Fight back against fraudsters
Residents across West Sussex are being urged to fight back against fraudsters as Scams Awareness Month officially launches this week with a focus on online swindles. West Sussex County Council’s Trading Standards Service is supporting the national month long initiative and is warning people to be on their guard and look out for others who might fall victim to scammers. Fraud offences in England and Wales rose by 25% in 2013, compared to the previous year, with 207,252 cases reported to Action Fraud. West Sussex Trading Standards will look at phone scams, mail hoaxes and doorstep fraud during this month. If you know someone who has sent money in response to a scam or has fallen victim to doorstep callers you can also report your concerns direct to West Sussex Trading Standards Service online at www.westsussex.gov.uk/tsreport 4

NE OF THE most familiar faces seen in Shoreham is Fred! For the past two years, I have seen Fred working hard at keeping our town clean and tidy. I have said ‘good morning’, and on occasions ‘thank you for keeping our town, which has a villagy, atmosphere looking so clean and tidy’. At last I decided to stop wondering, and to make an effort to find out a little more about Fred. For the past 22 years, he has been working as a Road sweeper, employed by the Council. Previously, he worked at Southwick for almost 11 years. Fred loves his job – he says he finds it very rewarding. People often stop and chat to him. Getting to know a little more about him proved rather interesting. He attended the School of Music in Brighton some years ago, where he learnt to play the Acoustic Guitar and concentrated on playing Rock music. He then played bass guitar in a four-piece band, again concentrating on rock music. He is also a keen stamp collector, and enjoys gardening. Dr Who is one of his favourite TV programmes, and he thoroughly enjoys all the Soapies. Going on a Coach Tour is Fred’s idea of a super holiday – and I am inclined to agree with him! Five days a week, at 12pm, Fred can be found relaxing at the Shoreham Community Centre, during his lunch break, enjoying his appetising lunch box and a nice hot cup of tea! How often do we give a thought to the men and women keeping our town clean – the Dustmen, and many others who work behind the scenes, often long hours. I personally, would like to say thank you to them all for the service they provide, and how much it is appreciated. One just has to recall what happened in Brighton last year when the Road sweepers went on Strike for a week! So next time you see Fred, do stop for a quick chat – he continues working whilst you chat, as he has a vast area to clear up before the end of his shift – and he so enjoys meeting people! Claire Cook from independent mortgage and financial advisers Talk Money, gives you essential advice
Financial advice in the news
O
VER THE PAST few weeks, the financial world has been making headlines. The Budget announcing more flexible pensions. Then the Mortgage Market Review with lenders imposing more stringent criteria for lending. Reading the articles it would appear that the focus has been on the more extreme aspects, so here I am going to try and bring some perspective to what is actually happening.
The Mortgage Market Review You may have seen headlines saying that lenders were asking if people played golf, or if they ate steak! Although things have become more stringent, I certainly haven’t come across this yet. It is true, lenders are asking more questions. One of the main focuses of the new rules is affordability, lenders have to make sure that people can afford the mortgage they are taking. Although the new regulations took effect only on 26th April most lenders were well prepared, they had been honing their systems in preparation for quite some time, gradually changing criteria to the point that most of us had already become used to the new rules. A word of warning though, if you are looking to take a mortgage soon, be prepared. Your lender will probably ask for a detailed account of your outgoings, they may also ask for bank statements which give a clear view of what you have been doing, and your lifestyle. So, perhaps steak should be off the menu for a while!
