In 2014, Esan began operating the largest in-house solar energy project in the Aegean region, a 500 kW solar panel roof on its storage depot in Güllük which produced 670 MWh of electricity in 2016. In 2015, it completed a second solar energy project at the site of its new magne-

sium plant with a fixed capacity of 2,350 kW, the largest solar energy auto-production facility in Turkey. In 2016, this plant generated 1,000 MWh of energy which, in combination with the Güllük project, prevented approximately 940 thousand kg of carbon emissions in 2016.

From the Editor Arda Ayhan | Geologist, MSc | arda@miningturkeymag.com For modern society, there is now a phenomenon that is not very utopian: The robots. Perhaps in the very near future, we will begin to use robots to meet the ever-increasing needs of common culture of humanity, especially in jobs that bear the risk of death. There are huge investments in this area, because it seems that the common culture will never want to settle for less. Thus, the lives that have been spent to obtain the raw materials that are thought to be endless will probably end in the very near future. This is a wish. However, it is doubtful that everyone can access these technologies. Moreover, even if conditions are perfect in terms of economic, technological and moral, this is still a future. However, today the situation is different. Despite many technological developments, the growing OHS experience and the increasing ethics of our culture, people are still working and dying in these jobs. Increasing raw material demand and industrial production continue to assign more labor to more risky tasks. This is the continuation of a few thousand years of tradition in human culture. Although we have experienced more recent accidents, I have not forgotten what I read, watched and listened about the Soma disaster which is still up-to-date. I thought a lot about it. Therefore, I proposed the theme of this issue as “OHS in the Mining Sector” when I was offered to be the editor of this issue of the magazine. The most important reason why I thought a lot about it was the numerous accusations mentioned in this disaster. Everyone was accusing each other for negligence, ignorance, lack of control, wrong politics, money ambition or deliberate movements. These accusations may all be true. On the other hand, they can all be wrong, too. Workers, chiefs, engineers, managers, bosses, politicians can be guilty. I did not see anyone happy about this accident. I’m not a judge either. That’s why I cannot blame anyone. My claim is that this is a cultural issue. Soma was a nominal peak, but in terms of the story of the accident it was a repetition of the previous ones, and it was not the last, unfortunately. A society that has lost more people in traffic and occupational accidents than people who died in terrorist acts, needs to make a cultural breakthrough before a technological one to stop these recurring accidents. As stated previously, mining, by its nature, is a profession that is carried out by taking vital risks and will be so until the robots take over the job. But why? The need for raw materials is an unignorable fact, but whom are these raw materials for? The death of some people for the welfare of some others is a situation that requires a serious ethical questioning and personally disturbing my conscience. Human is not a source. Human is the purpose. After Soma, did our society make a moral inquiry? All we did was searching for a guilty and praying. And then it was Ermenek. Then Şirvan... And these were tens among the accidents. But we are now only interested in numbers. As mining accidents increased, deaths became statistics for society. Our culture, however, has kept its tradition alive. Life before profit... This is the philosophy we should adopt socially to help settle the OHS culture. Never forget that we will either rise or fall together. This is a few thousand years old constant rule of being a society. Safety first!

Esan Receives “Best Innovation Project of the Year” Award Esan continues to draw attention with its pioneering practices in the mining sector. Esan received the “Best IoT” award in 2016 and in 2017 he was awarded the “Best Innovation Project of the Year” award by International Data Corporation (IDC). Esan has made its business processes more secure, more efficient and integrated with its intelligent mining applications and has been appreciated in the competition where it is evaluated together with sectors such as finance, automotive with “Esan Underground Signaling Project”. According to the statement made by the company, the project is worthy of the award and is the first underground signaling project in the sector, using in-

telligent and wireless control and precision positioning devices. Having a very wide network of organizations, Esan operates in a total of 10 locations in Turkey and is also active abroad. This broad structure of the organization poses challenges and creates needs. So, with its digital transformation strategies, Esan makes technology investments to turn this into an advantage and manages all processes with standard applications via a common infrastructure and ERP system. Thus, Esan aligns new generation business applications and automation systems with smart mining applications and technologies, integrating mining with technology. The structure developed by Esan’s intel-

ligent mining strategy is beneficial not only for the mining sector, but also for improving the application areas of information technologies. The project, which has an algorithm based on underground and plant conditions, was the IoT project that achieved the fastest success in terms of return on investment with its radar system and its structure allowing for underground route optimization. According to the company’s claim, this project also made a direct contribution to OHS and production in Turkey and achieved significant gains such as high OHS and operational efficiency thanks to the proven “Underground Signaling System”, the largest underground mining IoT project. Always Production, Always Export Mevlüt Kaya, the head of the Aegean Mining Exporters Association which is one of the locomotive sectors of Turkey’s exports, said that the mining industry is acting with the slogan “Always production, always export” instead of retreating to the brink in a crisis environment. Meeting with the İzmir Media Platform, Kaya gave information about the schedule the Aegean Mine Exporters Association has been working on to increase mining exports. Explaining that Turkish mining has not yet found value and that the lobby is weak, Kaya continued:

“We are leaseholders at mines owned by Turkish people and we do not have a lobby. We will manufacture and export by taking the sensitivities of the Turkish people to the foreground. Turkish mining has not yet fully found its value, but our URGE Project Center, R&D Center studies continue.” Mevlüt Kaya, who made striking explanations at the meeting of the İzmir Media Platform, expressed his hopeful developments in mining sector, especially in natural stone. Kaya noted that the mining industry, one of the most powerful weapons of Turkey, has not

been used effectively yet. Despite all the negativities, EMİB President Kaya shared the knowledge that the export appetite of the sector is very high. It is noted that reaching the 2023 targets requires some motivation, but if the obstacles are removed, the mining sector is the closest one to meet these targets. Kaya mentioned that regarding to the exports increased to 5 billion dollars from 30 million dollars in 25 years, there is a potential to reach 2023 target, which is 15 billion dollars. March 2017

Highest Employment Expectation is in the Mining Sector Employers foresee a 16% increase in the net employment outlook for the Turkish mining sector; In April-MayJune the recruitment rate is expected to reach the best levels. Manpower’s Employment Overview Survey for the second quarter of 2017 shows a 14% increase in the net employment outlook. The strongest recruitment expectation is attributable to the mining sector, whose net employment outlook has increased by 16%.

