating or boats anchored with or without people floating in the water. Then you are limited to the maximum allowable speed limit of 10 MPH. For reference, this is just a little faster than the average speed of a person running and your boat will leave a very small wake. This was enacted to allow boaters to slowly pull children riding a tube in a safe manner. We will be enforcing speeds this summer not only via the patrol boats but by also through on-shore photography. We know the vast majority of our members abide by the Rules and Regulations. For those who either don’t know the Rules and Regulations or elect not to abide by them, we will gladly accept your monetary donation(s) to the Association. From the Boardroom Kathleen Hedon, Board President The Golden Rule is the principle of treating others the way you want to be treated. Lakewood is a remarkable community that plays an important role in almost every aspect of our life. Our community unites us and gives us ample opportunities to connect with each other. This is a trying time in our nation right now. Lakewood residents need to stay connected in a positive manner which, hopefully, eases stress. We are a strong, supportive community that should have respect for each other. We must also respect all LPOA/LHC employees, including our young, part-time summer help. Our employees, regardless of age, are enforcing the rules and regulations determined by our declarations and by-laws. They did not have a say in the above mentioned - they are just enforcing them. If you have issues with what an employee is enforcing, it needs to be reported to the General Manager, Mark Reid, or Community Service, Sean Bachtel. Yelling at employees, telling them “I pay your salary” and being disrespectful should not be our way in Lakewood. Politeness matters.

Lakewood Swimming Pools • 150 people maximum in the Cove Pool Facility and the East Lake Pool Facility. • 30 people maximum in the Lakewood Oaks Pool • This is on a first-come, first-serve basis. Staff will count in and count out the members. • Members waiting for an entry must maintain 6’ distance while in line. • Social Distancing will be encouraged at all pools. • Please bring hand sanitizer with you for your and your families’ personal use. • Members with a valid Lakewood I.D. will be allowed in the facility. Children of members who are under six years of age are not required to have an I.D. to enter the pool. • The snack bar will be open under normal seasonal hours with some limitations on product availability. All purchases must be charged to the members account. • Guest Passes can only be used Monday – Friday until further notice. • Guest Passes required for anyone entering the pool that does not have an LPOA I.D. card – except children under 3 years old. Note: The Lakewood Aquatics Center will close at 4:00 p-.m., July 29, for an Intermural Meet.

Lakewood Access Points to Lakes and Common Areas

The LPOA often receives questions regarding locations of access points to the lakes and common areas. The best tool for this is the Jackson County Parcel Viewer, which can be found on the LPOA.com web site. The parcel viewer will allow you to see which properties are privately owned and which ones are owned by the Association.

There are a few exceptions. The multi-family parcels have areas that are maintained and governed by those parcels. Some even have a private street or exclusive use of their parcel members. Both Waters Edge Drive and Point Drive are private streets, paid for and maintained by those parcel members. As well, the parking lots in Lakewood Bay are exclusively for the members of that parcel. All of LPOA membership is permitted to use the common areas, lakes and docks, but please be mindful of how you access these areas. Using private property can create safety or privacy concern for the homeowners. Using a private street or parking lot will take up a parcel member’s space and could mean having the vehicle towed. There are plenty of LPOA-owned access points to reach the common elements, and, as always, you can contact us with any questions.
Improvement Proposal Form - 2021 Budget Every year, members are asked to submit ideas for improvements. Please fill out the Improvement Proposal Form and it will be considered at the next annual budget meeting. This form can be found at lpoa.com. It is in the Members Area, Documents, Improvement Applications, Improvement Proposal Form. You must be registered on the website to access this form. Supporting Education - A Garden Club Tradition Each year the Lakewood Garden Club awards scholarships to deserving students that express an interest in the life and environmental sciences. Since 1996, the Club has supported the education of more than 60 students and three local Lee’s Summit schools. Over the years, the Scholarship Committee, now chaired by Janet Gurken, has dispersed almost $60,000. To make these awards possible, the Club has sponsored numerous fundraisers and solicited donations. This year we are proud to continue that tradition by honoring Abigail Doll, Lauren Lovelace and Allison Makovec. Each winner will receive a $750 scholarship to further their education and pursue their dreams.