taxable. So, if you withdraw the whole amount as a lump sum you could end up paying higher rate tax. This in itself will lead to people taking the money more gradually from their funds. Lastly, annuities will still suit many people, those who require the guarantees of an income for life. If you require independent financial advice on any of the above, please call me Claire Cook on 01273 224667. I would be happy to assist. Talk Money is a trading style of Best Practice IFA Group Ltd which is authorised and regulated by the Financial Conduct Authority. Flexible pensions
Again, you may have seen headlines saying“you would no longer have to buy an annuity”, but this has been the case for many years. Since 1995 people have had another option, at least until age 75. They have had the choice to invest their pension fund into an income drawdown plan taking the income directly from the fund; although for most people there was a cap on the income you could take. The cap has increased for this tax year, and will be completely removed from next year meaning people will be able to access their whole pension fund. (This aspect is still in consultation). The papers had pictures of pensioners with Lambourghinis, but would people really withdraw all their pension fund and blow it? Firstly, I have found that most people are very sensible with their pension money, they realise that it has to last. Secondly, any money you draw out (after your initial tax free cash) is 6

a trust to ensure that your loved ones are provided for, but the money is not taken into account in any means test. It may not be appropriate to leave your estate to a loved one who is likely to need long term care.
• YOUR PROPERTY - Is your property in your sole name or jointly owned? Should it now be put into joint names? If it is already in joint names consider changing the way the property is owned to Tenants in Common. Careful planning may mean it is possible to protect half of the property from care costs.
• LASTING POWERS OF ATTORNEY - Have you made Lasting Powers of Attorney? A Lasting Power of Attorney is a legal document that appoints a trusted friend, relative or professional (known as an attorney) to help manage your financial affairs and/or make decisions about your health and welfare. This will give you and your family peace of mind and avoid unnecessary cost, time and emotion for your loved ones later on.
• JOINT SAVINGS - Consider transferring jointly owned savings into sole accounts if appropriate. Did one of you contribute more to the savings account than the other? In those circumstances, it would be acceptable for you to put more into one account than the other. Social Services have no power to demand to see the finances of a spouse or partner of someone going into care, however if there is an account in joint names they can see what the spouse/partner has and may be more inclined to ask for a third party top up. • MAKING A GIFT - Are you much older than your spouse/partner? Or does one partner suffer ill health that may lead to a need for care? Should you gift some savings to your younger/fitter spouse now? However, be careful of deliberate deprivation of assets. • WILLS - Do you have a Will? Do you need to review your existing Will? It may be appropriate to set up
• ADVANCE MEDICAL DECISION (living Will) - If you wish to refuse medical treatment in the future, including end of life decisions and life sustaining treatment, you should make your wishes known by making an ‘Advance Decision’. This is made when you still have capacity and is used if you lose capacity in that future. FLINT WALLS
AST WINTER’S RESTORATION of the remains of the ruined Norman nave of St. Mary de Haura, revealed a flint wall dating from around 1103, which had been covered over for many years by ivy and other vegetation. Flint was crucial to the development of Shoreham and was such a valuable commodity that most of the stone from the original nave was re-used after its collapse, to create a new temporary west wall of the church, sometime in the 1600s. The old nave had been made of both Caen stone that was imported from France and flint, which was quarried locally. Humble but resilient, flint has been important to human evolution from the earliest times. It began by being used as crude cutting tools, to being crafted to make knives, axe heads and construction implements, as well as playing a vital role in mankind’s survival by its willingness to spark and start fires.
