With the kiddos back in school, summer vacation a fond memory, and pools closed, we start the process of preparing the Associations 2024 Budget. From time to time, members confide in me that they really don’t understand how the Associations budget is developed and approved. First, let’s start with some good news. The Consumer Price Index (CPI) , as published by the US Bureau of Labor Statistics (BLS) for the month of July 2023 was 305.691. The CPI for the prior year, July 2022 was 296.276. Per our Declarations of Covenants, Conditions and Restrictions (DCC&R’s) our benchmark reading for inflation is the year over year rise in CPI for the month of July. Given the data above, the year over year percentage increase in CPI is 3.17%. Therefore, the Board of Directors is allowed by the DCC&R’s to increase the dues by 1.5 times the percentage of CPI increase. Therefore, this year the maximum increase may be 4.75%. This is substantially lower than last year.
Increases are never popular, but they are necessary to keep up with the services and amenities that the Association offers. The base CPI increase 3.17 doesn’t gain us anything material but it does allow us to accommodate increased costs. The additional .5 or 1.58% will allow the Association a little bit to improve the community.
Budget Step 1.
During the year, we solicit from all members, “Lakewood Improvements Program (LIP)” requests. These requests can be anything or everything that members wish their community had or maybe just an enhancement to an existing amenity or property. I haven’t ever seen a request for a “Cat Park”, but I have seen many for a “Dog Park”. Whatever the request, we document it and place it into the LIP Budget request for the next year. Generally, every year, the LIP requests total up to be between $6 million to $7million. In a general year, The Association has an LIP budget of $1.3 million to $1.7 million. Therefore, in any given year there is a negative delta of approximately $5 million between the “Wants” and the “Needs” of the Association and Community.
Budget Step 2.
Starting in September, the volunteers who have joined the Facilities Development Committee (FDC), meet with Staff in a series of meetings. and come to an agreement on what items make up the LIP budget and set a total amount. At this point, the amount is a recommendation by the Committee to the Board of Directors and it does not correlate to how much will actually be available when the final budget is set by the Board of Directors in their November 9th meeting. The available funds for LIP is total revenue $’s minus total operating expenses (The Operating Budget). The FDC does not have the power to approve or direct, only the Board has that power. However, the importance of the FDC is that they offer an organic and unbiased look at the budget needs as they are members of the Association who listen to their friends and neighbors in the community as well as using their own life skills to offer the Board of Directors a comprehensive recommendation.
Budget Step 3.
Starting in September, the volunteers who have joined the Finance Committee (FC), meet with Staff in a series of meetings. and come to an agreement on what items make up the OPERATING Budget and set a total amount. At this point, the amount is a recommendation by the Committee to the Board of Directors and it does not correlate to how much will actually be available when the final budget is set by the Board of Directors in their November 9th meeting. The available funds for Operating Budget is estimated total revenue gained from our core dues and fees as well non-core income from Marinas, Boat Racks and Storage lot, etc. Once total revenue is estimated, the committee reviews the requested operating expenses prepared by Staff. These are the expenses that are incurred in the day-to-day operations of all departments and all amenities of the Association. The FC does not have the power to approve or direct, only the Board has that power. However, the importance of the FC, just like the FDC is that they offer an organic and unbiased look at the budget needs as they are members of the Association who listen to

their friends and neighbors in the community as well as using their own life skills to offer the Board of Directors a comprehensive recommendation.
Budget Step 4.
On October 16th, The Facilities Development Committee meets with the Finance Committee for the purpose of trying to reach an agreement on a joint recommendation to the Board of Directors that will balance the Operating Budget and provide for a necessary and sensible Lakewood Improvements Program. After a deliberation of about an hour, the Board of Directors join the meeting to hear the recommendation from the two Committees. At this point, the committees have done a fantastic job that is actually quite difficult and tedious. Getting to an agreement is never easy and required give and take by all parties involved whether committee or staff. The next step is final member input before the budget heads to the Board.
Budget Step 5.
Transparency and the public meeting. On Thursday, November 2, the Finance Committee and the Facility Development Committee host the Public Meeting at the Lakewood Oaks Clubhouse beginning at 7:00 pm. This is a time where the committees explain to the members present what is in their joint recommendation to the Board of Directors. Please remember that at this point that nothing is final and input from members is still encouraged. No final decisions have been made and nothing is binding until the Board of Directors votes in their November 9th meeting.
Final Budget Step 6.
The beauty of our LPOA process is that many voices get heard and many opinions are shared. Obviously, with almost 5 times more requested funds than funds available, many items do not get approved, sometimes to members disappointment. But the unapproved items stay on the list to be reviewed the following year or following years. There is no one person unilaterally making decisions in regard to the budget. It is truly a harmony of voices that culminates in a final directive that is only passed when at least five of nine board members vote in favor of the budget. Therefore, in their Board Meeting to be held on November 9th, beginning at 6:30 pm, in the Lakewood Oaks
Clubhouse, the Board will discuss the Operating Budget proposal and then vote to approve or amend the budget as presented. Immediately following, the board will discuss the Lakewood Improvements Program Budget proposal and then vote to approve or amend the budget as presented.
All members of the Association are duly notified of the budget and the annual dues increase in the December Ripples Magazine. In order to satisfy the requirements of the Associations DCC&R’s. the Association utilizes the Ripples Magazine as the “Official” communication of the Association as it is mailed to each member’s home, unless they have freely elected to forego the mailed copy and receive the Ripples in the electronic format.

