Income-making SOLID WASTE MANAGEMENT
Enabling local government units to establish integrated solid waste management systems
Innovative elements l Establishes an Integrated Waste Management Eco-Center where recyclable and compostable materials are further processed to reduce landfilling l Organizes and trains waste pickers, both men and women, in alternative livelihood opportunities l Protects the environment from harmful gas and liquid pollutants through low-cost treatment schemes l Earns income from recovered recyclables and compost production Main costs Regional or Provincial Government(s) l Regional Ecology Center (REC) Cost: PhP20,000 to PhP50,000 (organizational meetings) PhP50,000 to PhP200,000 (library, equipment and reference materials-depending on scale) Municipality or City l Integrated Waste Management Eco-Center Cost: PhP7.5 million (5 hectares) PhP35 million (>20 hectares) l Capacity-building for Recycler’s Livelihood Association Cost: Approximately PhP100,000 External / Third-party l Regional Ecology Center l Diploma/Certificate Course on Solid Waste Management Cost: PhP40,000 for the full Course (approximate tuition fee per semester: PhP13,000 )
What has been achieved so far by this innovation of the EnRD Program: l In San Carlos City (Negros Occidental), PhP 1.37M was earned from garbage fees, sale of compost, recyclables and cash awards from 2006-2011 l Waste diversion rate is now less than 60% surpassing national requirement (less than 25%). Former dumpsite waste pickers were also integrated and employed by LGU to manage the Eco-Center l Diploma / Certificate course on Solid Waste Management available through Central Philippine University in Iloilo City by June 2012 l Participating agencies of pilot Regional Ecology Centers in the Visayas and Caraga regions formalized cooperation agreements. Regional Ecology Center guidelines were developed and adopted by the National Solid Waste Management Council