A walk round Shoreham’s St. Nicolas and St. Mary’s churches will show the importance of flint in construction here through the centuries. The partially flint-built churches and the Marlipins museum in the High Street are survivors from the medieval period, while many other town dwellings large and small were constructed from our local stone until at
10
least the eighteenth century. Many garden walls were also built of flint, and it still lines many of Shoreham streets and twittens today. Houses in the town centre’s back streets are fronted with flints, and there a still many original flint boundary walls in evidence here, many restored, sometimes well, sometimes bodged with cement, bricks etc. New buildings and new walls too are today starting to feature flints to help them blend in sympathetically. The history of flint in Sussex began with the arrival of Neolithic people to the South Downs. They mined flints in the chalk hillsides and used them to make the axes with which to clear forestry for farming. Sites of Neolithic flint mines can still be seen today, as shallow grass-filled pits and spoil heaps at places including Cissbury. Our area was rich in good quality flints, and miners dug shafts of up to fifty feet in depth using only picks and shovels made from antler and deer bone. There were 200 flint pits alone at Cissbury. The narrow belt of flint stretching across the Downs and the coastal fringe reaches from Eastbourne in the East to Selsey in the West. The rounded beach flints, also known as cobbles, that were smoothed by the action of the tides became an extremely popular building material and was once to be seen in almost every type of building in Brighton, Worthing and Shoreham. Both the rough flints from the Downs and smooth flints from the coast were used in construction, and were often used in decorative effects, by either knapping them (splitting them in two with a hammer) or using them with contrasting
materials such as pale limestone or red brick. The use of local flint was largely because the transport of heavy building materials by road was extremely difficult. Even by the eighteenth century the easiest way of getting materials for masonry was to use local stone, or import it via the harbour, like the Caen stone from France. Flint building continued well into the 19th century and it was only after the Second World War that many flint buildings and walls were demolished, often for further building work or to widen roads. In Brighton and Worthing, many flint walls were covered in white stucco during the Regency Era, other had tiles hung on their façade. Shoreham, which was still largely a fishing community during this time, escaped many of the Regency masonry fashions, as many of its flint buildings were meant to be practical rather than decorative. Perhaps Shoreham’s most famous flint-faced building is the Marlipins, now the town’s museum. Here knapped flints and Caen stone were used decoratively to give its street front a very distinctive ‘chequerboard’ appearance. Built in the late 13th or early 14th centuries, there are too few survivors locally from its time, to be able to judge whether there is anything particularly unusual or unique in its attractive patterning. Some charming older examples of flint building work around Shoreham include: the wall at the end of the three cottages at the Mill Lane end of Southdown Road, the Manor House in Church Street, and the high wall surrounding Adur Lodge in Old Shoreham’s The Street. THE COLOUR OF SUMMER
A
S THE YEAR is speeding by, at least we have had some sunshine and it’s been amazing to see how quickly the gardens have responded with growth spurts. Mid May also showed why you still have to be careful with tender young plants, with the high cold winds we suffered. We are approaching the longest day of the year already, which means that the gardens will soon be at their thriving best, with plants responding to the high light levels With the long gloomy winter and spring we suffered, it seems
12
everyone has been craving a splash of colour to brighten things up and make it really feel like summer. Without doubt one of the best and easiest ways for many people to achieve this is by the use of hanging baskets and displays in pots and window boxes. If they are done well and looked after they can give a wonderful stunning display all summer long. Unfortunately if they are not then they can look very, very sad indeed When it comes to the display, it really is a case of anything goes, from the firm favourites of pansies, lobelia, petunias and begonias, to more unusual plants being used such as small lavenders, or even vegetables such as tomato plants or strawberries. It really is a case of choose whatever you like the look of. The container you use is important as it needs to allow for drainage. Baskets will allow this, but you can really use your imagination, with things like old watering cans, wooden boxes or even old welly boots. Whatever you choose make sure you line it with a liner that will allow the water to drain out, but will also help to retain the soil and the moisture. A cheap way is to use a black plastic bag with holes poked in it, or you can use the more traditional method of moss, or buy purpose made liners from the garden centre. The biggest battle you will have with keeping them looking good is to ensure a good supply of water; however it also washes out the nutrients. For that reason it is a good idea to use potting mix rather than plain soil or compost as it has a good range of nutrients and will hold onto them better. As you fill the basket poke through the trailing plants and then fill the top with the main pants at the top. Leave the soil about 1½ inches below the rim to help hold the water and mix in some water retaining granules as well. To keep the display looking good you also need to feed it regularly. Either use a liquid feed once a week, mixed in with the water, or you can place slow release pellets in the baskets. Finally to keep them looking good you need to remove dead flowers as soon as possible to keep encouraging more to be produced. Whether you make your own or buy them ready made, they really do help to lift the garden and give you a feeling of summertime, even if the weather is playing its usual summer tricks. DIABETES
A BIG HEALTH CHALLENGE The West Sussex Downs Diabetes UK group has two local support groups, based in Lancing and Steyning, for people with Diabetes Type 1 or Type 2. Their family members, partners, carers, parents are invited too.