In speaking with a friend and Lakewood resident the other day, she suggested writing about how unique our Lakewood community is in that we have so many multi-generational families that reside here. While I don’t know the specific numbers in Lakewood, I can share that over half of the current board of directors have extended family members living in Lakewood.

Families living together in the same community, across generations, offer many benefits that enrich individual lives and strengthen the fabric of our neighborhood. Proximity to family means you can rely on them for emotional and practical support. Living nearby allows for regular interactions and quality time spent with family members. Proximity is particularly valuable when it comes to taking care of children or elderly family members. A robust sense of community contributes to a tapestry of support, unity, and resilience. This in turn builds stronger community bonds and a better way of life for all residents.
The fact that Lakewood is such a great community with our Lakes, Golf, Pools, and other amenities is another reason why people who grow up here tend to stay here. Those that move here – are often followed by other family members. Many in our community are in their second or third home within Lakewood. Our activities, clubs and committees allow for community involvement which has a ripple effect,

Pontoon Rentals Notice
Lakewood’s two pontoon boats are accessible for residents to rent. They are available for 2-hour blocks on the weekdays and 4-hour blocks on the weekends and holidays. All-day rentals are available on the weekdays only (excluding holidays). Pontoons can only be rented a month in advance at the earliest. Rental Fees will be charged to your account. Additionally, a $250 damage deposit will be placed on your account and removed once the boat is returned in good condition.

LAKEWOOD GARDEN CLUB
Looking Back... and Growing Forward
It is 2023, and Lakewood is celebrating 50 years of residential growth, vibrancy, and sustainability. Our idyllic lakes, impressive golf course, pools, parks, and common spaces are all vital to Lakewood’s identity as a livable and beautiful community. We salute board members, staff, and management who have fulfilled and enhanced the original vision of the developers half a century ago.
But let us never overlook energetic and dedicated neighbors throughout the years who have shared their passion for the beauty of nature. We reflect on all who have planned and worked to create and maintain the quality residential landscaping, gardens, and artistry that help define Lakewood.
In 1977, several young women meeting regularly at The Cove for lunch and often bemoaning the lack of activities in this new neighborhood, realized they shared a love of gardening. Friendships were hatched, and by 1979, they had formed a Federated Garden Club, meaning they were part of a national alignment of enthusiastic gardeners who generously share their knowledge and ideas with others. Voila! Lakewood Garden Club was born.
And forty-five years later, the rich tradition continues. Lakewood Garden Club is an active civic and social club focused on enhancing and preserving the natural beauty of Lakewood and the broader community. With over 100 members, LGC’s fingerprints are widely evident
in and around our community. Rigorous LGC fund-raising projects throughout the years have funded exquisite sculptural art installations, as well as providing gardening grants, scholarships, and technical assistance to several Lee’s Summit schools and not-for-profits. Time and talent generously shared. In the coming year, LGC programming will focus on environmental sustainability.
While members appreciate monthly educational programs and garden-related social outings, the club represents a broad spectrum of skills, interests, and gardening experience. And within LGC is a small and respected group of top echelon trained and certified garden experts. Meet Lakewood Master Gardeners.
Master Gardener status is earned upon completion of a University of Missouri-approved rigorous extension course. Applicants must complete a 30-hour core-training course and log in 40 hours of approved volunteer gardening service. To maintain the credential of Master Gardener, an additional 20 hours of approved volunteer service must be recorded annually. Most significantly, these gardening enthusiasts commit to being a community resource as a teacher or mentor. The status of Master Gardener Emeritus is assigned to Master Gardeners who have donated 700 hours or 10 years of volunteer gardening service to their communities. Impressive.

