This is the second year I have been involved in the Council Budget process as CEO and some hallmarks are ongoing investment in our big priority projects, such as the Macedon Ranges Regional Sports Precinct and Daylesford to Hanging Rock Shared Trail, ongoing storm recovery of 2021, COVID recovery—and an emergence of a new way of working and living together. We have again faced an enormous challenge presented by the global pandemic this past year. I’m optimistic about 2022-23 and excited about opportunities to deliver more of our services, programs and experiences face-to-face in our communities. The storms have had a significant impact on many of our residents and our recovery efforts and preparedness going forward. We also continue to implement the strategies in our Climate Action Plan. The past year has seen investment in operational improvements and the creation of a new organisational structure to deliver on our Council Plan priorities. I look forward to seeing impactful outcomes for our staff and communities. We will continue to advocate for funding for key strategic priorities and ensure we are financially sustainable. Major projects Shared Trails
The Macedon Ranges Shared Trails Project has reached a significant milestone in awarding the project’s design and construction contract to local business Newearth Constructions. Council is pleased to be working with Newearth Constructions to deliver the project for the shire. It presents a great opportunity to support local business, trades and suppliers, and to create local employment prospects. Good progress has also been made since our last update, with the completion of Ecological Assessments and Cultural Heritage Investigations. Construction between Macedon and Riddells Creek is scheduled to commence at the start of 2023. When completed in 2024, this exciting project will offer a 24 kilometre trail for walking, running and low-volume cycling – from Woodend to Riddells Creek. Facilities upgrades Gisborne Fitness Centre
Located on Hamilton Street in Gisborne, the Gisborne Fitness Centre is a fully equipped gymnasium with sauna and offers individually tailored fitness programs and group fitness classes. A planning and design project is currently being undertaken to inform the upgrade and modernisation of the gym facilities.
Regional Sports Precinct
Council is pleased to announce that Lloyd Group has been awarded the construction contract for the Macedon Ranges Regional Sports Precinct project – Stage 1. The Precinct will encompass a 15-hectare regional park providing facilities for sport and recreation activities. Stage 1 will deliver a three-court Sports Hub, a natural turf oval and sports pavilion, passive recreation facilities, landscaping and associated infrastructure. As part of the project, the Barringo Road and Hamilton Road intersection will be upgraded via the construction of a roundabout. The project has been made possible due to advocacy efforts of many key users and stakeholders. The project is funded by Council, Sport and Recreation Victoria, the Victorian Government’s Growing Suburbs Fund, AFL Victoria and Melbourne Water. Council would like to thank all of the project partners for making this project a reality. Sankey Pavilion refurbishment
Sankey Reserve is a fully-fenced sports oval located in Gisborne, currently used for junior football in the winter and senior and junior cricket competitions in the summer. The adjoining pavilion facility is utilised by a variety of sporting and community user groups and has recently been refurbished. Works included new partitions and doors, new floor finishes, new ambulant toilet, new kitchen cabinetry, external and internal painting and alterations to both male and female toilets.

Museum exhibit prowls through Macedon Ranges
Kyneton Museum’s popular exhibition Biodiversity in Crisis: Plants and Animals of the Macedon Ranges will travel across the shire from May through to September. See pop-up displays at Romsey Hub, Gisborne Library, Kyneton Visitor Information Centre and other selected venues. Featuring a selection of objects that highlight the wonderful biodiversity we have in our region, these displays also show how we can work together as a community to ensure we protect our precious flora and fauna. Kyneton Town Hall upgrade
Restoration works at Kyneton Town Hall took place from May to December 2021. The completed improvements to the hall’s exterior façade, including the installation of additional lighting, enhances the heritage aesthetic and further highlight it as a prominent heritage building within the local area. This project was funded by Council and the Federal Government’s Local Roads and Community Infrastructure program.

