The continuing degradation of natural resources - in combination with the unchecked population growth and other factors - are main drivers of absolute poverty among the rural population in the Philippines. ‘Ridge to Reef’, an integrated approach, is applied by GIZ and its partner agencies to reduce poverty by promoting rural development and the sustainable use of natural resources.

Provides technical support and advice to the National Convergence Initiative (NCI) regarding policy review and dialogue, agribusiness development, knowledge management and enhances their capacities in fulfilling their respective mandates. Convergence among the three agencies is an essential strategy to coordinate delivery of quality support services to the rural poor Supports partners in the areas of policy, strategy formulation and increasing efficiency of systems and procedures Supports the introduction of results-based management (RBM) in the rural sector with DA, DAR and DENR DA and GIZ are Co-Chair to the Working Group on Sustainable Rural Development of the Philippine Development Forum (PDF) Supports formulation and review of key rural development policies such as the passage of the National Land Use Policy and ammendments to the National Integrated Protected Areas System Act Introduces and advocates EnRD Program tested approaches and other experiences for upscaling to the NCI and PDF as well as through other relevant channels

The Policy Dialogue and Strategic Steering component of the EnRD Program aims to improve the coordination and strategic steering of the management of natural resources by relevant national government agencies.

Duration July 2005 - June 2014 Location Region 8 (Leyte and Southern Leyte) Region 6 (Negros Occidental and Antique Province)

Supports developing the capacity of LGUs in sustainably managing their natural resources through participatory land use and development planning at the barangay, city/municipal and provincial levels Supports the updating of two Provincial Development and Physical Framework Plans and the elaboration or updating of Municipal Comprehensive Land Use Plans and Comprehensive Development Plans through broad stakeholder participation Strengthens the capacities of planners from the regional line agencies and LGUs to contribute in improving local land use and development planning and the adoption of more time and cost efficient practices in the planning process Applies conflict sensitivity, gender responsiveness and climate proofing as underlying principles

Integrated Coastal Management Partners Department of Agriculture (DA)-Bureau of Fisheries and Aquatic Resources (BFAR), the Department of Environment and Natural Resources (DENR), selected Local Government Units (LGUs) and the academe

Target Groups Coastal communities (in particular, marginal fisherfolk)

Location Provinces of Negros Occidental in Region 6 and Southern Leyte, Leyte and Samar in Region 8

Duration July 2005 - June 2014

Supports coastal communities, LGUs and inter-LGU Alliances in Integrated Coastal Management schemes Key elements of EnRD’s assistance are: elaboration of management plans (Integrated Coastal Management Plan and Marine Protected Area); establishment of a regulatory and financial framework, including fisheries regulations, fisherfolk gear and fishing vessel registration and licensing; support to municipal water delineation, zonation and coastal law enforcement; establishment of Marine Protected Areas; rehabilitation and protection of habitats including mangrove forests Supports the capacity development of members of the Fisheries and Aquatic Resources Management Councils (FARMCs), fish wardens (Bantay Dagat), mangrove wardens (Bantay Katunggan) and counterpart staff

The Integrated Coastal Management component of the EnRD Program aims to improve on a sustainable basis the management of coastal fisheries resources in the Provinces of Negros Occidental, Southern Leyte, Leyte and Samar.

Community-based Forest Management Partners Department of Environment and Natural Resources (DENR) and Provincial and Municipal Governments, NonGovernment Organizations (NGOs)

Target Groups People’s Organizations (POs), Technical Personnel in Government Agencies and Local Government Units (LGUs)

Duration July 2005 - June 2014 Cooperation with German Development Bank (KfW) until 2015 Location Leyte, Negros, Panay

Supports capacity building of the partners and People’s Organizations and improvement of legal and administrative conditions for Community-based Forest Management, such as issuance of tenurial instruments Supports Community-based Forest Management Agreements for People’s Organizations and Co-Management Agreements between DENR and Local Government Units and improves institutional capacities on forest governance through the formulation and implementation of Forest Land Use Plans Provides technical and financial assistance to Local Government Units and People’s Organizations to reforest around 20,000 hectares with trees, mangroves and agroforestry as contribution to the National Greening Program Supports sustainable livelihood through Public Private Partnerships in the coconut, coffee and cacao sectors. Additional income for People’s Organizations comes from plantation forest utilization and value-adding Assists in Critical Habitats identification and protection for endangered species and supports rehabilitation and protection of 5,000 hectares of natural forests in Leyte, Negros and Panay

The Community-based Forest Management component of the EnRD Program aims to sustainably improve the Community-based Forest Management in the Visayas, especially on the islands of Leyte, Panay and Negros.

Disaster Risk Management Partners National Disaster Risk Reduction and Management Council (NDRRMC), Department of the Interior and Local Government (DILG) and Local Government Units (LGUs)

Target Groups Vulnerable households, government agencies’ staff involved in DRM Location Leyte and Samar Islands; Provinces of Sorsogon, Negros Oriental, Albay, Isabela; and the Caraga Region

Duration June 2006 - December 2013 Donor European Commission DIPECHO, and the German Federal Ministry for Economic Cooperation and Development (BMZ)

Supports partner LGUs in identifying appropriate risk reduction measures, operationalizing them in local spatial development planning and implementing them Engages in awareness raising and sensitization activities on local natural hazards and possible effects of climate change to reduce resulting risks Supports technically and financially hazard mitigation measures, such as slope stabilization, river bank protection and tree planting for erosion and flood prevention Strengthens early warning systems and focuses thereby on communitybased approaches. The component enhances these early warning systems to include other hazards such as landslides and tsunamis

The Disaster Risk Management component of the EnRD Program aims that selected local government units and the affected population on Leyte and Samar Islands; Provinces of Sorsogon, Negros Oriental, Albay, Isabela; and the Caraga Region have proactively reduced disaster risks.

Enhancement of Food Security

Short-term relief for poor farm and fisher folk households through cash for work schemes and promotion of medium to long-term productivity enhancing and income-securing measures Cash for work scheme, a labor intensive method, aims to provide immediate additional income to low income households while at the same time establishing and rehabilitating important rural infrastructure for agriculture, forestry and fisheries. It aims to bridge the gap between harvests when cash is limited for households’ sustenance Provision of necessary equipment and introduction of new technologies open opportunities to earn a higher income To cushion income losses after natural disasters, parametric crop insurance schemes are developed and promoted

The Enhancement of Food Security component of the EnRD Program aims to improve the income of the poor population groups through cash for work and productivity enhancing measures in agriculture, forestry and fisheries.