Rigorous LGC fundraising projects throughout the years have funded exquisite sculptural art installations, as well as providing gardening grants, scholarships, and technical assistance to several Lee’s Summit schools and not-for-profits.
And please be impressed that Lakewood Garden Club is proud to have five highly qualified members who carry the Master Gardener or Master Gardener Emeritus status. Each of them generously enriches our club and community. You may know these women as friends and neighbors, but you might not know of their elite gardening status. Hats off to the following Lakewood Master Gardeners:
Kaye Vance
Kaye Vance, Master Gardener Emeritus, is a familiar presence in Lakewood, having served on numerous committees, including two terms on the LPOA Board of Directors. As the lone founding member of the Garden Club (1979) still residing in Lakewood, she is our local expert on the history and accomplishments of the club. Kaye is a professional landscape design consultant. By completing advanced coursework through Iowa State University and the University of Missouri extension office, Kaye is a qualified Gardening Consultant, Master Flower Show judge, and a specialist in environmental landscape. She considers trees and sun & shade perennial gardens her specialties.
Joyce Martin
Joyce Martin, Master Gardener, earned her status as Master Gardener through the University of Missouri-Jackson Couty Extension office program. Joyce’s breadth and depth of knowledge allows her to serve as a host for the Jackson County Extension Office Gardening Hotline. Joyce’s gardening specialty is container gardening; she loves the four seasons and arranging the changing colors and textures throughout the year.
Sue Levota
Sue Levota, Master Gardener Emeritus, has been a member of Lakewood Garden Club since 2000, and served the club as president in 2003. Her gardening specialty and expertise is residential landscaping.
Roberta Minor
Roberta Minor, Master Gardener Emeritus, moved to Lakewood in 1985 and earned Master Gardener Emeritus standing in 2014. As a member of the Greater KC Master Gardeners group, Roberta has been involved in organizing and leading educational tours of Kansas City gardens and landscapes. Roberta helps host the University of Missouri Extension Hotline, an excellent resource for general public gardening questions. Call 1-816-833-TREE (8733).
Katie Langdon
Katie Langdon, Master Gardener, moved to Lakewood in 2000 and earned MG credentials in 2014. Katie has enjoyed gardening her entire life, and formerly owned a small landscape design business. Additionally, she taught classes at a local vocational-technical school. She enjoys volunteering for Master Gardeners of Greater Kansas City.

Creating Monarch Waystations And Raising Monarchs
This month we are lucky to welcome two presenters for this special topic of Monarch butterfly preservation. Presenter Michele Livergood will present her knowledge and advice for establishing a Monarch waystation-a place to provide resources for all the generations of Monarchs. Monarch populations continue to decline. Your yard can be a place that provides the needed resources from egg to chrysalis during their migrations. Michele will discuss nectar and host plants and the pros and cons of different types of milkweeds as well as ongoing maintenance.
Presenter Pat Sexson has raised 40 Monarchs from caterpillar stage. She began in her backyard when she noticed a caterpillar on the milkweed she had planted. She will speak to us about her experience in the nurturing process and what it takes to develop each stage until the Monarchs are ready to be released. Pat has been a Lakewood resident for 23 years and is a former LGC President. She is a lifelong nature lover; at age ten she started her own butterfly collection.

Pilates has returned to the Augusta Room for meetings.

Barre class size and space is limited because we use chairs for stability which take up a lot of room so check with Cathy prior to attending to confirm availability. Friday PIYO does not use chairs and is walk in. For all classes multiple modifications are cued so everybody from beginners to advanced benefit. Signed waivers are required prior to attending first session.

Stitchers Club
The Lakewood Stitchers Club meets the second Thursday of each month in a residential home, from 1:00 - 4:00 p.m. Feel free to bring your knitting, crocheting, needlework, or other portable craft. Join us in a neighborly chat, while seeing all the creative ideas. If you would like to learn to knit, crochet, or learn any other needleart, we are happy to provide personal instruction as well. Is an Adult program that meets every Thursday evening at the Main courts on Lake Drive. The time is 6:00 pm. We will have pickup matches and instruction (if requested).