Get active with group fitness
Looking for a new way to exercise? Try a group fitness class! Participating in group fitness classes means you will get extra motivation from qualified instructors and develop a routine to achieve your goals. Council offers a range of live and virtual group fitness classes for all ages and fitness levels.
Keep kids active during winter! Winter in the Macedon Ranges can be very cold and wet making it difficult to find activities for children to burn off excess energy! Council offers a range of indoor programs for juniors, including Learn to Swim, Dance, Kindagym and Active Kids Sports. These programs run all year long, but are extra valuable in winter allowing kids to continue to be active regardless of the weather. Learn to Swim programs are offered at Gisborne Aquatic Centre (Mon–Sun) and Kyneton Toyota Sports & Aquatic Centre (Mon–Sat). Swimming lessons over the winter months help children maintain and build their swimming and water safety skills so they are ready for summer in and around the water.
Staying Strong (over 55’s) classes are delivered at Romsey Recreation Centre, Woodend Buffalo Sports Stadium, Gisborne Fitness Centre (GFC) and Kyneton Toyota Sports & Aquatic Centre (KTSAC). Aqua aerobics classes are delivered at Gisborne Aquatic Centre and KTSAC. KTSAC and GFC also deliver a wide variety of group fitness classes including circuit, spin, cardio, boxing and core sessions. We know the group fitness timetable doesn’t suit everyone. That’s why we’ve introduced world-class virtual fitness classes, delivered by LesMills on the big screen at KTSAC. Council pledges to address ageism
As a member of the World Health Organisation (WHO) Global Network of Age-friendly Communities, Council is committed to making Macedon Ranges a great place to get older. Respecting everyone regardless of age creates a more caring, connected and enjoyable community for all. According to WHO, ageism is ‘stereotyping, discrimination and mistreatment based solely on a person’s age’. In older people, ageism can contribute to isolation and elder abuse. As a community, we all have a responsibility to address it. In June, Council will sign the EveryAGE Counts pledge to address ageism, joining with community organisations and other local governments to raise awareness of the issue. Manna Gum Playground upgrade
Council was successful in obtaining $360,600 through the Victorian Government’s Building Blocks Refurbishment and Minor Works grant program to upgrade and extend the outdoor play space to the north and west of the kindergarten building. The project improves accessibility and extends the play spaces to make use of all available outdoor area to the north and west. The introduction of nature-based play elements will create useable and accessible ‘outdoor classroom’ type spaces, encouraging children to connect to the natural world and learn about the environment and the ecosystem.

Volunteer with us!
Would you like to assist older people in the Macedon Ranges to be more socially active and connected with their communities? You can volunteer to support older people through the following programs: Visiting: visit an older person in their home to have a cuppa, a chat, do some gardening together or anything else of interest to you and the client.
Registrations are open for three and four-year-old kindergarten for 2023.
Community Connect: support an older person to get out in the community; go out for lunch, to the movies, attend a class or exercise session, visit a gallery or go for a walk.
Our kindergartens are rich in nature-based and creative learning experiences, with play spaces that encourage creativity and problem solving, in beautiful outdoor areas.
Digital Connect: assist older people to learn how to use technology; learning how to text, send messages, use Facebook and emails.
We work in collaboration with families to support children’s needs to ensure they get the most out of kindergarten.
Social Support: assist older people to attend medical and other appointments in the community.
Registrations are open until 30 June 2022. If your child currently attends three-year-old kindergarten, you must register for four-year-old kindergarten by the close date to secure their spot for 2023.

Youth services Youth Mental Health First Aid
Learn how to help young people experiencing mental health problems by participating in one of our award-winning Youth Mental Health First Aid courses. The 14-hour program teaches participants first aid skills to give initial help to young people who are in a mental health crisis situation or in the early stages of a mental illness. The course covers various mental health problems experienced by young people and is delivered using case studies, films and group discussions. Course cost: • $37.50 to residents within the shire • $190 for all other people A refresher course is $30 for all participants. There are separate courses available specifically for teachers and youth service providers within the Macedon Ranges.
Join the Youth Ambassadors program Green means go
Got a passion project you want to get started, or one you want to keep go, go, going? Green Means Go gives dollars and project support to young people looking to do just that. Financial support of up to $1000 is available for selected projects.
Leaders in the loop
Know what young people want and want to tell us? Leaders in the Loop gives young people a seat and a say at the Council and community consultation table. Remuneration is also offered to young leaders for their time and input into consultations. Young people aged 15–25 who live, work or study in the Macedon Ranges are eligible to participate in the program.