Compared to the first quarter of 2017, there is a 4% increase in the mining sector despite the decrease in recruitment plans of 6 of the 11 sectors included in the survey. When compared to the same period of 2016 (2nd Half), recruitment expectancies in 9 of the 11 sectors included in the survey were weakened while recruitment expectation in the mining sector increased by 13%. Globally, it is seen that recruitment plans for the next quarters are expect-

ed to increase according to more than 14,000 employers in eight countries and regions in the Asia Pacific region. Although the general situation in Australia has not changed from the previous quarter, the two main sectors of employment, including the mining sector, have the strongest employment prospects since the fourth quarter of 2012. In New Zealand, the highest employment rate is seen in mining and construction. March 2017

Turkey’s Greatest Underground Metal Mine to Close in 2021 No new reserves were found in the Çayeli Copper Operations, the largest underground metal mine in Turkey, located at the Madenli site of Rize’s Çayeli district after the exploration. The mine operation, which has been operating for 23 years, is planned to be closed in 2021. Ian Anderson, General Manager of Çayeli Copper Enterprises (ÇBİ), affiliated to the Canadian First Quantum Minerals company, explained to the press about the issue. Anderson, who stated that copper prices have started to move up again after the crisis in the mining sector on a global scale, said that the increase in the dollar in Tur-

8

Spring 2017

key negatively affects them. “The taxes increased due to the increase in the dollar. We closed the year with almost no profit. It was the first year in which CFI did not make a profit. We expect 2017 to be better. We aim to produce 1.2 million tons of ore run of mine in 2017. It is coming to the end of the CBI reserves and approaching the closing phase. Production processes in mining are getting harder for us. Therefore, investments will increase but income will decrease. This is very normal as you approach the end of the ore in underground mining.” Ian Anderson, stated that the time of the closing is related to metal prices,

and according to actual metal prices, this date is 2021. ÇBİ started producing copper and zinc concentrates for the first time in 1994. With an average of 500 employees, the mine, which has an annual average of 1 million tons of copper and zinc production, descended 600 meters down from the ground with a 6-kilometer road network. Approximately 21.5 million tonnes of mine reserves were removed in 23 years at Çayeli Copper Operations, which was acquired by Canadian First Quantum Minerals in 2013. January 2017

Millions of Meters Drilling is Planned Until 2023 Energy and Natural Resources Minister Berat Albayrak gave important information about the sector in his opening speech during the “Coal Action Plan Workshop” held in Istanbul. The workshop included Albayrak, as well as public and private sector leaders and ministerial bureaucrats. Albayrak noted that Turkey’s installed electricity production capacity increased from 30,000 MW to 80,000 MW and that an increase of 50,000 MW was achieved and that an investment of 75 billion dollars was received, while they will be resolute with same performance in the new period. Albayrak stated that the energy obtained from coal has been increased from 12 percent to 16 percent. Albayrak emphasized that developed countries use coal resources as opposed to reacting to the use of coal. Albayrak continued his words as follows: “For electricity generation, the United States is using 45 percent and UK is using 39 percent coal. Take no offence but we will use this source. Today, the installed capacity is at ten thousands, with these re-

serves; and I am leaving the ones we are yet to discover out. We will discover much more productive reserves in the coming period as a result of planned drillings. Within this scope, it does not really matter who says what.” Minister Albayrak stated that MTA has an important task in Turkey; “In the new era, MTA will play another role. It will work not only on coal but on all mines. We made very important decisions. The more you search, the more you will find. When MTA drilled 30 thousand meters in 2002, we raised it to 300 thousand meters. We set the target for 2017 at 1 million meters. Now we must raise these targets too. In the coming years MTA will continue to drill. We aim to reach a total of 3-4 million meters of drilling a year, jointly by the public and private sectors. We should complete drilling map of Turkey until 2023. We need to know what really is in the soil of the land we call the land of gold. Only this way we can use our local resources efficiently. “ Referring to the importance of the

core bank planned to be established in his speech, Albayrak said, “We have made very important steps regarding the core bank so that the sector can produce better quality jobs to set a solid ground. We have made very important steps not only in the context of Turkey but also in the different regions of the world in the context of exploration. MTA will look at how fast we can proceed in the projects to get results faster. I would like to give a very clear message here to 3 sectors. Especially academicians have very important duties. I am making a call from here. We expect more of their contribution in order to further develop the sector in Turkey. When we look at the finance sector, we are trying to create the right models. We expect their belief and more support to grow the industry. And our Private Sector... We have contributed so much until today, but in the following period we will continue our bold and vigorous investment without stopping it.” He concluded. November 2016

Minister Berat Albayrak: Domestic Coal Share in Electricity Increased 23 Percent Energy Minister Berat Albayrak assessed the electricity production figures for the year 2016. Albayrak reminded the goal of “More indigenous, more renewable” from the day he became minister. “We wanted to increase the share of domestic resources in electricity production by promoting. With the support we provide in this context, we have increased our electricity production from domestic coal to 36,180GWh to 44,586GWh com-

pared to 2015. We increased our electricity production from domestic coal by 23 percent compared to the previous year.” Albayrak underlined that Turkey, which is dependent on foreign energy, should use coal as the primary source of electricity generation, as it is all over the world. Energy Minister Albayrak stated that the share of natural gas in electricity generation decreased and added “In 2015, 99,219 GW of electricity was gen-

erated from natural gas, and in 2016, natural gas production was 88,609 Gigawatt hours. In other words, we have realized more than 10 percent reduction from the use of natural gas in energy production. We have reduced the impact of our energy production on the current account deficit.” Albayrak noted that in 2016, 8,400 of the 10,500 GWh increase in electricity production was from domestic coal. January 2017

Chrome Prices Continue Increasing, Low Interest Towards Manganese Chrome prices continue to fluctuate. Pursuing Chinese demand on chromium, together with the effects of supply chain uncertainties on the market affects Turkish producers, as well. As of November, Turkish exporters price 46-48% concentration chromium as 440-450 USD/Mt, 40-42% lump chrome ore as 420-430 USD/Mt, with 40-42% lump chrome ore price negotiations reaching as high as 410 USD/Mt. These figures were observed to be lower than 200 dolars only a few months ago.

