August From the General Manager, Mark Reid

Even though we all know that current times are a bit difficult, I loved the spirit that Lakewood showed over the 4th of July. The boat parade, the activities at the Cove and the large turnout for the fireworks show they were all done well and thoughtfully regarding the social distancing measures we continue to take. We continue to move forward as we are finishing up the East Lake Marina additions and opening up the 60 new slips. Our Food and Beverage staff has been valiant since the start of the pandemic. Chef Molly continues to navigate the challenges of supply and demand while keeping the offerings fresh and delicious. Frank and his staff are assuring that our members are able to dine comfortably while staff takes all precautions to protect our members and themselves. We have fared well so far, but we hope you come to the Argyle and either have an enjoyable dine in experience or carry out and enjoy at home or on the pontoon boat. Your patronage is greatly appreciated. Enjoy the rest of the summer, Lakewood.

From the Boardroom Kathleen Heydon, Board President Reading through my July 2020 Board Packet, I was astonished to see the Community Service logs had 10 pages of calls they responded to in the month of June. Many of them related to NO ID or a violation with an ID. I recognize it is a distressing event if you are a Lakewood resident and are asked to leave an amenity because you don’t have your ID. Equally offensive to some is when you have an ID and you are asked to refrain from doing something because you are violating the rules/regulations that have been put in place to keep you safe. Please carry your ID to avoid embarrassment or frustration, and please follow the safety rules. When safety rules are not followed and residents, guest, trespassers get hurt, it can hurt every resident in Lakewood if it results in a lawsuit. Friendly reminder - Lee’s Summit has a Noise Ordinance which states Quiet Hours are 10 p.m. - 7:00 a.m. If you feel that Ordinance is not being followed, please call the Lee’s Summit Police Department. They are the enforcers. Remember: Good neighbors increase the value of your property! Stay safe and healthy.

Hello, fellow Lakewood Residents. I recently learned of a charity, River of Refuge, which provides free temporary housing in Raytown for homeless families who have been living in motels or cars. These families have jobs, but also many debts. While in this program, they take life skills and parenting classes. They create a budget, pay off their debts (usually 3-9 months), and then are helped into more permanent, low cost housing in the community. Currently, River of Refuge has 10 apartments on its first-floor housing wing. By July 1, 2021, they plan to have the second floor of that wing completed, adding another nine units to accommodate larger families. Bottom line: I am going to donate $20,000 toward converting a crushed pavement parking lot into a playground for the children (typically 20-30 children). I’d like to challenge five other people or organizations to match that donation to create this playground (and purchase some appliances for the new housing units they are building). Even if you can only donate $100 or $1,000, that would help.

Donations can be made in one of these ways:

1. 2. 3. 4.

Online: https://www.riverofrefuge.com/donate/ Telephone: 816-737-5100 (Pam Seymour Executive Director) Mail: River of Refuge, 5155 Raytown Road, Suite 101, Kansas City, MO 64133 Stock Donation: 816-737-5100 (Pam Seymour Executive Director)

Did You Know?

Bicyclist Rights and Safety in Lakewood One of the cool things that has come out of staying home waiting out the virus is that we’ve seen an increase of individuals and families biking around Lakewood. All ages out having fun together in nature. It’s been a great outlet during these trying times. However, there have been some things happen that have jeopardized our bicyclists’ safety. So we’d like to address what rights and responsibilities bicyclist have and what responsibilities those driving other vehicles have toward their safety. The main streets in Lakewood are the under the jurisdiction of the City of Lee’s Summit. After years of work and coalition building by the Lee’s Summit Livable Streets Advisory Board and recommendations from MoBikeFed, BikeWalkKC, and other local and national bicycle groups, in October 2014, the City passed a comprehensive Bicycle Law Update, Anti-Harassment Law, 4-Foot Passing Law, Improved ‘Keep Right’ Law, Dead Red, and Equipment Regulations.

Here’s a summary of that law. Every person riding a bicycle upon any roadway in the City of Lee’s Summit shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this State. Every person operating a bicycle or motorized bicycle on a street or highway may ride in the center of the right lane of travel or may ride to the right side of the roadway; such person may use the left lane of travel to prepare for making a left turn, or when on a one-way street. Every person operating a bicycle or motorized bicycle on a roadway shall exercise due care when passing a standing vehicle or one proceeding in the same direction, when making turns, and when streets or lanes are too narrow to share with motor vehicle. Bicycles may ride abreast in the lane of travel. Strong anti-harassment provision – this prohibits throwing things at cyclists and pedestrians, shouting or honking in order to threaten, frighten or intimidate, and putting cyclists and pedestrians in fear of danger or risk

of injury or death (i.e. by swerving close). Safe passing of bicyclists – the operator of a motor vehicle overtaking a bicycle proceeding in the same direction on the roadway or on the shoulder of the roadway, shall leave a safe distance, but in no case less than 4 feet clearance, when passing the bicycle, and shall maintain clearance until safely past the overtaken bicycle. Dead Red Law for bicyclists and motorcyclists – bicyclists and motorcyclists may ride through a red light after stopping and waiting if the light has apparently failed to detect the rider and traffic is clear on the cross street. Improved and modernized equipment requirements for bikes – allowing, for example, lights or reflectors for front, rear and side visibility rather than required side/rear reflectors as the old law does. No person shall ride a bicycle on any street without having at least one hand on the bicycle at all times when the bicycle is in motion.

You can view the entire document at https://mobikefed.org/sites/default/files/lees-summit-comprehensive-bicycle-ordinance-update-2014-10.pdf. Note that in Lakewood, many of our roads have wide shoulders - this is not a bike lane, though walkers and bikers may use it. Bicyclists have the same right to ride in the road as other vehicles. So please be kind, know the rules and help keep our bicyclists safe.

Have fun sailing, kayaking and stand-up paddle boarding on Lakewood! The COVID-19 pandemic crisis is impacting the daily lives of all of us. The Lakewood Sail & Paddle Club’s priority remains the health and wellbeing of our community. If we all adhere to the CDC, Federal, State and local guidelines, together we will get through this. During the COVID-19 pandemic, the club is reducing the membership fee to $50 a family (instead of $75) and $30 for single membership (instead of $50) to help offset any additional costs required for personal protection gear. The club is recommending as an added level of protection against the virus – use of gloves while paddling; use your own paddle; practice social distancing of 6’ while using equipment; wipe down paddles before and after use; and if you are sick or at high risk, please stay home. Yoga

Monday and Thursday Lakewood Yoga Classes are still on hold at the Clubhouse, however, Zoom classes are available. Saturday yoga classes will now be outside at the East Lake Park, 8:00 – 9:15 a.m. The spot we will use is behind the tennis courts that is nice and shady in the mornings. There is plenty of parking. If there is rain or bad weather, assume it is canceled. If the ground is very wet but it isn’t raining, the basketball court may be an option for us. It is recommended that you bring your own mat and a sheet to lay under your mat. Social distancing will be in effect. Please to not come if you are sick or know you have been exposed to COVID-19. Consider wearing a mask until you are appropriately distanced from your neighbor, then remove it for practice, if you prefer. Please contact Mary at lakewoodyoga@gmail.com to get on the list to receive updates and zoom classes.