Lauren Lovelace
Abigail Doll is a graduate of Blue Springs South High School and a resident of Lakewood. In September, Abigail plans to attend Texas Christian University where she will major in biology, taking the first step toward her dream of becoming a doctor. A nature lover at heart, Abigail loves to garden and hopes one day to have a nursery. Meantime, she plans to be an active member of the TCU Environmental Club. In the past, Abigail has shared her interest in music with hospice patients and children at the KC Ability summer camp. A well-rounded person for sure. Abigail’s passion has been participating in the the Touch of Silver Dance Team at Blue Springs South. According to her coach, Abigail has exhibited outstanding leadership qualities as the captain of the team. Next year, she hopes to bring that same talent to the TCU squad.
The second Garden Club Scholarship recipient is Lauren Lovelace, a graduating senior from Lee’s Summit High School. She plans to attend the University of Missouri at Columbia. Lauren’s dream is to become an early elementary school teacher with a certification in special education. Last semester Lauren spent half a day as a cadet-teacher in a first-grade classroom. Her cooperating teacher described her as a ‘natural.’ Her interest in special education was nurtured by serving as a Special Olympics basketball coach and volunteering at Kid’s Country. Lauren is a scholar-athlete. While passionately focused on improving the lives of children and being a member of the National Honor Society, Lauren has also held down three jobs to contribute to the cost of her college education.
Allison Makovec Our third winner, Allison Makovec, has been chosen to receive the Marlene DeRousse Scholarship because her interests and values are closely aligned with those of Marlene. A graduate of Lee’s Summit North High School, Allison plans to combine her interest in biology, society and the environment at the University of Minnesota. Like Abigail, Allison also plans to attend medical school to become a doctor. Her goal is to combine an interest in anthropology to better serve a diverse group of patients. As an international exchange student in Germany, with the opportunity to travel, Allison believes that doctors with a multicultural approach can be more effective. Allison is a scholar-athlete who earned the respect of the Committee by providing outstanding recommendations that distinguished her compassion, the quality the Garden Club admired most in Marlene DeRousse.
This year the Garden Club had several eminently qualified candidates, and it was tough to narrow it down to Abigail, Lauren and Allison. We feel privileged to have them continue our tradition of honoring and supporting talented students as they reach for their dreams. The #1 questions we get in the LPOA office regarding our website is, “I’m having trouble logging in. Can you help?” The issue most have accessing the Members Area of the website is they must “Register” the first time they use the new website. Subsequent times, they simply sign in. The Register link is on the top of the home page. Look for the black line running across the top of the page. Near the righthand side of that black line is the word “Register”. It’s Boating Time – Rent a Lakewood Pontoon!
Lakewood’s two pontoon boats are now available residents to rent. They are available for 2-hour blocks on weekdays and 4-hour blocks on weekends and holidays. All-day rentals are available on weekdays only (excluding holidays). The boats can only be rented 30 days in advance at the earliest. Community Services staff will sanitize the pontoons’ commonly used surfaces before each rental. Renter will be advised to follow CDC guidelines for COVID-19 safety at the time of rental. The maximum number of people on a rental boat is ten (10). Rental Fees $250 damage deposit (charged to your account) Weekdays (Monday – Thursday) $26.50/hour Weekends (Friday – Sunday) $47.50/hour Holidays - $58.50/hour All-day retails (8:00 a.m. - 10:00 p.m.) only available Monday – Thursday $184.00 To reserve one, call 816.373.4326.
2020 Boat Registration Stickers 2020 Boat Registration Stickers are available at the LPOA office. The stickers are $34.50 for non-motorized and $88 for motorized boats. There is an additional $8 charge if you do not purchase your stickers for your previously-registered watercraft before May 1, 2020. There is a $21 fee if you would like for staff to attach your stickers for you.