18

Spring 2017

In October, South African chrome ore price uncertainty had caused an increase in Turkish chrome ore prices. This increasing trend in prices are not leveling off. Continuing intensive chrome demand of China caused by stable ferrochrome production are thought to be the reasons of this increase. As big producers make strategies according to the markets by keeping the production low, small producers that have already stopped production are reported to be ready to resume production. Considering the problems in supply, prices are

expected to keep increasing in the upcoming period. Although manganese producers benefit from continuing high Manganese demand from China, Turkish manganese ore is not preferred by the Chinese markets. A local company declared that a price of 7.2 USD/Dmtu for 42-45% manganese concentrate has been offered. As no feedback on the offer has been received, it is speculated that Chinese buyers may not be interested in Turkish manganese. November 2016

Esan’s Sustainable Growth by Diversification Esan was established in 1978 to produce high quality raw materials for the ceramics sector. Today, almost 40 years later, it is one of Turkey’s foremost industrial mineral and metallic mineral producers and the sole producer of primary magnesium in Turkey and Europe. In this role, Esan’s mission is to “Explore, process and add value to natural resources in a responsible manner towards people, the environment and the future of the world, and to offer these products globally”.

Sustaining Growth by Diversification Esan currently operates 37 mines and 10 processing and storage plants spread over a wide geographical area in Turkey and abroad. As one of Turkey’s leading producers and exporters of feldspar, quartz, kaolin, ball clay, Esan owns the largest clay and feldspar reserves in the country and possesses grinding and flotation facilities which greatly outpace those of its national competitors. In addition to industrial minerals, metallic mines and magnesium metal

24

Spring 2017

produced in its own facilities, Esan markets and sells various commercial products as well. As a supplier of high quality minerals and many industrial inputs and equipment, Esan markets more than 150 products to industries in Turkey and 47 other countries. Esan’s global presence has expanded through the years in line with its growing business volume and range. Esan operates with its representative offices in Italy, Ukraine, Kosovo, China and Portugal as of early 2016. The company aims to maintain its growth in industrial and metallic minerals in Turkey and abroad and continuously seeks opportunities through investments in extraction and processing.

Growing Presence in Metals

Esan’s key business attributes-high qual-

ity, experience, knowhow and flexibilityhave enabled it to diversify its fields of activity subsequent to 31 years of industrial mining history. With the opening of the Balya zinc and the lead plant in Balıkesir, Esan strategically diversified into the production of metallic minerals while maintaining growth in both the domestic and global industrial minerals market. Since the opening of the Balya plant in 2009, the production of metallic minerals has become a substantial component of Esan’s operations and made it the largest exporter of lead concentrates in Turkey. With 83 km of galleries and a depth of 815 meters, the Balya mine is the deepest lead and zinc mine in Turkey.

Turkey and Europe’s Only Primary Magnesium Metal Producer Following its successful entry in lead and zinc mining, Esan is expanding into new areas of mineral production, among them high technology products and metallurgy. To this end, it established Europe’s only primary magnesium plant in Eskişehir, Turkey. The plant, which utilizes the widely-used Pidgeon process, produces primary pure magnesium metal - a high value add product - from dolomite extracted from Esan’s own reserves. In the years ahead, Esan will endeavor to pursue its vision of adding value to natural resources through novel projects of this sort.

Sustainable Mining Esan’s approach to sustainability is based on four key focus areas: natural resources, people, the environment and the communities in which it operates. With a sustainability model consisting of OHS Management, Environmental Management and Social Impact Management practices, it continues to operate in a manner which is productive, respectful, responsible, attentive, and sensitive to the said four

focus areas. A further essential component of Esan’s sustainability model is Smart Mining. By investing in smart mining technologies, Esan is able to develop and implement applications and systems which are integrated by business processes, and further to maximize productivity and safety; and thus, sustainability.

OHS Management Employee safety, which has always been Esan’s top priority, is buttressed by a comprehensive occupation health and safety system which includes an OHS Council reporting directly to the general manager and fully-automated crisis management system. In 2016, Esan also initiated a “Zero Harm” campaign aimed at proactively locating and eliminating risks through observation and training.

Spring 2017

Environmental Management Minimizing the impact of its operations on the environment is a further key component of Esan’s sustainability approach. Esan continually strives to improve its environmental performance through energy and water utilization efficiency systems, dust management systems, waste management systems, and supplemental proactive practices. Additionally, Esan designs and implements the restoration of abandoned sites and quarries. Over the past five years, it has planted close to 70 thousand trees which have been selected for their ecological suitability and potential economic value to local communities. Esan has been certified through ISO 9001 Quality Management, ISO 17025 Laboratory Accreditation, ISO 14001 Environmental Management and OHSAS 18001 Occupational Health and Safety Management systems.

Reducing Carbon Emissions Through Renewables A recently-added component of Esan’s efforts to reduce its environmental impact is renewable energy. In 2014, the company began operating the largest in-house solar energy project in the Aegean region, a 500 kW solar panel roof on its storage depot in Güllük which produced 670 MWh of electricity in 2016. In 2015, it completed a second solar energy project at the site of its new magnesium plant with a fixed capacity of 2,350 kW, the largest solar energy auto-production facility in Turkey. In 2016, this plant generated 1,000 MWh of energy which, in combination with the Güllük project, prevented approximately 940 thousand kg of carbon emissions in 2016.

26

Spring 2017

Social Impact Management Esan is committed to ensuring that its operations contribute to the environmental, social and economic well-being of the communities in which it operates. To this end, Esan put in place local development programs which consists of purchasing, employment and sponsorship policies that place priority on local resources, increase the skills of the local work force. Additionally, it has corporate social responsibility initiatives and focuses on gender equality, disadvantaged groups (women and children), education, social development and welfare in the areas of operation.