Music in the Sticks
Music in the Sticks (MITS) is for young people in the Macedon Ranges aged 12 to 25 interested in the music industry. The program has been running for over 15 years and provides skills and experience to young people in: • event management • sound and lighting • photography and film • publicity and management • live and studio recording • sound production • hospitality The MITS crew is currently preparing for Battle of the Bands on 29 July at Kyneton Town Hall where local bands will compete for the title of the ‘Best Band’ in the Macedon Ranges. MITS meets on a fortnightly basis and is currently recruiting new members.
Youth Spaces
Youth Spaces provide a safe, supervised and inclusive space for young people (12 to 17 years) to connect with their peers through a range of activities, events and excursions. Entry is free and catering is provided. Youth Services currently runs the following:
Woodend Youth Space: 4–5.30pm at Woodend Neighbourhood House, 47 Forest St, Woodend. 1st and 3rd Wednesday of every month. Newham Youth Space: 4–5.30pm at the
Newham Mechanics Institute, 1292 Rochford Rd, Newham. 2nd and 4th Wednesday of every month.

Tell us about the inspiring young people in your life by nominating them for our annual Youth Awards, which celebrate and recognise the incredible achievements of young people in the shire. Nominations are now open and can be for any young person, or group of young people, aged 12–25 years who lives, works or attends school in the Macedon Ranges.

• Willpower: young people who show real character and perseverance, especially in the face of adversity • Good deeds: young people who give their time and energy to activities that support the wellbeing of another individual, group or community. • Pure imagination: young people pursuing their passion for creativity through the arts. • Nicely played: young people kicking recreational and physical activity goals. • Skilling it: young people excelling in a mentorship program, workplace or business. • Well aware: young people who shine a light on important issues/social causes, and raise awareness in the community. Nominations close at 11.59pm on Sunday 31 July. Winners will be announced on Thursday 6 October at Kyneton Town Hall.

Cool Changes
The Cool Changes program creates place-based Community Climate Action Plans unique to towns and communities in the shire. Community members from Gisborne and Riddells Creek recently participated in workshops that explored township vulnerabilities and assets in a changing climate and worked together to build a creative vision for climate action into the future. Congratulations to both communities for mobilising and increasing community resilience. Cool Changes will be coming to Macedon/Mt Macedon and Kyneton later this year.
Storm recovery one year on
On June 9 and 10 2021, a severe storm caused widespread destruction across the shire. Thousands of residents, hundreds of houses, fences, outbuildings and sheds were impacted. Extensive tree falls occurred, resulting in closures to roads and public spaces. One year on from the storm, recovery projects continue. The Bushfire Recovery Victoria (BRV) Residential Clean-Up Program recently completed works at 167 properties in the shire, the second highest of all municipalities affected by the storm. From the masses of trees that fell in the storm, wood was reclaimed and turned into usable products for the community such as free firewood and fence posts. Woodend Men’s Shed have used milled wood to create free nest boxes for residents and support habitat restoration for native animals. We are asking residents to share photos, videos and stories to create a record of the event and acknowledge the resilience of our community. Experience nature in winter
When it is very cold, we tend to snuggle into our blankets and stay inside with a hot drink. But why not rug up and explore nature this winter? Enjoy forests and woodlands shrouded in mist, bursting with emerald mosses and colourful fungi. While European forests go dormant, our eucalyptus forests are evergreen and continue growing in response to winter rains. The local fauna also responds in kind. Winter-breeding forest animals include the Common Wombat who enjoys feeding on all the fresh new undergrowth, and the huge and mighty Powerful Owl who lays eggs in enormous tree hollows as early as June. The Ringtail Possum starts breeding as early as April. These animals clearly don’t mind the cold! Walking in nature is a wonderful way to warm up cold feet, and feel the winter sunshine on your face. A boost for our waterways
Restoring vital waterways across the shire has been a focus for Council, our partner organisations and community groups over the past twelve months. Working in partnership with Melbourne Water, extensive weed control and revegetation is occurring along Jacksons Creek and Bunjil Creek in Gisborne, Deep Creek in Darraweit Guim, and Five Mile Creek in Romsey. Smaller waterway reserves are receiving attention too, such as Riddells Creek in Macedon, Monument Creek in Rochford and Dry Creek in Riddells Creek. To the north of the shire, Council is working closely with community groups and North Central Catchment Management Authority to undertake planning and works along the Campaspe River in Kyneton and Five Mile Creek in Woodend. These projects will see improved habitat for native mammals, birds and insects, cleaner water for frogs and water bugs, and beautiful places for residents to connect with nature. Bald Hill Reserve
Located in Kyneton, Bald Hill Reserve is valued by the local community as an ecologically, geologically and culturally significant location. With a variety of user groups, the reserve provides low impact, passive tourism opportunities for bird watching, photographers and naturalists. Council officers are working alongside the Friends of Bald Hill group to complete the supply and installation of a shelter within the reserve—a community funded project.
Black Hill track repairs
1.8km of tracks were repaired at Black Hill Reserve during 2021-22. Works included the installation of two metal boardwalk sections, granite rock walling of pipe ends, replacement and installation of new pipes, and installation and compaction of 500 tonnes of road base quarry material. Taungurung Land and Waters Council were engaged during the project development and contributed significantly to the scope of works. There is still track damage in Black Hill Reserve, requiring the closure of the northern loop section. Council appreciates your support while we address these areas.