D
IABETES IS ONE of the biggest health challenges facing the UK today. It is a condition where the amount of glucose in your blood is too high because the body cannot use it properly. Diabetes is the condition that results from lack of insulin in a person’s blood, or when their body has a problem using the insulin it produces (Insulin resistance). There are other kinds of diabetes, like diabetes insipidus. However, when people say ‘diabetes’, they usually mean diabetes mellitus. People with diabetes mellitus are called ‘diabetics’. Glucose is not regular sugar that is available in stores and supermarkets. Glucose is a natural carbohydrate that our bodies use as a source of energy. The kind of sugar sold in supermarkets is called sucrose, and is much different from glucose. High concentrations of glucose can be found in soft drinks and fruits. Glucose level in the blood is controlled by several hormones. Hormones are chemicals in your body that send messages from cells to other cells. Insulin is a hormone made by the pancreas. When you eat, the pancreas makes insulin to send a message to other cells in the body. This insulin tells the cells to take up glucose from the blood. The glucose is used by cells for energy. Extra glucose that is not needed right away is stored in some cells as glycogen. When you are not eating, cells break down glycogen into glucose to use as energy. There are two main types of diabetes: Type 1 diabetes (there is no insulin to unlock the cells); and Type 2 (there is not enough insulin or the insulin is there but not working properly). Diabetes UK is a charity and relies on public support for patient healthcare and research. They do not receive any government funding. • They help people manage their diabetes effectively by providing information, advice and support • They campaign with people with diabetes and with health care professionals to improve the quality
14
of care across the UK’s health services. • They fund pioneering research into care, cure and prevention for all types of diabetes • They campaign to stem the rising tide of diabetes. The two local groups hold a support meeting every month throughout the year! (In December they go out for a Christmas meal). The next support meeting is on the19th of June in Lancing from 10am to 12pm. The next Steyning meeting is on the 24th of July from 7-9pm. Check out the website for more details: www.westsussexdowns. diabetesukgroup.org
Fundraising
They also regularly fundraise and yes, they do need a few extra fundraisers who can spare 1, 2, 3 or 4 hours. It
doesn’t matter what age you are. Under 12 year old helpers will be standing with an adult fundraiser. If you need someone to pick you up/ drop you off in order to be able to come, then please contact them. They will do what they can to help you. The next fundraising event is on Friday 13th, Saturday 14th and Sunday 15th of June at Tesco Holmbush Shoreham by Sea between 10am and 6pm each day except Sunday until 4pm. Why not say ‘hi’ and make a donation? FOSTERING PLACEMENTS
THEY’RE NOT ALL THE SAME
Are you interested in fostering but not sure what type of placements you can expect and how they work?
W
HEN YOU FIRST begin to look into becoming a foster carer the information can be very daunting and confusing. The Foster Care Agency (TFCA) are here to support you and answer any questions that you may have. Each and every foster placement is important and unique. Different types of placements suit different carers and their family lifestyles. This blog is intended to give you a clearer idea of the types of placements but we would encourage you to give us a call on 0808 1788 909 or email me on Rebecca.elsip@ thefostercareagency.org.uk to speak about things in more detail.
Specialist Placements:
Specialist placements are specifically designed to support and care for children or young people who have experienced neglect, trauma, abuse or a series of placement breakdowns. Foster carers with specialist placements work closely with professionals to ensure that both themselves and the child or young person have the required level of support during each placement. 18
Long-term fostering
Long-term foster placements are sometimes referred to as ‘permanent’ foster care. This type of placement shares some similarities to adoption as they child or young person should feel part of your family and will be cared for by you until they reach independence. The key difference between long-term fostering and adoption is that the parental responsibility will be shared between you and the child’s local authority.
Parent and Child
Parent and child placements support parents who need guidance and support in learning to care for their babies. Foster carers with parent and child placements work alongside a team of professionals in order to appraise the parent’s capability to look after the child as well as providing them with ongoing support.