A location rich in charm and historical importance, and the subject of a global restoration project for the square in front of the church: a challenging project, which saw the use of the legendary crusher bucket by MB Crusher, the BF90.3. Fitted on a excavator which has 23.724.6 ton operating weight, the BF90.3 crusher bucket was used for the on-site crushing of cobblestones and blocks of limestone from the preceding excavation of the square. Recycled directly on site, these crushed aggregates were then used on the same work site to fill the sub-floor for the creation of the new square. There were two evident advantages for the company using the crusher bucket by MB Crusher: the elimination of costs for dump disposal and for the purchasing of new aggregate materials for filling, and the consequential complete recycling of excavation materials. Success Begins with Safety

We, as Tüprag AŞ, are fully aware of our responsibilities respecting the protection of health, safety, peace and welfare of everyone working, directly or indirectly, for our company as well as of any other persons who may be affected from our activities. Accordingly, we have been displaying utmost sensitivity in that regard. At present, Tüprag has a total workforce of nearly 2,000 employees serving at the two mines we have been operating in Uşak and İzmir. Of these 2,000 employees, 65% have been recruited from among local citizens residing in close vicinity of the mines concerned. This is a source of happiness and pride on the part of our company. Within this framework, we have been providing relevant training to each and every employee of Tüprag regardless of his/her position in the company, with a view to ensuring compliance with laws,

36

Spring 2017

regulations and other legislations involving “occupational health and safety” as well as adherence to pertinent operating procedures and standards, thereby emphasizing that OHS practices stand out as a concept emerging from the life itself rather than just representing a workplace obligation. Given the enormous dimensions of vehicles, machinery and equipment

Tüprag Chairman, Board of Directors Mehmet Yılmaz

being used as well as the compelling physical conditions prevailing in both of our mines, i.e. Uşak Kışladağ Gold Mine (which we have been operating as an open-pit mine) and İzmir Efemçukuru Gold Mine (where we have been employing underground mining methods), it is obvious that even some slight negligence or omission to take place at these mine sites

might result in catastrophic damage. This is an undeniable fact which our country has sadly experienced in several other mines. We, as Tüprag AŞ, have been providing comprehensive vocational training to each and every employee of our company from the very first day of his/her recruitment. In addition to vocational training, we have been continuously extending OHS-related training covering a diverse set of topics such as risk awareness, safety observations and surveillance, case studies, safe driving techniques, fire and rescue, health unit training, etc., thereby contributing to personal or individual development of our workers and other personnel. For instance, every employee working at our Kışladağ Gold Mine has been receiving approximately 27 hours of OHS training per year. This figure is 41 hours on the average in the case of Efemçukuru Gold Mine. In the sense of mining and operation activities, total training hours per employee represent a considerably higher number as compared to that of our peer firms, which clearly manifests Tüprag’s esteeming its personnel. Apart from our specially developed OHS Policies which we have been implementing at each and every establishment of Tüprag, we have been officially awarded ‘OHSAS 18001: 2007’ certificates that qualify as a mark of our successful implementation of the “Occupational Health and Safety Management System” at the afore-mentioned two mines.

38

Spring 2017

In the sense of Health and Safety at Work, mining industry involves higher risks in comparison with other sectors. Therefore, in the case of mining industry, just satisfying the requirements of pertinent legislations would not suffice. In addition to general and common risks that any business of any given industry involve, mining establishments usually involve some extra

risks because of various factors such as the type of operation, geographical location and conditions, diversity and size of equipment used, number of employees, etc. For this very reason, every mining company or every mine site has to develop special, unique or exclusive safety measures and OHS practices. We have been serving in the mining industry for longer than 30 years, i.e. since 1986. The only thing that has remained unchanged during this time period of three decades is our firm belief in and strong commitment to our motto “FIRST COME THE HUMAN BEING AND THE ENVIRONMENT, ONLY THEN COMES MINING”. In this context, we are committed to make constant progress in the field of Occupational Health and Safety with a view to providing a workplace where our employees, subcontractors, suppliers and visitors feel themselves safe, secure and healthy at all times and where no accidents or injuries are experienced. www.tuprag.com.tr

Not All First Aid is the Same On a sunny afternoon in an early summer day, a young geologist is getting ready to pack the final samples he had been collecting in the remote area to avoid famous afternoon showers. Nearing the last days of his field assignment as part of the exploration team, he is anxious about going back home to catch up with his loved ones. Sending his partner down the trail to make the pick-up truck ready, he has less than two kilometers of narrow, loose trail he needs to hike down. As the clouds form over his head, he hastily gears up. Light showers already start washing the trail ahead. Worried about getting wet, he picks up the pace, only to realize the loose and wet rock he steps on was going to cause him a big trouble. Unable to maintain his balance because of his load, he tumbles down the trail. Coming to a stop, the only thing he could feel is the intense pain in his right ankle. Looking down there, he sees a grossly deformed lower leg with fresh blood staining his pants. He needs his partner more than anything to end this nightmare. An incident such as this could become real during everyday activity of a field geologist. While seen as an emergency health problem, this situation could quickly turn into a quest for survival.

A sprained ankle, broken bone or a bleeding wound; they all require basic first aid measures to be performed to prevent the situation from getting worse, easing pain and suffering, and potentially saving someone’s life. While first aid practices for mine sites follow very well defined and established standards, one lacks such precise conditions in the field. As exploration considered an essential part of mining, it requires different approach to the similar problems due to its unique environments where this ac-

tivity takes place. Unlike mines where emergency response plans are established and skilled first aiders, even healthcare professionals are nearby and plentiful, remote areas offer none of those comfort measures. Wilderness or remote area first aid includes different sets of skills and approach compared to standard first aid practices. While the ultimate goal is always the same, three unique conditions separate remote area first aid from standard first aid:

Time

Unlike standard first aid procedures where help is minutes or rarely hours away, one may not get any additional help for hours, sometimes even days in remote areas. In fact, remote area first aid is defined as practice of first aid when definitive medical care is more than one hour away. This extension in response time requires changes in priorities and practices. It is not simply a “stop the bleeding and call an ambulance situation. Extended care of the injured is now the goal for the first aid provider. A simple broken bone can cause different challenges when the injured person cannot be taken to a hospital for 20 hours. Should you allow him to eat or drink while waiting for evacuation?

40

Spring 2017

Resources Generally speaking, first aid is performed with whatever is available nearby. However, it is always possible to get fresh stock of supplies in an urban environment where help is nearby. On the other hand, we travel with very little first aid supply in the wilderness. And one severe injury can deplete these valuable resources fairly quickly with no help in sight. This requires improvisation skills to be learned by remote area first aid practitioners. It is not only the first aid supplies, but also the human resources are limited in remote areas. One usually have a couple

of travel companion with him, and this small group of people may not even be able to carry the injured down the trail for two kilometers.

