INTRODUCTION Today, historic preservation is seen as important for reasons of stewardship, responsibility, sustainability, and conservation, in an effort to save cultural resources. Adaptive reuse is defined as putting a new use or function in an existing building, often with major changes made to the interior. This is an important project to take on because preservation is a social justice movement that is critical to maintaining the quickly fading cultural roots of America’s cities, towns, and people.

Elmira is considered to be in the “Southern Tier” of New York State, along the border of Pennsylvania. The town became prominent due both to its location on the Chemung River and as a transportation hub between Rochester, Buffalo, Albany, and New York City. The population decline of Elmira began in the early 1970’s after large manufacturing companies closed their doors. Elmira deteriorated further after the flood of 1972. The adaptive reuse of this building should help to revive the town and return it to a prosperous state.

The Federal Building, formerly the Elmira Post Office, is located in the heart of downtown Elmira at 200 East Church Street. It is located near public transportation including a bus stop and train station and is surrounded by other local businesses. The site also has on-site parking and a loading dock.

HISTORY

BUILDING PAST The Federal Building, originally a United States Post Office and Courthouse, was built in 1903. James Knox Taylor, the architect, was also the Supervising Architect of the United States Department of Treasury from 1897 to 1912. In 1972, Elmira was flooded by Hurricane Agnes, destroying much of its downtown. After the flood, the city of Elmira moved to demolish many of its buildings at which point the Federal Building was placed on the National Register of Historic Places. The building was renovated in 1984 to become a call center, which left shortly after. Since then, the building has remained vacant but in good condition.

The building is overall in good condition with many of its historical elements having stood the test of time. The adaptive reuse of this building will help to further preserve it historical significance.

HISTORY

PRECEDENT Banded Rustication One of the building’s most striking features is the banded rustication wrapping the first floor. Its appearance is a result of cutting back horizontal joints of the masonry work. This is feature as it is one of the only minimal elements of the BeauxArts style. Its repetitive nature will be abstracted in subtle and interesting ways to serve as a concept for the taproom and restaurant bar and booth seating in the restaurant.

HOP FARMING

REBIRTH OF AN INDUSTRY The beer industry in upstate New York has a long and tumultuous history. In the late 19th and early 20th centuries, hop farming was a booming in upstate NY. However, when Prohibition took effect in the 1920’s, the hop farming industry almost completely disappeared. At the beginning of the 21st century, NY state farmers began to discover hop plants randomly growing on their farms. Today, to help support the economy of rural upstate NY, there is an effort to revive the once successful hop farming industry.

CONCEPT

REFINING OUR ROOTS To truly appreciate beer, it is important to understand its roots: including both the ingredients and the brewing process. To truly value the strong Beaux-Arts style of the Federal Building, it is necessary to understand its history. The contrast created by integrating manufacturing among classical elements of a BeauxArts building will be emphasized in the design of the space. The repetition that is intrinsic to the Beaux-Arts style will also influence design decisions, further rooting the building in its history. In this way, both the roots of brewing and the Federal Building will be reflected in the design of the building. As important as it is to understand the origins of a product or place, it is also critical to envision a future. It is with this progressive thinking that we can begin to refine history to create a better future

The concept, “refining our roots,’’ informs the vertical relationship of space. The first floor houses the informal and manufacturing spaces while the second floor contains upscale spaces.

TAPROOM & MANUFACTURING The beer experience is the primary customer attraction on the first floor of the building. Revival, the taproom, restaurant, and craft beer company, is an immersive and educational experience. Upon entering the taproom, the visitors are immediately engaged in the art of beer making as they observe the manufacturing process through floor-to-ceiling windows. Tours of the facility are offered to further educate the customer. In the beer hall, visitors sit at long, communal tables participating in beer tastings, eating light snacks, and engaging in discussion to further their learning. This experience is extended through a beer display, discussing the history of the craft beer movement, and a retail space, where Revival Brewing Company products can be purchased. The first floor also acts as a reception for visitors to the upscale dining venue on the second floor. The staff of the brewing company also have their offices on the first floor as well as ample storage for manufacturing overflow.

REVIVAL BREWING CO. BRANDING The naming of Revival Brewing Company was inspired by the adaptive reuse of the Federal Building. Establishing a craft brewing company in Elmira, New York will not only help to revive the economically troubled region by spurring the growth of hop farming in the area, but will also help to revive the Federal Building itself. The retail packaging design for Revival Brewing Company’s products serves as an ode to the city of Elmira and its history. “Captain Abe’s Ale” references an Elmira war hero while “Queen City Cider” plays on a name once associated with the city. As these products are distributed nationally, Elmira’s economy will be revived by an influx of tourists and visitors loyal to the Revival Brewing brand.

SECOND FLOOR

UPSCALE DINING & EVENT SPACE The second floor of the building functions as a more elevated dining experience and event space. Customers looking for a three-course menu will be able to dine at Redux, a re-invented farm to table dining experience. To maintain a connection with the brewery on the floor below, the outdoor space on the second floor has been transformed into a covered beer garden allowing visitors to enjoy four seasons outdoor dining. The event spaces on the second floor also have the ability to utilize the outdoor space for private events. Further extending the options for events, the second floor contains a private dining venue and two more traditional event spaces. The restaurant and event spaces are connected by a lounge spanning the large hallway. Here patrons can interact while waiting to be seated at Redux or while lingering outside an event.

REDUX RESTAURANT BRANDING Redux is a Latin word defined as “brought back,” capturing the spirit of adaptive reuse. Because the restaurant is housed in a grand courtroom, it is important that the branding both incorporates and modernizes the room’s most notable features. The curved extension of the letter “X” in Redux mimics the arches, a notable feature of the space. Like the craft brewing company on the floor below, the “farm to table” concept of the restaurant will also help to revitalize the local agriculture industry.