Short-term fostering
Short-term foster placements are required when a child or young-person requires care for a specific time or for a limited amount of time.
Emergency fostering
In the event that a child or young person is unable to remain in the family home they may need a safe place to stay at short-notice. An emergency foster carer must be prepared to provide care at short notice both throughout the day and night.
Remand Fostering
Remand fostering is when a child or young-person requires a short-term foster placement when they are in custody or at risk of being placed in secure accommodation. The foster carer will provide the child or young-person with emotional and behavioral support to help change their offending behavior.
Respite Fostering
Respite care is sometimes referred to as a planned break. It is when full-time carers need a short-break whether this is for holidays, weekends or support when day-care is unavailable. Respite carers provide the same support as fulltime foster carers during placement. The Foster Care Agency (TFCA) provides full training and 24/7 support to all of our carers. If you feel you want to be challenged and have the skills, time and space to look after a child or young person please get in contact with Rebecca on 01273 421991. To advertise call: 01273 452065

ADUR TO BE PART OF…
THE BIOSPHERE PROJECT
F
INGERS CROSSED FOR our Biosphere Bid! This summer, it is hoped that a part of Adur District — from the Brighton & Hove boundary up to the River will achieve international recognition as a new UNESCO ‘Biosphere Reserve’ from this United Nations body. The proposed Brighton & Hove and Lewes Downs Biosphere would include part of Adur, and all of the South Downs National Park area between the two rivers of the Adur in the west and the Ouse in the east, as well as the neighbouring urban areas and near-shore coastal waters also. An international Biosphere area would bring the three environments here of down, town and coast together under a high-profile initiative to not only look after and improve the natural environment, but also better engage people in the nature on their doorsteps and promote action to reduce the environmental impacts of our lifestyles. The Biosphere bid is being led by Brighton & Hove City Council, working in partnership with some forty organisations including Adur District Council, other local authorities and public bodies, and voluntary and private sector bodies also. The shared vision is to become a ‘world-class environment’, as part of an international network spanning some 600 sites in over 100 countries that act as best-practice demonstration areas that bring people and nature together and seek to balance the needs of both.

A bid decision is expected from UNESCO in mid-June, and everyone is invited to the (free) Sussex Festival of Nature on Sunday 22nd June 2014 at Stanmer Park (near Brighton) to hopefully join in the celebration of this new global award. See you there! Local events will be organised too. Become a ‘Friend of the Biosphere’ to connect with your environment and back our Biosphere bid.

FIRST FOOT CLINIC HIGHLIGHTS…
IMPACT OF OBESITY ON FOOT HEALTH
O
BESITY IS ONE of the biggest health problems facing the UK and it’s our lower limbs and feet which bear the brunt of being overweight. As part of The College of Podiatry’s annual Feet for Life month in June, Karen Burrett at First Foot Clinic in Shoreham is looking to raise awareness of the foot problems and conditions linked to being overweight. Key foot problems associated with obesity: • Changes in the size of your feet – being overweight can cause feet to ‘splay’ and become wider and the arch of the foot flatter. • Gout - Being overweight or obese increases your risk of developing gout. • Osteoarthritis –Being overweight places increased pressure on the joints, particularly on your feet, which increases your chances of developing osteoarthritis.
• Type 2 Diabetes – being overweight makes you more likely to develop Type 2 Diabetes. • Foot pain – being overweight causes a disturbance in the way you walk which can contribute to foot pain. Karen said: “Being overweight and obese, places increased pressure on your feet, ankles and lower limbs, which makes you more likely to experience arthritis, foot pain and skin problems on the feet. It can also create a debilitating cycle where people put
on weight and then find it difficult to stay mobile and exercise, which can result in even further weight gain and make it harder to lose weight and regain good health. As a podiatrist I want to help people address and overcome any foot problems and pain they are experiencing so that they can stay as mobile as possible and experience a better quality of life. If you do experience painful feet on a regular basis, please don’t ignore it, there is nearly always something that can be done to help.”