Environment

Paved roads and easy access to a hospital will not be an option in remote areas. There are wet trails, dense bushes, steep hills, running rivers between the patient and the hospital. You should consider yourself lucky if you hit a dirt road. Further, consider environmental elements: rain, snow, fog, cold and hot and add darkness to all those. Simple medical problems can turn into complex situations when exposed to these

environmental extremes. One needs to know how to deal with mother earth while caring for the injured. While it can be considered as an extreme example, imagine for a second the Copiapó mining accident took place at a gold-copper mine in Chile in 2010. Thirty three men were trapped 700 meters below the ground for a record 69 days and survived the ordeal. The definitive medical care was not anywhere near, they had very limited resources and they had to deal with the extreme environmental conditions. Not only the physical contraints were the challenge, but they also had to deal with emotional and psychological stress, which is another important part of first aid. So as you can see, unique problems require unique approaches to fix. We will be covering wilderness and remote area first aid topics in coming issues, hoping to provide readers with more insight in this specific area of medicine and increase awareness among mining and exploration professionals. Stay safe.

Occupational Health & Safety Precautions Being Insured in Mining Explorations CONTACTS Serdar Onur Avcı Exploration Manager/B Class Health&Safety Specialist Serdaroa@demirexport.com

Gökhan Kanaat Senior Geologist/B Class Health&Safety Specialist gokhank@demirexport.com

Mining consists of many different phases ranging from exploration to production. These phases have different security risks if they are evaluated one by one. Upgrading the OHS culture and minimizing the probable risk can be achieved through a precise work. An exploration team at the beginning of the road is the basis of the mining operations and they run through large facilities with small clues. The predictions and evaluations of geologists can minimize the probable risks and troubles through the team work during their surveys in nature. OHS training and professional proficiency

42

Spring 2017

became more important nowadays and carry the occupational health and safety culture to the upper levels in our country where this culture has been advancing slowly in previous decades. In this context, planned trainings help to determine the precautions against the occupational accident and to avoid risky situations that employees may encounter. Generally, the occupational safety works in geologic surveys can be classified in two categories as prospecting and drilling operations. This classification can be further elaborated according to the projects.

Exploration and Prospection Phases

The team in the exploration project should also be trained about the difficult conditions in the field in addition to the professional information. First of all, the training must contain first aid training. First aid training can

be received from official institutions such as Kızılay (Red Crescent) as well as through private companies accredited by government agencies. Secondly, it is necessary to have detailed information about the vehicles that are used in the field. In general the four wheel drive (4WD) vehicles such as a pick up are used for challenging conditions in the field. The authority of the company that rent or sell the 4WD vehicle should give a detailed information. If this is not possible, the information can also be obtained from special service companies. After having detailed information of the vehicle, it is necessary to take trainings about the difficult field conditions that will be encountered with these vehicles. The training is called Off-Road Training. This training can also be given by accredited organizations. The certificate obtained after the training will have international validity. After the field transport training is over, field works related trainings should start. Employee must be trained about the us-

age of Personal Protective Equipment (PPE) and the works to be done in the field. Firtst the employee must check whether the PPE is fully loaded. Reflective safety vests providing visibility in the field, ankle supported /steel toe field boots to prevent slipping and buckling while walking and safety glasses to protect against splashing particles while taking rock-soil-stream samples are absolutely very necessary equipments. Moreover, one should also have detailed knowledge about the old workings in the area. It is important to have detailed information about the places where the old production cavities and galleries are located. In case of working in an old gallery, measurements must be made with gas measuring devices and the stability of the fortifications must be controlled by the specialist The Phase of Exploration Drilling. There are many risks for each phase of drilling operations and transportations. To begin with, the occupational security specialist appointed by the companies should make a preliminary study about the project site and prepare the risk analysis. Similarly, the first training that should be given in the drilling phase is also first aid training. Then, safety measurements must be taken on the study area after the first aid training is given to the employee. Among these measurements, warning plates must be placed at the appropriate places where the border of the working area is deter-

mined and the warning tape strips are pulled out, and the entrance of unauthorized personnel to the study area should be prevented. Detailed information about the machines and equipment to be used by the personnel in the study area must also be given. Ensure that Personal Protective Equipment to be given is used and monitored (helmet, steel-nosed boots, goggles, headset, etc.). Another issue that needs to be taken care of is environmental cleanness. Domestic and industrial wastes must be kept separately. Environmental cleanness reduce the risks such as falls and injuries resulting of slippery grounds that may occur with domestic and industrial wastes like oil anddiesel. Another benefit of environmental clean-

up is to get rid of fire risk. If the study area is a place like a forest, materials that may cause fire must be under control. A sufficient number of personnel should be kept during the drilling operations and a shift plan should be established in accordance with the working hours stated in the law. It should also be ensured that adequate training is given to the use, and transportation of the drilling machines and consumable material. In case of working in shift, teams must inform each other. In addition, the work teams can arrange weekly occupational safety meetings to determine probable risk and take necessary precautions. Do not forget that Every Accident Can Be Avoided!

A General Approach to the Concept of Safe-Driving CONTACTS Yener Gülünay Advanced Driving Specialist yener@gusem.com

Safe-driving is the self-protection of a driver with a proactive point of view against all the negative or even dangerous circumstances that she/he may encounter while driving in traffic. There are many things to say about the regulations for drivers, insufficient driving/traffic trainings and lack of inspections on drivers/vehicles in Turkey. If a healthy traffic life is desired in our country, the authorities must urgently reach drivers especially to those who have not been trained in basics of safedriving and do not understand the logic of this concept. Drivers who are trained in safe-driving first learn to use their vehicles correctly. They understand that the natural forces that act on their vehicles are stronger than their controls on the vehicles. This teaches them that they should not have much confidence in their control over their vehicles. In these trainings, the drivers experience scenarios close