Did You Know? There’s Great Fishing in our Lakes! Fishing is enjoyed by all ages on our lakes. You’ll see them at sunrise, in the coves, in boat, on the shore and even in the rain. Fishing is great in Lakewood. In order to keep it a fun and sustainable sport, we offer some guidelines. Fishing by LPOA members will be allowed on all lakes without a Missouri Fishing License, however, they must have their LPOA I.D. on them and follow the rules of the Missouri Department of Conservation regarding practices, limits, minimum sizes and procedures. Also, no trot line or bank lines are allowed. After consulting with the Missouri Department of Conservation and our observations of the size and quality of our fish population, we have decided on the following: • A Largemouth Bass between 12 inches and 15 inches should be returned unharmed to the lake • Remove all Largemouth Bass under 12 inches and over 15 inches to decrease the competition for food • Harvest Bluegill that are 6 inches and larger • Harvest Crappies that are 9 inches and larger • Harvest all White Bass regardless of size • Harvest Walleye that are 22 inches and larger • Be careful in handling Walleye; they have sharp teeth. Also, handle the ones under 22 inches as little as possible, returning them to the lake • Harvest Channel Catfish that are 16 inches and larger It is our sincere hope that the fishing in our lakes will be much improved if everyone follows these guidelines.
As an Angler, you have an important responsibility. It’s much more than obeying fishing laws. Good Anglers also respect others, and your actions will allow many other people to enjoy fishing in our lake in the future. An Ethical Angler: • Respects other anglers’ rights • Respects the rights of others who use the resource • Respects the rights of property owners • Keeps only the fish he/she wants • Never wastes fish • Releases unwanted fish carefully land unharmed • Never litters or pollutes the waters • Knows and follow angling and boating regulations • Continually seeks new knowledge and skills • Shares his/her knowledge with others • Doesn’t release live bait or non-native fish into waters • Promotes the sport of fishing

Dick Lacy Lakewood Oaks Country Club Featured Artist
Welcome back to the Lakewood Clubhouse, the Argyle Restaurant, and a new art exhibit by local artist Dick Lacy. Dick’s unique art is already on display in the Argyle Gallery and will be until mid-July. Dick and his wife JoAnn have happily lived in Lakewood for 13 years. They have been married for 51 years and have two grown children; a son living in Canada and a daughter here in Lee’s Summit.

In 2015, Dick’s life was interrupted by cancer, and those difficult times helped him find a way of expression that was unique to him. Dick has produced over 400 pieces of work since he began, and a few of his favorites are now on display for you to see and appreciate. He refers to his art as Graphic Design If you haven’t had a chance to see the art of Dick Lacy, come up to the Argyle for dinner and enjoy the talent of another of our very own Lakewood artists.
Dick and JoAnn met during his time in the USAF, while he was assigned to Whiteman AFB. For fresh air and exercise, Dick particularly likes riding his bicycle around the Lakewood area and indulging in a round of golf as often as possible.
Dick has been retired for several years, but his experience with home building and design is evident in his art, as he uses graphic lines, attention to detail, and creativity with color. After Dick designed and built a home for Paul Splittorff, the pitcher recommended his builder to other players. Dick ended up building homes for 13 additional Royals

Have fun sailing, kayaking and stand-up paddle boarding on Lakewood! The COVID-19 pandemic crisis is impacting the daily lives of all of us. The Lakewood Sail & Paddle Club’s priority remains the health and wellbeing of our community. If we all adhere to the CDC, Federal, State and local guidelines, together we will get through this. During the COVID-19 pandemic, the club is reducing the membership fee to $50 a family (instead of $75) and $30 for single membership (instead of $50) to help offset any additional costs required for personal protection gear. The club is recommending as an added level of protection against the virus – use of gloves while paddling; use your own paddle; practice social distancing of 6’ while using equipment; wipe down paddles before and after use; and if you are sick or at high risk, please stay home.