The Get to Know your Grower website has been created to connect consumers with local fruit and vegetable growers in the region. A partnership between Macedon Ranges Sustainability Group and Veg Action, Sunbury Cobaw Community Health, Macedon Ranges Shire Council and Healthy Heart of Victoria, it also shows where to find farmers’ markets, the best veggie meals at local eateries, veggie box suppliers and farm gates and tours. Waste strategy 2021–2026
Over the past two years, we have made some big changes across the shire to help create a sustainable future by reducing waste and recycling more. This has included the introduction of the four-bin collection service, a soft plastics recycling trial, waste and recycling sorting stations for events, and the development of a new Waste and Resource Recovery Management Strategy. Key actions in the strategy include integrating sustainable procurement practices into Council’s existing procurement policy, developing a Waste Minimisation and Resource Recovery Education and Engagement Plan, a Litter and Illegal Dumping Management Plan and investigating a closed-loop glass collection, processing and re-use option within the shire. Other initiatives currently underway include a program supporting the use of reusable nappies, a project to distribute processed FOGO-turned-compost back to residents at a competitive price and a schools education partnership with Plastic Oceans Australasia supporting the elimination of single-use plastics. Soft plastics recycling here to stay!
Council has been running a soft plastics recycling trial at our transfer stations in Kyneton, Woodend and Romsey since late 2021. So far, around 600 cubic metres of soft plastics have been diverted from landfill. Due to the huge success of the trial, Council will continue offering this as an ongoing service—a win for both residents and the environment! Register your pool and spa
Have you registered your swimming pool or spa with Council using our online portal? As a pool or spa owner you must: 1. Register your pool with your local council ASAP 2. Organise an inspection of your pool barrier by a registered swimming pool inspector 3. Rectify any issues identified from your pool inspection 4. Submit a certificate of compliance to your council by the due date As a reminder, if you own a pool constructed on or before 30 June 1994, it is a legal requirement that an inspection and Certificate of Barrier Compliance was lodged with Council by 1 June this year.

Heritage controls are a part of Council’s ongoing commitment to improve our built environment and protect places of value to the community. Planning Scheme Amendment C127 is being presented to Council this year for adoption with proposed heritage overlays being applied to 32 places identified by heritage studies in Macedon, Mount Macedon, Lancefield, Woodend and Woodend North. A Planning Panel Report that considered Amendment C127 and a number of submissions was made public in March 2022. Officers are currently updating the amendment in line with the Panel’s recommendations before a report is presented to Council in mid-2022.

The plan outlines our vision for the next four years in providing animal services to the community, the principles that guide our work, and our plans to achieve this vision.