44

Spring 2017

to real driving conditions repeatedly in traffic-free and artificially slippery courses among skittles. Thus, they learn more about themselves and their vehicles and realize their own the vehicles’ limits. These drivers gain the ability and awareness in matters like whence the threat is closYener Gülünay ing and driving without risks. In addition to these, they also realize that respect and tolerance in traffic are compulsory issues and that they cannot solve any conflict by temper. The benefits of these trainings are acknowledged all over the world. In Turkey, which is preparing to be a part of the EU, it is now time for the state and non-governmental organizations to pioneer conscious driving education. Trained drivers involve rather less in the accident. Thus, both vehicle damage costs as well as health expenditures

and loss of work power are greatly reduced. Due to low number of accidents, both insurance costs and so the drivers’ expenses reduce. Likewise, because the probable costs of damages are usually more expensive than insurance profits, low number of accidents is beneficial to insurance companies, as well. In Turkey, almost 30 thousand of people lost their lives because of terrorism in the last 20 years, while almost 300 thousand of people lost their lives in traffic accidents during the same period. A simple comparison shows us that this is one most important problems that our country has suffered in the last decades but no actions have been taken in terms of education by the State. Each year almost 400 thousand new drivers are added to traffic in Turkey. It is obvious for us that at least half of these inexperienced drivers could not receive a driving license if a level determination test was applied to them by a qualified staff of educators. There are many driving courses in our country that are serious in their educations. Unfortunately, the number of those which do not approach the issue seriously is quite high as well. On

the other hand, during the tests of issuing driving licenses, inadequate MEB inspectors try to test the driver candidates in short time periods and short distances during the licensing examinations. Issues like the are also among the factors that increase the risks in traffic. Most of our drivers do not know how to stop their vehicles in the shortest distances and safely. They keep the steering wheel wrong and even turn it wrong. They’re sitting on the seat in a wrong position. But the worst is that they not aware of these mistakes. Unfortunately, because of the poor training which had to but did not start from childhood, they do not have an adequate basic automobile knowledge. In the couple of minutes of vital importance before an accident, most drivers do not know what to do. They do not know their vehicles well. Their sitting and steering positions are incorrect. However, they could be able to control their vehicles correctly in a short time and will not interfere in any accident,

if they were aware of basic concepts of safe-driving. Do you think our drivers are so talented? Do you think that the new drivers are trained enough? Could you say that the driving courses provide the best trainings? Are the roads safe and signs/ signals useful enough? Do you think

Why are the Occupational Accidents not Decreasing? CONTACTS Gözde Metin MSc. OHS Specialist Class-B Fire Trainer gzde_metin@hotmail.com

The need for Occupational Health and Safety (OHS) in our country started with coal mining in late 19th Century. The regulations of Dilaver Paşa (Minister of Mines and Governor of Ereğli) which were published in 1865 and the Maadin Nizamnamesi (Mining Regulations) accepted in 1869, constituted the first legal regulations during the Ottoman Empire Era. In 1921 by the young Turkish Grand National Assembly, the Havza-i Fahmiyye (Coal Basin) Working Law was enacted to protect the rights of mining workers. This was one of the first In 1930, the Umumi Hıfzıssıhha (Public Health) Law law was enacted Despite the OHS Law published in and with 180th article of this law, to the dents, occupational diseases, safety owners of the workplaces employing 2012, why isn’t there a decline in the reports, on-demand investigations, at least fifty workers the obligation to number of occupational accidents and screening inspections, continuation employ physicians and ensure them to why are the fatal cases increasing? the employer will pay is higher than the cost of the penalty to be applied. This reduces the effect of the sanctions. One of the factors affecting the awareness of occupational safety consciousness is the postponed legal obligation. For example; The obligation to employ an OHS specialist and a workplace physician in the public institutions and in workplaces in less dangerous class with number of employees below fifty, that was going to start on July the 1st 2016 has been postponed to July the 1st 2017. This and similar examples of delays make it difficult to settle OHS culture and have a negative impact on public consciousness about OHS concept. With the Labor Law #6331, some obligations have been introduced to the employers. The current law dictates without any exception, that any employer is obliged to ensure the OHS of the employee, but employers are still avoiding the necessary investments. During annual budget planning, the

lack of OHS planning causes the later related expenditures to appear as extra costs. The mentality of “prevention is cheaper than paying” is not yet adopted in terms of employers in our country. One of the most important innovations of OHS Law has been to ensure the participation of employees in OHS issues. OHS studies are being more productive as OHS specialists become a part of the processes. If 88% of occupational accidents are thought to be caused by insecure behaviors of the employees, there is a great deal of responsibility for them, too in labor safety. The settled belief of ‘nothing can happen to me’ amongst the employees, increases the insecure behaviors. We can overcome this belief only by education. No doubt that employee trainings are very important but OHS trainings should be given even at childhood and children must grow with this culture. Otherwise, the education given during adulthood will be

Madencilik Türkiye (in Turkish) and Mining Turkey (in English) magazines are

insufficient. Usually employees resist to new information because of their very own and unquestioned experiences. OHS training usually remains only as paperwork in most workplaces and does not reach its goal. Education, which is the most important chain of OHS, is not paid enough attention. The reason for a large majority of accidents is based on lack of OHS education. With the law on OHS, all workplaces gradually became obliged to employ OHS specialists and workplace physicians. However, for these OHS specialists are employers of the companies rather than of the State, they cannot perform their duties as required. Any dependent OHS specialist has the potential to cause a mistake in the OHS processes. On OHS related negative circumstances in companies, the insufficient authorities of OHS specialists over employers remains as a dilemma. All these factors mentioned prevent the improvement of OHS in Turkey.

OHS in Drilling Operations CONTACTS Sarp Ayken Drilling Manager/Ortadoğu Sondaj sarp.ayken@ortadogusondaj.com

Arda Ayhan Editor /Mining Turkey Magazine arda@madencilik-turkiye.com

Overview Occupational Health and Safety (OHS) is one of the main issues of working life. It is now regarded as a scientific discipline. And as in other branches of science, depending on the changes in production processes and society life, it is constantly evolving. Within the scope of “Regulation on Occupational Health and Safety in Mining Workplaces” published on 19.09.2013, the minimum requirements are determined for the protection of the health and safety of the workers in drilling operations and surface or underground mining operations in Turkey. According to this regulation, the following articles have become compulsory. • To ensure the health and safety of employees, • To ensure the appropriateness of the workplace in terms of health and safety, • To explain the work to the employees with the help of instructions, • To take all the precautions about first aid and emergency situations and to carry out exercises, • To provide documentation on health and safety, • To control the working areas, • Providing training and informing the employees, • Subjecting employees to periodic health examinations when starting and during the work. Personal Protective Equipment: The personal protective equipment listed below must be used during all drilling operations (transport, assembly, disassembly).

