GOVERNOR JB PRITZKER Governor JB Pritzker was sworn in as the 43rd Governor of Illinois on Jan. 14, 2019. Since taking office, he has accomplished one of the most ambitious and consequential policy agendas in state history. The governor won bipartisan passage for Rebuild Illinois, the largest investment in state history to upgrade roads, bridges, rail, broadband, and schools. He overcame years of fiscal mismanagement in Illinois by proposing and passing a balanced budget every year, eliminating the state’s multi-billion dollar bill backlog, reducing the state’s pension liability, and achieving six credit upgrades from rating agencies. He took bold action to put state government back on the side of working families by creating jobs, raising the minimum wage to a living wage, protecting reproductive rights, making university and community college education more affordable, and advancing equal pay for women. Throughout the COVID-19 pandemic, Governor Pritzker saved lives and livelihoods by prioritizing the health and safety of Illinois residents while supporting families and businesses through the COVID-induced recession. To protect hardworking families from additional hardship, one of the defining features of the governor’s response to the COVID financial crisis was launching the nation’s largest pandemic relief grant program for small businesses and the nation’s largest housing assistance program. In 2021, Governor Pritzker proposed and signed a comprehensive clean energy bill, making Illinois a national leader on climate action and the first state in the Midwest to pass a law phasing out fossil fuels. Before becoming governor, Pritzker founded 1871, the non-profit small business incubator in Chicago. Since its creation, Chicago has been named one of the top ten technology startup hubs in the world, and 1871 was named the best incubator in the world. As governor, he continues to expand support for new business creation throughout the state and cut taxes for hundreds of thousands of small businesses while incentivizing job creation. Since 2019, annual new business startups in Illinois have grown by nearly 70%. REPRESENTATIVE NORINE HAMMOND State Representative Norine Hammond represents the 94th District in the Illinois House of Representatives. She is the Deputy Republican Leader and chief budget negotiator for the House Republican Caucus. She serves thirteen counties in west-central Illinois. They include all or part of the following: Adams, Fulton, Hancock, Henderson, Knox, Mason, McDonough, Mercer, Peoria, Rock Island, Schuyler, Tazewell, and Warren. Committee Assignments: Rules (Republican Spokesperson); Consumer Protection; Executive; Human Services (Republican Spokesperson); Public Utilities; Gaming. Representative Hammond is an advocate for preserving Amtrak services across the state, as well as supporting our veterans, and ensuring state agencies work best for all Illinoisans. Throughout her legislative career, she has worked for increased funding for universities and community colleges throughout Illinois. Representative Hammond's legislative priorities are based on the concerns and issues that residents, businesses, and local governments have in the 94th District. Hammond continually sponsors legislation to grow Illinois’ economy, providing good-paying jobs for working families. REPRESENTATIVE DAN SWANSON State Representative Dan Swanson represents the 71st District in the Illinois House of Representatives. He serves six counties in Illinois. They include all or part of the following: Henry, Knox, McDonough, Mercer, Rock Island, and Warren. SENATOR MICHAEL HALPIN State Senator Mike Halpin represents the 36th District in the Illinois Senate. He serves six counties in Illinois. They include all or part of the following: Rock Island, Mercer, Henry, Knox, McDonough, and Warren. Committee Assignments: Personnel & Pensions (Chairperson); Agriculture & Conservation; AppropriationsGeneral Service; and Veterans' Affairs (Vice-Chairperson). Senator Halpin is an attorney by trade, practicing law at the Rock Island firm of McCarthy, Callas, & Feeney, P.C. In 2013, after only three years at the firm, he became a partner. His primary areas of practice are Labor Law and Municipal Law, as well as representing working people in their estate planning, traffic, and real estate matters. Halpin also serves on the Board of Directors for Bridging the Gap: Stand Down for Homeless Veterans, and provides free consultations, and some pro bono representation, for veterans in need. Halpin previously served as a State Representative in the 72nd District, passing meaningful legislation like House Bill 822, which provides that schools may maintain a supply of undesignated glucagon to save a child’s life, and voting for balanced budgets every year he has been in office. Halpin looks forward to serving a larger portion Western Illinois in the State Senate.