Helmet, Headset, Glasses, Dust mask, Gloves, Work Shoes/Boots, Work Clothes, Safety Belt, Reflective Vest. OHS in Drilling Operations: OHS concept must cover all the following steps of a standard drilling operation: • Opening of the drilling area, • Transportation and installation of machinery and equipment to the area, • Drilling the hole, • Removal and transportation of the machinery and equipment, • Closing the drilling area.

3. Underground Lines: It should be checked whether there are installations such as electricity, water, natural gas or sewerage under the locations where drilling is planned. If the presence of such installations is known or suspected, the location of the drilling location should be changed. 4. Noise Risk: When choosing the drilling location, the proximity to the settlement area should be taken into consideration and precautions should be taken to prevent noise disturbance if necessary. For example: noise curtains or exhaust silencers.

A.Issues to Consider When Choosing the Drilling Location 1. Landslide and Flood Risks: The risks of natural disasters such as landslides or floods in the drilling site should be analyzed before the installation of the machinery and the necessary precautions should be discussed. 2. High Voltage Lines: If a high voltage line is passing around the drilling location, such a location should be chosen that the distance between the tower of the drilling machine is at least 35 meters.

B. Issues to Consider When Preparing the Drilling Location 1. Excavation: During the preparation of the drilling location, the excavated soil should be preserved in the drilling location and it should be put back to its former location after the drilling site has been abandoned.

2. Study Area: The zone, defined as the site of study in the drilling location, must be free from pits, channels or large gravels against the danger of stapling and falling.

C. Machine and Equipment Transportation Following rules must be obeyed during the transportation phase: • Transportation routes must be planned and power, telephone, etc. lines should be checked in advance. • If necessary, the tree branches on the path of the machine should be trimmed. • The maximum slope that the drilling machine will climb must be 30 degrees. • The drilling machine must always be moved by the driller. During the movement of the machine, there must be a watcher in the front. • Hanging equipment like rope, hose, etc. must be connected to the drilling machine with plastic clamps or ropes. • If road conditions are extremely icy or muddy, transportation should not be forced before the road is repaired. • The maximum loading capacity of vehicles used in transportation must not be exceeded.

D. Installation of Machinery and Equipment 1. Oil and Diesel Stack: The oil and diesel fuel used in the drilling must be stocked in a closed area, if possible. The stock area must be covered with an impermeable layer and the barrels of oil tins must be enclosed in sealed pans. Near the stock area, at an accessible position there should be an ‘oil leak intervention set’. 2. Drilling Mud Additives Stock: If possible, the additives to be stocked in the drilling site should be stocked in a closed area or covered to avoid getting wet. Especially additives such as bentonite should be isolated also from ground moisture. 3. Drilling Fluid Control: The metered tanks in the drilling area must be in the pits. All pits or pools in the drilling area must be under-covered with impermeable layers (tarpaulins, nylon...etc.). The recirculation channels of the drill hole must be of sufficient size to prevent the overflow of the drilling fluid and must have sufficient inclination to provide a smooth flow. If necessary, the circulation channels should be covered with cement and the become impermeable.

4. Warning Signs and Safety Strips: The environment of the drilling site should be surrounded by a safety strip or fence. Work safety warning plates should be placed on all entry points of and around all the pits in the site and they should be seen easily. Warning signs should be placed beside the diesel and oil stock area and other important items such as first aid kit, fire extinguisher tubing can be easily found.

should be stabilized with 25-30 cm thick cement from the feet or the tower. In addition, cement can be poured into the collar of the hole with dimensions such as 1x1x 0.5m to prevent expansion. 8. Raising the Tower: Before the tower starts to be raised, wedges should be placed under the feet of the drilling machine and the machine should be balanced. Also, the tower must be checked to ensure that all ropes have been passed over the pulleys, the safety rope is attached and the pulley lubrication hoses are connected.

5. Walking Routes: All channels, tanks and pits in the drilling area must be covered with walking grids. 6. Waste Management: Garbage generated during drilling activities must be collected in at least two categories: Domestic waste and waste oils. Containers should be placed on the drilling site where these wastes can be collected separately and these containers should be in different colors and labels. Waste oils generated during maintenance or repair must be collected in at least two categories: Hydraulic waste oils and Gearbox/Engine/Differential waste oils. Containers where these waste oils can be collected separately must be placed and labeled on the drilling site.

Once the tower is raised, some personnel must observe the ropes and hoses from a remote location. If there is equipment that is stretching and is about to break, the driller should be warned. After all the controls are finished the pillars should be connected immediately. 9. Prevention of Oil and Diesel Leaks: Impermeable materials (tarpaulins, nylon...etc.) must be laid beneath all machines (drilling machines, pumps, generators...etc.) operating in the field to prevent oil or diesel leaks to the drilling site. The ‘oil leak intervention set’ against these types of accidents must be available in the drilling field. 10. Lighting: Lightning of the drilling area for the night shift can be done with electricity taken from the machine’s battery (12V or 24V). This method provides a safer working environment than lighting using the projector and generator (220 V). Things to consider when spot lights are placed are: • The spot lights should enlighten the working environment and especially the pit. • The spot lights must be positioned above eye level. • Care must be taken that the spot lights do not create blind areas.

7. Cement Base and Stabilizing the Drilling Machine: Especially in deep and inclined wells, the drilling machine

• The electrical cables must be embedded or air-tight to prevent interference. 11. Arrangement / Order: The location of all equipment to be used in drilling operation must be decided in advance. These places for this equipment should be prepared. Important equipment such as a fire tubes, first aid kits, oil spill response kits should be placed in easily accessible and easily visible locations. The hose and electrical cables should be embedded as far as possible or suspended in the air to eliminate the risk of stumbling. Three pieces of wedges should be placed beneath the stacks of all drill rods and casings and each wedge should be nailed with antislip wedges. The study area should be cleaned regularly from pollutants such as grease, oil or mud, and gravel should be laid if necessary.

have a risk of burning must be covered. At least one emergency stop button should be placed in the drilling machine at a point that the driller can reach without leaving his position and the location of this button should be clear with a warning sign. 2. Manual Movement/Lifting: The equipment used in drilling (drill rods, chemicals…etc.) is mostly hand-held and moved. Materials over 30 kilograms should be transported with appropriate equipment or assistance. The recommended standard values for the load lifting guide published by the National Institute for Occupational Safety and Health (NIOSH) are 30 kg for males and 20 kg for females.

E. Drilling The most important and difficult phase of a drilling operation is the drilling itself. Therefore, the greatest danger is in this phase. At the drilling stage, although there are rules and measures taken, still many may accidents occur often due to the mistakes of employees. Some of these accidents cause serious injuries and even deaths.

Hazardous Conditions in Drilling Operations 1. Rotating/Moving Equipment: Factors like loose work clothes, jewelry, belts, long hair, increase the risk of entanglement. And it is lethal to tangle around a rotating machine part at 1,500-2,000 rpm. All parts of the drilling equipment that are moving and

50

Spring 2017

For example, waist hernia, which can be described as an occupational disease, is caused by disobedience to manual lifting and carrying principles. 3. Working at Height:According to NIOSH’s Guide to Working at Height, all work carried out over 90 cm height, is categorized in “working at height”. And all the personnel to work at height are obliged to use anti-fall systems. If there is no standard protection in the area to work, the personnel to work at height should wear equipment like safety rope, connection points (anchor, terminal, carabiner…etc.), mountable and parachute type safety belt.

The ladder to be used when climbing the tower should be checked. Equipment for working at high altitude should be checked before each use. If any one of them is weak, old, worn or missing, work at height should be canceled. A 1 mm cut in the belts causes a loss of strength of up to 40%. During the case of falling, the parachute type seat belt protects better than the waist type seat belt because it distributes the force over a wider area over the body. The person who will work at height should have no fear of height and health problems like dizziness. Three points of contact should be provided during high altitude operation, especially during climbing up or down: two hands and one foot or one hand and two feet. 4. Hand and Finger Jam: This the most common type of injury in drilling operations. Such accidents can be avoided by applying the following Standard Operating Procedures: • Fingers should not be inserted into the pipe while the drill rods or housing pipes are being transported. It must be carried from the outside or by using specially manufactured transport equipment. • When the core inside the inner tube is being emptied, the hand or fingers should not be inserted under the tube. • When the inner tube is suspended, the hand should not be inserted into the tube. • The pipe switches must be used in the correct working positions. 5. Oil Leak Hazards: Oils used during drilling are usually under high pressure and temperature. There is a risk of fire if the leaking oil leaks contacts with an open fire or an object at a temperature over 200°C. Serious injuries will occur if the oil jet touches the skin. Equipment that is damaged by the lost oil is very costly. If the machine needs to stop due to loss of oil, this leads to loss of production. On the other hand, cleaning the oil that causes pollution is a difficult and time consuming process.

Causes of Oil Spills: Hydraulic hose producers claim that 80% of hose failures are caused by physical damage such as pulling, twisting, crushing or routine wear. Wear is the most common type of breakdown caused by rubbing the hoses together around the edges. The most common cause of leaks from conical connections is incorrect torque/force. Vibration during operation can cause the hydraulic hoses to wear very quickly. Oil Leak Precautions: • Hydraulic hoses should not be touched by hand. • High pressure hydraulic hoses should be covered with protective plastic cardboard. • The machine must be equipped with protection from hot spattering. • At the beginning of each shift, the hoses should be visually inspected before starting the machine. • Worn hoses or continuous leaks are danger indicators. 6. Mistakes in the Use of Hand Tools: Some of the most common accidents in drilling operations are caused by improper use of hand tools. • Hand tools must be used in proper with their purposes. • Worn or cracked hand tools should not be used. • In this regard, practical training should be given to the employees. 7. Fire: The following precautions must be taken to protect the drill from fire: • The area of 30 meters in diameter, which will surround the drilling location, should be cleaned from dead plant cover. • Engines must have spark catchers in exhaust silencers. • Due to the risk of hydraulic leaks, stoves should not be in the drilling tent. • Fuel must not be charged while the engine is warm or running. • All bottles or barrels containing oil or fuel must be stored vertically. • The areas where the flammable substances are stored must be clearly indicated. “No smoking” signs should be placed next to these areas. • Leakage kits should be available at fuel storage locations.

• There must be at least three 6 kg fire extinguishers in each drill location. • Fire extinguishers should be placed in easily accessible locations. • At the beginning of each shift, the pressure indicators of fire extinguishers should be visually inspected. • Tubes with reduced pressure or nonsafety pin must be refilled. • Fire tubes should be turned upside down every 2-3 days. 8. Explosive Gases (Methane) That May Expose the Well: The methane gas is colorless, odorless and tasteless, but it is accompanied by hydrogen sulfide (H2S), which is usually much more dangerous than methane. When the air ratio of the methane gas exceeds 5%, it combines with oxygen and explodes with the slightest spark. Smoking near the well should be strictly prohibited in projects where there is a risk of methane. All combustible materials must be at least 10 m away from the well. A methane detector should be provided in each well. Indications of Methane Existence: • Air bubbles are seen in drilling mud coming from the well. • Air bubbles are seen in still water. • Sudden or dense water flows out from the well. • Sounds like whisper are heard from the well. • Swamp or rotten egg odor is felt. This may be indicative of H2S that may accompany methane. • Any flames of fire are also indicators of methane. What to Do in Case of Methane Leakage: • Work should be stopped immediately. • All electrical equipment must be switched off. • Methane testing procedures should be followed. • If exists, the Emergency Action Plan should be implemented. • If the work area is safe and necessary equipment is available, Blowout Preventers (BOP) should be activated to prevent methane leakage. • The affected area should be marked as a fire hazard zone.

9. Administrative Precautions: All the risks mentioned above and all the precautions recommended against these risks can only be managed correctly by administrative decisions. For this reason, it is vital that managers follow these rules first. The concept of OHS, which should be a part of the corporate culture, should be carried to a level where it can be accepted without any question. Managers should learn to do time, work and expenditure plans without excluding OHS processes. For this purpose, the following subjects should be prescribed and followed by the managers: Emergency Plans, Maintenance and Repair Records, Business Security Meetings, Accident/Incident/ Hazard Reporting, Periodic Audits, Corrective and Preventive Action Forms, Material Safety Data Sheets, Standard Operating Procedures, Risk Analysis

Conclusion Drilling activities, which are classified under “dangerous and very dangerous” category, have become a profession that requires a serious amount of knowledge and attention. For this reason, the responsibilities of employers and employee on health and safety have increased. By combining the experience of the drilling companies in the sector gained over years and the new Health and Safety Regulations, the applicability of health and safety obligations is also increasing.