SENATOR NEIL ANDERSON State Senator Neil Anderson represents the 47th District in the Illinois Senate. He is the Republican Caucus Chair. He serves 16 counties in Illinois. They include all or part of the following: Adams, Fulton, Hancock, Henderson, Henry, Knox, Mason, McDonough, Menard, Mercer, Peoria, Rock Island, Schuyler, Stark, Tazwell, and Warren Counties. While attending the University of Nebraska he tried out for the football team as a walk-on. Neil was the only walk-on, out of 372 student athletes, to make the final team and join the roster. After attending the University of Nebraska, Neil and his wife Brandi moved back to the Quad Cities where he joined a volunteer fire department. It didn’t take long for Neil to realize that serving the public as a firefighter was his true life calling. He went on to earn his paramedic license and join the Moline Fire Department in 2006.

MARK RANEY IL FARM BUREAU Mark Raney serves as the Associate Director of State Legislation in the Governmental Affairs and Commodities division at Illinois Farm Bureau. Previously, Mark worked in the Illinois Senate for 6 years in multiple capacities, including managing the Senate Agriculture and Senate Environment committees. Mark’s responsibilities include lobbying state officials on behalf of the Illinois Farm Bureau membership, keeping the membership up to date on important legislative issues, and administering and implementing the Illinois Farm Bureau Activator PAC during the campaign seasons. Mark was born in St. Louis, but was raised in Edwardsville, Illinois in Madison County. He attended the University of Illinois and majored in Philosophy. He currently resides in Springfield with his husky, Jackson.

IML DIRECTOR BRAD COLE Brad Cole serves as executive director of the Illinois Municipal League (IML), which is the statewide association of all 1,295 cities, villages and towns. Since 1913, the League’s mission has been to articulate, defend, maintain and promote the interests and concerns of Illinois communities. He began in this position in December 2014. Cole previously was the Senior Vice President of Pepsi MidAmerica, served as the Downstate Director for U.S. Senator Mark Kirk, served as the Mayor of the City of Carbondale for two four-year terms, which followed one four-year term on the city council, and was Deputy Chief of Staff to Illinois Governor George H. Ryan. He has served on a library board, a park district board, a school board, a regional healthcare system board, a multi-state economic development commission, a federal agency advisory committee and in many other similar posts Separate from the League, Brad serves as Managing Director of the IML Risk Management Association (RMA). Formed in 1981, RMA is the statewide leader in municipal insurance, loss control and risk management services. RMA provides insurance services to 60 percent of all municipalities in Illinois. Cole is a graduate of Southern Illinois University at Carbondale with a bachelor’s degree in a double major of political science and biological sciences, and a master’s degree in legal studies from the SIU School of Law. He originally hails from Macon, Illinois.

ROBERT STEPHAN INTERSECT ILLINOIS Robert Stephan is the Vice President of Downstate Relations for Intersect Illinois. He has nearly twenty years experience in government, politics and the private sector. For the last nine years he has advised clients on governmental relations and communication issues in the education, healthcare and transportation industries, among others. Robert is a is a leader on Downstate Illinois issues. His prior experience includes working as the Downstate Director for former Comptroller Dan Hynes, Deputy Downstate Director for U.S. Senator Barack Obama and Special Projects Director for former U.S. Congressman Jerry Costello. He also served as an Advance Associate for the Obama-Biden White House. Robert is a 1999 graduate of Illinois State University and has completed Masters coursework at the University of Illinois-Springfield. He was appointed by Governor J.B. Pritzker to the Southwestern Illinois Development Authority in 2020. Intersect Illinois aims to bring new jobs, investment and economic prosperity to Illinois through dynamic partnerships and collaborations with companies, universities, organizations and the government to deliver a unified approach to economic development.

IDOT SECRETARY OMER OSMAN Omer Osman was appointed Transportation Secretary by Gov. JB Pritzker in 2019. His role as secretary reflects three decades of experience at the Illinois Department of Transportation in engineering and management, most recently serving as deputy secretary. Osman began his career at IDOT as a civil engineer in 1989. As he acquired experience at the department, he progressively took on more challenging leadership roles, starting at the district level and then moving into executive management. Moving through the IDOT ranks gives him unique insight into department operations and scope, funding challenges and opportunities, as well as the need for strategic maintenance and infrastructure growth to support economic development and travel for residents. His vast experience in transportation includes the management and advancement of complex projects and the assessment of current resources to inform funding and programmatic needs to create a multimodal system for the 21st century. He fosters a culture of innovation and stresses the importance of IDOT leading the nation in best practices, including programs and initiatives that position the agency as one of the most innovative departments of transportation in the country. A native of the Sudan, Osman came to the U.S. to study civil engineering at Southern University and A & M College in Baton Rouge, LA. He also earned a master’s in civil engineering with an emphasis in construction management at Bradley University in Peoria.
